A World Bank arbitration court has imposed a penalty of over five billion dollars on Pakistan for the unlawful denial of a mining lease to a company for the Reko Diq project in 2011.

The Tethyan Copper Company had approached the International Centre for Settlement of Investment Disputes in 2012 after the Balochistan government declined its lease request.

The international tribunal on Saturday announced in a 700-page ruling that Pakistan has to pay Tethyan Copper $5.8 billion in damages, Samaa News reported.

Pakistan's Supreme Court had terminated the deal in 2013. The mining company said that it had invested over $220 million on Reko Diq.

The company is still "willing to strike a deal with Pakistan," Tethyan board chair William Hayes said in a statement.

But, added that "It would continue protecting its commercial and legal interests until the dispute was over."

The case between the Pakistani government and the international company continued for at least seven years.

The penalty came as a major blow to the cash-strapped economy of Pakistan that has received billions in financial aid packages from international organisations such as the International Monetary Fund (IMF) and a few friendly countries, including China, Saudi Arabia and the United Arab Emirates (UAE) during the current fiscal year.

Prime Minister Imran Khan on Sunday issued orders for the formation of a commission to investigate and fix responsibility for the massive loss borne by Pakistan in the Reko Diq case.

The Attorney General's office issued a press release stating that Islamabad together with the Balochistan government was analysing the legal and financial effects of the court orders and that the government was considering all aspects of the matter and will decide the future course with a consultation.

The press release said Pakistan had the right to use all legal options available under the international laws.

The government also welcomed Tethyan Copper Company's (TCC) offer to resolve the issue through negotiations. It also welcomed all the international investors to Pakistan.

It added that Pakistan was further interested in the development of Reko Diq resources and as a responsible state saw the international agreements and protection of legal rights and interests with seriousness.

Reko Diq mine is famed for its vast gold and copper reserves and is believed to have the world's fifth-largest gold deposit.

Punjab Chief Minister Captain Amarinder Singh on Sunday welcomed Pakistan's decision to remove the requirement of a separate permit system to allow pilgrims to travel through the historic Kartarpur corridor but requested for the waiver of passport to facilitate devotees from the rural areas of the state to visit the holy place.

Chief Minister Singh, in a statement, said Pakistan has now agreed to 5,000 devotees a day as against its original proposal of 500 but the number needed to be further raised.

The Chief Minister, however, hailed Pakistan's decision to allow Overseas Citizenship of India (OCI) and Persons of Indian Origin (PIO) cardholders, as urged by him.

The historic corridor would not serve its full potential unless Pakistan agreed to become even more flexible with regard to pilgrims visit the Sri Kartarpur Sahib Gurdwara, an official quoted him as saying.

He urged the Central government to engage even more closely with Pakistan to secure their agreement on other demands he has been putting forth.

The Chief Minister also reiterated his demand for a special package from the Centre to make the celebrations truly historic and befitting the sacred occasion.

The Chief Minister has hoped the government would press Pakistan to accept other key demands being raised by him over the past several months.

These included further increase in the daily limit of pilgrims allowed passage by Islamabad to enable 'khulle darshan' to mark the historic occasion of the 550th birth anniversary celebration of Sri Guru Nanak Dev ji, the statement said.

Pakistan will have to pay almost $6 billion in damages to a foreign gold mining firm whose dig was shut down by the government in 2011, the World Bank said Sunday.

The consortium Tethyan Copper company -- of which Canadian gold firm Barrick and Chile's Antofagasta Minerals control 37.5 per cent each -- is the largest Foreign Direct Investment mining project in the country.

More than a decade ago the group found vast gold and copper deposits at Reko Diq, in the turbulent southwestern Baluchistan province, and had planned a hugely lucrative open-pit mine.

But the project came to a standstill in 2011 after the local government refused to renew the consortium's lease, and in 2013 Pakistan's top court declared it invalid.

