China has asserted that there is no contradiction in its policy to block India&#39;s bid to designate Pakistan-based JeM chief Masood Azhar as a global terrorist by the UN, saying the BRICS declaration was against terror groups and not individuals, Pakistani media today reported.

A veto-wielding permanent member of the Security Council, China has repeatedly blocked India&#39;s move to impose a ban on the Jaish-e-Mohammed (JeM) chief under the Al-Qaeda Sanctions Committee of the Council.

The latest technical hold by China came on November 2 when it blocked another proposal by the US, France and the UK to list Azhar as a global terrorist by the UN. Beijing had blocked such a move in February this year.

Speaking to a delegation of Council of Pakistan Newspapers Editors in Beijing this week, Counselor and Asia Division Director of the Ministry of Foreign Affairs Chen Feng said vetoing a resolution against Azhar after the BRICS declaration against terror outfits did not reflect a contradiction in China&#39;s policy as BRICS members have not entered into any such agreement.

The Chinese move was not in contradiction with Chinese policy in the context of BRICS declaration against terrorism, Chen was quoted as saying by the Express Tribune.

Chen clarified that the BRICS summit discussed only banned organisations and not individuals, Pakistan Today reported.

The BRICS nations - Brazil, Russia, India, China and South Africa - at a summit in China in September named, for the first time, Pakistan-based groups like the Lashkar-e- Taiba, Jaish-e-Mohammed and the Haqqani network in a joint declaration condemning terror.

In early November, Chinese Foreign Ministry spokesperson Hua Chunying said: &quot;we raised a technical hold so as to allow more time for the committee and its members to deliberate on this matter. But there is still an absence of consensus on this matter.&quot;

Defending the repeated technical holds, Hua said China&#39;s actions are meant to ensure and safeguard the authority and effectiveness of the 1267 Committee of the UN Security Council.

China in the past has also asked India to discuss the issue directly with Pakistan to reach an understanding on Azhar&#39;s listing.

In the last two years, China has stonewalled efforts by India to declare Azhar as a global terrorist.

The senior Chinese Foreign Ministry official also briefed the Pakistani editors about the China-Pakistan Economic Corridor (CPEC), an ambitious project that is opposed by India as it is passing through Pakistan-occupied Kashmir (PoK).

Chen said Beijing was trying to convince India that the multibillion-dollar project is based on economic cooperation and that its main aim is to promote peace and prosperity in the region.

&quot;The CPEC is neither a way to achieve political aims nor to be used in regional conflicts. The basic aim of the economic plan is to expand the mutual relations. China wants to engage other countries in the economic corridor too,&quot; Chen said.

He said China had time and again clarified it to India that it had no hegemonic designs in the region.

&quot;We rather view CPEC as a way of forming equal relationships with regional countries and to promote friendship and neighborhood in the region,&quot; he added.

Feng clarified that China was not a party in the Kashmir dispute.

Masood Azhar, who heads the terrorist organistaion Jaish-e-Mohammed, is allegedly the mastermind of the&nbsp;attack on the Pathankot airbase in India last year.&nbsp;Masood&#39;s Jaish-e-Mohammed is also linked to the 2008 Mumbai attacks.&nbsp;

In October 2016, China had blocked India&#39;s appeal to the United Nations to label Masood a terrorist. This time,&nbsp;in a first, the US administration headed by President Trump has moved the United Nations to declare Masood a terrorist.

Meanwhile, the National Investigation Agency&#39;s(NIA) special court in India today&nbsp;issued proclamation order against JeM&#39;s chief Maulana Masood Azhar and three others, news agencies reported.&nbsp;

PTI quoting senior government sources said, the US, supported by two other permanent members of UN Security Council - the UK and France - moved a proposal at the UN&#39;s Sanctions Committee 1267 in the second-half of the last month to proscribe Azhar, adding India had no role in the proposal.

