Bulgaria on Wednesday (Aug&nbsp;7) passed a controversial amendment to its education law that widens its scope to ban LGBTQ "propaganda" in school. The amendment, as per reports, has been widely criticised by human rights groups.&nbsp;

Passed by a huge majority of 159 votes being cast in favour, 22 against, and 12 abstentions, the law prohibits the "propaganda, promotion or incitement" of ideas related "directly or indirectly" to LGBTQ identities in schools.

Denitsa Lyubenova from Deystvie, a LGBTQ rights group, described the legislation as discriminatory and said it "implicitly foreshadows a witch hunt and sanctions any educational efforts related to LGBTQ people in school education".

The law reflects ongoing homophobic sentiments in Bulgaria, a country that does not recognise same-sex marriage and has yet to ratify the Istanbul Convention on combating violence against women, which some see as supporting gender diversity.

Rights groups have already started protesting against the amendment, and&nbsp;wider protests are planned for&nbsp;Wednesday evening.

After the Paris Olympics opening ceremony, the drag artist Barabara Butch was mocked online and was given death threats over a controversial set that some felt was a display of the Last Supper of Jesus Christ. Now, after days of cyber-bullying, Butch is moving court against her detractors.

Butch is filing "several complaints against these acts, whether committed by French nationals or foreigners and intends to prosecute anyone who tries to intimidate her in the future,"&nbsp;said Butch's attorney Audrey Msellati.

In a statement shared on Instagram on Monday (Jul&nbsp;29), Msellati noted that Butch has been the target of an "extremely violent campaign of cyber-harassment and defamation."

In an Instagram post accompanying her lawyer's statement, Barbara Butch said she was honoured to have taken part in the Olympics opening ceremony while hitting back at her critics.

"My heart is still broken and I thank you for all the love and strength you have given me since then," she said, as per an auto-translation of the post originally made in French.

"Through my DJ career and militantism, I have always promoted love and inclusivity - for me, it is what will save the world, even when it falls apart.

"However, today I am the target of an umpteenth cyber-bullying - particularly violent one. If at first, I decide not to speak on it to let the haters get off, the messages I receive are becoming more and more extreme," she wrote.&nbsp;

"Some people don't like me, I exist. I’ve never been ashamed of who I am and I own it all - including my artistic choices," Butch added.&nbsp;

"All my life I’ve refused to be a victim: I will not shut up. I'm not afraid of those who hide behind a screen, or a pseudonym, to vomit their hatred and frustrations. I will fight them with no trembling."

Barbara Butch is an artist-activist and DJ who appeared in a drag performance as part of the opening ceremony of the Olympics in Paris this past weekend. The drag show was criticised by a section of Christians and the right wing as mocking the Last Supper of Jesus Christ, while the Olympics organisers said it was depicting the Greek God of joy, Dionysus.

According to her lawyer, Barbara Butch received death threats and was warned of "torture and rape".&nbsp;

She was also targeted with "anti-Semitic, homophobic, sexist, and grossophobic insults," said Msellati.

Japan’s LGBTQ couples are switching to creative ways to celebrate their love despite all odds. In Japan, same-sex marriages are illegal, so young same-sex couples are instead having “photo weddings”, where they dress in traditional kimonos or trendy wedding dresses and fashionable formal wear for elaborate photoshoots.

These “photo weddings” are carefully staged images that are meant only to be kept as a tangible memory for the couple.&nbsp;

Due to the conservative Japanese society, where LGBTQ people often face prejudice and stigma, even from their families, these photoshoots give them a moment to embrace their true selves with their partners.

Reuters spent eight months documenting these photo weddings in collaboration with Onestyle, a studio in Tokyo and Yokohama.&nbsp;

<h2>Japan’s ‘photo weddings’: An escape for the LGBTQ in conservative society</h2>

The couples, who participated in this research by Reuters, put up a condition: to maintain their anonymity to avoid any future discrimination. &nbsp;

A 40-year-old office worker shared her experience about one such photo wedding when she came to the studio with her 35-year-old partner in a matching dress. She emphasised the importance of creating a tangible memory for themselves, as not everyone in their lives is aware of their relationship. They chose the day they applied for a partnership agreement with their local council for their photoshoot, highlighting the challenges in finding studios willing to accommodate same-sex couples.