On Friday, the World Bank's international arbitration tribunal committee awarded $5.84 billion in damages to Tethyan, according to a statement from the company, because of the government's decision to shut down the mine.

Pakistan's attorney general, Anwar Mansoor Khan, said in a statement they had noted the decision "with disappointment".

The country's legal experts were "studying the Award and reflecting upon its financial and legal implications," the statement continued.

Ivan Arriagada, Antofagasta's Chief Executive Officer, said: "We are pleased to reach this milestone after more than seven years of arbitration."

"We remain willing to discuss the potential for a negotiated settlement with Pakistan and will continue to protect our commercial interests and legal rights until the conclusion of this dispute," consortium chairman William Hayes added.

It comes weeks after prime minister Imran Khan secured a $6 billion bailout from the IMF, amid devaluations of the rupee and soaring inflation.

Barrick and Antofagasta say the proposed plant could produce 600,000 tons of copper and 250,000 ounces of gold a year.

But the mine is in Chagai district, one of the most deprived parts of Pakistan and rife with Taliban, sectarian and separatist violence.

The provincial government is also a sleeping partner in the Reko Diq project with a 25 per cent stake.

Mining in Baluchistan is dominated by small companies focused primarily on marble and granite, experts say, which waste up to 80 per cent of potential because of poor extraction techniques.

Experts have called for more transparent policies to allow mining to flourish.

The death toll from a train collision in central Pakistan rose to 23 on Friday after several people succumbed to their injuries overnight, officials said.

The incident took place Thursday in Rahim Yar Khan district in Punjab province when a passenger train coming from the eastern city of Lahore rammed into a goods train that had stopped at a crossing.

The accident saw mangled carriages flipped on their sides and left debris strewn by the sides of the tracks as rescuers used cranes to enable them to pick through some of the twisted wreckage.

"According to the latest updates available with us, the death toll rose to 23 overnight after more people died of their wounds in different hospitals," a senior Pakistan Railways official told AFP.

He said a total of 73 people were still being treated for injuries.

Another senior railways official confirmed the toll and said, "rescuers have pulled out all the dead and injured from the wreckage".

"We are now focusing on quickly clearing the track," he said, adding that an investigation has already been ordered.

Pakistan, which supported Afghanistan's former Taliban regime, on Friday joined the United States, Russia and China in a call on the insurgents to agree to a ceasefire and negotiations with Kabul.

Pakistan joined the three powers in talks in Beijing that come as the United States moves closer to an agreement with the Taliban to pull troops from Afghanistan and end its longest-ever war.

The four countries "encouraged all parties to take steps to reduce violence leading to a comprehensive and permanent ceasefire that starts with intra-Afghan negotiations," said a joint statement issued by the United States.

They called for direct negotiations involving the Taliban, President Ashraf Ghani's government and other Afghans to "produce a peace framework as soon as possible."

Members of the Taliban and government met earlier this week in Qatar, a breakthrough even though participants were said to be there in a personal capacity.

The Taliban, believing they have an upper hand as they seek a US troop withdrawal, have refused to negotiate with the internationally recognized government or to halt its deadly campaign of attacks.

Pakistan, whose relations with the United States have been rocky over its handling of extremists, has sought to use its influence with the Taliban to help reach a deal.

Pakistani Prime Minister Imran Khan is set to come to Washington on July 22 to meet with President Donald Trump, who is impatient to end the war launched after the September 11, 2001 attacks.

US negotiator Zalmay Khalilzad has sought understandings with Russia and China despite the two powers' rivalries with the United States.

The Soviet Union fought US-backed Islamic guerrillas in a disastrous intervention in the 1980s, while China is keen to prevent any spread of extremism.

Pakistan suffering losses due to airspace closure for Indian flights

Pakistan on Friday said that it will not open its airspace until India removes its fighter jets from forward Indian Air Force (IAF) bases, the country's Aviation Secretary Shahrukh Nusrat told a parliamentary committee.

