The Government of India on Tuesday issued a statement on the military altercation with China at the LAC that turned violent on Monday night leading to the death of three Indian Army personnel.

Colonel B Santosh Babu, Havildar Palani and Sepoy Ojha were killed in the clashes that took place at one of the four locations in Ladakh where the two armies have been locked in a 40-day standoff.

“On late-evening and night of June 15, a violent face-off happened as a result of an attempt by the Chinese side to unilaterally change status quo there. Both sides suffered casualties that could have been avoided had agreement at higher level been scrupulously followed by Chinese side,” the Ministry of External Affairs said in a statement.

At a weekly media briefing, Spokesperson in the MEA Anurag Srivastava said both sides have agreed to work for an early resolution to the issue in keeping with broader guidance provided by leaders of the two countries for ensuring peace and tranquillity along the border areas.

He, however, did not respond to questions relating to reports of pulling back of troops by both India and China from certain friction points in the Galwan Valley and Hot Spring areas in eastern Ladakh in the last few days.

"A meeting was held between core commanders of India and China on June 6. This meeting was in continuation of our diplomatic and military engagement which both sides maintained in order to address the situation in areas along the India-China border," the MEA spokesperson said.

"It was agreed in the meeting that an early resolution of the situation would be in keeping with guidance of our leaders. The two sides are, therefore, maintaining military and diplomatic engagements to peacefully resolve the situation at the earliest and also to ensure peace and tranquillity in the border areas," he said.

"This is essential for further development of India-China bilateral relations," Srivastava said.

Military sources on Tuesday claimed that the two armies began "disengagement" around patrolling points 14 and 15 in Galwan Valley and another in the Hot Spring area, adding that the Chinese side has even moved back up to 1.5 km in the two areas.

"At present, the world’s largest and experienced country with plateau and mountain troops is neither the US, Russia, nor any European powerhouse, but India," Huang Guozhi, senior editor of Modern Weaponry magazine, wrote in an article published by China’s thepaper.cn on Tuesday.

His remarks coincided with the current military standoff between India-China troops along the Line of Actual Control (LAC).

Mountain brigades being raised by India are mostly meant for the Chinese border, especially the Tibetan plateau, and it is perhaps the first time a Chinese military expert publicly complimented their strength and strategic importance.

"With more than 200,000 troops in 12 divisions, the Indian mountain force is the largest mountain fighting force in the world,” Huang wrote.

Huang said that since the 1970s, the Indian military has established and expanded the size and personnel of the mountain troops on a large-scale, and also plans to create a mountain strike force of more than 50,000 troops.

But each of the problems identified there are threats that they have been making for an awfully long time, adding, "threats like the one that is happening on its border with India, they have been making for an awfully long time," Pompeo said.

"China has been implementing the consensus between the two countries' leaders. We have been committed to upholding our national sovereignty, security as well as stability along the border," Zhao said.

There have been reports of multiple incidents of transgressions by Chinese troops in several areas in Eastern Ladakh in the last one week, and soldiers from India and China were involved in scuffles on at least two occasions, authoritative sources said.

It is learnt that the Chinese army forcefully stopped movement of Indian troops on several occasions when they were carrying out patrolling in Pangong Tso lake area this week.

Amid the escalating tension, Army Chief Gen MM Naravane paid a quiet visit to the headquarters of 14 Corps in Leh on Friday and reviewed with the top commanders the overall security scenario in the region including in the disputed areas along the LAC, the de-facto border between India and China.

The sources said the Indian Army has been matching up to the Chinese build-up in both Pangong Tso lake and Galwan Valley and that it is in a much advantageous position in certain other sensitive areas in the region.

The Indian troops are also resorting to "aggressive patrolling" in several sensitive areas including Demchok and Daulat Beg Oldi, they said.

The situation in Eastern Ladakh deteriorated after around 250 Chinese and Indian soldiers were engaged in a violent face-off on the evening of May 5 which spilled over to the next day before the two sides agreed to "disengage" following a meeting at the level of local commanders.

Over 100 Indian and Chinese soldiers were injured in the violence.

The incident in Pangong Tso was followed by a similar incident in North Sikkim on May 9.

In the last one week, local commanders of both the sides held at least five meetings during which the Indian side took strong note of the People's Liberation Army (PLA) erecting a large numbers of tents in areas in Galwan Valley which India felt belonged to its side of the LAC, the sources said.

India on Thursday said the Chinese military was hindering normal patrolling by its troops and asserted that India has always taken a very responsible approach towards border management.

 
In a separate incident, nearly 150 Indian and Chinese military personnel were engaged in a face-off near Naku La Pass in the Sikkim sector on May 9.

At least 10 soldiers from both sides sustained injuries.

The troops of India and China were engaged in a 73-day stand-off in Doklam tri-junction in 2017 which even triggered fears of a war between the two nuclear-armed neighbours.

The India-China border dispute covers the 3,488-km-long LAC. China claims Arunachal Pradesh as part of southern Tibet while India contests it.

Both sides have been asserting that pending the final resolution of the boundary issue, it is necessary to maintain peace and tranquility in the border areas. 
China has been critical of India's reorganisation of Jammu and Kashmir, and has particularly criticised New Delhi for making Ladakh a union territory. China lays claim over several parts of Ladakh.

She also blamed the UPA government for non-performing assets (NPAs) of banks and alleged that loans were given over recommendations made on phone calls between 2008 and 2014.

The House passed the demands for grants allowing the government to spend an additional Rs 21,246 crore, including over Rs 8,820 crore for the newly formed Union Territories of Jammu and Kashmir, and Ladakh in the current fiscal.

She also said that more devolution of funds to the union territories will take place through the 15th Finance Commission.

The minister said FDI inflows were growing and "fear factor does not exist" for investments.

Noting that both revenue expenditure and capital expenditure of government had gone up, she said the government has been able to save Rs 1.41 lakh crore due to the implementation of a direct benefit transfer scheme.

She said 6.21 crore people have been given MNREGA employment this year.

Referring to points made by opposition members during the debate, she said "stressed accounts were not recognized as NPAs" during the UPA government.
