Defence Minister Rajnath Singh on Monday said India's military and diplomatic levels talks with China have been positive and will continue.

Addressing the BJP's Maharashtra Jan-Samvad Rally via video link, the minister also said the Narendra Modi-led government will ensure that India's pride is not affected as far as the situation along Indo-China border is concerned.

"The border dispute between India and China has been ongoing for a long time. We want to resolve it as soon as possible," Singh said.

"Talks with China are on at military and diplomatic level. The June 6 talks were very positive and both the countries have agreed to continue talks to resolve the ongoing tussle," he said.

"I want to assure people that leadership of the country is in strong hands and we will not compromise on India's pride and self-respect," he said.

Singh said Congress leader Rahul Gandhi and some opposition leaders had sought the government's clarification on what is happening at the India-China border.

"As the Defence Minister of the country, I want to say that whatever I have to say I will say it inside Parliament, I will not mislead the people," the minister said.

As per a&nbsp;warning issued by the Indian Army, ''inimical intelligence agencies have developed a malicious app by the name Aarogya Setu.apk.''

''Such apps were found to be sent by Pakistan-based Pakistani Intelligence Operatives to WhatsApp groups of Indian Army personnel,'' it added.

Pakistani agencies are also using social media accounts with Indian names to target the Indian personnel.

Known Pakistani Intelligence Operative account under the fake name of one ‘Anoshka Chopra’ also found sending the malicious application to Indian Army personnel,” senior army&nbsp;sources said.

The army has cautioned the personnel and highlighted the need to be sensitised about the Pakistani spy agencies’ designs while downloading the application.

It emphasized on downloading the app&nbsp;only from the Indian government website (mygov.in) or Android Play Store or iOS Apple Play Store.

All forces personnel have been asked to download the Aarogya Setu application to help in the detection and checking the spread of COVID-19. The application has been developed by government agencies and is being used by almost all government employees.

Prime Minister Narendra Modi’s decision to appoint a Chief of Defence Staff (CDS) is yet another bold step by him. The CDS will be a game-changer, a veritable force multiplier.&nbsp;

Since the announcement, there have been a spate of articles on the subject with varying views, ranging from less informed ones like ‘Can the CDS be a civilian officer?’ or ‘Can this lead to a coup?’ to overzealous ones like ‘CDS should replace Defence Secretary/NSA’. This stems from having had a CDS in the discussion stage for far too long.&nbsp;

Here is a simplified analysis of the role that the CDS can play in the national security architecture, as well as his military functions as Chief of Defence Forces.&nbsp;

A disclaimer before proceeding ahead — the Prime Minister did not pull a rabbit out of the hat. The CDS has been in the recommendation stage of several committees since as early as the 1965 war.

The most notable among them were the LK Advani-led GOM after the Kargil war and the Naresh Chandra Task Force (NCTF) of 2012. Much has been written about them in detail, and hence, I will desist from repeating those facts.

All major militaries in the world have integrated their armed forces, and even the smaller ones have higher defence organisations to include CDS or an equivalent.&nbsp;

India is the only major military power which has neither. We still ‘make do’ with a collegiate system of Chiefs of Staff Committee (COSC), with the senior-most as a rotational head, however, short his stint may be. This is ill-suited for the security needs of our country, with two active borders and two nuclear-capable countries.&nbsp;

The CDS will render a single-point military advice (like a single-window system) for the leadership, instead of the service chiefs either carrying their differences to the high table or rendering weak advice, based on the least common denominator, much like a common minimum programme of political alliances.