The proposal, which was finalised after &quot;consultations&quot; between Washington and New Delhi, said JeM is a designated terror outfit and so its leaders cannot go scot-free, sources told PTI. It was submitted just a day before the inauguration of US President Donald Trump, according to officials.

US moves UN to ban JeM chief Masood Azhar, China opposes

The National Investigation Agency (NIA) on Monday filed a chargesheet in connection with the Pathankot airbase terror attack, and named Pakistan-based jihadi group? Jaish-e-Mohammed (JeM) chief Masood Azhar.

Three other JeM terrorists have also been named in the chargesheet filed in Panchkula special court, reported PTI.

In a pre-dawn attack on January 2, a group of heavily- armed Pakistani terrorists, suspected to be belonging to Jaish-e-Mohammed outfit, struck at the Air Force base in Pathankot.

The evidence is said to include some voice recordings and the cellular phone numbers of the attackers&#39; handlers, which were traced to Pakistan.

The attack occurred just days after Prime Minister Narendra Modi paid a &quot;surprise&quot;&nbsp;visit to Sharif on his birthday on December 25 and the occasion of his granddaughter&#39;s wedding -- a move that appeared to bring the promise of better ties between the two countries in the future.

However, despite the Pathankot visit of the five-member Joint Investigation Team&nbsp;of Pak Punjab government headed by Counter Terrorist Department&#39;s&nbsp; Additional Inspector General of Police,&nbsp;Tahir Rai, no progress has been made in the investigation so far.

At least 250 militants from three jihadist groups, believed to be operating from Pakistan, are hiding in Kashmir and waiting to launch more attacks, top Indian government sources said.

Quoting Intelligence feed, the sources said Lashkar-e-Taiba, Jaish-e-Mohammed, and Hizbul Mujahideen militants had infiltrated before the surgical strikes took place and were instructed by their handlers to target security forces stationed in the Valley, Indian news agency&nbsp;Press Trust of India reported.

Security has been beefed up along the Indian side of the Line of Control (a de facto border separating India and Pakistan) and the international border. But security gaps remain due to rough topography of the region.&nbsp;

Intelligence reports suggest that more terrorists are planning to infiltrate Kashmir using different entry points, including from Jammu.

The Indian government has instructed all security forces in India&#39;s northern state of Jammu and Kashmir to be alert to any possible infiltration attempts.&nbsp;

During the surgical strikes on the intervening night of September 28-29, maximum casualty was inflicted on the Lashkar-e-Taiba with almost 20 of their militants killed, according to assessment reports of radio intercepts&nbsp;belonging to the Indian Army.&nbsp;

France and Canada also condemned the attack and said they stand with India in the fight against terrorism, as international denunciation continued to pour in against the brazen assault carried out by suspected Pakistan-based terrorists of Jaish-e-Mohammed. France also called for peaceful settlement of disputes in Kashmir. 
 
In a statement, UN Secretary General Ban Ki-moon asserted that the perpetrators of the attack would be brought to justice and all stakeholders would meet their responsibilities to maintain peace and stability. 
 
&quot;France most firmly condemns the terrible terrorist attack perpetrated on 18 September against an Indian army camp in the region of Kashmir. It conveys its condolences to the families of the 17 Indian soldiers killed in this attack.

World community rallies behind India after Uri attack

Jaish-e-Mohammed is responsible for the fidayeen (guerilla) attack&nbsp;on an army brigade headquarters in Uri, Kashmir, the Indian Army has said. 
 
Director General of Military Operations (DGMO) Lt. Gen Ranbir Singh said the weapons recovered from the slain terrorists had Pakistan marking.&nbsp; 
 
&quot;Four AK 47s, four Under Barrel Grenade Launchers and other war like stores were recovered from the four terrorists who were killed. All the weapons had Pakistan marking,&rdquo; Singh said in a press statement. 
 
The Army&#39;s statement means this will be JeM&#39;s second deadly attack on Indian forces in the last nine months. Indian intelligence agencies believed the group also had a hand in the attack on Pathankot Air Force Station on January 2, which had resulted in deaths of six soldiers. 
 
