India's power ministry on Wednesday said it would cut domestic fuel supply to state government-run utilities by 5% if they do not import coal for blending by June 15, as officials struggle to address rising power demand.

A heatwave pushed power use to a record high in April, leading to the worst electricity crisis in more than six years and forcing India to reverse a policy to slash coal imports.

The power ministry said lower imports by states was "the cause of the stress in the availability of coal," and said states' efforts were "not satisfactory." Coal imports for blending fell by a fifth to 8.3 million tonnes during the financial year through March, the ministry said.

"If blending with domestic coal is not started by 15.06.2022 then the domestic allocation of the concerned defaulter thermal power plants will be further reduced by 5%," the power ministry said in a statement.

India had set state and federal government-run utilities a target to import 10% of their coal needs for blending with domestic coal.

The power ministry had asked all utilities to ensure delivery of 50% of the allocated quantity by June 30, another 40% by end-August and the remaining 10% by the end of October.

It said state government-run utilities, most of which are debt-laden, will have to import more coal to fire their power plants due to reduced local supply if they delay placing orders and supplies do not arrive by June 15.

"All the defaulter generating companies would have to import coal for blending purpose to the extent of 15%," the ministry said.

"Not much blending has taken place in the months of April and May," it noted, and said plants which have not yet started blending must ensure they use a 15% blend of coal until October and a 10% blend from November until March 2023.

A CBI source said that a fresh case was recently lodged against Lalu and others for accepting bribes from unemployed youths and cheating them on the pretext of providing them jobs in the government sector.

"Yadav, when he was the Union minister, through his aide or directly told the innocent persons that he would help them get government jobs. And they took land from the job seekers. However, the jobs were not provided to all," the source said.

When asked how many such land pieces were acquired by Lalu and others through this, the source said they were making a list.

This comes weeks after the RJD leader was granted bail in the Rs 950-crore fodder scam case. He has already been convicted in five cases of the fodder scam.

When there are considerable differences in the shape and size of the feet of people from within India, how can a European or American size standard shoe be used to comfortably fit 1.4 billion Indians? It was this problem statement that prompted India's Central Leather Research Institute (CLRI), under the Council of Scientific and Industrial Research (CSIR), to develop India's home-grown sizing standards for shoes and similar closed footwear.&nbsp;

Speaking at the 75th&nbsp;anniversary celebratory event of the CLRI, Union Minister of State for Science and Technology, Dr. Jitendra Singh made a mention of the pan-India 3-D foot-mapping project that has been underway, to capture the imprints and various parameters of the feet of nearly 1 lakh Indians. It is based on the data collected from this survey, under the aegis of the Department for Promotion of Industry and Internal Trade (DPIIT), that India's indigenous footwear sizing standard will be developed.&nbsp;

WION spoke to Dr. Sreeram, Director, CLRI, to understand the finer aspects of the 3-D mapping project and the roll out of the new Indian sizing standard. He revealed that over 1 lakh people, from across 73 districts of India, within the age group of 5 to 55, have been surveyed (foot 3-D scanning). Currently, the statistical analysis of the foot-mapping data is underway to gather the fine details.

Queried on the unique aspects that the 3-D mapping will be covering, Dr. Sreeram told WION about how Indian feet predominantly have more girth (wider front portion) than those of European feet. In addition to length and girth, this mapping would also gather data across 29 other parameters of the Indian foot. While three parameters are adequate to develop a sizing standard, the remaining ones are meant to help in advanced studies.