Pakistan had closed its airspace in February after it launched an attack on Indian military installation in response to Indian strikes on Jaish-e-Mohammed terror camps in Balakot on February 26.

The closure of Pakistan airspace has caused a loss of $100 million to Pakistan.

Even as the closure of Pakistan airspace impacts millions of passengers across the world, India has reacted saying its a unilateral decision by Islamabad to close their airspace and up to them to remove any restrictions.

The closure is impacting many Afghans who travelled to India on a regular basis but now have to pay more to travel. The time taken has also significantly increased from just one and a half hour to more than 3 hours now.

Its also impacting Indian students in central Asian countries like Kyrgyzstan due to non-availability and high cost of flights to India. Many International airlines have cancelled flights to India due to the closure of Pakistan airspace.

Nawaz Sharif is currently serving a seven-year prison term in Lahore's Kot Lakhpat jail in connection with the steel mills corruption case.

In the video, the judge is seen purportedly speaking to Butt and claiming that he was coerced to hand down the prison sentence to Sharif despite there being no proof of corruption against the deposed premier.

The judge asked the authorities concerned to take legal notice of the matter and sought stern action against those involved in it.

Shortly after the press release, Special Assistant to the Prime Minister on Information and Broadcasting, Firdous Ashiq Awan, said that the government has decided to conduct a forensic audit of the video.

The Islamabad High Court (IHC) on Friday asked law ministry to remove Accountability Judge Arshad Malik from his post, days after his video got leaked in which he admits that he was "pressurised and blackmailed" to convict Nawaz Sharif. Chief Justice Aamer Farooq on Friday wrote to law ministry regarding relieving judge Malik of his post and repatriating him to the parent department i.e. the Lahore High Court, Dawn cited a source in the IHC. On Saturday, Sharif's daughter Maryam, along with two senior PML-N leaders Shehbaz Sharif and Shahid Khaqan Abbasi, had released a video purportedly showing judge Malik claiming that there was a lack of evidence against Sharif in the Al-Azizia Steel Mills reference. However, Malik denied allegations and asserted that Maryam tried to bribe him during the former premier's trial. On his part, Malik admitted that he knew Butt and his brother and said they were old acquaintances. Pakistan's "heaviest man" died in hospital on Monday after he suffered a heart attack while he was left unattended by nursing staff who fled to deal with a disturbance in the intensive care unit (ICU) of a hospital in Lahore, his surgeon said.

Noor Hasan, weighing over 330 kilograms, had undergone successful liposuction surgery last month and was being kept in the ICU for further observation.

The nursing staff reportedly left Hasan unattended for nearly an hour on Monday after the family of another patient became violent after hearing the news that their loved one had died. The family members blamed the death of the female patient on doctors' negligence.

Hospital staff claimed that relatives of the patient had broken windows, switched off ventilators and hit medical staff.

Treating surgeon Dr Maazul Hassan said upon the return of medical staff to the ICU, Hasan had already suffered a heart attack and all attempts to resuscitate him were futile.

Hasan's wife, Malooka Bibi, blamed her husband's death on the relatives who caused the disruption.

A hospital spokesperson said that they were investigating the incident and examining CCTV footage.

Last month, the army helped rescue Hasan from his home and transferred him to hospital after a plea for help on social media by the father of seven yielded no responses.

Apple Inc is one of the world's most valuable company. Last year, its market capitalisation soared to US $1 trillion, making it bigger than the size of the economy of many countries, more than the Budget deficit of United States and the combined net worth of 100 of the world's richest people.

So, when a Pakistani news anchor made a faux pas, comparing Apple with a fruit, it left Twitterati in splits.

The said gaffe happened during a conversation recently. The discussion was about Pakistan's financial condition where a panelist said, "Apple's business alone amounts to more than the whole of Pakistan's annual budget."

Then came the blunder. "Yes, I have heard that even one apple is very expensive," said the anchor, thinking the panelist was talking about the fruit.

