Nepal and China on Thursday agreed to carry out a joint inspection of the border through mutual consultation.&nbsp;

Lok Bahadur Thapa, Head of North East Asia Division, Nepal Foreign Ministry, and Hong Liang, Director General of the Department of Border and Ocean Affairs of the Chinese Foreign Ministry leading delegations held a virtual consultation meeting on border affairs.&nbsp;

As per the Nepalese Foreign Ministry, the meeting took stock of the overall state of Nepal-China relations and held a discussion on various matters relating to boundary and border management between the two countries.

“Underscoring the importance of joint inspection of Nepal-China boundary, the two sides agreed to initiate the process for activating the existing bilateral mechanism through mutual consultation,” said the Foreign Ministry of Nepal in a statement.&nbsp;

This comes after a committee formed by Nepal’s Ministry of Home Affairs came up with a report highlighting issues along the border between two countries in the Humla district.&nbsp;

The report was commissioned last September following claims that China has been trespassing in the district of Humla, in the far west of Nepal.&nbsp;

The First Nepal-China Border Joint Inspection Committee was formed in May 1977 and was completed in 1979 and the Boundary Protocol was signed for the second time.&nbsp;

As per the decision to conduct joint border inspections every ten years, the second was carried out in 1989.&nbsp;

The third Joint Inspection was carried out in 2006 and there hasn't been one since.

“To find a permanent solution to this, the border issue should be included in Nepal’s state policy. Such sensitive and bilateral matters related to the border need to be addressed through a permanent mechanism. Still, it is found that no such initiative has been taken,” the report by the committee stated.&nbsp;

The report outlined a series of issues along the border by the Chinese side including that of a missing border pillar, wiring and fencing of the border pillar and restrictions imposed on Nepalese locals by the Chinese authorities.&nbsp;

In the virtual consultation meeting on border affairs, officials from both sides agreed to resume two-way trade through Rasuwagadhi/Keyrung border port, following COVID-19 health protocol and guidelines.&nbsp;

The trade between the two countries is suspended since the COVID-19 pandemic, severely affecting the traders and business people in the Himalayan nation.&nbsp;

With a view to supporting the livelihood of people in the northern Himalayan region of Nepal, the two sides decided to open Hilsa/Purang border port for transportation of goods and construction materials from China, by putting in place necessary COVID-19 health protocol and guidelines.

The development comes just a day after Liu Jianchao, Head of the International Liaison Department of the Chinese Communist Party paid a four-day visit to Kathmandu, and met key leaders of all political parties including Prime Minister Sher Bahadur Deuba.&nbsp;

Nepal, China to initiate bilateral mechanisms to solve border issues

The Nepal Government led by Prime Minister Sher Bahadur Deuba on Wednesday decided to form a committee to study the border issue with China in the Humla district of Nepal.&nbsp;

Last year, in the month of September, China encroached upon Nepalese territory and constructed nine buildings in border area from Limi Lapcha to Hilla in Namkha village municipality of Humla district.

"A committee comprising Department of Survey, Nepal Police, Armed Police, and Border Experts will be formed under the coordination of Home Ministry Joint Secretary to study the problems in the border area in Humla district,” announcing the decision of the Council of Ministers, Law Minister Gyanendra Bahadur Karki said.&nbsp;

In relation to the border issue in Humla, later the committee will present a report to the government.&nbsp;

Prime Minister Deuba was earlier criticised for not addressing border issues with China in the government’s Common Minimum Programme.

The&nbsp;programme was prepared by seven members of the ruling alliance, which failed to include the boundary dispute, particularly in the Humla district.&nbsp;

Earlier in September 2020, Nepal Government had sent a team to the Humla district to investigate the issue.&nbsp;

Under the 'one-China' policy, Beijing emphasises other countries to recognise Taiwan and Tibet as part of China, it said.

As China firmed up its ties with Nepal, which shares borders with Tibet, with heavy investments besides loans and financial assistance, Beijing wants Kathmandu to stop the free-flow of Tibetans to travel to Dharamshala in India to meet Tibet's highest spiritual leader the Dalai Lama, the statement said. Nepal also has a large chunk of the Tibetan population.

The 85-year-old Dalai Lama fled to India in 1959 following a crackdown on an uprising by the local population in Tibet. India granted him political asylum and the Tibetan government-in-exile is based on Dharamsala in Himachal Pradesh since then.

China views the 14th Dalai Lama as a "separatist" working to split Tibet from China.

The Chinese Foreign Ministry statement, giving details about Wei's visit to Nepal, said that he told the Nepalese leaders that China will continue to keep close communications with the Nepalese side and provide support and assistance for the military development of Nepal and make more contributions to the benefits of both peoples and regional peace and stability.

He held bilateral talks with Nepal Army chief Gen. Thapa at the army headquarters here during his "working visit" to Nepal, the highest-level visit from China after President Xi Jinping's two-day state visit that took place in October last year.

Wei's visit, however, received low-key coverage in the Chinese state media.

