Netanyahu sworn into Israel's new parliament after election victory

Final results from this week's Israeli election published Friday left<a href="https://www.wionews.com/world/netanyahu-looks-to-form-right-wing-government-after-victory-209551"> Benjamin Netanyahu</a> on course to remain prime minister although there were reports of pressure on him not to form another narrow right-wing coalition.

The Maariv newspaper quoted a senior official as saying that President Reuven Rivlin was trying to convene a meeting between Netanyahu and his defeated centrist challenger Benny Gantz on forming a broad government of national unity.

Such a government would enjoy a comfortable majority in Israel's 120-seat parliament and enable it to take difficult decisions on public spending cuts and the future of controversial military service exemptions for ultra-Orthodox Jews free of pressure from special interest groups.

A spokesman for the president's office said he had no word of any plans for such a meeting, when contacted by AFP.

No political party in Israel's more than 70-year history has ever won a majority entirely alone and Netanyahu faces a choice between forming a new coalition of right-wing and religious parties, or a grand alliance with the centre.

Speaking after declaring victory in Tuesday's election, he pledged to form a right-wing government.

But the looming prospect of indictments in several corruption cases against him, which he is determined to fight from office, makes him vulnerable to demands for concessions from smaller party allies.

The final results gave Netanyahu's right-wing Likud party 36 votes, one more than Gantz's centrist Blue and White alliance.

It was also one more seat than preliminary results had given to the Likud.

But the United Torah Judaism party representing Ashkenazi ultra-Orthodox Jews, won seven seats, one less than in the preliminary results, meaning that the right-wing and religious bloc still commands a total of 65 seats.

The final results confirmed that the newly formed far-right party of two prominent members of the outgoing government, Education Minister Naftali Bennett and Justice Minister Ayelet Shaked, failed to pass the three-per cent threshold required to win seats in parliament.

The poor showing by their New Right party, which had been projected to be a major potential coalition partner, was one of the upsets of the election.

Final Israel election results leave Netanyahu on course

The Lok Sabha elections spread over April and May have kept us distracted from other democratic battles elsewhere. Ranging from the microstate Maldives to Israel, parliamentary elections have thrown up interesting and not entirely expected results.

The Maldives first. No more than a pinpoint on the world map these atolls- a little over eleven hundred islets-have caused considerable concern to India in recent past. A few years back democratically elected president Nasheed was ousted by Yameen who debarred him from contesting elections and forced him into exile. Keeping the sensitivities of a smaller neighbour in mind India acted wisely by not offering political asylum or succour to Nasheed and remained strictly neutral. However, this did not deter Yameen from playing the China card against India. Lucrative contracts granted to Indian companies were rescinded and in some case allotted to Chinese companies.

The Chinese were quick to offer economic and technical aid but it wasn’t long before critics of Yameen could discern the debt trap looming large in Chinese designs. There were allegations of kickbacks and the president and his cronies were accused of mortgaging Maldivian sovereignty to Chinese. In some cases the Chinese projects to build ports, landing strips etc were tied to the concession of extra-territorial rights. The Indians were understandably alarmed.&nbsp;

Ironically, the gift of two Indian helicopters to cope with natural calamities was criticised as the deployment of foreign troops by officials close to the president.&nbsp;

It wasn’t only the Chinese that Yameen cultivated recklessly. He also tried to draw Pakistan in as a counterweight to India. True, that the overwhelming majority of Maldives population comprise Sunni Muslims and that the Maldives has enjoyed centuries-old trading ties with seafaring Arabs, however, this doesn’t mean that it can turn its back on the Indian subcontinent. It is India that has come to its aid when the Tsunami struck or to fend off the threat of a coup when Gayoom- the predecessor of Nasheed was at the helm.&nbsp;

Maldives economy is dependent on high-value tourism that is managed and serviced largely by immigrant Indians. It is difficult to imagine that it can survive-far less flourish- antagonising India. Encouraged by China and Pakistan Yameen had flirted dangerously with elements inimical to India. Many of the uninhabited islets provide an ideal sanctuary for pirates and smugglers who can be cultivated and abused by terrorists hostile to us. This is primarily the reason that the government of India has chosen repeatedly to overlook pinpricks and even pocket provocative insults like humiliations heaped on the Indian envoy. It is in this context that the victory of Nasheed’s party in presidential elections some time back and now in parliamentary elections has generated a feeling of euphoria in India.

We would be wise to tread with caution. China and Pakistan and Saudi Arm a step removed can’t be expected to yield without a contest. Also, the new government can ill afford to displease the Chinese. It will face a daunting task to disentangle itself from the tangled web the Chinese have woven to trap their tiny, but strategically sensitive, country. It will be worth watching how the Blue Water Indian Navy acquits itself in keeping this part of the Indian Ocean free from external powers meddling here.&nbsp;

On the other hand, the victory of Netanyahu in Israel is also bound to pose complex challenges for India. In recent years Israel has emerged as an important source of military hardware for us. From a Pariah it has become an invaluable strategic partner that can help us combat terrorist flaunting Aggressive Islamic ideology. Much has been made of the affinities between strong leaders-true, Modi and Netanyahu.

But such comparisons are simplistic. One can remain blind to the fact that the closer we are prodded to Israel by the US the farther we move from our traditional allies like Iran, Russia and the Palestinians. None can deny that in Syria, the trio of Russia, Iran and Lebanon are in a much better position that forces on ground friendly to the US. Saudi Arab is no longer predominant power in the region in the aftermath of falling oil prices and the Khashoggi Affair. Lybia is once again in turmoil and Turkey too is full of uncertainties and unrest. Israel and Iran are sharply focused on their national-strategic interests. One can’t say the same about India.

Nor can India afford to overlook that Netanyahu has registered a slender victory over his comparatively youthful adversary Gentz. He may be in a much better position to form a coalition government but he can’t claim to be in an unassailable position. He is embroiled in serious allegations of corruptions that can destabilise his government. The many issues that divide Israeli society today seem to be beyond his grasp. He may have set a record by registering five straight wins but India should keep scanning the horizon before hastily joining celebrations.