Intelligence inputs have revealed that Pakistan-based terror outfits Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT) have joined hands with Afghan insurgent groups like Haqqani Network and Afghan Taliban after the launch of Balakot air strike by the Indian Air Force (IAF) on February 26.

It is indicated that these terror groups are shifting their base in Afghanistan near the international border in areas including Kandahar and Kunar.

The IAF jets attacked JeM's terror camp in Balakot after the February 14 attack by a suicide bomber on a CRPF convoy in Pulwama in Jammu and Kashmir.

Sources reveal that Pakistan-based terror outfits are shifting their base across the border in Afghanistan to avoid blacklisting of Pakistan by the Financial Action Task Force (FATF) later this year.

Pakistan remains on the grey list of FATF, a global terror financing watchdog which has asked Islamabad to take steps to curb money laundering and terror financing.

India wanted Pakistan to be placed on the blacklist, a move that would negatively impact Pakistan's economy.

After facing intense international pressure, the Pakistan-based terror outfits are hiding in safe havens in Taliban-dominated areas in Afghanistan. They are even posing a threat to the Indian diplomatic establishments, including the Indian Embassy in Kabul.

Intelligence sources reveal that the Indian consulate in Kandahar has been kept on high alert against a Taliban attack.

The revelation about JeM and LeT treats in Afghanistan came after the arrest of Jaish terrorists Sediq Akbar and Ataullah by Afghan National Security Force from Jalalabad earlier this year.

Sources also reveal that JeM chief Masood Azhar was offered shelter in Afghanistan by the Haqqani Network earlier this year. However, Masood feels safe under the protection of Pakistan Army in Bahawalpur.

A Pentagon report earlier this year revealed that the US considers LeT as one of the greatest threats to Washington and its allied forces in war-torn Afghanistan, where at least 300 fighters from the terror group are active.

Responsible for the 2008 Mumbai terror attacks, the LeT is designated as a global terror organisation by the US and the UN.

The report said that among the 20 prominent terrorist organisations active in Afghanistan, LeT ranks fifth in terms of fighters along with al-Qaeda and Islamic Movement of Uzbekistan.

The rising footprint of JeM will pose more threats to people and security agencies in Afghanistan.

Finishing nearly 5,000 metres above sea level after hundreds of kilometres winding past blackened glaciers and snow-capped peaks: a new Pakistani race presents a world-class challenge for cyclists -- climbing towards the "Roof of the World".

The Tour de Khunjerab -- its name a homage to its more famous French counterpart, which began on Saturday -- is still many years away from being another Big Loop, but with a solid claim to being the highest cycling race in the world, it has a lot to offer a certain type of athlete.

In the last week of June, some 88 cyclists, including two teams from Afghanistan and Sri Lanka as well as solo participants from Spain and Switzerland, took part in its second edition.

Less than half completed it within the allotted time.

The four stages -- three ranging from 68 to 94 kilometres (42 to 58 miles) plus a shorter time trial -- are much shorter than many other cycling events.

But there is one fundamental difference: the Pakistani Tour starts at 1,500 metres above sea level, and never stops climbing.

The final day of this year's event sums up the challenge.

Starting at 2,800 metres -- higher than the Iseran Pass, the summit of the Tour de France -- it ends at 4,700 metres, just over 100 metres short of Mont Blanc, Europe's highest mountain.

The Khunjerab Tour must become "an attraction... for the most daring and adventurous cyclists in the world", said Usman Ahmed, the top official for the northern Gilgit region, home to some of the planet's tallest peaks and where the race was held.

The cyclists' tyres swallow up the asphalt of the Karakoram Highway, one of the highest paved roads in the world.

Named after the Karakoram mountain range -- just one of the ranges in Gilgit -- the road passes through an extraordinary landscape.

Soaring, jagged peaks contrast with vertiginous ravines, glaciers driving a chill wind, and tumbling aquamarine rivers. Landslides are common.

Guardrails are a flimsy suggestion of protection from steep falls of hundreds of feet.