Immediately, on coming into being, it can take more effective control of all tri-services structures and processes that the HQ Integrated Defence Staff (IDS) is handling, most notably the force modernisation of the three services. In time, the CDS will synergise all aspects between the Army, Navy and Air Force. &nbsp;

This assumes importance when the fiscal budget restricts defence procurements and priorities have to be drawn between the competing interests of the three services.&nbsp;

For a developing country like India, it’s important to ensure that while there are no gaps, it is even more important not to have overlaps. For instance, all three services fly helicopters of all sizes, including attack helicopters; the Army and Air Force both have air defence capabilities that merit harmonising. Resource optimisation will be a welcome spin-off of effective synergy and firm military decisions under the CDS.&nbsp;

As military chief, the CDS will not control operations, at least to begin with. We have two active borders and we cannot afford to be off-balance at any time.&nbsp;

The CDS will be assigned the task of drawing up a road map for integration of the three services over time, by which time he can assume an operational role.

The office will add unprecedented value of providing a capability audit of the services, joint policy planning, joint doctrines and joint intelligence. Joint operational planning and integration will follow later.

CDS and NSA

CDS will head military structures, gradually increasing his span of control. NSA coordinates various elements of power to include diplomatic, economic, intelligence agencies, cyber, space and more. These elements form part of different ministries and the NSA is the adviser to the PM on security issues, just like CDS will be the single-point adviser on military matters.&nbsp;

Military is unarguably the most significant part of a country’s security paradigm, yet security includes other facets like energy and water security, among others. In fact, the Defence Planning Committee set up in May 2018, seeks to fulfill this role at a functional level of secretaries.

CDS and MoD

CDS will be the professional head of the armed forces and, as a strategic military commander, translate national objectives into military objectives and create military capabilities accordingly.&nbsp;

He will also be the seniormost military adviser to the Prime Minister and the Defence Minister. The Defence Secretary will continue to be the government’s principal civilian adviser on defence, responsible for policy, planning, finance and administration as well as coordination between defence production, R&amp;D and finance.

Like any new structure, the CDS will have a challenging task at hand. It helps that a HQIDS is already in place for the last 18 years.&nbsp;

So, besides taking over the existing functions of controlling all tri-services structures, he will be given a mandate by the leadership to draw and implement a road map for gradual integration of armed forces in a stipulated time frame.&nbsp;

It is to the credit of the Prime Minister that he is creating a CDS and not an interim office of the Chairman, COSC, as suggested by NCTF. This is in keeping with his propensity for bold steps, rather than half measures.&nbsp;

The CDS must be strengthened with a strong mandate, to enable him to set the stage for synergetic integration of the armed forces, leading eventually to setting up of integrated theatre commands. These steps will propel India to realise its rightful place in the world order.

Boosting its capabilities in beyond visual range warfare, India has signed a deal worth around Rs 1,500 crore to acquire R-27 air-to-air missiles from Russia to be equipped on the Su-30MKI combat aircraft.

"A contract has been signed with Russia for the acquisition of R-27 air-to-air missile to be fitted on the Su-30MKI combat aircraft fleet of the Indian Air Force," government sources told ANI here.

The Russian missiles with an extended range would give an added capability to the Sukhois to take on enemy aircraft at long ranges, they said.

The missiles have been acquired under 10-I projects which mandate the three services to maintain critical weapon systems and spares for a specified minimum period, which is known as War Wastage Reserve (WWR).

The R-27 missile is a medium-to-long-range air-to-air missile developed by Russia for its MiG and Sukhoi series of fighter jets.

In the last 50 days, the Indian Air Force (IAF) has signed deals worth over Rs 7,600 crore for acquiring equipment under emergency requirements approved by the Defence Ministry.

The IAF has spent around Rs 7,600 crore in procuring missiles such as the Spice-2000, Strum Ataka ATGMs and a large number of spares under the emergency procurement route.

After the Pulwama attack, the Central government had given emergency powers to the three services to buy whatever equipment is required by them for safeguarding the borders with Pakistan.

Under the powers given, the security forces can buy the equipment of their choice within three months at the cost of up to Rs 300 crore per case.

The emergency powers were given to the forces within a few weeks after the Pulwama attack in which 44 CRPF personnel were killed and India started increasing vigil at the borders with Pakistan, they said.

