A strong Navy remains a necessary guarantor of India's security and prosperity, Defence Minister Nirmala Sitharaman said Tuesday, addressing top commanders of the Indian Navy.

The commanders will extensively deliberate on emerging challenges facing the country in the maritime domain at a three-day conference which began Monday.

In her address, Sitharaman touched upon various operational issues and said the primacy of the Carrier Battle Group (CBG) in maritime operations and its ability to shape the battlespace was very evident.

CBGs are the large formation of battleships, which comprise aircraft carrier, anti-submarine vessels, destroyers, frigates, submarines and tankers.

The defence minister also complimented the Navy for its quick transition from "exercise mode to battle mode" following the Pulwama attack.

Aircraft carrier INS Vikramaditya, nuclear submarine Chakra, 60 ships and nearly 80 aircraft were put on operational deployment in the North Arabian sea in the wake of escalating tension between India and Pakistan following the Pulwama attack.

The naval assets were part of the theatre level operational readiness exercise (TROPEX 19) but were redeployed in North Arabian sea following the strain in Indo-Pak ties.

Sources said the commanders will explore ways to bolster the Navy's operational capabilities in the wake of China's growing naval presence in the Indian Ocean Region.

"A strong Navy remains a necessary guarantor of India's security and prosperity," Sitharaman said, in her address.

Navy officials said the commanders' conference is expected to fine-tune the force's strategy for responding to any possible threats and added it will discuss overall security challenges in the backdrop of the Pulwama attack and developments thereafter.

The conference is the apex forum within the Navy for interaction among the naval commanders.

Chief of the Naval Staff Admiral Sunil Lanba will review major operational, material, logistics, training, human resources and administrative issues at the conference.

Themes like the functional reorganisation of Indian Navy towards improving operational efficiency and optimal manning will form the core of discussions towards finalising long term road map for the force, the Navy said.

The Indian navy said that it had deployed its assets including INS Vikramaditya and nuclear submarines in northern Arabian sea in the last week of February amid tension between India and Pakistan following Pulwama terror attack on February 14.

The assets were redeployed from the TROPEX 19 or Theatre Level Operational Readiness Exercise which is the largest war games of the Indian navy and commenced on January 7.

The Navy in the release said," Jaish-e-Mohammed (JeM) sponsored terrorist attack on the CRPF convoy in Pulwama on February 14 led to the rapid redeployment of the Indian Navy for Operations in North Arabian Sea."

"The major combat units of the Indian Navy including the Carrier Battle Group with INS Vikramaditya, nuclear submarines and scores of other ships, submarines and aircraft swiftly transited from exercise to operational deployment mode as tensions between India and Pakistan escalated," he added.

JeM is a United Nations listed Pakistan based terror group responsible for the Pulwama attack, the worst attack on Indian security personnel in the last two decades.

Sixty ships of the Indian Navy, 12 ships of the Indian Coast Guard and 60 aircraft were part of TROPEX 19.

The Navy said, "The overwhelming superiority of the Indian Navy in all three dimensions forced the Pakistan Navy to remain deployed close to the Makran coast and not venture out in the open ocean."

During a joint press conference on February 28 by tri-services, it was informed that Indian Navy remained deployed as necessary to protect National Maritime Interests and prevent any misadventure by Pakistan in the maritime domain.

The tri-services press conference took place a day after Pakistan launched strikes against Indian military installations on February 27 in response to India's counter-terror operation against JeM terror camps in Balakot, Pakistan.

A number of members of the US Congress raised the issue of India signing a deal with Russia for a nuclear submarine last week during Foreign Secretary Vijay Gokhale recent visit to Washington official sources said on Saturday.

Gokhale clarified that India finalided the deal for the leasing of a nuclear-powered attack submarine from Russia and it was not an acquisition or a purchase, they said.

However, the issue was not raised by the US administration during Gokhale's three-day visit to Washington earlier this week.

Some members of the Congress raised the issue as they have some mis-perception about it, the sources said, adding Gokhale also explained to them that the submarine will only have conventional weapons.

In January, the US announced sanctions against Russia under which Washington can punish countries and entities engaged in a transaction with defence or intelligence establishment of Russia.

The sanctions were imposed for Moscow's alleged meddling in the US presidential election in 2016.

On March 7, India sealed a $3 billion deal with Russia for the leasing of a nuclear-powered attack submarine for the Indian Navy for a period of 10 years.

