Shah was speaking during a debate on the&nbsp;Jammu and Kashmir Reservation (Amendment) Bill and the Jammu and Kashmir Reorganisation (Amendment) Bill where he said the exodus of Kashmiri Pandits could have been avoided, had terrorism been tackled without considering vote-bank politics.&nbsp;</p>

<p>While the first bill modified the Jammu and Kashmir Reservation Act, 2004 by eliminating the original definition of weak and under-privileged classes, the other bill&nbsp;proposes to increase the total number of seats in the Jammu and Kashmir legislative assembly from 83 to 90, of which seven would be reserved for scheduled caste members and nine seats for legislators from scheduled tribes.&nbsp;</p>

<p>Defending the two bills, Shah said once the legislation is passed&nbsp;in both houses, it will provide representation to those who had to leave Kashmir because of terrorism.&nbsp;</p>

<p>"When they (Kashmiri Pandits) were displaced, they were forced to live as refugees in their country. Around 46,631 families were displaced in their own country. This Bill is to get them rights, this Bill is to give them representation," said Shah in Lok Sabha (Lower House).</p>

<p>"Had terrorism been tackled at the beginning without considering vote-bank politics, Kashmiri Pandits wouldn't have had to leave the valley," he added.</p>

<p>The argument took a deadly turn when Sanjeev, in a fit of rage, forcefully pushed Sandeep out of the moving car. Unaware that Sandeep, secured by a seat belt, was being dragged, Chadhar continued to drive.</p>

<p>The 25-year-old woman came to know that his brother was having an illicit relationship with his sister-in-law. She asked him to end it and threatened that otherwise she would inform others about it.</p>

<p>To stop her, he hatched a plan, police said.</p>

<p>On the day of the incident, the woman went to a nearby forest to collect Siali leaves. Her elder brother was also there with his cows.&nbsp;</p>

<p>He called his four friends to the forest, got them drunk and under the influence of alcohol, they took turns in raping her, police said.</p>

<p>As the woman fought back, they strangulated her, and then attacked her with an axe, killing her on the spot, said Lalit Mohan Sagar, the inspector-in-charge of Chakapad police station.</p>

<p>The brother also lodged a missing person's complaint with the police on November 6, he said.</p>

<p>The woman's decomposed body was found in the forest on November 7, and in the post-mortem examination, it was found that she was raped by multiple people before being killed, he added.</p>
