A day after the outgoing army chief pinned the blame of the 1971 war debacle on the government of the&nbsp;day, several people in Pakistan took to Twitter to chastise the 62-year-old army general.

“Bajwa distorted facts, lied on live TV. These generals need to be put under constitutional framework else this country cannot progress,” a user tweeted.

“General Bajwa's tenure as Army Chief was one of the worst eras of military's interventions. We don't expect much from his replacement as the institution's corporate interests compel individuals to go beyond their mandate,” tweeted National Democratic Movement party President Mohsin Dawar.

“Course correction required for the country to survive,” he added.

A retired Pakistani Army major, Adil Raja, even sought a probe from the new army chief Asim Munir to investigate human rights violations carried out at the behest of Bajwa.

“Our first demand from the new Army Chief #GenAsimMunir is to address the gross human rights violations carried out by ISI &amp; MI under the watch of Gen Bajwa and re-address the grievances of the nation in this regard,” said Raja, who is also the permanent representative of Pakistan at the International Human Rights Foundation.

<h2>What did Bajwa say?</h2>

On Thursday, in his Defence Day speech, Bajwa had&nbsp;said that the 1971 Indo-Pakistan war, which resulted in the liberation of Bangaldesh, was a political failure and not a military one.

He said that the number of soldiers fighting was not 92,000 but 34,000, who confronted 2,50,000 soldiers of Indian Army and 2,00,000 members of Bangladesh’s Mukti Bahini.

<h2>Bajwa family’s illicit family wealth</h2>

Another issue&nbsp;that is causing anger among the public is the explosive report by a Pakistani journalist who revealed that Bajwa’s immediate and extended family had amassed wealth within the country and overseas&nbsp;worth 12.7 billion Pakistani rupees since he took command in 2016.

A report by Pakistan-based journalist Ahmad Noorani, who has cited tax records filed by Bajwa, claimed that Bajwa's wife transferred funds overseas, and made investments in the oil business and real estate, even though she was not an income tax filer until her husband's appointment to the office of the chief of army staff.

It stated the increase in salaries during fiscal 2020-21 is needed because of various factors that have ''affected the fiscal space and livelihood of armed forces personnel,'' claiming that&nbsp;it would cost Rs. 63.67 billion to cover all three services—the Air Force, the Army, and the Navy.

It noted that in the current financial year, 2019-20, the salary of officers up to the rank of brigadier (BPS 17-20) had increased by 5 percent.

Last year, Pakistan’s military “voluntarily agreed” to cut expenses due to the “critical financial situation” facing the country, and skipped a routine increase in the defence budget. This did not include pensions for retired soldiers, which is covered by the federal government to the tune of Rs 260 billion.

In June last year, the government announced a defence budget of Rs 1.15 trillion ($7.6 billion) for fiscal 2019-20, an increase of 1.3&nbsp;per cent&nbsp;over the revised military expenditure for 2018-19. The defence budget amounted to almost 16&nbsp;per cent&nbsp;of total government expenditure for the year and about 3 per cent&nbsp;of GDP.

The official communication between ministry of defence and finance division revealed that high officials of joint staff headquarters and services hq discussed revision of salaries of armed forces personnel, before sending the request.

The meeting was informed that the government employees including armed forced personnel are being affected due to ever increasing inflation owing to devaluation of rupee, impact on consumer price index (CPI) and increase in utility bills etc.

The ministry of defence said only five percent increase was granted to officers up to the ranked brigadier (paying scale 17-20) and 10 percent adhoc relief was awarded to junior commissioned officers (jcos) and soldiers (paying scale 1-16).

However, no increase was given to general officers (paying scale 21-22) in the budget of ongoing fiscal year 2019-20.

Ministry believes that the adhoc relief granted in salaries of officers has also been marginalized when income tax slabs were enhanced. this resulted into payment of additional income tax from the amount of current salaries, consequently the salaries of armed forces personnel have already been decreased.