In October last year, India inked an agreement with Russia to procure a batch of the missile systems at a cost of Rs 40,000 crore. India went ahead with the deal notwithstanding the US's warnings against it.

Under the deal for submarine, Russia will have to deliver an Akula class submarine, to be known as Chakra III, to the Indian Navy by 2025.

It will be the third Russian submarine to be leased to the Indian Navy.

Terrorists are being trained to carry out operations via sea: Navy chief Sunil Lanba

Ten years after the Mumbai terror attack, the Navy on Tuesday launched a first of its kind multi-agency drill, covering the entire 7,516 km-long Indian coastline and exclusive economic zone and involving 13 coastal states and Union Territories to check the efficacy of maritime security and surveillance.

Nearly 150 ships, 40 aircraft and a number of other strategic assets of the Navy and Coast Guard have been deployed as part of the 'Sea Vigil' exercise which is "unprecedented" in its scale and size, Navy officials said.

"The exercise aims to comprehensively and holistically validate the efficacy of the measures taken since the Mumbai terror attack," Navy Spokesperson Capt. D K Sharma said.

He said the scale of the two-day exercise is unprecedented in terms of the geographical extent, the number of stakeholders involved, the number of units participating and in terms of the objectives to be met.

The Indian Navy and the Coast Guard have taken a series of measures to bolster coastal security after the Mumbai terror attack in which over 166 people including 28 foreigners from 10 nations were killed by a group of Pakistani terrorists.

The terrorists had sneaked into Mumbai through the sea, arriving by boat from Karachi.

Post 26/11, the Indian Navy was designated as the agency responsible for overall maritime security, including offshore and coastal security.

Capt Sharma said the exercise aims to simultaneously activate the coastal security mechanism across all states and Union Territories.

"The exercise will cover a wide frontage covering for the first time in the entire coast of India, including island territories," he said.

All stakeholders including marine police of various coastal states and fishermen were also involved in the exercise.

Evaluation of critical areas and processes, including inter-agency coordination, information sharing and technical surveillance will be undertaken during the drill.

"Exercise Sea Vigil will provide a realistic assessment of our strengths and weakness and this will certainly help further strengthening of maritime security and in turn national security," said Capt. Sharma.

The exercise is a build-up towards the major theatre level tri-service exercise TROPEX [Theatre-level Readiness Operational Exercise] which Indian Navy conducts every two years.

There have been biannual coastal security exercises at the level of states, but for the first time, an exercise involving all coastal states, island territories and all central and state agencies is being carried out.

The 'Sea Vigil' exercise is also being facilitated by the ministries of Defence, Home Affairs, Shipping, Petroleum and Natural Gas, Fisheries, Customs and state governments.

On the 10th anniversary of the Mumbai attack, Navy Chief Adm. Sunil Lanba had said that critical gaps and vulnerabilities in the country's coastal infrastructure have been addressed and that a robust surveillance network comprising 42 radar stations linked to a control centre headquartered Gurgaon has been put in place.

Indian Navy carries out first mega coastal defence exercise

India's navy will open a third air base in the far off Andaman and Nicobar islands to beef up surveillance of Chinese ships and submarines entering the Indian Ocean through the nearby Malacca Straits, military officials and experts said.

New Delhi has grown concerned over the presence of China's bigger navy in its neighbourhood and the network of commercial ports it is building in an arc stretching from Sri Lanka to Pakistan that India fears could become naval outposts.

The Indian military has seized upon the Andamans that lie near the entrance to the Malacca Straits to counter the Chinese challenge, deploying ships and aircraft.

Indian navy chief admiral Sunil Lanba will commission the new base, called INS Kohassa, about 300 km (180 miles) north of the archipelago’s capital, Port Blair, the navy said in a statement.

The facility, the third in the islands, will have a 1,000-metre runway for helicopters and Dornier surveillance aircraft. But eventually, the plan is for the runway to be extended to 3,000 metres to support fighter aircraft and longer-range reconnaissance aircraft, navy spokesman Captain D.K. Sharma said.

About 1,20,000 ships pass through the Indian Ocean each year and nearly 70,000 of them pass through the Malacca Strait.

"The underlying thing is the expanding Chinese presence. If we have to really monitor Chinese presence, we need to be adequately equipped in the Andaman islands," said former navy commodore Anil Jai Singh.

"If you have air bases you can cover a larger area," he said, adding he expected the navy to permanently deploy more ships to the islands in the next phase of the buildup.