Japanese LGBTQ couples opting for ‘photo weddings’ amid same-sex marriage ban

The Chinese city does not recognise same-sex marriage and the newlyweds had to legally register their marriages in the United States, with the officiant joining via video call from Utah.

For Daisy Ko and Dark Chan, their marriage on Tuesday -- even though it came with fewer rights than those of heterosexual couples -- was the fulfilment of a dream years in the making.

"This was my promise to her and today we did it... I'm excited and really happy," Chan, 45, told AFP.

Support for same-sex marriage in Hong Kong has grown over the past decade and hit 60 percent last year, according to a survey by three universities.

More Hong Kong LGBTQ couples are interested in getting married following a landmark court decision last year that ordered better protections of same-sex couples' rights, organisers of Tuesday's "Pride to Wed" event said.

The event was meant as a joyous occasion shared with family and friends, as well as a way to boost public awareness, according to co-organiser Kurt Tung.

"There hasn't been an LGBTQ mass wedding in Hong Kong... (The event) is significant for the community," said Tung, who co-founded an LGBTQ wedding planning business.

"I hope one day that everybody will accept the fact that love is not just between men and women," said businessman Lucas Peng, 66, after marrying his long-term partner.

"To be able to publicly declare our love for each other today is a very important step for us."

Citing the Thai senate's decision this month to legalise same-sex marriage, Peng said he hoped Hong Kong and his native Singapore would follow suit.

'Choices' for all
Hong Kong's top court last September rejected same-sex marriage, but gave the government two years to set up an alternative framework -- potentially in the form of civil unions -- to recognise the rights of same-sex couples.

The government was conducting a "detailed study" into the complex issues, a top minister said last month, though no public consultation has been announced.

Tung said there had been a spike in LGBTQ couples wanting to get married after the court ruling despite the lack of immediate policy changes.

Couples needed a private, comfortable setting so they could feel at ease, while homophobia remained a problem in Hong Kong's hospitality industry, Tung added.

Founded in 2018, her business used to handle 10 or so weddings a year but now the number is closer to 100. Tuesday's mass wedding drew applications from 30 couples.

"Couples used to ask me, what's the point of marriage?" Tung said. "Nowadays they are considering the question of where to get married."

On Tuesday, the 20 participants stood at the front of the ballroom while the marriage officiant in Utah, shown on a large screen, conducted the ceremony.

Utah has become popular among the LGBTQ community as it only requires the officiant to be located in the state, and marriage ceremonies can be held online.

Same-sex couples who are legally married overseas enjoy limited rights while living in Hong Kong, in areas such as taxes, visas, housing and inheritance -- the result of years-long legal battles.

Some of those rights are still disputed by the government and activists say they hope the upcoming legal framework can protect rights in a more comprehensive way.

Newly-wed Chan hoped Hong Kong will one day allow same-sex marriage, so that spouses will have legal status in taking care of one another.

"Aside from (affirming) our love, in case something goes wrong, the marriage certificate is very important as a legal document," she said.

Liam Mak, a wedding participant who is transgender, said marriage should be for all.

"Ideally marriage doesn't have to be divided into same-sex or different sexes. Marriage is marriage."

Namibian court declares laws banning gay sex unconstitutional

On Monday (June 24), the Biden administration's plea for the repeal of state prohibitions on gender-affirming healthcare was taken up by the Supreme Court.

The top court's decision to hear the plea comes as Republican-led states have imposed multiple restrictions on transgender people's access to health care, participation in school athletics, restroom use, and drag performances.&nbsp;

The next term of the court, which begins in October and ends in June 2025, is likely to include oral arguments and verdict.

