Pakistan has appointed Asim Munir as its new Army Chief. Who is he? What are his credentials? What changes can he bring to the Pakistani military establishment? Molly Gambhir reports.

Gravitas: Who is Pakistan's new Army Chief?

Former Pakistan prime minister Imran Khan has claimed that retired Army chief General Qamar Javed Bajwa called him a 'playboy' during their last meeting before the Pakistan Tehreek-i-Insaaf (PTI) leader was ousted from his position.

Former Pakistan prime minister Imran Khan has claimed that retired Army chief General Qamar Javed Bajwa called him a 'playboy' during their last meeting before the Pakistan Tehreek-i-Insaaf (PTI) leader was ousted from his position. "In a meeting with General Bajwa in August 2022, he told me that he had audios and videos of my party men. He also reminded me that I was a 'playboy'. I told him…yes, I was (a playboy) in the past and I never claimed that I am an angel," Khan told the media during an interaction at his Lahore residence. The PTI leader has had a long-standing feud with Bajwa. Khan considers the former army chief as one of the principal architects of his fall from the prime minister's chair. Khan added that Bajwa's 'set-up' was still working in the establishment. "In Pakistan, the establishment is the name of one person." "It was my great mistake to grant extension to Gen Bajwa. Bajwa started showing his 'true colours' after getting the extension and eventually conspired against my government on the issue of accountability," added Khan. "I came to know that he [Bajwa] was carefully playing a double game...and wanted to make Shehbaz Sharif the prime minister. Bajwa stabbed me in my back." When it was announced that General Bajwa was finally retiring after his six-year tenure in the office current Prime Minister Shehbaz Sharif claimed that Khan had approached him and offered the name of three candidates who could be nominated for the post of army chief. "Imran Khan suggested that we give him three names and he gives three names for the post of army chief and then we decide on the appointment of the new chief from those six names." The government of India is building "permanent vertical bunkers" for stationing BSF troops at the strategic location of Sir Creek and 'Harami Nalla' marshy area, close to the India-Pakistan International Border in Gujarat, said the official sources.&nbsp;

A Rs 50-crore fund has been approved by the Union Home Ministry for building the eight multi-storeyed bunkers cum observation posts keeping in mind the "constant infiltration of Pakistani fishermen and fishing boats in the area", said the sources to India-based news agency PTI.

As per the official information, 22 Pakistani fishermen were apprehended by the Border Security Force (BSF) and 79 fishing boats were seized along with heroin worth Rs 250 crore and charas worth Rs 2.49 crore from Gujarat in 2022.

The officials stated that space will be provided at the top floor of every 42-foot high 'vertical bunker' for placing surveillance gadgets and radars to monitor the area that includes serpentine estuaries. The rest two floors of the bunkers will have the capacity to include 15 armed BSF personnel as well as their logistics, they said.

Jaishankar's veiled attack on Pakistan, says 'epicentre' of terrorism located close to India

During his maiden visit to Vienna, India’s External Affairs Minister (EAM), Dr S Jaishankar, on Monday (December 2) addressed a press conference with his Austrian counterpart, Alexander Schallenberg. In response to questions, he also spoke about New Delhi’s stance on a range of issues including the Russia-Ukraine conflict as well as called Austria a “serious and consequential partner” in terms of bilateral cooperation.&nbsp;

In a separate interview, with&nbsp;Austria’s National Public Broadcaster, ORF the EAM also spoke about the ongoing conflict in Ukraine, and India’s ties with Russia, and called out Europe for their energy imports from Moscow. Additionally, he also addressed issues regarding Pakistan and China in the context of terrorism and recent&nbsp;skirmishes along the LAC.&nbsp;

Jaishankar about India’s stance on Russia-Ukraine&nbsp;

The interview was taken on the channel’s ‘ZIB2 Program’ which is reportedly one of the most-watched TV shows in Austria where the EAM was questioned by an&nbsp;Austrian anchor about a range of issues concerning India including, its stance on the Russia-Ukraine conflict, Pakistan, and China.&nbsp;

In several instances, the foreign minister responded by evoking history and reiterated some of his sharp responses against Europe, China and Pakistan. The EAM was asked why India never publicly condemned Russia’s “assault and invasion into the neighbouring country (Ukraine),” and if the situation is really “complicated” as he had called it in the context of international relations.&nbsp;

<div class="videoWrapper trancodeVideo">“We have always taken the position that the way out for the countries concerned is to get back to dialogue and diplomacy…I can give you many instances of countries who have violated the sovereignty of another country and if I were to ask where Europe stood on a lot of those. I’m afraid I’ll get a long silence”, said Jaishankar, in response to the anchor.&nbsp;</div>