Here's What That Went Right For Benjamin Netanyahu In Israel Elections

Gravitas: Israel Elections: What worked in Netanyahu's favour

Israeli Prime Minister Benjamin Netanyahu and Benny Gantz, an ex-general and leader of a centrist party, both claimed victory on Tuesday night in the closely-fought election race, despite exit polls showing no clear winner.

Israel Election 2019: Israelis vote in high-stakes election

Israelis began voting Tuesday in a<a href="https://www.wionews.com/world/israel-election-voters-to-go-to-polls-in-referendum-on-benjamin-netanyahus-record-reign-208895"> high-stakes election</a> that will decide whether to extend Prime Minister Benjamin Netanyahu's long right-wing tenure despite corruption allegations or to replace him with an ex-military chief new to politics.

The vote is expected to be close and likely lead to frantic negotiations to form a coalition government once results are in, with opinion polls having shown Netanyahu best placed to do so.

Polls opened at 0400 GMT and were to close at 1900 GMT in most areas, with final results not expected until early Wednesday.

Ex-military chief Benny Gantz has mounted a strong challenge to the veteran prime minister by brandishing his security credentials while pledging to undo the damage he says Netanyahu has inflicted on the country with divisive politics.

The election will be in many ways a referendum on the 69-year-old leader who has built a reputation as the guarantor of the country's security and economic growth, but whose populism and alleged corruption have left many ready for a change.

He has engaged in populist rhetoric throughout the acrimonious campaign that critics say amounts to the demonisation of Arab Israelis and others.

True to form, Netanyahu issued a deeply controversial pledge only three days before the election, saying he planned to annex settlements in the occupied West Bank should he win.

Extending Israeli sovereignty on a large-scale in the West Bank could be the death knell to already fading hopes for a two-state solution with the Palestinians.

It is a move long-sought by Israel's far-right.

'Need for change'

Netanyahu has also sought to portray himself as Israel's essential statesman, meeting with his close ally US President Donald Trump, Russian President Vladimir Putin and Brazilian President Jair Bolsonaro in the run-up to the vote.

He has highlighted Trump's recognition of Jerusalem as Israel's capital and of Israel's claim of sovereignty over the Golan Heights, while also saying the US leader is aware of his annexation plans.

"Who else can do this? Who can do this? Come on. Honestly," Netanyahu said in an interview on Sunday with local news site Arutz Sheva.

"Who can stand in front of the world? Who can stand in front of the American Congress? Who can move public opinion in that direction?"

At the same time, he has used Trump-like tactics, calling the corruption investigations a "witch hunt" and denouncing journalists covering them.

On Monday night, he paid a visit to Jerusalem's Western Wall for a last-minute prayer.

Gantz, a 59-year-old former paratrooper who has formed a centrist alliance to challenge Netanyahu, has invoked the corruption allegations against the premier to make his case that it is time for him to go.

He has called Netanyahu's annexation pledge an "irresponsible" bid for right-wing votes.

As for his position on the issue, Gantz says he favours a "globally backed peace agreement" that sees Israel hold on to the large settlement blocs in the West Bank and maintain security control over the territory.

He opposes any unilateral moves.

"There’s a need for change and an opportunity for change," Gantz told Israel's army radio on Monday.

"Israel needs to choose a direction of unification, connection and hope -- or of extremity."

Gantz has sought to overcome Netanyahu's experience and achievements by allying with two other former military chiefs of staff and ex-finance minister Yair Lapid to form his Blue and White alliance.

Neck-and-neck

Opinion polls have given Netanyahu's Likud and Blue and White a similar number of seats in the 120-seat parliament.

Under those polls, both would fall far short of an outright majority -- with around 30 seats each -- and would need to pull together a coalition.

If polling trends hold, Netanyahu would be best placed to build a coalition thanks to smaller right-wing parties allied to him.

But there have been repeated warnings about opinion polls' unreliability in the past and the fact that many voters had said they were undecided.

Should Netanyahu win, he will be on track to surpass founding father David Ben-Gurion as Israel's longest-serving prime minister later this year.

He has been premier for a total of more than 13 years, entrenching himself so firmly at the top that some have labelled him "King Bibi," using his nickname since childhood.

But if he does triumph, he faces the prospect of becoming the first sitting prime minister to be indicted.

The attorney general has announced he intends to indict Netanyahu for bribery, fraud and breach of trust pending an upcoming hearing.

He is not required to step down if indicted, only if convicted with all appeals exhausted.

Israel votes with PM Benjamin Netanyahu's future at stake

Israelis to vote in an election on Tuesday that could hand conservative Prime Minister Benjamin Netanyahu a record fifth term or see him dethroned by an ex-general who has pledged clean government and social cohesion.

Dubbed "King Bibi" by both Time and Economist magazines, Netanyahu has rallied a rightist camp hardened against the Palestinians and played up Israeli foreign policy boons that are the fruit of his ties with the Trump administration.

But the 69-year-old Likud party leader's hope of overtaking Israel's founding father, David Ben-Gurion, as longest-serving premier in July has been dented by a looming graft indictment. He denies any wrongdoing.

Critics warn of "Bibi fatigue" and argue that the parliamentary election should bring fresh faces to high office.

Stalking Netanyahu in the opinion polls has been <a href="https://www.wionews.com/world/netanyahu-gantz-make-final-pitches-before-israeli-vote-208802">Benny Gantz</a>, a former chief of the armed forces and centrist political novice. Buttressed by two other former generals at the top of his Blue and White party, Gantz, 59, has sought to push back against Netanyahu's self-styled image as unrivalled in national security.

"This is a choice between a strong right-wing government under Netanyahu or a weak leftist government under Gantz," Likud said in a statement.

Gantz told Reuters in response: "Netanyahu is not the messiah, nor an irreplaceable legend. The people of Israel long for something else."

With little policy daylight separating the two candidates on Iran and the Palestinians, or on Israel's humming economy, much of the voting will by guided by the question of their character.

In vitriolic campaigns waged largely over social media rather than in town squares or street corners, they have exchanged escalating allegations of corruption, of fostering bigotry and even of conspiring with Israel's adversaries.

Netanyahu casts himself as the victim of media bias and judicial overreach. Gantz casts himself as a salve for Israel's religiously and ethnically riven society and its relations with liberal Jews abroad.