Indian navy to open third air base in Andaman and Nicobar islands to keep eye on China

The Indian Navy abandoned all efforts on Sunday to pull out the decomposed body of a miner that it spotted four days ago inside a coal mine in Meghalaya's East Jaintia Hills District, officials said.

The Navy divers had spotted the decomposed body of a trapped miner on Wednesday, using an unmanned, remotely-operated vehicle (ROV) at a depth of around 160 feet inside the mine's main shaft.

At least 15 miners are trapped inside the mine since December 13 last year after one of them accidentally punctured the wall of the mine, leading to its flooding.

"The Navy today suspended the pulling of the remains, which they had been trying since yesterday evening, as too much disintegration (of the body) took place with every pull by the ROV jaw," operation spokesperson R Susngi said.

The families of four of the 15 miners had on Saturday urged the rescuers to retrieve the decomposed body so that they could perform the last rites.

A multi-agency operation, which included de-watering of the main shaft where the miners are trapped, and of the nearby mines, has failed to yield any result as the water level has not gone down.

The Navy divers were awaiting further instructions from the government, Susngi said.

The family members of the victims from Garo Hills have also been summoned to the site to help identify the body from the video shot underwater by the ROV earlier this week.

An ROV operator from Chennai went on with a search operation in the nearby mines and the Coal India continued de-watering in the two nearby abandoned shafts by running their pumps for 23 hours since Saturday evening, Susngi said.

In the last 46 hours, the Coal India had pumped out over 52 lakh litres of water from the nearby abandoned mines, but it was not enough to bring down the water level that was causing hindrances in the rescue work, Susngi said.

The Kirloskar Brothers Limited, which has also joined the rescue efforts, had managed to pump out over 45 lakh litres of water, he said, adding that the Odisha Fire Services had pumped out approximately 4.5 lakh litres.

Meanwhile, the Meghalaya government was likely to apprise the Supreme Court of the problems in continuing with the search-and-rescue operations, an official told PTI.

The apex court had earlier expressed dissatisfaction with the rescue efforts to trace the miners and rapped the Meghalaya government for not seeking the Army's help.

Meghalaya mine rescue: Navy abandons efforts to pull out decomposed body of miner

When the Berlin Wall fell in 1989, most of the world imagined that the end of an era of confrontation was upon us. That sentiment probably was also present when the Second World War ended in 1945.

However, each time, humanity was disappointed because these events led it from one era of turbulence to another. That is why nations pursue trends and ways they can maximise what is potentially available to their populations, in keeping with their value systems.

Obliquely, that is what national security is all about; the phenomenon by which nations retain their identity, values and the ability of their people to pursue a higher quality of life achieved through stability, security and prosperity.

Each year, we in India undertake this exercise to determine what would be the core concerns of national security. The current one is an effort to identify five such core areas and there is nothing sacrosanct about them.

First on the list is economics. Right from 1991, India has steadfastly pursued an economic policy for better growth, upliftment of a large segment of people from poverty, and improvement in the quality of life. It ensures better infrastructure, education and more equilibrium in society among many other pluses, which are indirect contributions to internal security.

The second domain of focus remains external security to include border security and the pursuance of such policies that it contributes to the stability of the borders and the neighbourhood.

The armed forces, in particular, also have to project deterrence and dissuasion. The foremost issue in this domain is the determination of threats, force structure to meet them and the optimum equipping and manning of the forces to ward off threats.

An allotment of 1.47 per cent of the GDP to defence in the current financial year, does not appear to be sync with the optimum needs of the armed forces and needs revision.

In addition, while there is a flurry of activity in the equipment domain with approvals by the Defence Acquisition Committee (DAC), their fructification appears tardy primarily due to antiquated procedures, which despite serious attempts by the government does not appear resolved.

The Make in India programme is conceptually the finest idea, but to make it happen is not easy in the absence of yielding of space to the private sector. With so much investment in DRDO, it’s a severe challenge to let go the strings from the public sector to enable an optimum entry by private players.

In external security, an area of concern remains insufficient resources available to the Indian Navy to meet its responsibilities for maritime security. With India’s expanded role in the Indo-Pacific, much more is required here. The Indian Air Force too is sub-optimally equipped and structured today, needing to expand and modernise.