The case is the first in which the conservative-majority court, which has a 6-3 majority, will rule on a case involving teen transgender rights, which has been a contentious subject in both the healthcare and education sectors.

New federal regulations aimed at safeguarding transgender students are among the many safeguards for transgender individuals that the administration and Democratic-led states have expanded.

The Tennessee law that limits puberty blockers and hormone treatment for transgender kids is the subject of the case before the court. After being blocked by lower courts, laws in Tennessee and Kentucky were finally permitted to go into force by the federal appeals court in Cincinnati.

Counsel for the transgender teenagers in Tennessee told the judges, "Without this Court's prompt intervention, transgender youth and their families will remain in limbo, uncertain of whether and where they can access needed medical care."

The Oscar-nominated actor Elliot Page, who starred in films like "Juno," "Inception," and "The Umbrella Academy," is one among the 57 transgender individuals who have signed a legal filing endorsing a Supreme Court review.

Even though these therapies have been accessible in the US for more than ten years and are supported by significant medical associations, South Carolina became the 25th state last month to pass legislation limiting or outlawing gender-affirming medical therapy for younger transgender patients.

Previously, when lower courts had blocked the state limitations on such therapies, the justices had authorised Idaho to impose them widely.

There are laws in at least 24 states that prohibit transgender women and girls from participating in specific sports for women or girls. At least 11 states have passed legislation prohibiting transgender women and girls from using the women's and girls' restrooms in public schools, as well as in some other types of government buildings.

"The future of countless transgender youth in this and future generations rests on this court adhering to the facts, the Constitution and its modern precedent,” Chase Strangio, a lawyer at the American Civil Liberties Union, told NBC news.

The expansion of US civil rights protections to LGBTQ+ students across six states was blocked by a federal judge on Monday (June 17) in a major setback to the gender minorities in the United States. The ruling, however, is temporary in nature but it effectively blocks the Biden administration's new Title IX rule by declaring them as "arbitrary in the truest sense of the word".

The US District Judge Danny C. Reeves granted a preliminary injunction blocking the expansion of civil rights for LGBTQ+ students in the states of Kentucky, Indiana, Ohio, Tennessee, Virginia and West Virginia. The ruling comes days after a different federal judge temporarily blocked the new rule from taking effect in Idaho, Louisiana, Mississippi and Montana.

In Kentucky, the ruling was applauded by the state's GOP attorney general, Russell Coleman, who argued that the regulation would undermine equal opportunities for women.&nbsp;

"The judge’s order makes clear that the US Department of Education’s attempt to redefine ‘sex’ to include ‘gender identity’ is unlawful and beyond the agency’s regulatory authority,” Coleman said in an official statement.

The row has stemmed from two cases that are among at least seven backed by more than 20 Republican-led states that contest the Title IX ruling. Title IX, the Biden administration's&nbsp;flagship civil rights expansion initiative, set to take effect in August just a few months before the US presidential elections in November, expands the definition of sexual harassment at schools and colleges and adds safeguards for survivors.

Vatican says 'no' to sex changes, gender theory

The Vatican on Monday reaffirmed its opposition to gender-affirming surgery, "gender theory" and surrogate parenthood, drawing criticism from advocates for LGBTQ Catholics.

The declaration by the Vatican's doctrinal office (DDF) comes four months after another document in which it supported blessings for same-sex couples, triggering fierce conservative pushback, especially in Africa.

The 20-page text called gender theory "extremely dangerous" and accused it of trying "to deny the greatest possible difference that exists between living beings: sexual difference."

The Vatican also said via the head of the DDF, Cardinal Victor Manuel Fernandez, that it opposed the anti-LGBTQ laws enforced by a number of countries with the support of local Catholic groups.

Monday's declaration said having a child via surrogacy violates the dignity of both the surrogate mother and the child, and recalled that Francis in January called it "despicable" and urged a global ban.