<div class="videoWrapper trancodeVideo">&nbsp;</div>

<div class="videoWrapper trancodeVideo">He added, “We make judgments in foreign policy based on what we think are our long-term interests and what is good for the world”. Subsequently, Jaishankar was questioned about his and the Indian PM’s call for “dialogue and diplomacy” and urging both sides to negotiate, “However, can one really urge Ukraine to stop defending itself? After all there are no Ukrainian tanks in Russia but Russian planes, tanks and missiles destroying Ukraine,” asked the anchor.&nbsp;</div>

In response, Jaishankar called this a “misrepresentation”, referring to India’s calls for dialogue and diplomacy and said, “There was dialogue and diplomacy in the early days of the conflict so it’s not like it did not happen. So it is not for us to put conditions and to say this country is equal to that country, that’s your judgement.” He added that this war is not in “anybody’s interest” including Russia’s.&nbsp;</div>

During the interview with Austria’s national broadcaster, the EAM was yet again questioned about India “financing Russia’s war” by not participating in Western sanctions and New Delhi’s imports from Moscow being “increased five times” since the beginning of the invasion, last year.&nbsp;

“Europe imported, in the same period, six times the energy which India did…if it is a matter of principle why didn’t Europe cut on the first day? Why didn’t on 25th February, a complete cut off of energy imports from Russia?”, the EAM questioned. He added, “You can’t say it’s my principle but by the way, I will do it by my timing”. &nbsp;

When the Austrian anchor attempted to talk about the difference between increased imports by India and Europe trying to decrease theirs, Jaishankar swiftly shut him down by saying that they have managed to do so in a manner that is “comfortable for Europe”.&nbsp;

He added, “If 60,000 euros or whatever your per capita income is, if you are so caring about your population, I have a population at $2,000 which also needs energy…The price of oil has doubled and Europe also moving into the Middle East and diverting their production into Europe and raising prices…putting pressure on global oil markets and on my imports as well.”

Therefore, if European political leadership understands this and "would like to soften the impact on their population, it is a privilege that they should extend to other political leaderships as well”, said Jaishankar. Subsequently, the Austrian anchor questioned if India is reluctant to criticise Moscow because it is New Delhi’s “biggest supplier of weapons and military equipment?” To which the EAM responded with a history lesson on how Russia and India ties came to be.&nbsp;

Jaishankar on calling Pakistan the ‘epicentre of terrorism’

“Because you’re a diplomat, doesn’t mean you are untruthful…I could use much harsher words than an ‘epicentre’...considering what has been happening to us ‘epicentre’ is a very diplomatic word,” said Jaishankar to Austria’s ORF. Subsequently, he went on to blame Pakistan for the attack on the Indian Parliament which happened in 2001 as well as the terrorist attacks in the country’s financial capital, Mumbai in 2008.&nbsp;

The Austrian anchor asked the EAM if India shared concerns like many others across the world that in the near future, China may intervene “militarily” in Taiwan. Subsequently, Jaishankar was questioned about his and the Indian PM’s call for “dialogue and diplomacy” and urging both sides to negotiate, “However, can one really urge Ukraine to stop defending itself? After all there are no Ukrainian tanks in Russia but Russian planes, tanks and missiles destroying Ukraine,” asked the anchor. ALSO READ | Jaishankar says India's trade with Russia is 'quite small' compared to European nations In response, Jaishankar called this a “misrepresentation”, referring to India’s calls for dialogue and diplomacy and said, “There was dialogue and diplomacy in the early days of the conflict so it’s not like it did not happen. So it is not for us to put conditions and to say this country is equal to that country, that’s your judgement.” He added that this war is not in “anybody’s interest” including Russia’s. During the interview with Austria’s national broadcaster, the EAM was yet again questioned about India “financing Russia’s war” by not participating in Western sanctions and New Delhi’s imports from Moscow being “increased five times” since the beginning of the invasion, last year. “Europe imported, in the same period, six times the energy which India did…if it is a matter of principle why didn’t Europe cut on the first day? Why didn’t on 25th February, a complete cut off of energy imports from Russia?”, the EAM questioned. He added, “You can’t say it’s my principle but by the way, I will do it by my timing”. ALSO READ | Our purchases for the month would be less than what Europe does in an afternoon: Jaishankar on Russian oil When the Austrian anchor attempted to talk about the difference between increased imports by India and Europe trying to decrease theirs, Jaishankar swiftly shut him down by saying that they have managed to do so in a manner that is “comfortable for Europe”. He added, “If 60,000 euros or whatever your per capita income is, if you are so caring about your population, I have a population at $2,000 which also needs energy…The price of oil has doubled and Europe also moving into the Middle East and diverting their production into Europe and raising prices…putting pressure on global oil markets and on my imports as well.” Therefore, if European political leadership understands this and "would like to soften the impact on their population, it is a privilege that they should extend to other political leaderships as well”, said Jaishankar. Subsequently, the Austrian anchor questioned if India is reluctant to criticise Moscow because it is New Delhi’s “biggest supplier of weapons and military equipment?” To which the EAM responded with a history lesson on how Russia and India ties came to be. Subsequently, he went on to blame Pakistan for the attack on the Indian Parliament which happened in 2001 as well as the terrorist attacks in the country’s financial capital, Mumbai in 2008. Jaishankar on China’s possible intervention in Taiwan and relations with India The Austrian anchor asked the EAM if India shared concerns like many others across the world that in the near future, China may intervene “militarily” in Taiwan. In response, Jaishankar said there is a “larger concern” based on New Delhi’s experience which is not having agreements signed between the two countries observed. Meanwhile, speaking about the conflict in Ukraine, echoing Indian Prime Minister Narendra Modi’s words that today's era is not of war he called for both countries to resolve their differences at the negotiation table. “With regard to the Ukraine conflict, let me underline that India remains deeply concerned. Pakistan's capital on high alert after threat of suicide attack: Report