His visit comes days after India's Foreign Secretary Harsh Vardhan Shringla wrapped up his maiden two-day visit to Nepal. 
In the first week of November, Indian Army chief Gen. M M Naravane paid a three-day visit to Nepal aimed at resetting bilateral ties that came under severe strain following a bitter border row between the two countries.

Wei's visit also comes amidst an ongoing political rift in the ruling Nepal Communist Party (NCP) that resurfaced following a meeting between Prime Minister Oli and his rival Pushpa Kamal Dahal 'Prachanda'.

China's political profile in Nepal has been on the rise in the recent years with billions of dollars of investments under Beijing's multi-billion-dollar Belt and Road Initiative (BRI), including the building of the Trans-Himalayan Multi-Dimensional Connectivity Network.

Besides the investments, China's ambassador to Nepal Hou Yanqi has made open efforts to garner support for Oli, who faced a massive rebellion in his party from the faction led by 'Prachanda', also a former prime minister.&nbsp;

The Nepalese government said China was constructing the building on its land. The government said it was serious about reports emerging in sections of the media while adding that local administrative officers had reached ground zero in Humla district and as soon as the team sends the report of the chief district magistrate of Humla district is presented, it will be made public.

Nepal foreign minister Pradeep Kumar Gyawali asserted that his country does not have any border dispute with China. He said that even if there is a "small dispute, we can resolve it by sitting amongst ourselves."

The foreign minister said at a press conference that a similar news item had appeared three years ago and after that the country's inter-ministry committee had made an inquiry and found that the building that China had built was one kilometre from the border in its area. "Therefore, this time the building that is being talked about can also be built in the same area of ​​China," the minister added.

The chair of Namkha Rural Municipality had told Kathmandu Post that, "Chinese side claimed that the area where the houses are built falls within the Chinese territory".&nbsp;

The Nepalese government has asked Dattaraj Hamal, assistant chief district officer of Humla district to write a clarification within 24 hours for providing a wrong information to the media houses.

Meanwhile, China also rebuffed reports that it constructed buildings on the Nepali side of the Nepal-China border. Reacting to a question, the Spokesperson of the Chinese Embassy called China and Nepal "friendly neighbours".

'Go back China' protests in front of Chinese embassy in Kathmandu

China's expansionist designs is going on unchecked in Nepal as it is slowly and gradually encroaching Nepali land at multiple locations with the tacit support of the present dispensation headed by Prime Minister K P Sharma Oli.

According to a report by the Survey Department of Agriculture Ministry of Nepal, China has illegally occupied Nepal's land in several places spreading over seven bordering districts. The report stated Beijing is fast moving forward and further pushing Nepali boundaries by encroaching more and more landmass.

It is important to note that the data is being under-reported and the actual scenario could be worse as the Nepali Communist Party (NCP) is trying to shield the expansionist agenda of the Chinese Communist Party (CCP).

It is believed that China has made inroads into several other areas of Nepal, occupied land, and slowly progressing within the country. Prime Minister KP Oli government has preferred to keep mum over the 'illegal occupation'&nbsp;of the village by China under fears of displeasing the CCP.

The districts which are victims of China's land-grabbing plan include&nbsp;Dolakha, Gorkha, Darchula, Humla, Sindhupalchowk, Sankhuwasabha and Rasuwa.

According to the surveying and mapping department of Nepal, China has pushed the international boundary 1,500 meters towards Nepal in Dolakha.

It has pushed the boundary pillar Number 57 in the Korlang area in Dolakha, which was previously located at top of Korlang.

The pillar has been an issue of confrontation between the two countries and China pressurised the Nepali government not to sign the fourth protocol on resolving and managing border disputes between the two countries as China wanted to maintain the status quo and further transgress the boundary arrangements.

The surveying and mapping department has also reported that China has occupied Nepali villages in Gorkha and Darchula districts. Similar to Dolakha, China has relocated Boundary Pillar Numbers 35, 37 and 38 in Gorkha district and Boundary Pillar Number 62 in Nampa Bhanjyang in Solukhumbu.

The first three pillars were located in Gorkha's Rui village and areas of Tom River. Though Nepal's official map shows the village as a part of Nepali territory and citizens of the village have been paying taxes to Nepal government, China had occupied the region and merged it with the Tibet Autonomous Region of China in 2017.

Similarly, the Human Rights Commission has reported that a portion of the Jiujiu Village of Darchula has also been occupied by China.

Numerous houses that used to be a part of Nepal have been now taken over by China and assimilated into the Chinese territory.Besides the reports of land grabbing by the two Nepali agencies, the Ministry of Agriculture also recently came up with a report highlighting multiple cases of land grabbing by China.

The Ministry reported about China's occupation of Nepali land in at least 11 places falling under four Nepali districts. Most of the areas occupied in these districts are catchment areas of rivers, including areas of Bhagdare river in Humla, Karnali river, Sanjen river, and Lemde river in Rasuwa; Bhurjug river, Kharane river, and Jambu river in Sindhupalchowk, Bhotekoshi river and Samjug river in Sankhuwasabha; Kamkhola river and Arun river.

Nepal has refrained itself from going ahead with the border talks with China since 2005 as the Nepali government does not want to offend China by reclaiming Nepali land and at the same time dodge criticism at the domestic front for losing territory to China.