India, Russia sign Rs 1,500 crore deal for air-to-air missiles for Su-30 fighters

With South African President Cyril Ramaphosa watching the proceedings, India on Saturday displayed its military might and rich cultural diversity during the dazzling 70th Republic Day parade in the Capital which for the first time saw veteran soldiers of the Indian National Army walking down the Rajpath.

The Republic Day Parade ceremony commenced with Prime Minister Narendra Modi leading the nation in paying homage to soldiers killed in combat by laying a wreath at the Amar Jawan Jyoti at India Gate.

The parade commanded by Lieutenant General Asit Mistry, General Officer Commanding, Headquarters Delhi Area, commenced after the unfurling of the national flag and a 21-gun salute.&nbsp;

The parade commander was the first one to salute the President. The proud winners of the highest gallantry awards Param Vir Chakra and Ashok Chakra followed the parade commander. &nbsp;

This year veterans of the Indian National Army (INA) who fought valiantly against the imperial forces also took part in the parade, including four veterans Parmanand, Lalti Ram, Hira Singh and Bhagmal, who are aged between 95 to 100 years. The K-9 Vajra and the M777 howitzers took part in the parade for the first time this year.

The marching contingents of the Army which followed the armoured columns in the parade included the Madras Regiment, the Rajputana Rifles, the Sikh Regiment, the Gorkha Brigade, the Army Service Corps, and the 102 Infantry Battalion (Territorial Army) Punjab.

The marching contingents were followed by the Veterans’ Tableau, which marked recognition and respect to the soldiers` selfless service to the nation. The Combined Band of the Sikh Light Infantry, Mahar Regimental Centre and Ladakh Scouts played the martial tune ‘Shankhnaad’ for the first time in the Parade.

The Naval Contingent comprising 144 young sailors and led by Lieutenant Commander Ambika Sudhakarn as Contingent Commander followed the Army columns.&nbsp;

It was followed by Naval tableau titled, ‘Indian Navy – Combat Ready Force for National Security’.The Air Force Marching Contingent comprising 144 air warriors marched with rifles in ‘Bagal shashtra’ position while the pistols of the officers were secured in their holsters.&nbsp;

It was followed by the Air Force Tableau titled ‘Indian Air Force Encouraging Indigenisation’ showcasing the scaled-down models of the aircraft, radar and missile system which have been indigenously designed and manufactured.&nbsp;

The models displayed were Light Combat Aircraft (LCA), Low-Level Light Weight Radar (LLLWR), Sukhoi-30MKI and Akash Missile System. Defence Research and Development Organisation (DRDO) displayed its Medium range Surface to Air Missile (MRSAM) and the Arjun Armoured Recovery and Repair Vehicle (Arjun ARRV).

The Fly Past was led by Advanced Light Helicopters Weapon System Integrated (WSI) ‘Rudra’ and two Advanced Light Helicopters, ‘Dhruv’ of Army Aviation in ‘Diamond’ formation. The all-women contingent of Assam Rifles was the first of the Paramilitary and other Auxiliary Civil Forces’ columns.&nbsp;

It was followed by the Indian Coast Guard, Central Reserve Police Force, Railway Protection Force, Delhi Police, Border Security Force Camel Contingent, National Cadet Corps Boys and Girls Contingent and National Service Scheme Marching Contingent. Twenty-two tableaux, comprising 16 from different states and union territories and six Ministries, Departments and other institutions displayed the life, times and ideals of Mahatma Gandhi.&nbsp;

The year 2019 marks the 150th birth anniversary of the Father of the Nation. The tableau of Sikkim portrayed the state’s transformation into a 100 per cent organic farming and the cleanest state of the country in consonance with Mahatma Gandhi’s vision and ideal while Maharashtra portrayed Quit India Movement, which was a peoples’ movement in which millions of common Indians had participated.&nbsp;

The tableau of Andaman &amp; Nicobar showcased the role of Gandhi among the inmates of Cellular Jail in Andaman. Assam came up with a tableau depicting Gandhiji’s movement in Assam and his dream of rebuilding the rural economy by encouraging the growth of cottage industry.

