Although the interview was published on March 1, the controversial comments gained attention on social media over the weekend.&nbsp;

Responding to the public backlash, Taiwan's foreign ministry issued an official statement on March 4 and apologised for the comments made by the self-ruled island nation's labour minister.&nbsp;

"Recently in discussions with relevant sectors in Taiwan's society, certain government agencies have made remarks that were not entirely appropriate," the ministry said.&nbsp;

"The government expresses sincere apologies over this situation. It will earnestly review its actions and made needed improvements going forward."

There was no official reaction from India's Ministry of External Affairs over the controversy.&nbsp;

Several posts were made accusing Indian men of being dirty, uneducated and even putting women’s safety at risk. Some even went a step ahead, terming&nbsp;Indian men ‘rapists’ and called for a march early next month&nbsp;in a bid to press the authorities to reverse the decision.

The stereotype about Indian men was also hyped by China-backed media, which often pushes&nbsp;the narrative of the lack of safety of women in India.

Facing the mounting pressure, Taiwanese Labour Minister Hsu Ming-chun clarified earlier this week that the news about the arrival of Indian workers was ‘inaccurate’. However, he agreed that the talks were going on with the Indian side.

<h2>Puncturing the stereotype</h2>

Indian workers, including both blue-collar and white-collar, are present worldwide. According to a World Bank report from December last year, remittances from Indian labourers abroad were poised to reach a record USD 100 billion for the year, reflecting a 7.5 per cent growth in 2021 compared to the previous year. This shows the acceptance of Indian workers globally has only been increasing.

While sexual crimes exist in India and globally, the stereotypes associated with Indian labourers hinder potential co-operation between India and Taiwan.&nbsp;

Speaking of sexual crimes, even Taiwan’s own record is dented. Statistics indicate that, on average, a case of abuse occurs every five minutes in Taiwan, with 322 cases reported daily. The numerous crimes against women and children underscore Taiwan's issues with misogyny.

The unfortunate reality is that women globally often lack equal status, leading to crimes, unequal pay, workplace harassment, and unfair work burdens. This predicament is not unique to India, Taiwan, or China. However, associating these crimes with certain nationalities and exhibiting racism is not the&nbsp;solution to achieving&nbsp;global gender justice.

<h2>India-Taiwan co-operation: A win-win for both sides</h2>

Taiwan is expected to become a “super-aged” society by 2025. It means that elderly people will account for more than 20 per cent of its population by that year.

India is well-suited to fill this labour gap in the East Asian economy, with a plentiful young and talented workforce employable worldwide.&nbsp;

Taiwan’s ageing problem is a crisis-in-making, and to ward off its impacts on its strong economy, Indian workers might play a huge role.

So, any such arrangement will only help both sides. It will help India rein in the rising domestic unemployment levels, while also ramping up the potential of increased foreign remittances. For Taiwan, Indian workers can prove to be crucial to help it shore up its $790 billion economy.

This is in line with Taiwan’s Southbound Policy, which has pushed the country’s firms to develop relations with India&nbsp;in order to find alternative markets for China.

<h2>Taiwan’s lack of focus on India</h2>

According to Sana Hashmi, a vocal supporter of strong India-Taiwan ties, Taiwan’s lack of focus on India is still a major hurdle in the economic co-operation between the two nations.

India has not been a historic source of economic growth, trade and funding for Taiwan. So, the country’s media and scholars often remain largely focused on Europe and the US.

As a result, India doesn’t receive the attention it deserves as both an economic and strategic partner.

<h2>Taiwan’s racism problem</h2>

Despite being a technological powerhouse, Taiwan on several occasions has garnered attention for displaying blatant racism towards Indians and Southeast Asians.

In 2021, when Taiwan was reeling under a massive COVID-19 outbreak, it came under fire for imposing discriminatory policies on Southeast Asian workers that restricted their freedom of movement. The same restrictions didn’t apply to their Taiwanese counterparts.

India planning to send 100,000 workers to Taiwan, agreement likely by next month

Taiwan is gearing up to strengthen its diplomatic presence in India by opening the Taipei Economic and Cultural Center (TECC) in Mumbai during the fourth quarter of this year.

In an official statement, Taiwan's foreign ministry expressed its intention to establish the TECC in order to deepen exchanges and cooperation between the two sides.