As Pakistan's fiscal deficit widened by more than 115 per cent between July and October this year, the country's finance ministry forecast&nbsp;that inflation in the South Asian nation will remain between 21 to 23 per cent.&nbsp;"For FY23, economic growth is likely to remain below the budgeted target due to the devastation caused by the floods. This combination of low growth, high inflation and low levels of official foreign exchange reserves are the key challenges for policymakers," Pakistan's Ministry of Finance said on Friday in its Monthly Economic Update and Outlook report, reported the Dawn.

Pakistan’s MoF’s Economic Adviser’s Wing (EAW) prepared a report which stated that from July-October 2022, the government’s fiscal deficit stood at 1.5 per cent of the GDP (Rs 1.266 trillion) compared to 0.9 per cent of the GDP (Rs 587bn) in 2021.&nbsp;Amid such financial woes, the Pakistani government faces the challenge of providing relief to people in flood-hit areas.

"The EAW report said the average Consumer Price Index (CPI) in the first five months (July-November) of FY23 remained at 25.1 per cent compared to 9.3 per cent in the same period last year. It is expected that CPI inflation will remain in the range of 21-23 per cent,” said the Dawn report.

"The current account posted a deficit of $3.1bn for July-November FY23 against a deficit of $7.2bn last year, mainly due to an improvement in the trade balance," it added.

The current account deficit shrank to $276 million in November from $569m in October.

Will Pakistan default on loan payments?

Despite such a downcast economic description of the country at present, Pakistan’s Finance Minister Ishaq Dar on Friday said that “there is no way Pakistan is going to default," referring to a number of loans that the country has committed in past to pay back to the multilateral financial institutions and countries.&nbsp;

"We are in a tight position. We don’t have USD 24bn in foreign exchange reserves that our (last) government left in 2016. But that’s not my fault. It’s the system’s fault," Darr told investors at a ceremony to mark the listing of Pakistan’s first developmental real estate investment trust scheme on the stock exchange.

A recent Dawn report&nbsp;quoted the State Bank of Pakistan saying that the incumbent Pakistan government avoided focusing on growth for the fiscal year FY23, resulting in a drop in growth.

Despite sacrificing growth, Pakistan’s government has not been able to achieve price stability and financial stability, the bank said in its annual statement.

As Pakistan's fiscal deficit widened by more than 115 per cent between July and October this year, the country's finance ministry forecast that inflation in the South Asian nation will remain between 21 to 23 per cent. "For FY23, economic growth is likely to remain below the budgeted target due to the devastation caused by the floods. This combination of low growth, high inflation and low levels of official foreign exchange reserves are the key challenges for policymakers," Pakistan's Ministry of Finance said on Friday in its Monthly Economic Update and Outlook report, reported the Dawn. ALSO READ | With uncertain Saudi help and IMF loan, Pakistan's economic woes hit new low Pakistan’s MoF’s Economic Adviser’s Wing (EAW) prepared a report which stated that from July-October 2022, the government’s fiscal deficit stood at 1.5 per cent of the GDP (Rs 1.266 trillion) compared to 0.9 per cent of the GDP (Rs 587bn) in 2021. Amid such financial woes, the Pakistani government faces the challenge of providing relief to people in flood-hit areas. Despite such a downcast economic description of the country at present, Pakistan’s Finance Minister Ishaq Dar on Friday said that “there is no way Pakistan is going to default," referring to a number of loans that the country has committed in past to pay back to the multilateral financial institutions and countries. A recent Dawn report quoted the State Bank of Pakistan saying that the incumbent Pakistan government avoided focusing on growth for the fiscal year FY23, resulting in a drop in growth. Despite sacrificing growth, Pakistan’s government has not been able to achieve price stability and financial stability, the bank said in its annual statement.