The tableau of Tripura showcased the egalitarian, inclusive and diverse social and ethnic culture based on the Gandhian principles while the Goan tableau showcased Unity in Diversity.

Arunachal Pradesh depicted peace within through a tableau of a clean Monpa village and its peaceful, cultural life which Mahatma Gandhi envisioned. Jallianwala Bagh was the theme of Punjab tableau evoking memories of the watershed moment in the Independence struggle. Tamil Nadu showcased Transformation of Dress Code of Mahatma Gandhi on September 22, 1921, in Madurai after seeing scantily clad peasants and poor people working in the farms and doing other manual work.

The tableau of Gujarat depicted Mahatma Gandhi’s ‘Historical Dandi March’, which shook the foundation of the British Empire by scooping a handful of salt in the coastal village of Dandi in Gujarat. ‘Ray of Hope-Our Composite Culture’ was the theme of tableau of Jammu and Kashmir while Karnataka showcased Gandhiji’s momentous efforts at the Belagavi Congress session on 26-27 December 1924.

The tableau of Uttarakhand depicted Spiritual Anashakti Ashram and Delhi showcased Mahatma Gandhi and his association with the national capital. Uttar Pradesh showcased the commemoration of the 150th birth anniversary of Mahatma Gandhi.&nbsp;

West Bengal tableau highlighted two key aspects in the life of Mahatma Gandhi- his stay at Kolkata during the crucial juncture of India’s Independence and his association with Gurudev Rabindranath Tagore.

Ministry of Power showcased Saubhagya: New India Raushan India while the Ministry of Drinking Water and Sanitation showcased the magnificent four-year-old journey of Swachh Bharat Mission (SBM), the biggest behavioural change campaign in the world.&nbsp;

Indian Railways showcased his relationship with Railways in tableau titled ‘Mohan to Mahatma’ and the Ministry of Agriculture depicted Mahatma Gandhi’s economic philosophy called for ending poverty through improved agriculture and small scale rural cottage industries.&nbsp;

CPWD (Horticulture) tableau paid floral tributes to the Mahatma and showcased a wide variety of flowers in different hues. Twenty-six children including six girls and 20 boys, Awardees of Pradhan Mantri Rashtriya Bal Puruskar 2019 for their exceptional achievement, also participated in the parade.&nbsp;

One of the An-32s was for the first time flying with bio-fuel. Next in line was the Five Jaguar Deep penetration strike aircraft, in ‘Arrowhead’ formation. Following the Jaguars were five MiG-29 Upgrade Air Superiority Fighters in ‘Arrowhead’ formation. Three state-of-the-art, SU-30 MKIs of Indian Air Force executed the Trishul manoeuvre.