"There is no place in the world that offers all these things," said Ahmed.

"No doubt it is the toughest cycle race in the world. We are aiming to make it our trademark," said Haroon General, president of the Pakistan Cycling Federation.

"The most difficult part of the race is the final stage where cyclists face shortage of oxygen and there is risk of heart issues... At such an altitude a person falls down (faints) after running for 200 metres, but our cyclists travelled for almost 59 kilometres," he said.

Five ambulances were on standby in case of emergencies in the final stage, he said, adding: "A majority of the cyclists made it but the support staff needed ambulances."

'Breathless'

The winner of the event, Najeeb Ullah -- a Pakistani from a hilltop village in the southwestern province of Balochistan who won three of the four stages -- told AFP that breathing was a "problem" for him in the final climb.

"I had to face a lot of difficulties while reaching the finishing line," located at the Khunjerab Pass, the border between Pakistan and China, he said.

Especially since altitude was not the only obstacle: On the final day, fierce winds drove snowflakes into the cyclists' faces, forcing some already struggling to catch their breath to dismount.

"Our entire training is reduced to nothing when we reach the final stage," lamented Abdullah Aslam, a participant who could not finish the race.

"I could barely pedal and was feeling breathless," he admitted.

Aslam, a runner from Islamabad, had already had to dismount and walk to the finish on the second day.

"The road was so steep that a majority of the cyclists had to get off their cycles because even a normal vehicle (two-wheel drive) faces issues," he recalled.

Organisers said in some sections the competitors faced a gradient of 20 percent, an angle rarely seen in such competitions in around the world.

At each stage organisers wearing construction helmets scrutinised the surrounding mountains, peering closely for any sign of the rockfalls that periodically smash on to the road -- a potential peril to the cyclists below.

The threat of danger was in stark contrast with the joyful welcome the cyclists received in villages along the route, with residents playing traditional instruments to cheer them on.

"On each mountain, each town, there were welcome signs," said Ramon Antelo, a Spanish diplomat based in Pakistan, who called the race his "best cycling experience" and now hopes to pull together a team to compete next year.

He added: "A race like this is not in any other place. In Europe, Mont Blanc -- you cannot ride it by bike."

Five ambulances were on standby in case of emergencies in the final stage, he said, adding: "A majority of the cyclists made it but the support staff needed ambulances." 'Breathless' The winner of the event, Najeeb Ullah -- a Pakistani from a hilltop village in the southwestern province of Balochistan who won three of the four stages -- told AFP that breathing was a "problem" for him in the final climb.

Tour de Impossible? Pakistan hosts 'world's toughest cycle race'

The government of Pakistan's Punjab province has formed 102 special teams to monitor the possibility of a locust attack on cotton crops in the southern region of the province.

The decision has been taken following a recent directive by Punjab Chief Secretary Yousaf Naseem Khokhar to evolve a plan to deal with the looming threat of locust attack.

According to a report by The Express Tribune, around 23 teams will work in Dera Ghazi Khan, 36 in Bahawalpur and 43 in Multan districts of the province.

Additionally, the Agricultural Department in the province would also be provided with airplanes of the Federal Plant Protection Department in a bid to control locust movement, said Provincial Secretary Agriculture, Wasif Khursheed.

Commissioner Dera Ghazi Khan Division Asadullah Faiz said that the divisional and district administration is monitoring the movement of locusts continuously and no locust has been found anywhere in the division so far.

Cotton runs Pakistan's textile industry, generating scores of jobs.

The country cannot afford to lose its cotton, especially at a time when it has secured a bailout package from the International Monetary Fund. The government has deployed pesticide-mounted vehicles and aircraft to control the situation.

Locusts first emerged from Sudan and Eritrea in January this year.

By February, they had hit Saudi Arabia and Iran before heading to Pakistan's Balochistan in March.

The last major locust attack in Pakistan happened back in 1993 and 1997.