The Nepali government has also suspended the 2012 border talks to save itself from getting into an indecisive situation.In June, members of the opposition Nepali Congress moved a resolution in the House of Representatives, the lower house of the Nepalese Parliament, asking the Oli Government to restore the country's territory, which had been encroached upon by China.

The Nepali Congress lawmakers alleged that China had encroached 64 hectares of land in Dolakha, Humla, Sindhupalchowk, Sankhuwasabha, Gorkha and Rasuwa districts of the country.They alleged that few of the total 98 boundary pillars along the 1414.88 km long border between Nepal and China had gone missing while several others had been shifted inside the territory of Nepal.

In recent times, the Nepali Communist Party has been acting like a puppet of the Chinese Communist Party, which has kept dominating the decision-making process in Nepal.

The entire world has witnessed the developments wherein the Chinese Ambassador to Nepal has been acting as a mediator and sorting out between Oli and Prachanda factions of the NCP and she played a crucial role in saving Oli government.

It is important to note that the data is being under-reported and the actual scenario could be worse as the Nepali Communist Party (NCP) is trying to shield the expansionist agenda of the Chinese Communist Party (CCP). The districts which are victims of China's land-grabbing plan include Dolakha, Gorkha, Darchula, Humla, Sindhupalchowk, Sankhuwasabha and Rasuwa. It has pushed the boundary pillar Number 57 in the Korlang area in Dolakha, which was previously located at top of Korlang. The pillar has been an issue of confrontation between the two countries and China pressurised the Nepali government not to sign the fourth protocol on resolving and managing border disputes between the two countries as China wanted to maintain the status quo and further transgress the boundary arrangements. The surveying and mapping department has also reported that China has occupied Nepali villages in Gorkha and Darchula districts. Similar to Dolakha, China has relocated Boundary Pillar Numbers 35, 37 and 38 in Gorkha district and Boundary Pillar Number 62 in Nampa Bhanjyang in Solukhumbu. The first three pillars were located in Gorkha's Rui village and areas of Tom River. Though Nepal's official map shows the village as a part of Nepali territory and citizens of the village have been paying taxes to Nepal government, China had occupied the region and merged it with the Tibet Autonomous Region of China in 2017. Similarly, the Human Rights Commission has reported that a portion of the Jiujiu Village of Darchula has also been occupied by China. Numerous houses that used to be a part of Nepal have been now taken over by China and assimilated into the Chinese territory.Besides the reports of land grabbing by the two Nepali agencies, the Ministry of Agriculture also recently came up with a report highlighting multiple cases of land grabbing by China. The Ministry reported about China's occupation of Nepali land in at least 11 places falling under four Nepali districts. Most of the areas occupied in these districts are catchment areas of rivers, including areas of Bhagdare river in Humla, Karnali river, Sanjen river, and Lemde river in Rasuwa; Bhurjug river, Kharane river, and Jambu river in Sindhupalchowk, Bhotekoshi river and Samjug river in Sankhuwasabha; Kamkhola river and Arun river. Chinese media on Tuesday warned Nepalese politicians of putting the nation&#39;s ties with China on the back burner.&nbsp; 
 
The Chinese government-run Global Times said the bilateral relationship between China and Nepal has suddenly turned fragile and sensitive.&nbsp; 
 
It added that &ldquo;tricking&rdquo; Beijing will stall Kathmandu&rsquo;s development. 
 
&quot;Obviously, China feels tricked. When Kathmandu needed Beijing to relieve pressure from New Delhi, it got close to China and signed a series of crucial agreements with Beijing which would help Nepal get rid of its reliance on India. But once India&#39;s attitude toward Kathmandu relaxed a bit and the former made some promises to the latter, Nepalese politicians immediately put the nation&#39;s ties with China on the back burner,&quot; Global Times added. 
 
The Chinese daily said that Kathmandu&#39;s diplomacy has been sandwiched between New Delhi and Beijing. But Nepal must not let itself turn into a pawn for either New Delhi or Beijing and maintain good relations with both. 
 
&quot;It might not be easy for Nepal to remain unbiased toward the two giant neighbours against such a backdrop. Keeping good relations with both China and India is Kathmandu&#39;s optimal choice,&quot; the editorial said. 
 
Chinese media was worried that Nepal Prime Minister Prachanda&#39;s recent visit to India could be signs that Kathmandu is valuing New Delhi more.&nbsp; 
 
It has termed it as India&#39;s &quot;narrow-minded geopolitical logic&quot; and said that it will do favour to nobody.&nbsp; 
 
The postponement of Chinese President Xi Jinping&rsquo;s visit to Nepal in October has only added to the tensions.&nbsp; 
 
During Nepal&#39;s previous K P Oli government, the India-Nepal relationship &quot;deteriorated due to a series of issues including New Delhi&#39;s interference in Nepal&#39;s constitutional amendment and stricter border checks on Nepal&#39;s trucks,&quot; the daily said. 
 
But after a year of strained relations, India and Nepal have renewed their bilateral ties with three pacts including an agreement to upgrade the road network in Nepal&#39;s Terai region.
