<p>Putin's arrival in Kyrgyzstan was reported by Russian news agencies TASS, Interfax, and RIA Novosti early on Thursday.&nbsp;</p>

<p>During the visit, he is scheduled to meet with Kyrgyzstan President Sadyr Japarov and take part&nbsp;in a summit of the Commonwealth of Independent States. Russian ally, Belarusian leader Alexander Lukashenko, and other regional leaders will also participate in the summit.</p>

<p>Notably, Putin has been relatively absent from international travel since the launch of Russia's Ukraine offensive in February 2022.&nbsp;</p>

<p>This year, he has only travelled to Russian-occupied parts of Ukraine. His last foreign visits to Belarus and Kyrgyzstan were in December of last year. However, as per AFP, Putin is planning future visits to North Korea and China.&nbsp;</p>

<h2><strong>ICC arrest warrant</strong></h2>

<p>Moscow has denounced the warrant as "illegal" and has equated the Russian President's potential arrest abroad to an act of war.&nbsp;</p>

<p>Despite that, Russia, in practice, has taken precautions to avoid Putin's arrest. This includes sending Russian Foreign Minister Sergei Lavrov to represent the nation at a BRICS summit in ICC member South Africa in August.</p>

<p>In March, Putin was invited by Chinese President Xi Jinping to visit Beijing in a symbolic show of support after the ICC issued the arrest warrant.</p>

<p>When Putin was in Beijing, Chinese President Xi Jinping declared a "no limits" partnership, further cementing ties in economic, trade, political and military areas.</p>

<p>Furthermore, China has so far not condemned Russia for the war and instead criticised Western nations for sanctions on Moscow.</p>

<p>As the West announced an embargo on Russian oil, Beijing became the biggest buyer, apart from India, and secured oil and gas at discounted prices.</p>

<p>Russia has also increasingly been using yuan as a reserve currency, in preference to the US dollar.</p>

Russia’s Vladimir Putin will visit China in October, says Kremlin; first trip abroad since ICC arrest warrant

<p>The South African government has been ordered by the high court to arrest Russian President Vladimir Putin if he ever sets foot in the country, in compliance with the International Criminal Court’s (ICC) directive.</p>

<p>The confirmation came after the Gauteng High Court in Pretoria on Friday asked the National Director of Public Prosecutions, Shamila Batohi, to issue an arrest warrant for Putin.</p>

<h2><strong>Comply with Rome Statute</strong></h2>

<p>The court agreed to the demands of opposition Democratic Alliance (DA) party and ordered the ruling government to adhere to the obligations under the Rome Statute and arrest Putin, news24 reported.</p>

<p>South Africa has been a signatory to the statute since 1998.</p>

<p>The ICC issued a warrant against Putin for alleged war crimes during Russia's invasion of Ukraine.</p>

<p>The opposition DA had sought the court’s intervention to pressure the government to arrest Putin if he travels to South Africa for the BRICS summit, scheduled for August in Johannesburg.</p>

<p>But after the government announced that Putin would skip the BRICS Summit, the DA urged the court to order the government to implement the arrest warrant any time the Russian president travels to the country.&nbsp;</p>

<h2>South Africa obliged to arrest Putin if he lands in the country</h2>

<p>However, Mashabane said he did not "discharge" that obligation because he wanted to consult with the ICC first.</p>

<p>That meeting happened on 8 June.</p>

<p>South Africa is the current chair of the BRICS group, a gathering of heavyweights that also includes Brazil, Russia, India and China, which sees itself as a counter-balance to Western economic domination.</p>

<p>The arrest warrant against Putin has been issued over accusations that Russia deported Ukrainian children unlawfully.</p>

<p>Paul Mashatile, Deputy South African President has said in recent interviews with local media that the government has been trying to persuade Putin not to come. But these efforts have been unsuccessful so far.&nbsp;</p>

<p>The Democratic Alliance (DA) party said it has&nbsp;lodged a court application for Putin's arrest "should President Putin set foot in South Africa" and further demanded that Putin then be handed over to the ICC.</p>