Surrogacy is regulated and widespread in the United States and Canada, but illegal in many other countries, and is one way for infertile or same-sex couples to have a child.

There is no suggestion that the new text, called "Dignitas infinita" (Infinite dignity) and describing what the Church perceives as threats to human dignity, was prepared in direct response to the rows over same-sex blessings.

It has been five years in the making and has undergone extensive revisions over the period.

Pope Francis approved it last month after requesting that it also mention "poverty, the situation of migrants, violence against women, human trafficking, war, and other themes", Fernandez said in a statement.

<h2>'GENDER THEORY'</h2>

On gender theory, it said, "desiring a personal self-determination … amounts to a concession to the age-old temptation to make oneself God, entering into competition with the true God of love revealed to us in the Gospel".

The declaration said that "any sex-change intervention, as a rule, risks threatening the unique dignity the person has received from the moment of conception".

It acknowledged the possibility of surgery to resolve "genital abnormalities", but stressed that "such a medical procedure would not constitute a sex change in the sense intended here".

New Ways Ministry, an advocacy group for LGBTQ Catholics, criticised Monday's document, saying its "outdated theology" would contribute to continued discrimination against non-heterosexual people.

"The Vatican is again supporting and propagating ideas that lead to real physical harm to transgender, nonbinary, and other LGBTQ+ people," Francis DeBernardo, the group's executive director, said in a statement.

The Vatican has, nevertheless, tried to reach out to transgender people, who have been cleared by the DDF to be baptised and serve as godparents and have been among invitees to the Vatican.

<h2>ABORTION, EUTHANASIA, DEATH PENALTY</h2>

Fernandez, a liberal theologian and friend of the pope, a fellow Argentine, defended Francis' right to update Church positions in line with the times, noting how, in the past, it had gone from supporting to condemning slavery.

"It now seems that Pope Francis cannot say anything different from what has been said before, as if the teachings of the Church had been permanently set by previous popes," the cardinal lamented.

Monday's declaration doubled down on the Vatican's standing condemnation of abortion, euthanasia and the death penalty.

It also mentioned sexual abuse as a threat to human dignity - calling it "widespread in society", including within the Catholic Church - as well as cyberbullying and other forms of online abuse.

The Vatican has, nevertheless, tried to reach out to transgender people, who have been cleared by the DDF to be baptised and serve as godparents and have been among invitees to the Vatican. ABORTION, EUTHANASIA, DEATH PENALTY Fernandez, a liberal theologian and friend of the pope, a fellow Argentine, defended Francis' right to update Church positions in line with the times, noting how, in the past, it had gone from supporting to condemning slavery.

Wisconsin&nbsp;Governor Tony Evers on Tuesday (Apr 2) vetoed a bill that if passed would have banned high school transgender athletes from competing on teams that align with their gender identity.

<h2>Reaffirming commitment</h2>

In his veto message,&nbsp;Evers reaffirmed his commitment to protest any legislation "that makes Wisconsin a less safe, less inclusive, and less welcoming place for LGBTQ people and kids."

Evers said that such legislation harms "LGBTQ Wisconsinites' and kids' mental health, emboldens anti-LGBTQ harassment, bullying, and violence, and threatens the safety and dignity of LGBTQ Wisconsinites, especially our LGBTQ kids."

<h2>Republicans call veto "disgusting"</h2>

Despite Evers' steadfast opposition to the bill since it was introduced, the Republican-controlled Legislature in Wisconsin had managed to pass it as Democrats lacked the votes to stop its passage.&nbsp;

Nonetheless, the governor's veto has become a formidable obstacle, and Republicans lack the necessary votes to override it.

Condemning Evers'&nbsp;decision, Republican Representative Barb Dittrich, who sponsored the bill, called the veto "disgusting" and accused him of holding a "misogynistic and hateful position towards actual females."&nbsp;

He argued that the veto disregarded the achievements.

"His veto today clearly demonstrates his disrespect for women and girls as well as for protecting their hard-fought achievements," said Dittrich in a statement as reported by CBS News.