"The ROC (Taiwan) government will establish the Taipei Economic and Cultural Center (TECC) in Mumbai in order to further deepen exchanges and cooperation between the two countries."

The centre will offer visa services, document authentication, and emergency assistance, and will cater to business- people, tourists, and Taiwanese nationals in Maharashtra, Goa, Gujarat, Madhya Pradesh, Dadra and Nagar Haveli, and Daman.

The existing Taipei Economic and Cultural Center in Delhi, which has been operating as the de facto embassy of Taiwan in India, was established in 1995.

In 2012, a TECC centre, de facto Taiwanese consulate, was established in the southern Indian city of Chennai. Notably, nearly 60 per cent of Taiwanese businesses investing in and opening factories in India have chosen to establish their operations in southern India.

Ambassador Baushuan Ger, Taiwan's representative to India, emphasised the significance of the TECC in Mumbai in deepening bilateral exchanges and cooperation between Taiwan and India.

Speaking to WION he stated, "Taiwanese government will establish the Taipei Economic and Cultural Center (TECC) in Mumbai in order to further deepen exchanges and cooperation between the two countries".

"The TECC in Mumbai will help expand mutually beneficial trade and investment opportunities between Taiwan and India,” he said, adding, "Under Taiwan’s New Southbound Policy, it will also promote exchanges and cooperation in science and technology, education, culture, and people-to-people ties between Taiwan and western India."

In recent years, economic cooperation between India and Taiwan in trade, investment, and industry has flourished. Bilateral trade has witnessed a nearly six-fold increase, growing from $1.19 billion in 2001 to almost $7.7 billion in 2021.

Currently, around 106 Taiwanese companies have established business operations in India, with a total investment of $1.5 billion in sectors such as information and communication technology, medical devices, and automobile components.

The deadly clash in Galwan Valley in 2020 resulted in the death&nbsp;of 20 Indian soldiers, with China reluctantly acknowledging the loss of four of its own soldiers. Since then, the bilateral ties between India and China have deteriorated significantly, marked by continued Chinese provocations, including territorial claims over the Indian state of Arunachal Pradesh.

Taiwan’s Centers for Disease Control immediately ordered inspections of passengers arriving on flights from Wuhan.

A team of experts was quickly dispatched to the mainland on a fact-finding mission on January 12. Shortly after the team returned, Taiwan began requiring hospitals to test for and report cases. That helped the government identify those infected, trace their contacts and isolate everyone involved, preventing the virus from spreading to the community.

In addition, Taiwan has established a comprehensive national disease prevention mechanism: this includes digitized disease monitoring systems, stringent border quarantine measures, extensive community-based countermeasures, advanced medical preparedness, an abundant stock of preventive medical appliances and resources, concise guidelines and information for the reference of the general public, and annual disease prevention and control drills.

Despite Taiwan’s proximity to China, and the high frequency of people to people contacts, we still have kept our confirmed cases to under 500, about 90 per cent of which are imported. This demonstrates that we are effectively controlling the epidemic.

WION: How is Taiwan helping India with its experience?

Chung-Kwang Tien: With India have already implemented several cooperations of how we are doing. First, on February 20, researchers at Academia Sinica announced they had synthesized over 100 milligrams of Remdesivir, an experimental treatment for COVID-19, to 97 per cent purity.

It took the team, which includes two members from India, just two weeks. Second is how Taiwan’s medical institutions have been sharing related information. On April 2 and 14, there was Taiwan-India Webinars on COVID-19, over 14,000 healthcare workers in India benefited from these webinars. Taiwan’s physicians shared their experience fighting the pandemic, including testing methods, treatments, approaches to containing infection, and measures concerning masks.

Third, the Government of Taiwan has already provided one million face masks to India to help protect frontline medical personnel.

The masks were brought to India by a special chartered flight on 4 May 2020.The donation of these masks was handed over these masks to Neel Kamal Singh, Deputy Secretary General of Indian Red Cross Society, at a hand-over ceremony on Friday, 8 May 2020.

India is an important and valued partner to Taiwan. Indian Government has made extraordinary efforts in curtailing the spread of COVID-19. I have strong confidence that India will prevail over the challenges and restore momentum and economic growth.

WION: WHO meet is about the begin, how hopeful&nbsp;are you that Taiwan will participate?