"This election is about one thing - whether or not Netanyahu should remain in office. It's the only thing that really defines 12 out of the 13 parties which will be in the next Knesset," said Anshel Pfeffer, author of the biography "Bibi: The Turbulent Life and Times of Benjamin Netanyahu".

Which man wins is unlikely to be decided when the polling stations close at 10 p.m. (1900 GMT). No party has ever won an outright majority in the 120-seat parliament, meaning days or even weeks of coalition negotiations will lie ahead.

Israel’s president, Reuven Rivlin, will consult with the leaders of every party represented in the Knesset and choose whoever he believes has the best chance of forming a government.

Although both Netanyahu and Gantz have publicly ruled out a future alliance in a "national unity" coalition, some analysts predict a rethink - especially if the candidates agree to tackle together a widely expected U.S. plan for Middle East peace.

That plan's sponsor, President Donald Trump, offered an unusually clement observation on the election, telling his Republican Jewish supporters on Saturday: "I think it's going to be close ... Two good people."

Israel Elections 2019: In conversation with Anna Aronheim

Love him or loathe him, the Israel election is all about Benjamin Netanyahu. Hailed by supporters as "King Bibi", Netanyahu has been in power since 2009, after a first stint as prime minister from 1996 to 1999.

Who is Benjamin Netanyahu?

Gravitas: Israel votes: Breaking down the numbers

The pendulum of the Israeli Knesset (Parliament) elections seems to be swinging precariously between the incumbent Likud Party led by PM, Benjamin Netanyahu and a new centrist coalition, Blue and White. For the four-times PM Netanyahu, this is panning out to be one of the toughest electoral battles of his career. Firstly, charges of corruption and the breach of trust levied by Israel’s Attorney General Mandelbilt against the PM and his family can erode his legitimacy. Secondly, a centrist Blue and White coalition party, led by a former head of Israeli Defense Forces (IDF), is challenging the fortunes of Netanyahu’s Likud party. While Netanyahu’s voter base remains strong, these charges can put pressure on his coalition partners to take a stand. So, are we witnessing the run-up to a post-Netanyahu era in Israeli politics?&nbsp;

In late February 2019, the Attorney General had announced that PM Netanyahu would be indicted on bribery and corruption charges from three separate corruption investigations that are still pending a hearing. Even though in Israeli politics, the PM is not expected to step down until a conviction is upheld through the appeals process, these developments can have a significant impact on the elections. For one, it gives ammunition to the centrist coalition Blue and White party to target the PM. The Blue and White party has been formed by the merger of three parties – Israel Resistance Party, Yesh Atid Party and the Telem party. It is being led by Benny Gantz, ex-Chief of Staff of the IDF, who led the Israeli military through two wars in Gaza in 2012 and 2014. Some voters are likely to perceive him and his party as untainted by Israeli politics, at the same time representing continuity and strength in military and security affairs. &nbsp;

However, in politics, there’s many a slip ‘twixt the cup and the lip’. Netanyahu is a crafty politician who is not going to go down without a fight. In this regard, three factors need to be closely watched – the nature of the coalition politics, the ‘nationalist’ landscape and the future of allegations against Netanyahu’s.&nbsp;

The changing landscape of coalition politics in Israel can produce an ambiguous election result. Likud and Blue White are likely to emerge as the biggest parties, but with not enough majority to form the government, without the support of smaller parties. And here, it is advantage&nbsp;Netanyahu. The smaller right-wing parties have currently pledged their support to Netanyahu, partly to avoid upsetting their joint right-wing support base. Notably, around 40 political parties are competing for seats in the 120-seat parliament. However, given the minimum threshold of qualification of 3.25 per cent of votes, only 10-14 are expected to finally reach the parliament. &nbsp;

Netanyahu still has an upper edge in the ‘nationalist’ narrative. The US withdrawal from the Iran nuclear deal, containing Iran’s presence in Syria and the shifting of the US embassy from Tel Aviv to Jerusalem are perceived as Netanyahu’s policy successes. The recent US recognition of Israeli sovereignty over Golan heights is likely to add to this narrative. Domestically, Netanyahu’s right-wing and religious bloc has more potential voters. The current PM has tried to brand his rival Gantz, as a ‘weak left’ candidate, forcing the latter to prove his credentials by taking a hard stance towards foreign and security policy. &nbsp;

From now on much will depend on how the perception related to the investigation will pan out. The announcement of Mandelbilt’s intention to indict the PM after a year-long investigation had caused a sharp drop in the polls for Likud, with the party trailing behind the main opposition for the first time. However, the situation has somewhat stabilised since then. The recent decision by Madelblit to withhold evidence until after the elections is being seen as a victory for Netanyahu and may boost the perception that the investigations are politically motivated. &nbsp;&nbsp;

With the two main parties – Likud and Blue White - neck to neck in the upcoming elections, it looks difficult that either of them will be able to form a governing coalition with any likely combination of minor parties. A major antithesis to this is that the Arab parties are unlikely to join any coalition government. One of the post-election scenarios can be a ‘national unity’ government made up of Likud and Blue and White Party. The main point here will be who ends up leading this government or who is chosen by the coalition partners to be the next PM – Netanyahu or Gantz. With so many variables at play, the pendulum can sway in either direction. However, no matter who becomes the PM, fundamentals of Israeli politics are unlikely to change.&nbsp;

Israel elections 2019: Which way will the pendulum swing?

Tight poll race between Benjamin Netanyahu, Gantz

The Israeli army announced that access points to Israel from the Gaza Strip and occupied West Bank will be closed for 24 hours on Tuesday as Israel will hold a <a href="https://www.wionews.com/world/israel-elections-how-does-the-country-vote-208213">general election on April 9</a>.

The decision to close all checkpoints and crossings from midnight (2100 GMT) Monday night was based on 'security evaluations',&nbsp;the military said in a statement.

They would only open for humanitarian and medical cases, it added.

Polling starts at 7:00 am on Tuesday and ends at 10:00 pm (1900 GMT) in Israel's closely fought parliamentary election.

Israel usually shuts its borders with the Palestinian territories on public holidays in order to prevent possible attacks.