The Indian Army is in a tenuous position, where its technological needs and manpower levels do not appear to be in conceptual sync. However, premature efforts at resource-based and budget-based restructuring are not going to pay a dividend. The domain of internal security comes next. As a large nation with a young population, India has the inherent disadvantage of being ethnically, regionally, socially and religiously diverse with far too many interest groups that compete for limited resources.

The resultant effect is turbulence in society, which has to be overcome through an efficient internal security system. Unfortunately, even with a large footprint of Central Armed Police Forces (CAPFs), the optimisation of internal security is insufficient, necessitating the deployment of the army to meet the demands of stabilisation of the environment. Unfortunately, with hybrid conflict now more the norm than the exception, the early involvement of the Army and the persistent need for it to remain deployed in internal security prevents the emergence of its true potential for conventional defence, deterrence and dissuasion. J&K and the North Eastern states are classic examples.

However, it is also a truism that the presence of the Army in internal security of border states indirectly contributes to border security. In 2019, India’s concerns, besides J&K and the North East, will need to also remain focused on Punjab where an attempt is being made by Pakistan to revive by proxy, elements of separatism.

The fourth domain is the field of active diplomacy. India has an outstanding diplomatic corps, which has dutifully delivered. Yet, the challenges in diplomacy are growing as India’s reach and influence expands and the size of the diplomatic corps needs to grow with that.

An element of prudence appears to dictate India’s foreign policy in that its ardent efforts towards engagement across the international strategic divide, have been of a multilateral nature. While collusive threats from China and Pakistan persist, the decision to engage with China through various forums and the maintenance of robust trade with it (although skewed in its favour) has contributed towards lowering the temperature on the border.

Lastly, unconventional threats appear to be growing. Cybersecurity, information and psychological domain, space and ideological threats are included in this ambit. These are threats, which need to be studied closely and suitable security structures against them created.

The threat from radical ideology has been real and it is only through better cultural awareness across society that such threats will be neutralised. Divisive trends within the nation promoted by interest groups can grow to become existential threats.

The ever-growing social media space, a domain for disinformation and fake news, needs to be optimally monitored with minimal invasiveness on norms of privacy. This last domain, which includes modern technological threats is likely to emerge to higher levels of prominence unless countermeasures are developed in the near term.

Five security threats in 2019

Indian Navy divers on Monday again entered the flooded mine in Meghalaya, where 15 miners are trapped, and said the search would be feasible only after the water level inside the shaft is reduced to a safe diving limit of 30 metres.

On the 18th day of the operation, the Navy divers stayed inside the shaft for three hours with a hi-tech gadget, Under Water Remotely Operated Vehicle (UWROV), and found visibility to be very poor, only one foot, operation spokesperson R Susngi said.

"The Indian Navy suggested that the administration dewater using pumps to reduce the water level inside the mine shaft till about 30 metres (98 feet) or within safe diving limit before they commence diving," Susngi said.

According to the Navy, all precautions are being taken to ensure that divers do not suffer from decompression sickness, which is usually experienced in a compressed environment as that of the mine in Lumthari village.

Fifteen miners are trapped inside a 370-foot-deep illegal coal mine in Meghalaya's East Jaintia Hills district since December 13 after water from a nearby river gushed in, puncturing the mine wall.

The depth of water from the surface till the bottom of the pit is expected to be over 150 feet, Navy officials said.

Six divers from the Navy and the NDRF went down the shaft of the mine Sunday and spent around two hours to trace the miners but could not detect anything.

However, Susngi said, during their three-hour stay inside the shaft on Monday, the divers found some wooden structures and a horizontal hole, commonly termed as "rat hole", with coal at its mouth.

The site is being cleared for the Odisha Fire Service to start pumping water from the main shaft, he said.

At least 10 high-powered pumps from the Odisha Fire Service, along with 21 personnel, have reached the spot Sunday.

There are at least 80-90 other abandoned mine shafts that are full of water near the affected mine.

Ace mining mishap expert Jaswant Singh Gill suspected that the mines in the area are inter-connected and the theory was also agreed to by locals.

A submersible pump from the Coal India Limited (CIL), which was expected to reach the mine by Sunday night, is yet to arrive till last reports came in.

Flag Officer Commanding, Tamil Nadu and Puducherry Naval Area, Rear Admiral Alok Bhatnagar N M stated this while addressing reporters to announce the celebrations for the Indian Navy Day observed on December 4 every year.

"The Chinese presence in the Indian Ocean Region has increased over the recent years. The good part is that we are aware of it. We know their movements in the region and we are observing it cautiously, he said.
They (Chinese) have the right to be in any part of the world like we have," Bhatnagar said.