Chung-Kwang Tien: Participating in WHO is the common aspiration of all citizens of Taiwan. The persistent and collective efforts of Taiwan’s government and civil society along with&nbsp;international support and media attention for Taiwan’s campaign have increased considerably over the years.

I would like to expresses sincere appreciation for the unprecedented level of support extended to Taiwan’s campaign for participation in the World Health Organization by diplomatic allies and like-minded nations.

Among like-minded partners, the United States, Japan, Germany, the United Kingdom, Australia, New Zealand, and Belgium has spoken up in favour of Taiwan or echoed its appeal for participation by stressing the importance of inclusiveness and ensuring the non-existence of&nbsp;gaps in the global disease prevention network, particularly this year when Taiwan has shown the world how we fight against the Covid-19 successfully.

Although the current situation is still difficult of being invited to participate in the WHA, our government will never give up and will continue to strive to the last moment with the support of our diplomatic allies and like-minded countries.

WION: What are Taiwn's&nbsp;expectations from India on WHO meet? Has&nbsp;it&nbsp;spoken to Indian government about backing it at the meet? How would you like India to vote?

Chung-Kwang Tien: We are glad to see India is going to take over the Chair of the Executive Board of the World Health Organization after its annual meeting later this month.

Taiwan cherishes the valuable relations with Government of India and its people and hopes that the relations between the two countries will keep moving forward.

It is the shared aspiration of the people of Taiwan to participate in WHO, and the Taiwan government will continue to strive to achieve this important objective.

The Covid-19 situation remains dynamic, and being unable to participate in WHO seriously, affects Taiwan’s ability to obtain complete and timely information on the virus and on epidemic prevention and to contribute our experience with the countries which have suffered the most under the current devastating situation.

WHO should recognize the seriousness of the situation and allow Taiwan’s full participation as soon as possible.

India has emerged as a strong power regionally and internationally, with the high standard of democracy, human rights and freedom. We are certain India will fairly perform her duty as the chair of the Executive Board of the World Health Organization.

We are also confident that, given that Taiwan has received a tremendous amount of support from the general public, scholars and the media lately in India, India Government will appreciate Taiwan's rights in this direction.

WION: Can any&nbsp;particular country or organization be held responsible for this global crisis?

Among like-minded partners, the United States, Japan, Germany, the United Kingdom, Australia, New Zealand, and Belgium has spoken up in favour of Taiwan or echoed its appeal for participation by stressing the importance of inclusiveness and ensuring the non-existence of gaps in the global disease prevention network, particularly this year when Taiwan has shown the world how we fight against the Covid-19 successfully. Although the current situation is still difficult of being invited to participate in the WHA, our government will never give up and will continue to strive to the last moment with the support of our diplomatic allies and like-minded countries. WION: What are Taiwn's expectations from India on WHO meet? Has it spoken to Indian government about backing it at the meet? How would you like India to vote? Chung-Kwang Tien: We are glad to see India is going to take over the Chair of the Executive Board of the World Health Organization after its annual meeting later this month. Taiwan cherishes the valuable relations with Government of India and its people and hopes that the relations between the two countries will keep moving forward. It is the shared aspiration of the people of Taiwan to participate in WHO, and the Taiwan government will continue to strive to achieve this important objective. The Covid-19 situation remains dynamic, and being unable to participate in WHO seriously, affects Taiwan’s ability to obtain complete and timely information on the virus and on epidemic prevention and to contribute our experience with the countries which have suffered the most under the current devastating situation. WHO should recognize the seriousness of the situation and allow Taiwan’s full participation as soon as possible. India has emerged as a strong power regionally and internationally, with the high standard of democracy, human rights and freedom. We are certain India will fairly perform her duty as the chair of the Executive Board of the World Health Organization. We are also confident that, given that Taiwan has received a tremendous amount of support from the general public, scholars and the media lately in India, India Government will appreciate Taiwan's rights in this direction. WION: Can any particular country or organization be held responsible for this global crisis? Chung-Kwang Tien: How to fight the disease collectively needs to put the international efforts together, however, COVID-19 is a brand new viral disease fraught with unknowns. Therefore, the exchange of up-to-the-minute information is of critical importance for effective epidemic prevention and mitigation. Taiwan would very much like to play her role in this historical challenge to safeguard international health and humanity.