Nearly six million people will vote on April 9 general election. As many as 47 parties contesting. In Israel's electoral history, no single party has ever won a majority.&nbsp;

Prime Minister <a href="https://www.wionews.com/world/israel-polls-the-rise-and-rise-of-israeli-prime-minister-benjamin-netanyahu-208436">Benjamin Netanyahu</a> is also running for re-election&nbsp;against former top general Benny Gantz, a political novice campaigning on a centrist platform.

Earlier on Sunday, Netanyahu had said that he would annex Israeli settlements in the occupied West Bank if he wins another term in office.

Netanyahu has been plagued by corruption allegations throughout the election campaign after Israel's attorney general publicly announced in February that he intends to indict Netanyahu.

Netanyahu has denied any wrongdoing in three cases of alleged bribery and fraud, but the allegations could cloud his political future and that of any government he might head, possibly leading to a new election.

His main election rival, Gantz, has vowed to pursue peace with the Palestinians, but he has also stopped short at embracing their quest for statehood.

Israelis vote in a closely fought general election on Tuesday in which <a href="https://www.wionews.com/world/netanyahu-gantz-make-final-pitches-before-israeli-vote-208802">Prime Minister Benjamin Netanyahu</a> is seeking a fifth term.

The results could present a complicated set of possibilities for how the next government is formed. Here are potential scenarios:

Likud wins most seats
Netanyahu's right-wing Likud winning the most seats could simplify the post-election possibilities. In that case, he would almost surely be asked by President Reuven Rivlin to form a government and would likely be able to do so with the help of smaller right-wing parties allied to him after intensive negotiations.

Blue and White wins most seats
Ex-military chief Benny Gantz's centrist Blue and White alliance could win the most seats, but still end up the loser.

If it is ahead of Likud by only a small number of seats, Netanyahu may still be best placed to form a coalition with other right-wing parties who have pledged to support him and not Gantz.

On the other hand, if Blue and White surpasses the Likud by a significant number of seats, Rivlin may then ask Gantz to form a government. Gantz would likely attempt to do so with a combination of parties on the left and right.

Unity government
While Gantz publicly rules it out, there is the possibility that Likud and Blue and White negotiate to form a unity government.

That scenario could be in place if some of the smaller right-wing parties Netanyahu would rely on to form a coalition fail to receive the 3.25 percent of the vote required to enter parliament and Gantz is unable to form a government on his own.

Minority government
Some analysts do not rule out the possibility of a minority government led by either of the two main candidates, but believe it to be unlikely. Such an arrangement would leave the government too unstable, according to those analysts.

Precedent
In 2009, the party that won the most seats in Israel's election ended up the loser.

In that case, Kadima led by Tzipi Livni won 28 seats compared with Likud's 27. But Livni was unable to form a coalition and the task went to Netanyahu instead, who succeeded in doing so.

He has remained prime minister ever since.

Israeli elections: Potential scenarios after votes cast

Israeli Prime Minister <a href="https://www.google.com/url?q=https://www.wionews.com/world/israel-polls-the-rise-and-rise-of-israeli-prime-minister-benjamin-netanyahu-208436&amp;sa=U&amp;ved=0ahUKEwjp7YeRvcDhAhXBV3wKHb8sDKoQFggIMAE&amp;client=internal-uds-cse&amp;cx=006054055338965708568:09spwrlibei&amp;usg=AOvVaw0LKar4w0_nmjS2nPb6_SGT">Benjamin Netanyahu</a> sought to energise supporters on the eve of Tuesday's elections with warnings and controversial promises, while his centrist challenger urged voters to tell the premier the country has had enough.

The general election in which Netanyahu is seeking to extend his already 13 years in office despite corruption allegations against him is expected to be close, with ex-military chief Benny Gantz posing a serious threat.

They spent the campaign's final hours exhorting voters with two different strategies: Netanyahu repeatedly warned that his Likud was at risk of losing, while Gantz made the case that Israel was on the verge of historic change.

The truth was more complicated, with opinion polls giving Netanyahu's Likud and Gantz's Blue and White a similar number of seats in the 120-seat parliament.

Under those polls, both would fall far short of an outright majority and would need to pull together a coalition.

If polling trends hold, Netanyahu would be best placed to do so thanks to smaller right-wing parties allied to him.

There have however been repeated warnings of the unreliability of polls in the past and the fact that many voters say they remain undecided.

Netanyahu's claims that Likud may lose were widely seen as a way to ensure his base of supporters turns out to vote.

'Who can do this?'&nbsp;

Netanyahu has made last-minute appeals to the right, issuing a deeply controversial pledge to annex settlements in the occupied <a href="https://www.google.com/url?q=https://www.wionews.com/world/benjamin-netanyahu-pledges-to-annex-west-bank-settlements-after-vote-208465&amp;sa=U&amp;ved=0ahUKEwjp7YeRvcDhAhXBV3wKHb8sDKoQFggLMAI&amp;client=internal-uds-cse&amp;cx=006054055338965708568:09spwrlibei&amp;usg=AOvVaw3j7hMBpYqfPSILaqVnnD6i">West Bank</a>.

If done on a large-scale, applying Israeli sovereignty there could end any remaining hopes for a two-state solution with the Palestinians.

In an interview on Sunday, Netanyahu said US President Donald Trump, who is expected to release his long-awaited deal for Israeli-Palestinian peace sometime after the election, was aware of his plans to do so.

He said he planned to apply sovereignty gradually, and that he did not differentiate between Israel's large West Bank settlement blocs and the isolated ones located deep in the territory on land the Palestinians see as part of a future state.

"Who else can do this? Who can do this? Come on. Honestly," Netanyahu said, making the case as he has throughout the campaign that he is Israel's essential statesman.

"Who can stand in front of the world? Who can stand in front of the American Congress? Who can move public opinion in that direction?"

Gantz has called Netanyahu's pledge an "irresponsible" bid for right-wing votes.

He says he favours a "globally backed peace agreement" that sees Israel hold on to the large settlement blocs in the West Bank and maintain security control over the territory.

Gantz has also highlighted his security credentials while saying he will heal divisions he accuses Netanyahu of exacerbating.

"There’s a need for change and an opportunity for change," Gantz told Israel's army radio on Monday.

"Israel needs to choose a direction of unification, connection and hope -- or of extremity."