<p>"This pre-emptory court action aims to ensure that South Africa upholds its obligations," DA shadow minister of justice Glynnis Breytenbach said in a statement.&nbsp;</p>

<p>South Africa is a member of the ICC and has close diplomatic relations with Moscow. But the government is yet to declare its unequivocal official position about how it will deal with the Putin situation. However, it has granted diplomatic immunity to all officials attending the summit.</p>

<p>Breytenbach said the DA was seeking a "declaratory order" to avoid a repeat of 2015 when Pretoria failed to arrest then-Sudanese President Omar Hassan al-Bashir, who was similarly wanted by the ICC.</p>

<h2><strong>No comment from Russia right now</strong></h2>

<p>Kremlin spokesman Dmitri Peskov declined to comment on Tuesday on whether Putin plans to travel to South Africa for the summit.</p>

<p>"Russia will be duly represented," Peskov said, adding that&nbsp;Moscow expected its BRICS partners "not be guided" by "illegitimate decisions" such as the ICC arrest warrant.&nbsp;</p>

<p>Some view the move as a preparatory step to provide legal cover for Putin's visit — something Pretoria has denied.&nbsp;</p>

<p>"These immunities do not override any warrant that may have been issued by any international tribunal against any attendee of the conference," South Africa's foreign affairs department said in a statement.</p>

<p>Their issuing was "standard" procedure for the hosting of international conferences, it said.</p>

<p>Russia attacked Ukraine in February last year. South Africa, however, has chosen to not condemn the Russian invasion. Since its attack on Ukraine, Russia has found itself increasingly isolated on the international stage. South Africa has maintained that it prefers to stay neutral and has supported dialogue to end the war.</p>

<p>South Africa is one of 123 signatories to the Rome Statute that established the International Criminal Court. This means that these 123 countries hold the mandate to arrest the Russian leader if he sets foot in any of these member countries.&nbsp;</p>

<p>Later this year in August, South Africa is due to host BRICS (Brazil, Russia, India, China, South Africa) summit in Durban. It remains unclear if the Vladimir Putin will turn up for the summit in-person. In case he does, President Cyril Ramaphosa's government will be facing a tough geopolitical dilemma.</p>

<p>Meanwhile, the leader of South Africa's Economic Freedom Fighters political party, Julius Malena, has already said that Putin would be "welcome" in South Africa.</p>

<p>This was challenged in court, then appealed and by the time the courts had finished arguing, al-Bashir had caught his plane home.&nbsp;</p>

<p>Among the most vocal critics of the ICC's arrest warrant has been China.&nbsp;</p>

<p>Any attempt to arrest Russian President Vladimir Putin after the International Criminal Court (ICC) issued a warrant for the Kremlin chief would amount to a declaration of war against Russia, his ally Dmitry Medvedev said on Thursday.</p>

<p>On March 17, the arrest warrant was issued by the Hague-based tribunal, accusing Putin of the war crime of illegally deporting hundreds of children from Ukraine. In a statement, the court said it had reasonable grounds to believe Mr Putin committed the criminal acts directly, as well as working with others. It also accused him of failing to use his presidential powers to stop children from being deported.</p>

<p>The Kremlin has said the warrant is an outrageously partisan decision, but meaningless with respect to Russia. Russian officials deny war crimes in Ukraine and say the West has ignored what it says are Ukrainian war crimes.</p>

There was speculation that India will be under pressure after the arrest warrant over its invite to Putin for the G20 Summit and the Shanghai Cooperation Organisation (SCO) Summit scheduled for June 2023 in Varanasi.</p>

<p>However, India has never signed The Rome Statute Treaty, and it is not a member of the ICC. In the past too, India has hosted a leader who was facing action from the ICC.</p>

<p>On October 27, 2015, the ICC asked India to arrest and hand over the then Sudanese President Omar Hassan al-Bashir, who is wanted on genocide charges and expected to visit New Delhi. The arrest warrant against Bashir was issued on 4 March 2009 and 12 July 2010. On October 26 same year, he visited India and attended the India–Africa Summit. &nbsp;</p>