The Republic Day Parade ceremony commenced with Prime Minister Narendra Modi leading the nation in paying homage to soldiers killed in combat by laying a wreath at the Amar Jawan Jyoti at India Gate. The parade commanded by Lieutenant General Asit Mistry, General Officer Commanding, Headquarters Delhi Area, commenced after the unfurling of the national flag and a 21-gun salute. The parade commander was the first one to salute the President. The proud winners of the highest gallantry awards Param Vir Chakra and Ashok Chakra followed the parade commander. This year veterans of the Indian National Army (INA) who fought valiantly against the imperial forces also took part in the parade, including four veterans Parmanand, Lalti Ram, Hira Singh and Bhagmal, who are aged between 95 to 100 years. It was followed by Naval tableau titled, ‘Indian Navy – Combat Ready Force for National Security’.The Air Force Marching Contingent comprising 144 air warriors marched with rifles in ‘Bagal shashtra’ position while the pistols of the officers were secured in their holsters. It was followed by the Air Force Tableau titled ‘Indian Air Force Encouraging Indigenisation’ showcasing the scaled-down models of the aircraft, radar and missile system which have been indigenously designed and manufactured. The tableau of Tripura showcased the egalitarian, inclusive and diverse social and ethnic culture based on the Gandhian principles while the Goan tableau showcased Unity in Diversity. Arunachal Pradesh depicted peace within through a tableau of a clean Monpa village and its peaceful, cultural life which Mahatma Gandhi envisioned. Jallianwala Bagh was the theme of Punjab tableau evoking memories of the watershed moment in the Independence struggle. Tamil Nadu showcased Transformation of Dress Code of Mahatma Gandhi on September 22, 1921, in Madurai after seeing scantily clad peasants and poor people working in the farms and doing other manual work. The tableau of Gujarat depicted Mahatma Gandhi’s ‘Historical Dandi March’, which shook the foundation of the British Empire by scooping a handful of salt in the coastal village of Dandi in Gujarat. ‘Ray of Hope-Our Composite Culture’ was the theme of tableau of Jammu and Kashmir while Karnataka showcased Gandhiji’s momentous efforts at the Belagavi Congress session on 26-27 December 1924. India showcases military might, cultural heritage at 70th Republic Day parade

The 16th of December, 2014 will forever remain etched into the national sensibility of Pakistan, for on that wretched day, Pakistan lost more than 150 of its people, mostly schoolchildren in a senseless massacre at an army school in Khyber-Pakhtunkhwa&rsquo;s capital of Peshawar. Comparisons were instantly drawn and 16/12 was touted Pakistan&rsquo;s 9/11. Prior to the attack, the national narrative on how to deal with the Taliban was a mixture of varied opinions. The Imran Khan led Tehreek-e-Insaf wanted negotiations whilst others wanted an indiscriminate operation, targeting groups that posed a threat to Pakistan&rsquo;s interests.&nbsp;

However, the Peshawar attack was enough to jolt all political forces into doing and not just proposing. In a rare show of unity an, All Parties Conference was quickly convened and a National Action Plan was presented in its aftermath. With 20 salient points, the plan introduced military courts, lifted the moratorium on capital punishment and promised unwavering action against all forms of terrorists. One would imagine that the wholesale slaughter of more than 130 children would be enough to push the Pakistani state and more specifically the military to abandon its policy of harbouring certain terror groups. But alas, as conniving statecraft would have it, four years on Pakistan is still blamed for following her &ldquo;good Taliban, bad Taliban&rdquo; policy.&nbsp;

The ISPR will have us know that terrorists are being acted against without any discrimination being made but there is one breed of terror groups which perhaps holds the sympathies of not just those in the military establishment but the Pakistani populace at large. These are the Afghan groups and the anti-India groups such as the Harkat-ul-Mujahideen and Jaish-e-Muhammad which specifically target the Indian state in Kashmir and in places such as Pathankot and Uri, as they did in 2016. The continued support for the Afghan Taliban such as the Haqqani network is somewhat understandable. Fearing the fact that an unstable Afghanistan might become a haven for anti-Pakistan groups, the Pakistani state wants to safeguard its interests in Kabul in the case of an American pullout.

Au contraire, the Pakistani military continues its complicit support for anti-India entities despite the National Action Plan and the reasons for this are manifold but boil down to one simple factor; anti-Indian sentiment is central to Pakistani nationalism. It is what French political scientist Christophe Jaffrelot calls &ldquo;the essence of Pakistan&rsquo;s identity&rdquo;. Parts of the military establishment, as well as the nation, suffer from a collective schizophrenia of sorts when it comes to India. Opposing India is at the crux of Pakistan&rsquo;s military and foreign policies and the presence of a much larger enemy to the East is the justification the military uses to justify its disproportionate share of resources in the country&rsquo;s budget amongst other perceived threats.&nbsp;