'Witch hunt'

The two were also engaging in typical pre-election campaigning, including Gantz riding a motorcycle to his rally on Sunday and Netanyahu visiting Jerusalem's main market on Monday.

Netanyahu will be on track to surpass founding father David Ben-Gurion as Israel's longest-serving prime minister should he win on Tuesday.

But even if he does, he faces the prospect of becoming the first sitting prime minister to be indicted.

The attorney general has announced he intends to indict Netanyahu for bribery, fraud and breach of trust pending an upcoming hearing.

The premier's opponents have seized on the allegations to argue that the 69-year-old Netanyahu has lost his way and must go.

But Netanyahu has been defiant, calling the investigations a "witch hunt" and denouncing journalists reporting on them -- similar to the tactics used by his ally Trump.

While the threat of indictment hangs over Netanyahu, he has also built a reputation as the guarantor of Israel's security and economic growth.

He has repeatedly spoken of Trump's recognition of the disputed city of Jerusalem as Israel's capital and Israel's sovereignty over the Golan Heights as two of his major accomplishments.

Gantz has sought to overcome that in part by allying with two other former military chiefs of staff and ex-finance minister Yair Lapid.

Israel PM Netanyahu, Gantz make final pitches before voters

With Israeli going to the polls on the April 9, the focus is on Benjamin Netanyahu and his archrival Benny Gantz. But what happened to the once powerful Israeli leftwing parties?.

Do they stand a chance?

Israel has had a right-wing prime minister for 11 years in a row now. But, when the new state was carved out from the complexity of West Asia in 1948, the left wing dominated the political arena.&nbsp;

The founding father of the state of Israel and its first prime minister -- David Ben Gurion -- was from the centre-left labour party.

In 1992, the left bloc won 61 out of 120 seats in the Israel legislature but today, the glorious past of the Israeli left seems to be over. So much so that when prime minister Benjamin Netanyahu wants to discredit his adversaries, he labels them as left-wingers.&nbsp;

Recent research found out that only 12 per cent Israelis see themselves as left-leaning, while 56 per cent declared themselves as right-wingers.&nbsp;

Some labour party members say that the word left has become like a curse in Israel while some avoid the word when defining their political views.&nbsp;

Many believe that the decline of the once influential left-wing started after prime minister Ehud Barak from the labour party failed to secure a peace accord with Palestinian leader Yasser Arafat. Israelis have come to consider the labour as an inefficient party, which spent energy walking on the road to nowhere.

Israel election: Does the left stand a chance?

Israeli PM plans to annex settlements in West Bank if re-elected

How does Israel vote ?

On April 9, nearly six million voters in <a href="https://www.wionews.com/world/israeli-polls-see-netanyahu-ahead-but-many-still-undecided-208162">Israel will vote for the country’s next Prime Minister</a>. If you are wondering how Israel votes, the next report is for you.

Israel traditionally votes on a Tuesday, they vote for a party and not for a candidate. Israelis living abroad cannot vote, the country follows proportional representation. As many as 47 parties are running this time around. In Israel's electoral history, no single party has ever won a majority.&nbsp;

Israel uses the traditional paper ballot system. The winning candidate has around 42 days to form the government.

The grand total of 120 seats in the Israeli legislature - known as the Knesset - will be divided according to vote share. &nbsp;

Although there are more than 40 political parties running in the 2019 elections, ironically many of them will not gather enough votes to secure even a single seat.

Interestingly, coalitions are fundamental to Israeli politics. Even a deal or an alliance for three seats can make all the difference which makes Israeli election results often very difficult to predict.

This time, the country will print some 250 million ballots, most of it will go unused since every voter can make only one choice.&nbsp;

The polling takes place on a single day, counting starts immediately after the polls close. The results are usually available in a matter of a few hours.&nbsp;

Once a candidate wins, the president of Israel gives 42 days to form a stable coalition to govern the country. In case the appointed candidate fails to do so, the second in line is given the mandate.

On April 9, nearly six million voters in Israel will vote for the country’s next Prime Minister. If you are wondering how Israel votes, the next report is for you.

This time, the country will print some 250 million ballots, most of it will go unused since every voter can make only one choice. The polling takes place on a single day, counting starts immediately after the polls close. The results are usually available in a matter of a few hours. Once a candidate wins, the president of Israel gives 42 days to form a stable coalition to govern the country. In case the appointed candidate fails to do so, the second in line is given the mandate.

Israel elections: How does the country vote?

In the days ahead of Israel's April 9 elections, activists in the country's north were not trying to convince some residents who to vote for -- but just to vote.

Israel's Arab citizens, who account for some 17.5 per cent of the population, have been engaged in a debate over whether to boycott the upcoming elections.

In 2015, Arab parties ran under one alliance and finished with a historic tally, they won 13 seats out of 120 parliament, making them the third-largest force.

But this year the Arab population is facing their own divisions in addition to hostility from Israel's right-wing and questions over whether participating in the elections in the past has brought any real benefit.

There have long been boycott calls by Israeli Arabs, but the debate has taken on renewed relevance.

"Successive Israeli governments have ostracised the Arab population," Sondos Saleh, a candidate for the Hadash-Taal alliance of Arab parties, told a group of around 100 supporters in the old city of Acre recently.

"Our struggle must not be absent from parliament. The laws are made there. If Arabs boycott the elections, Israel's government will choose Arabs to represent it and who will speak in our name."

Arab Israeli hip-hop star Tamer Nafar has also joined the fight, releasing a song and video calling on people to vote.

"Either we vote or we end up being expelled from the homeland," he sings as the video shows him in a boxing ring with a double of himself to illustrate the debate.

'When the martyrs vote'

But those opposed have made their message known as well.

In the Arab district of the coastal city of Haifa, campaign posters were defaced in red with the words: "I will go to vote when the martyrs will vote", in a reference to those killed in the Israeli-Palestinian conflict.

Palestinians often venerate those killed in the conflict -- including those who were carrying out attacks against Israelis -- as martyrs to their cause.

Arab Israelis are the descendants of Palestinians who remained on their land after the creation of Israel in 1948.

Most are Muslim, though some are Druze and Christian.&nbsp;

They hold Israeli citizenship -- and as a result, have the right to vote -- but are largely supportive of the Palestinian cause and say they face blatant discrimination.