The statistical study will be completed in two months or so, following which we will provide the dimensions based on the Indian footwear sizing. "Our Indian Sizing standard for footwear will be published in the Bureau of Indian Standards by the end of 2022, and by then, shoes and closed footwear for men, women, and children will be available in our markets, based on Indian sizing," Dr. Sreeram explained.&nbsp;

However, this new Indian sizing standard is voluntary, and not all brands have to necessarily adopt this. But CLRI believes that, even though the new sizing standard is voluntary, the brands with good sales across India would adopt the standard to satisfy customer needs.&nbsp;

Emphasizing on the Leather footwear sector in India, Dr, Jitendra Singh spoke about the sector having employed nearly 50,000 people at the time of independence and how it had grown to employ 5 million people as of today, while contributing immensely to the economy. Regarding the future of the leather industry, he called for innovation by start-ups and touched upon the need to use legacy knowledge to make customers understand the advantages of leather footwear, over synthetic ones. "Human skin is more compatible with leather when compared to synthetic materials," he said, even referring to some medical studies regarding diabetic feet. Regarding the roadmap for the next 25 years, Dr. Singh said that the leather footwear industry in India needed to think of achieving a net zero carbon footprint, to remain competitive in the market.

Indian Science and Technology Minister Jitendra Singh said that with an aim to consciously reduce carbon emissions from the leather industry in the country, India will be offering attractive financial support to start-ups to come up with innovative and market-friendly leather products.

The minister said so while addressing the Platinum Jubilee celebrations of CSIR-Central Leather Research Institute in Chennai on Thursday.

Referring to Prime Minister Narendra Modi’s pitch for new innovations and next-generation technologies, Singh said, the sustainability of the leather sector is likely to emerge as the new challenge for CSIR-CLRI (Council of Scientific and Industrial Research-Central Leather Research Institute) in its journey from the platinum to the centenary.

He said the new vision for leather research and industry in India during the next 25 years may need to be based on sustainability, net-zero carbon footprint, gaining total recyclability of leather-based materials, bio-economy of animal skin-derived products, and ensuring income parity for workers, besides brand building.

According to a UN Study, per square meter of leather emits around 17 kg of carbon dioxide equivalent (CO2e) after the slaughterhouse section of the leather supply chain.

As per to the Indian minister, the project will be implemented in 73 districts in the first phase.

"The carbon footprint of leather processing in India needs to approach zero levels and the bio-economy of animal skin-derived products is the new mantra of the time," the minister said, adding that the carrying capacity requirements of the leather sector in locations like Tamil Nadu demand the implementation of Zero Liquid Discharge as the enforced environmental norm, which is under discussion.

India is looking to design and develop leather footwear into foot care solutions with foot hygiene and wearer comfort as unique selling properties.

The country is also on the path to preparing customised footwear for Indians by using 3D technology to scan a person's feet to make their footwear.

"There are as many as half a million cells in the palm of feet that enable the sweating process and leather enjoys an unmatched potential for transpiration," Singh said.

The Minister also pointed out that diabetic footwear is one such product that ensures a better quality of life due to the reduction in the abnormal distribution of foot plantar pressure. Foot plantar pressure is the pressure field that acts between the foot and the support surface during everyday locomotor activities.

Singh expressed satisfaction that in 2021, export realisation from the leather sector is valued at Rs 40,000 crores.

The Indian minister said that collagen-based innovative biomaterials for applications in human health care are new opportunities and they could become co-products of leather if next-generation leather-making technologies avoid contaminating skin-based matrix materials with lime, sulfide, and many other sensitive chemicals.

"There is a possibility for CLRI to emerge as the game-changer in the knowledge domain and to make the leather sector matter even more for the new India of the future," he said.

In 1947, the Indian leather sector provided livelihood opportunities to about 50,000 people, but today it supports the livelihood of more than 45 lakh people in the country.

The Indian leather sector has made tangible and traceable contributions to social equity. It has been scientifically assessed that technology utilisation in the footwear industry has significantly contributed to women's empowerment, he said, lauding the social equity benefits of women empowerment emanating from the leather industry since 1950.

The Minister also lauded the role of the CLRI in helping the tannery sector in Tamil Nadu to restore operations when the Supreme Court ordered the closure of about 400 tanneries in 1996 through the innovative deployment of "Do Ecology" solutions in all the 764 functional tanneries within nine months.