However, of late, these groups have begun rebranding themselves as political parties. In an act of sheer irony on the anniversary of the Peshawar attacks, Masroor Nawaz Jhangvi, scion of the terrorist group Lashkar-e-Jahngvi was elected as a member of provincial parliament from his native Jhang as an independent candidate. He later joined the Jamiat-Ulema-Islam (Fazal) which is allied with the government in the centre. Also, the by-polls held after Nawaz Sharif&rsquo;s ouster from a power saw the political wing (Milli Muslim League) of the Lashkar-e-Tayyaba and the sectarian group Tehreek-e-Labaik-Ya-Rasool-Allah secure 11% of the vote in the constituency. All of this was done despite the fact that these groups are on the UN terror watch lists. Apparently, that was not enough for the Election Commission of Pakistan to rule their nomination papers null and void.

But is action against the anti-India lot inevitable? This notion might well be a folly. For any action to be taken by the Pakistani army there needs to be a public consensus against the enemy first. Unfortunately, that consensus only exists against India, not the anti-India lot. The armed forces will not take any step without that consensus and certainly not when India asks for it because that would make them look bad. Moving with the impression of those moves being a response to Indian pressure would be anathema to the Pakistani military. With the long-term presence of a right winger in Delhi pressure will always be on Islamabad to take action against these groups.&nbsp;

Something will have to give, but will it? The army may well give up on the anti-India lot if they turn against the state but what they&rsquo;ll never give up on is India is the eternal enemy. As now notorious DAWN staffer Cyril Almeida calls it, &ldquo;India being Enemy No 1 is an unalterable truth, an inalienable position that the boys (army) will never give up.&rdquo; As Cyril puts it, for the army to take action against these groups, it has to look like it was their idea and without them looking bad.&nbsp;

Recently, keeping in tradition with the sporadic unsustainable action taken against these groups, the state moved to ban charities headed by Hafiz Saeed. Whilst this may seem like a step in the right direction the past has shown us that the military often does not follow up on these actions. The landmark elections due in July this year will be a momentous occasion for democracy in a country that has seen military rule for more than half her existence. But with successive democracies, the impenetrable and Machiavellian hold of the military on security policy will inevitably weaken. One can only hope that Pakistan&rsquo;s civilian leaders will have the guts and foresight, it will take to defang the anti-India lot.&nbsp;

Opinion: Will Pakistan ever give up its 'India is the eternal enemy' policy?

India&#39;s military has increased operational readiness along the eastern Indian border with China, sources said, as neither side shows any sign of backing off from a face-off in a remote Himalayan region near their disputed frontier.

Indian and Chinese troops have been embroiled in the seven-week confrontation on the Doklam plateau, claimed by both China and India&#39;s tiny ally, Bhutan.

The sources, who were briefed on the deployment, said they did not expect the tensions, involving about 300 soldiers on each side standing a few hundred feet apart, to escalate into a conflict between the nuclear-armed neighbours, who fought a brief but bloody border war in 1962.

But the military alert level had been raised as a matter of caution, two sources in New Delhi and in the eastern state of Sikkim reported on the condition of anonymity because of the sensitivity of the matter.

The crisis began in June when a Chinese construction crew was found to be trying to extend a road in the Doklam region that both China and the mountainous nation of Bhutan claim as theirs.

India, which has special ties with Bhutan, sent its troops to stop the construction, igniting anger in Beijing which said New Delhi had no business to intervene, and demanded a unilateral troop withdrawal.

Prime Minister Narendra Modi&#39;s administration, though, has dug in its heels and said that the Chinese road activity in the region near the borders of India, Bhutan and China was a threat to the security of its own northeast region.

Each year, Indian troop formations deployed on the border go on such an &quot;operational alert&quot; usually in September and October. But this year the activity has been advanced in the eastern sector, the source in Sikkim, above which lies the area of the current standoff, said.

The move comes as diplomatic efforts to break the stalemate failed to make headway, other sources with close ties to the Modi government reported earlier in the week.