Nearly 50 per cent of Arab Israelis lived under the poverty line in 2015, while the poverty rate among other groups in Israel, excluding ultra-Orthodox Jews, was 13.5 per cent, according to the OECD.

In 2015, turnout among Arab voters was 64 per cent, compared to 72 per cent for all Israelis.

"For now, Arab turnout is estimated at 51 per cent," said A'as al-Atrash, an analyst based in Nazareth, the largest Arab city in Israel.

Those between 18 and 30 are the most likely to favour a boycott, and young people have campaigned against voting on social media, he says.

They name divisions among Arab parties and frustration with what they see as a lack of concrete achievements in parliament in the past.

This year, Arab politicians have formed two lists: Hadash-Taal and Raam-Balad.

Hadash-Taal, a secular list led by longtime politician Ayman Odeh, is polling higher than Raam-Balad, which is an alliance between an Arab nationalist party and an Islamic movement.

'And only it'

Alif Sabbagh, a researcher and activist, defended boycotting at the same rally where Saleh spoke in Acre.

He spoke of three categories of non-voters: those who have always refused to vote because they see Israel as an "occupying and colonial state"; those who decry the lack of achievements by Arab MPs; and those frustrated by recent laws they view as discriminatory.

In 2018, Israel's parliament, or Knesset, passed a law declaring the country the nation-state of the Jewish people.

The law has provoked fears among the non-Jewish population that they have been legally made second-tier citizens.

They say the law favours the country's Jewish nature over its democratic one and the principle of equal rights.

Prime Minister Benjamin Netanyahu has exacerbated those fears with comments during the campaign on the law in which he said Israel was "not a state of all its citizens".

"According to the basic nationality law we passed, Israel is the nation-state of the Jewish people -- and only it," he wrote on Instagram, though added that Arabs have equal rights.

Arab parties have again served as a foil for the right during the campaign, as occurred in 2015 when Netanyahu warned on election day that Arabs were going to the polls "in droves."

Much of the right sees the Arab parties as an anti-Israeli "fifth column".

Right-wing candidate Oren Hazan even released a video borrowing a scene from the spaghetti western "The Good, the Bad and the Ugly" showing him shoot Arab parliament member Jamal Zahalka.

However, according to estimates by al-Atrash, "25 percent to 30 percent of Arab votes will go to Zionist parties", compared with 15 to 16 percent in 2015.

News brief: Big stories of the day

Final authorised opinion polls published Friday just days ahead of the <a href="https://www.wionews.com/world/to-vote-or-not-to-vote-the-question-facing-arab-israelis-ahead-of-elections-208053">Israeli general elections</a> showed Prime Minister Benjamin Netanyahu heading for a fifth term in office, leading a right-wing coalition.

The polls revealed the rival centrist Blue and White list led by former military chief Benny Gantz was running virtually neck-and-neck with Netanyahu's Likud ahead of Tuesday's vote.&nbsp;

But while most polls saw Gantz's list as scooping slightly more votes than Likud, neither party was predicted to win over 25 per cent of seats in parliament.

And the polls were unanimous in forecasting that Likud would be able to build a viable ruling coalition to beat off Gantz's challenge.

None gave a figure for undecided voters, although the number is reportedly high enough to swing the outcome.&nbsp;

"Past polls have shown that nearly one out of every six-seven voters makes a decision only in the last two days before the elections, and it isn't clear what will be the dynamic of the coming few days," Maariv daily wrote Friday.

'Referendum on Netanyahu'

A poll by Smith Research for the Jerusalem Post published Friday showed Gantz's Blue and White, picking up 28 seats in the 120-member Knesset, with the right-wing Likud at its heels with 27.

But it found that overall the right and centre-right would control 68 seats compared to 52 from the centre and left.

This election is more than ever a referendum on the character of Netanyahu, 69, who has spent a cumulative 13 years in office.

He is running under the shadow of probable graft indictments, although he denies all accusations.

The attorney general has announced his intention to charge Netanyahu with bribery, fraud and breach of trust pending a hearing, to be held after the election.

Friday is by law the last day on which surveys can be released before the ballot boxes open on Tuesday morning.

A poll published late Thursday by public broadcaster KAN gave the right a narrower, although still decisive, lead of 64 to 56.

Top-selling daily Yediot Aharonot put the gap as narrower still, at 63-57.

Polls have been wrong in the past, notably in 1996 when Netanyahu fought Labour leader Shimon Peres in what were then direct elections for the premiership.

When voting closed on the night of May 29 Peres was seen ahead, but by morning Netanyahu had the lead.

The final count handed him victory by just 30,000 votes, less than one per cent.

Threshold uncertainty

Tuesday's fight, under different electoral laws than 1996, will be more complex by far.

Voters no longer vote for the premier but for a party, of which there are around 40 registered to run.&nbsp;

Less than half are expected to score the 3.25 per cent threshold of total votes cast needed to enter the legislature so despite voters' stated preferences many of them will never see a seat in parliament.

"All of the hair-splitting calculations about the right wing bloc versus the centre-left bloc are based on the assumption that aside from Gesher, all of the parties will pass the electoral threshold," veteran political commentator Nahum Barnea wrote in Yediot.

"Nobody can be certain of that."

Gesher, focused on social issues, has a single seat in the outgoing parliament which most polls see it as losing.

A poll published Friday by pro-Netanyahu freesheet Israel Hayom gave the right-wing parties 64 seats and those dubbed "the left" 56. &nbsp;

But it showed 35 per cent of respondents were still unsure how to vote on Tuesday.

Netanyahu has for several days been urging Likud voters to get out and vote and not assume that a right-wing victory is in the bag.

About 6.3 million Israelis are eligible to vote with polling stations in cities and towns open on Tuesday from 7:00 am until 10:00 pm (0400 - 1900 GMT).

Turnout in the previous election in 2015 was 72.3 per cent.

When results are in, President Reuven Rivlin, will consult all the elected parties to hear who they recommend should try to form a government.&nbsp;

On the basis of those talks, he asks the person he judges has the best chances, which may not necessarily be the leader of the largest party.

Israeli polls see Netanyahu ahead, but many still undecided

Tayseer Barakat is like many Palestinians when asked about the upcoming Israeli elections. He doesn't see much hope.