He concluded that this was a landmark contribution to public-funded research in the country and there are several contributions of CLRI that have formed an integral part of the developments of the leather sector in India.

In 1947, the Indian leather sector provided livelihood opportunities to about 50,000 people, but today it supports the livelihood of more than 45 lakh people in the country. The Indian leather sector has made tangible and traceable contributions to social equity. It has been scientifically assessed that technology utilisation in the footwear industry has significantly contributed to women's empowerment, he said, lauding the social equity benefits of women empowerment emanating from the leather industry since 1950. The Minister also lauded the role of the CLRI in helping the tannery sector in Tamil Nadu to restore operations when the Supreme Court ordered the closure of about 400 tanneries in 1996 through the innovative deployment of "Do Ecology" solutions in all the 764 functional tanneries within nine months. He concluded that this was a landmark contribution to public-funded research in the country and there are several contributions of CLRI that have formed an integral part of the developments of the leather sector in India.

“Indian government has recognised the spike in global prices of wheat which put our food security and those of our neighbours and other vulnerable countries at risk. We are committed to ensuring that such adverse impact on food security is effectively mitigated and the vulnerable cushioned against sudden changes in the global market,” Muraleedharan said. &nbsp;

This will be done at the request of the governments concerned. Such a policy will ensure that we will truly respond to those who are most in need," he said.&nbsp; &nbsp;

"It is necessary for all of us to adequately appreciate the importance of equity, affordability and accessibility when it comes to food grains. We have already seen to our great cost how these principles were disregarded in the case of Covid-19 vaccines. Climate change has made the record breaking heat waves in India and Pakistan over 100 times more likely, and also increased the chances that such events will occur more frequently in the future, according to a study by the UK Met Office.

The analysis released on Wednesday means extreme temperature events once expected every three centuries are now likely to happen every three years.

The study estimated the chances of exceeding the record temperature witnessed in April and May in 2010, which saw the highest combined average April and May temperature since 1900.

The attribution study, which determines the influence of climate change on a particular weather event, shows that the natural probability of a heat wave exceeding the average temperature in 2010 was once in 312 years.

However, in the current climate scenario that accounts for climate change, the probabilities increase to once in every 3.1 years.

The scientists estimated that by the end of the century, the probability of heat wave will increase to once every 1.15 years.

"With temperatures exceeding 50 degrees Celsius in recent days, it is clear the current heat wave is an extreme weather event affecting communities and livelihoods," Professor Peter Stott, Met Office Science Fellow in Climate Attribution, said in a statement.

Although a new record is thought likely, climate scientists will have to wait until after the end of the month, when all the temperature records for the April-May period have been collated to see whether the current heat wave will exceed the levels experienced in 2010.

"Spells of heat have always been a feature of the region's pre-monsoon climate during April and May," said Nikos Christidis, who produced the study.

"Our study shows that climate change is driving the heat intensity of these spells making record-breaking temperatures 100 times more likely. By the end of the century increasing climate change is likely to drive temperatures of these values on average every year, Christidis said.

The scientists adopted the peer-reviewed risk-based methodology that infers probabilities of extreme events with and without the effect of human influence from large multi-model ensembles of climate model simulations.

They noted that extreme pre-monsoon heatwave has eased a little after peak temperatures reached 51 degrees Celsius in Pakistan on Sunday.

"However, the heat looks likely to build again from mid-week, peaking later in the week or into the weekend, with maximum temperatures again likely to reach 50 degrees Celsius in some spots, with continued very high overnight temperatures," said Paul Hutcheon, of the UK Met Office's Global Guidance Unit.

"Through the weekend temperatures are likely to lower again closer to average. There is also a continued enhanced risk of fires (largely from planned agricultural burning) in the region which would further add to the poor air quality. Some strong winds will lift dust plumes at times too, Hutcheon added.&nbsp;
