Indian and Vietnamese Navy will undertake PASSEX or Passage Exercise in the South China Sea. Indian Navy Ship INS Kiltan which reached Nha Rong Port, Ho Chi Minh City on Thursday will take part in the exercises which will take place on&nbsp;26&nbsp;and&nbsp;27&nbsp;December. The Indian Ship reached the country with 10 tons of humanitarian assistance under mission Sagar 3.

The Indian Navy in a release said," current visit seeks to enhance maritime cooperation between the two Navies and will further bolster the strong bonds of friendship between the two countries and contribute to security and stability in the region."

India and Vietnam have increased high-level engagement including defence engagement. New Delhi on Monday at the India-Vietnam virtual summit handed over first of the 12 High-Speed Guard Boat to the country. The boats have been handed over under $100 million Defence Line of Credit extended by New Delhi to Hanoi. India is also helping in training and capacity building programmes across the three services and coast guards for the country.

The Passex exercises are a first since the Galwan incident earlier this year which saw aggressive action by Chinese forces at the Line of actual control leading to the death of 20 Indian soldiers.

China has also been violative of Vietnam's sovereignty in the South China sea trying to claim large swathes of the sea-based on its so-called "nine-dash line". The Nine-Dash line concept of China, under which it claims 90 per cent&nbsp;of the sea, has been dismissed by an arbitral award by UNCLOS or United Nations Convention for the Law of the Sea.

The Indian and the Australian Navies will undertake Passage Exercise or PASSEX exercises on Wednesday and Thursday.&nbsp;

Australia is the 3rd country with which India has had Passex exercises in the Indian Ocean since June. The first was with US Navy's USS Nimitz and then with the Russian Navy.&nbsp;

India and Australia in the last few months have increased cooperation, especially defence engagement. 
 
A Navy statement said, the exercises, “reflects the growing strength of Indo-Australian bilateral relations as comprehensive strategic partners, particularly in defence cooperation in the maritime domain."

Adding," The exercise, which is in keeping with the strong bond shared by the two navies, would be another step towards strengthening Indo-Australia defence relations and the continued efforts of both Governments to work closely to enhance safety and security of the global commons in accordance with international regulations."

From the Australian side, HMAS Hobart will be present, from the Indian side-- Indian Naval Ships Sahyadri and Karmuk will be present.

Indian Navy said, "The exercise, aimed at enhancing interoperability, improving understanding and imbibing best practices from each other, would involve advanced surface and anti-air exercises including weapon firings, seamanship exercises, naval manoeuvres and Cross Deck Flying Operations."

The exercises happening in the backdrop of COVID crisis will be ‘non-contact activity’ and would not involve any physical contact between the participating personnel of the two navies. Both navies have regular biennially AUSINDEX exercises.&nbsp;

The exercises, Indra Navy 2020 were proposed by Russian Navy as&nbsp;“non-contact, at sea only” with the focus being to "maintain the continuity engagements between the two Navies", a source said. Indra Navy 2020 was planned in Russia's&nbsp;Vladivostok but was postponed due to COVID crisis.&nbsp;

The exercises are expected to increases interoperability between the 2 Navies even as India and Russia are expected to sign-on logistics pact later this year.&nbsp;

The Indian and Russian exercises happen at the same location where the Indian Navy and&nbsp;USS Nimitz, one of the largest warships in the world&nbsp;had undertaken PASSEX&nbsp;more than a month ago.

Russia will be deploying-- two destroyers,&nbsp;Admiral Vinogradov and&nbsp;Admiral Tributs&nbsp;and Tanker&nbsp;Boris Butoma while India will deploy its destroyer-Ranvijay, frigate-Sahyadri, corvette-Kiltan and&nbsp;Tanker-Shakti.

A source said, "As part of INDRA NAVY 2020, maritime operations such as Flying, Gun Firing on Surface and Aerial Targets, Tracking Exercises and Replenishment at Sea Approaches (RASAPS) are planned."

The exercises come even as India's defence minister will be in Moscow for the Shanghai Cooperation Organisation or SCO defence ministers meeting.

Interestingly, the Russian Navy will be joining the Indian navy after the visit from Sri Lankan port of&nbsp;Hambantota from 31st August to 3rd September.&nbsp;