"We have learned from past experience that we are always the victims of &nbsp;Israeli elections, and it doesn't seem there will be anything new," said 58-year-old Barakat.

"It is more than likely there will be no meaningful changes, despite our hopes that there will be something new to change the situation," he added as he walked with bags of groceries in Ramallah in the occupied West Bank.

Israel's upcoming elections could have a direct effect on the Palestinians, but many have little interest in who wins, having lost hope its more than 50-year occupation will end no matter which party is in charge.

Some who do express concern say they are worried the campaign could lead to an uptick in incitement against Palestinians.

Israeli Prime Minister Benjamin Netanyahu's current coalition is considered the most right-wing in Israel’s history and includes prominent members who rule out a Palestinian state while seeking aggressive settlement expansion.

Some call for annexing large parts of the West Bank.

Peace talks have been frozen since 2014.

The Ramallah-based Palestinian Authority has previously made a freeze on settlement building a pre-requisite to re-entering peace talks.

At the beginning of the election campaign it was widely assumed Netanyahu would win, despite being dogged by corruption allegations.

But former military chief Benny Gantz has emerged as a serious challenger, with polls showing his centrist Blue and White alliance slightly ahead of Netanyahu's Likud.

Under those polls, Gantz would still fall far short of an outright majority and it is unclear whether he could assemble enough parties to form a coalition.

'Separation'
Early in the campaign, Gantz signalled openness to withdrawing settlers from parts of the West Bank.

His alliance's platform favours "separation from the Palestinians" but does not mention a two-state solution.

Palestinians initially saw encouraging signs, but Saleh Rafat, a member of the Palestine Liberation Organisation's executive committee, said he now believes the policies of Gantz and Netanyahu are similar.

"So far we haven't seen fundamental differences between the right-wing and the centre party," he said.

"They are proposing a unified Jerusalem and to continue settlement and control over the Jordan Valley."

Israel seized mainly Palestinian east Jerusalem in the 1967 Six-Day War and considers the entire city its capital. The Palestinians see the city's eastern sector as the capital of their future state.

Israel occupied the West Bank, including parts of the Jordan Valley, in 1967.&nbsp;

More than 600,000 Israelis live in settlements in east Jerusalem and the West Bank, communities considered illegal under international law.&nbsp;

The international community sees them as one of the largest obstacles to peace, though Israel disputes this while pointing to Palestinian attacks and what it calls incitement to violence.

Hafed Barghouti, a former Palestinian newspaper editor, said relative calm in the West Bank has led to less attention to the conflict in Israeli elections.

Israeli politics have also shifted firmly to the right in recent years.

"There is no Israeli party talking about the Palestinian issue. Those that do talk, do so in the language of a brutal occupation," he said.

"The right, centre and left agree to ignore the Palestinian issue and focus more on the legalisation of marijuana."

Whether to legalise recreational-use marijuana has received unexpected attention in the Israeli campaign.

The Israeli elections come amid ongoing animosity between the two main Palestinian factions, president Mahmud Abbas's West Bank-based Fatah and Islamist movement Hamas, which controls the Gaza Strip.

The split between the two has made Palestinian parliamentary and presidential elections impossible for more than a decade.&nbsp;

In recent days, Gaza has been a focus of Israeli political debate after a renewed flare-up of violence there.

Incitement
Some are concerned the tensions around the elections could lead to more incitement in Israel against Palestinians and Arabs in general.

The Palestine Institute for Public Diplomacy recently launched a campaign highlighting hate speech in Israeli society against Palestinians.

"It seems to me that incitement and hatred are becoming a lot more normalised in Israeli society," PIPD's executive director Salem Barahmeh told AFP.

"The campaign rhetoric of many Israeli politicians seeks to dehumanise an entire population."

In the last elections in 2015 Netanyahu sought to stir up his right-wing base by warning on election day that Arab Israelis were going to the polls "in droves," a comment he later apologised for.

This year, he has been accused of demonising Arab Israeli politicians during his campaign.

He has also brokered a deal aimed at making it easier for an extreme-right party, which many view as racist against Arabs, to make it into parliament.

Israel is a multi-party parliamentary system based on the elections that are conducted once every four years on the national level and once every five years on the municipal level.&nbsp;

In 1969, Golda Meir was appointed fourth Prime Minister of Israel, thus becoming one of the first women in the democratic world to serve in her country’s highest office. Despite this achievement, however, the inclusion of women in Israel’s cabinets is far from impressive. Compared to other democracies, Israel's female representation is considered ‘average’.&nbsp;

However, the advocates for women are optimistic that in the upcoming elections, to be held on April 9, female representation will reach higher levels as in the recent municipal elections 13 women are elected as mayors.&nbsp;

In the span of 25 years, the number of women in the Knesset rose from seven after the elections in 1988 to 27 in the 2013 elections and 29 women in 2015 elections. This corresponds to 24.2 per cent of all parliamentarians, a share that ranks Israel 66th in the world. &nbsp;However, the top offices like Finance, Defence, and Interior – have never been held by women.&nbsp;

The only senior ministry ever headed by a woman is the Foreign Ministry. Golda Meir served as foreign minister from 1956 to 1966, and Tzipi Livni was a foreign minister from 2006 to 2009. Ministries like Education, Health and Communication have seen the greater representation of women. &nbsp;&nbsp;

However, contemporary Israeli politics is undergoing tremendous changes as female politicians are climbing the political ladder at a pace never seen before, for instance, leaders like Orli Levi-Abekasis formed her own political party, and Gesher will contest 2019 elections as she quit Yisrael Beiteinu after clashes with chairman Avigdor Lieberman.&nbsp;

On the other hand, Bar-Shalom is contesting elections from the new Achi Yisraeli party. Moreover, a number of Arab women have filed nominations for the upcoming elections. Dima Tayeh, an Arab Muslim, is going to contest election from the right-wing Likud party.&nbsp;

With women from such diverse social and economic background partaking in the election process, Israel will undergo a change that will benefit the future generations to come. &nbsp;

As we celebrate International Women’s day on March 8, the theme for which is “Think equal, build smart, innovate for change”, it is important that world leaders along with the citizens work together to create a gender equal world where we do not need one day to celebrate the social, political and economic achievements of women.&nbsp;

Let us pledge this women’s day to create a world where every day is a celebration in the lives of women. The first step towards this is by providing greater representation to women in political offices as that’s the hub of policymaking.&nbsp;

The political circle which was driven and run by male politicians has become more embracing for women in Israel as evident from the growth in the female representation in the last few elections.&nbsp;

However, what is important is that whether April elections prove to be a game changer for women in Israeli politics? As of now, it seems that women’s representation will not only increase but they will also get important profiles.&nbsp;

2019 elections to be a game changer for women in Israeli politics?