Asked if the Navy was equipped to face any threat from the Chinese in the IOR, he said the capabilities of the Indian Navy are mission-based and not targeted against any country.

"Over the years, the Indian Navy has developed its force based on a mission. Our capabilities are mission-based and not targeted against any country. Whenever we are given a mission, we will be able to accomplish it," he said.

On the expansion of the naval base in Chennai, Bhatnagar said the talks with the Tamil Nadu government were in an advanced stage and hoped for complete support from them.

"...We are in the advanced stage of consultation. We are confident of complete support of the state government for allowing us the much-required land for infrastructure augmentation," he said.

On talks with the Sri Lankan Navy and Coast Guard that are likely to be held in May 2019, Bhatnagar said that these are centred around smuggling of contraband goods, counterfeit currency and other illegal activities.

"Besides, we will put forth before Sri Lanka, the concerns of the Indian fishermen and tell the island nation not to harm them when they cross maritime limits accidentally," he said.

The Navy Day is observed every year to commemorate its victory in the Indo-Pak war in 1971.

The theme for this year is 'Indian Navy, Mission-deployed and Combat-ready.'

As part of the celebration, medical and blood donation camps, wreath-laying ceremony, visits to ships, coastal clean- up activities, among others, are conducted during the month.

Chinese presence in Indian Ocean Region has increased and we are aware of it: Indian Navy

Indian Navy has been put on high alert with cyclonic storm Gaja set to make landfall in Tamil Nadu today afternoon.

"The Eastern Naval Command(ENC) has assumed high degree of readiness to render necessary humanitarian assistance. Two Indian Naval ships Ranvir and Khanjar are standing by to proceed to the most affected areas to undertake Humanitarian Aid Distress Relief (HADR), evacuation, logistic support including providing medical aid," an official statement said.

"These ships will be embarked with additional divers, doctors, inflatable rubber boats, integral helicopters and relief material that include food, tentage, clothes, medicines, blankets etc," it added.

Additionally, aircraft from Naval Air Stations Dega, Rajali and Parundu and Water Jet FACs and patrolling boats from naval detachments in Ramnad and Nagapatnam have been warning fishing vessels about the approaching cyclonic storm and directing them to return to the nearest harbour.

The ENC is also monitoring developments closely and flag officer commanding Tamil Nadu and Puducherry naval area have been in constant communication with the state administration to augment rescue and relief operations.

"One P8I aircraft, Dornier aircraft and helicopters are also standing by to undertake reconnaissance, rescue, casualty evacuation and air drop of relief material to the stranded," the statement further noted.

Cyclone Gaja is expected to make a landfall between Pamban and Cuddalore today by afternoon.

In an attempt to mitigate potential damage, the state administration headed by chief minister Edappadi K. Palaniswami has planned to evacuate around 20,000 people residing on the coastal line and moving them to relief camps.

On Wednesday, Cuddalore district collector V Anbuselvan, who visited the possible affected areas, said all private and government schools in Cuddalore would remain closed due to the cyclonic storm.

Apart from Tamil Nadu and Puducherry, Andhra Pradesh is also bracing for the impact of the cyclone which is likely to bring heavy downpour and strong winds to several parts of the region for the next couple of days.

The Indian Navy's submarine rescue capabilities have got a boost with the successful maiden trials of its newly inducted deep submergence rescue vehicle (DSRV), the Navy has said.

The Western Naval Command here conducted the trials of the DSRV, which also set a record for "deepest submergence by a manned vessel" in the Indian waters, the Navy said in an official release issued Tuesday late night.

The DSRV, operated by a crew of three, can rescue 14 personnel from a disabled submarine at one time, it said.

"On October 15, the DSRV carried out under water mating with a bottomed submarine at a depth of over 300 feet and transferred personnel from the submarine to the rescue vehicle," the release said.

These trials have proven the DSRV's ability to undertake rescue operations from disabled submarines at sea and have provided the Indian Navy with a "critical capability", it said.

"During the trials, the DSRV also dived successfully up to 666 metres. This is a record for deepest submergence by a 'manned vessel' in the Indian waters," the release said.

The DSRV crew also carried out ROV (remotely operated vehicle) operations at a depth of over 750 metres and side scan sonar operations at over 650 metres, which are all "firsts" for the Indian Navy, it said.