Jaish-e-Mohammed (JeM) is a Kashmir-based Islamist militant group. The group is viewed by the Indian intelligence agencies as the principal terrorist organisation in Jammu and Kashmir. 
 
The group, helmed by Maulana Masood Azhar, has been deemed as a terror outfit by India and United States.&nbsp; 
 
Meanwhile, Indian Prime Minister Narendra Modi condemned the attack on the army brigade headquarters in Uri. 
 
He also promised to punish the perpetrators for the &quot;despicable&quot; and &quot;cowardly&quot; attack on the army base.

Seventeen Indian soldiers were killed after four suicide gunmen attacked the army&#39;s battalion headquarters in Uri. The armed men were later neutralised, Indian authorities said. 
 
India&#39;s defence ministry said a total of 35 soldiers had been wounded in the attack which began at 4 am local time.

India&#39;s defence minister Manohar Parrikar will travel to Kashmir to probe the attacks, the deadliest since 2014 which also took place in Uri. 
 
India&#39;s army chief General Dalbir Singh Suhag rushed to Kashmir in the wake of the attack. 
 
A senior home ministry official said the attack was &quot;clearly a case of cross-border terror attack&quot;.
According to reports by Indian media, an alert was generated on September 15 by the Intelligence Bureau about a possible Fidayeen attack in Uri sector. 
 
The alert was sent to everyone in the &quot;crisis loop&quot; including all the Army command units in the state, media reports said.
Pakistan has reacted strongly to India&#39;s claims.&nbsp;&quot;India immediately puts the blame on Pakistan without doing any investigation. We reject this,&quot; Reuters quoted foreign ministry spokesman Nafees Zakaria as saying. 
 
Meanwhile, Pakistan military&#39;s media wing issued a statement saying that Pakistan and Indian army&#39;s DGMO have established a hotline on India&#39;s request. 
 
The media wing refuted India&#39;s suggestion of the Uri attack being orchestrated from across the border. &quot;No infiltration is allowed from Pakistani soil because water tight arrangements are in place,&quot; it said. 
 
Pakistan&#39;s DGMO has asked his Indian counterpart to &quot;share any actionable intelligence&quot;, Pakistan military further said. 
 
In 2001, JeM terrorists had stormed in India&#39;s Parliament in New Delhi, killing 5 security personnel.

The weapons recovered from the slain terrorists are from Pakistan, senior Army official Ranbir Singh said

Jaish-e-Mohammed is responsible for the fidayeen (guerilla) attack on an army brigade headquarters in Uri, Kashmir, the Indian Army has said. Director General of Military Operations (DGMO) Lt. Gen Ranbir Singh said the weapons recovered from the slain terrorists had Pakistan marking. "Four AK 47s, four Under Barrel Grenade Launchers and other war like stores were recovered from the four terrorists who were killed. All the weapons had Pakistan marking,” Singh said in a press statement. The Army's statement means this will be JeM's second deadly attack on Indian forces in the last nine months. Indian intelligence agencies believed the group also had a hand in the attack on Pathankot Air Force Station on January 2, which had resulted in deaths of six soldiers. Jaish-e-Mohammed (JeM) is a Kashmir-based Islamist militant group. The group is viewed by the Indian intelligence agencies as the principal terrorist organisation in Jammu and Kashmir. The group, helmed by Maulana Masood Azhar, has been deemed as a terror outfit by India and United States. Meanwhile, Indian Prime Minister Narendra Modi condemned the attack on the army brigade headquarters in Uri. He also promised to punish the perpetrators for the "despicable" and "cowardly" attack on the army base. Seventeen Indian soldiers were killed after four suicide gunmen attacked the army's battalion headquarters in Uri. The armed men were later neutralised, Indian authorities said. India's defence ministry said a total of 35 soldiers had been wounded in the attack which began at 4 am local time. "We strongly condemn the cowardly terror attack in Uri.