Israeli Prime Minister<a href="http://www.wionews.com/world/pm-netanyahu-says-israel-is-arabs-indispensable-ally-against-iran-187658"> Benjamin Netanyahu</a> has in recent days taken aim at what seems to be his main opponent ahead of upcoming elections: corruption investigations that may lead to his indictment.

In a widely criticised social media video at the weekend and elsewhere, Netanyahu has spoken out against the possibility that the attorney general will announce his decision on whether to indict him before April 9 elections.

Polls show the premier is likely to win despite the investigations hanging over him, but a move to indict him pending a hearing could shake up the campaign.

With that in mind, he has publicly urged the attorney general to postpone his announcement, leading to criticism that his comments are out of bounds.

After his video on Saturday, former supreme court justice Eliyahu Matza compared Netanyahu's rhetoric to that of a crime boss.

In the video, Netanyahu stands before a map of the Middle East, smiling as if recounting a joke, and refers to amputation as punishment in certain countries.

He says that a man who has his arm cut off following a conviction for stealing cannot get it back after winning on appeal -- hinting that polls influenced by a hearing in the graft cases against him could similary not be undone.

"You don't start a hearing before the elections if you can't conclude it before the elections," he says.

The pre-indictment hearing is a key step in Israel's judicial process.

If Attorney General Avichai Mandelblit announces his intention to indict him, Netanyahu gets a final chance to defend himself in a hearing before the charges are filed.

'Ludicrous argument'

The prime minister, facing possible indictment in three separate probes, says he has no intention of resigning if called in for such a hearing before the vote.

Netanyahu pushed for polls in April -- seven months before they are due -- because he would like to combat potential charges with a fresh electoral mandate, according to many analysts.

That strategy would allow Netanyahu, who denies all allegations against him, to argue that the investigations are the result of a political plot by his enemies to force him from office against voters' will.

For that reason, Netanyahu's argument that the attorney general must wait until after April 9 does not hold water, said Reuven Hazan of Hebrew University's political science department.

"It's a completely ludicrous argument because Netanyahu called the early elections in order to try to avoid a decision in the midst of an election campaign," he said.

"So if Netanyahu is allowed to throw Israel into an election campaign in order to try to circumvent the attorney general, then the attorney general adhering to the legal rules of the game is not something that Netanyahu can throw back at him."

The pressure on the attorney general is immense.

He has remained largely silent, saying only that his office is working to conclude the investigations as quickly as possible.

Graffiti was recently sprayed in northern Israel calling Mandelblit a "collaborator", and his father's grave was also vandalised, though it was unclear if the incidents were connected, according to Israeli media.

'Thinks we're in Saudi'

Netanyahu's political allies have ramped up arguments in support of him, while opposition figures -- and at least one minister in his current government -- insist he must step down if indicted.

A prime minister is not legally required to resign if charged -- only after convicted with appeals exhausted.

Winning would put Netanyahu on track to surpass founding father David Ben-Gurion as Israel's longest-serving prime minister.

Yair Lapid, head of centrist opposition party Yesh Atid, distributed his own video mocking Netanyahu.

"The prime minister of Israel thinks we're in Saudi Arabia," Lapid said, arguing he should not run if indicted.

While Netanyahu may win no matter what the attorney general decides, future coalition partners will face the choice of whether to stick with him as the case takes its course.

Netanyahu supporters may also have to reconsider if "overwhelming evidence" against the premier makes it difficult for him to remain in office, Hazan said.

"They will begin to realise that once there is an indictment and the legal process begins, if there is overwhelming evidence, then this will be the last time that he is elected," he said.

Under that scenario, Hazan said, "he's going down -- the question is when and the question is will that impact their vote now knowing that they're not getting another full tenure with Netanyahu at the helm".

Netanyahu takes aim at graft probes ahead of Israel polls

Israeli lawmakers on Wednesday gave initial approval to a bill to dissolve parliament and hold early elections on April 9 and it was expected to be finalised later in the evening.

Israeli Prime Minister Benjamin Netanyahu's coalition agreed on Monday to dissolve parliament and hold elections in April, but lawmakers must approve the step. It is expected to pass easily.

The parliament, or Knesset, voted 104 to zero in favour of the bill in the first of three readings.

Netanyahu's coalition was left with a one-seat majority after defence minister Avigdor Lieberman stepped down in November over a controversial Gaza ceasefire deal.

Party leaders have failed to agree on a key bill regulating drafting ultra-Orthodox Jews to the army, and that was the immediate reason to move toward elections.

Analysts, however, say that Netanyahu wanted the elections before Attorney General Avichai Mandelblit announces his decision on whether to indict the premier in three different corruption cases.

While no official timeframe has been given, reports say such an announcement could come in mid-April.

With politicians now entering campaign mode, Netanyahu met in Jerusalem on Wednesday with leaders of Israeli settlements in the occupied West Bank and made his pitch for why they should stick with him.&nbsp;

Netanyahu's current coalition is seen as the most right-wing in Israel's history.

"We'll see an attempt by the left-wing to overthrow our rule with the help of the media and others," he said.&nbsp;

"They can't succeed, because if they do -- that will pose a clear danger to the settlement movement."

Calling on their support in the elections, Netanyahu told the settler leaders they should not take the fate of their enterprise for granted.

"We had to work hard, with the current American administration as well, for the great achievements we brought the settlements," he said in remarks relayed by his office.

While Netanyahu portrays himself as the champion of the settlements, settler leaders say he has not done enough, with three prominent heads of West Bank settlements boycotting the Wednesday meeting in protest.

Key members of his coalition are however strong settlement backers and oppose a Palestinian state.