"Not every person missing is attributable to state. Many are there as part of TTP in Afghanistan elsewhere or got killed fighting as part of TTP. Those with the state are under legal process," Ghafoor tweeted on Friday evening.

The issue was recently thrust into limelight after several billboards highlighting the plight of the people in Pakistan came up across the UK, which is currently hosting the 2019 Cricket World Cup.

The initiative was taken by the Baloch Republican Party and the World Baloch Organisation, who also distributed leaflets outside Lords in London on June 23 when the Pakistan cricket team played against South Africa.&nbsp;

The Pakistan Army Chief, Qamar Javed Bajwa was present at the match, along with Ghafoor, when the protests took place.

In response to the protests, angry Pakistan cricket fans tore down the posters and the banners put up by Baloch activists, and shouted slogans like "Long live Pakistan Army."

Ghafoor met with the Chairperson of Defence of Human Rights Pakistan, Amina Masood Janjua when he made the statement on Thursday.

He also claimed that the Chief of Army Staff, General Bajwa, has constituted a special cell at the General Headquarters (GHQ) towards the issue.

"DG ISPR apprised her (Janjua) about the efforts that government and security forces are doing to facilitate them and address the issue for which judicial commission is working day and night. He also apprised her about special directions and constitution of special assistance cell at GHQ for assisting the process," a statement tweeted by Ghafoor said.

According to the Commission of Inquiry on Enforced Disappearances, an entity established by the Pakistani government, 5,000 cases of enforced disappearances have been registered since 2014 -- most of which remain unresolved.

Independent, local and international human rights organisations, on the other hand, have put the numbers much higher. 20,000 people have reportedly been abducted from Balochistan only, out of which more than 2,500 have turned up dead as bullet-riddled bodies, bearing signs of extreme torture.

Ghafoor met with the Chairperson of Defence of Human Rights Pakistan, Amina Masood Janjua when he made the statement on Thursday. He also claimed that the Chief of Army Staff, General Bajwa, has constituted a special cell at the General Headquarters (GHQ) towards the issue. "DG ISPR apprised her (Janjua) about the efforts that government and security forces are doing to facilitate them and address the issue for which judicial commission is working day and night. He also apprised her about special directions and constitution of special assistance cell at GHQ for assisting the process," a statement tweeted by Ghafoor said. According to the Commission of Inquiry on Enforced Disappearances, an entity established by the Pakistani government, 5,000 cases of enforced disappearances have been registered since 2014 -- most of which remain unresolved. Independent, local and international human rights organisations, on the other hand, have put the numbers much higher. 20,000 people have reportedly been abducted from Balochistan only, out of which more than 2,500 have turned up dead as bullet-riddled bodies, bearing signs of extreme torture.

The meeting was held at the army&#39;s general headquarters in Rawalpindi and looked to assess the state of Pakistan&#39;s security, both internal and external.&nbsp; 
 
Taking note of the &quot;hostile narrative being propagated by India&quot;&nbsp;-- Sharif was referring to the aftermath of Sunday&#39;s attack on an Indian army camp in Uri, Kashmir in which 17 soldiers were killed -- the&nbsp;COAS &quot;we are closely watching the latest happenings in the region&quot; and their impact on Pakistan&#39;s security.&nbsp; 
 
Expressing his satisfaction with the Pakistani army&#39;s operational preparedness, he said the country&#39;s armed forces are fully prepared to respond to the entire spectrum of direct and indirect threats. He said the armed forces, together with &quot;our resilient nation&quot;, has surmounted every challenge and will thwart any sinister design against the integrity and sovereignty of Pakistan in the future as well. 
 
Sartaj Aziz, the Pakistan Prime Minister&#39;s adviser on foreign affairs, meanwhile accused India today of trying to deflect attention away from the situation in Kashmir by blaming Pakistan for the Uri attack.