<h2>Restrictions the bill would have imposed</h2>

The proposed bill sought to restrict high school athletes to teams that only corresponded with the gender assigned to them at birth.&nbsp;

Supporters of the bill argued it was necessary for fairness among non-transgender athletes. However, opponents contend that the bill perpetuated discrimination and was harmful to transgender youth.

Notably, the Wisconsin Interscholastic Athletic Association already requires transgender athletes to undergo hormone therapy before participating in sports, aligning with NCAA guidelines.

Across the United States, at least 20 states have approved their versions of a blanket ban on transgender athletes playing on K-12 and collegiate sports teams statewide. To counter such bans, the Biden administration is finalising a proposal that seeks to invalidate such bans, citing violations of Title IX, a landmark gender-equity legislation.

Wisconsin governor blocks bill banning transgender athletes in schools

Thailand's lower house of parliament on Wednesday (Mar 27) approved a bill granting legal recognition to same-sex marriages.

The bill still requires endorsement from the upper house Senate and royal approval to become law.

Anticipation is high that this will occur by end&nbsp;of 2024, positioning Thailand as the sole Southeast Asian nation to officially acknowledge same-sex partnerships.

This move will solidify Thailand's status as a comparatively safe space for LGBTQ+ couples within a region, where such acceptance remains scarce.

"This is the beginning of equality. It's not a universal cure to every problem but it's the first step towards equality," Danuphorn Punnakanta, an MP and chairman of the lower house's committee on marriage equality, told parliament while presenting a draft of the bill.

"This law wants to return these rights to this group of people, not grant them the rights," he added.

The newly passed law, supported by 400 out of 415 lawmakers present, redefines marriage as a union between two individuals rather than specifically between a man and a woman.

It ensures that LGBTQ+ couples have equal rights to access marital tax benefits, inherit property, and provide medical consent for incapacitated partners.

Thailand already boasts legislation prohibiting discrimination based on gender identity and sexual orientation, positioning it as one of Asia's most LGBTQ+ inclusive nations.

However, achieving marriage equality has been a prolonged struggle, despite widespread public backing.

Previous attempts to legalise same-sex marriage faltered, despite strong public support. A government survey conducted late last year revealed that 96.6 per cent&nbsp;of respondents favoured the bill.

Before last year's election, multiple political parties pledged to recognise same-sex unions in Thailand. Prime Minister Sretta Thavisin has vocally supported this cause since taking office in September 2023.

In December, the lower house of parliament passed four bills to legalise same-sex marriage, including one from Thavisin's administration and three from opposition parties.

Despite the visibility of transgender communities, proposals allowing gender identity changes have been rejected.

<h2>How are other Southeast Asian countries faring?</h2>

Thailand's stance on LGBTQ+ rights distinguishes it in Southeast Asia, where some countries criminalise same-sex relationships.

In Asia, Taiwan legalised same-sex marriage in 2019, while Nepal registered its first same-sex union in November 2023.

Conversely, India's Supreme Court ruled against it in October 2023. In Japan, efforts for marriage equality face opposition from traditional factions.

Singapore abolished a colonial-era ban on gay sex in 2022 but amended its constitution to preserve marriage's heterosexual definition.

A Nigerian designer is making waves in fashion with a gender-fluid clothing line, which he says is intended to challenge the notion that non-binary dressing is a western concept and societal norms in a country where LGBTQ+ rights are restricted. Adeju Thompson, founder of the Lagos Space Program brand, designs clothing that transcends traditional gender boundaries, drawing inspiration from his African heritage and personal experiences.

An anti-LGBTQ bill passed by Ghana's parliament, which could derail international aid for the West African country if it becomes law according to an internal government memo, has not yet reached the desk of President Nana Akufo-Addo. In his first comments on the bill's passage, he said Ghana will not backslide on its human rights record, and added that the bill had been challenged in the Supreme Court.