Once the trials are completed, it will put the Indian Navy into a small league of world navies that have an integral submarine rescue capability, the release added.

Indian Navy's submarine rescue capability gets a boost

Enhancing its operational capabilities, the Navy has inducted its first deep submergence rescue vehicle which is deployed to rescue downed or disaster-struck submarines at high sea.

Navy Spokesperson Capt D K Sharma said that with induction of the deep submergence rescue vehicle (DSRV), India has joined a select group of countries that have the capability to locate and rescue "distressed submarines".

At present, the US, China, Russia and a few other countries have the capabilities to deploy DSRVs.

"Indian Navy joins select league of nations with capability to search, locate and provide rescue to distressed submarines by induction of first Deep Submergence Rescue Vessel(DSRV) and associated kit in fly away configuration," he said.

Though DSRVs are used for rescue of personnel in downed submarines, they are also deployed for various other missions including to lay cables on the sea bed.

Some DSRV vessels are air transportable in very large military cargo.

Capt Sharma said the DSRV which was inducted can be mobilised from the naval base in Mumbai to nearest mounting port by air, land and sea.

The second DSRV is expected to be inducted at Visakhapatnam in 2019.

"The DSRV can be mobilised from Naval base at Mumbai to nearest mounting port by air/ land or sea for providing rapid rescue to the submarine in distress," the Navy spokesperson said.

Indian Navy sources said induction of the DSRV was part of the Navy's efforts to enhance operational capabilities when China has been ramping up its maritime presence in critical sea lanes which are of strategic importance to India.

Last year, the Indian Navy operationalised a new concept of deployment of warships in the Indian Ocean region to effectively counter China's growing presence in the strategically key waters.

The Indian Navy currently has only two minesweeper ships at its disposal to safeguard sea lanes and ports spread across thousands of kilometres of coastlines in the eastern and western seaboards, a top Navy officer has said.

The Navy requires 12 minesweeper ships, but at present has only two, Rear Admiral Rajaram Swaminathan, Assistant Chief of Material, Indian Navy, said.

"The Navy needs these ships urgently," Swaminathan said.

Minesweepers are small naval warships that detect and destroy underwater mines and are considered vital for keeping the critical sea lanes safe for movement of essential cargo, including crude oil.

Speaking on the sidelines of the launch of a fuel barge for the Navy on Friday, he said that Defence PSU Goa Shipyard Ltd (GSL) is in the process of collaborating with a foreign firm for manufacturing minesweepers.

The government has been looking for a foreign collaborator for its over Rs 32,000 crore project, entrusted to GSL, for procuring 12 minesweeper ships.

The basic function of these ships would be to locate, classify, sweep and neutralise all types of ground moored and drift mines.

A parliamentary standing committee on defence last year had slammed the government for delay in procurement of the minesweepers and asked it to make efforts to fill the gap in the Navy's capability.

There are at least 12 major ports and several other minor or intermediate ports in the eastern and western seaboards.

INSV Tarini is a 56-foot sailing vessel, which was inducted into the Indian Navy earlier this year and showcases the 'Make in India' initiative on the International forum.

The expedition, titled 'Navika Sagar Parikrama', is in consonance with the national policy to empower women to attain their full potential.

It further aims to showcase 'Nari Shakti' on the world platform and help revolutionalise the societal mindset towards women in India by raising the visibility of their participation in the challenging environment.

The vessel will return to Goa in April 2018.

In an astonishing outburst, Union Minister Nitin Gadkari told the Indian Navy today to "go to the Pakistan border, where the terrorists come from, and do patrolling there. I will not give you an inch of land in south Mumbai."

Gadkari was speaking at the foundation stone-laying ceremony of a cruise terminal. A number of senior naval officials, including the Chief of Western Command Vice-Admiral Girish Luthra were present.

News reports said Gadkari's outburst came after the navy had refused permission, on the grounds of security, to a jetty to launch seaplane services and a floatel.

Gadkari added Thursday that the government plans to bring 10,000 seaplanes into service over the next two years.

The government has been keen to make greater use of the country's waterways considering the high cost of expanding the country's roads and highways.

Gadkari is currently minister for road transport and highways, shipping and water resources, and river development and Ganga rejuvenation.

The navy's refusal to the jetty is obviously a setback to the government's plans.

Jadhav's mother Avanti and wife Chetnakul had flown to Islamabad via Dubai on Christmas day to meet Jadhav.
