A surgical strike is a type of military action conducted to damage a specific target.

The word surgical strike comes from ‘surgery’ in medicine where the doctor precisely cuts into the affected area and removes the infected part.

In a surgical strike, defence forces use precision-guided munitions to exterminate intended military targets and cause least harm to surrounding infrastructure and people. Countries deploy this method of warfare to avoid a full-blown war or a direct attack.

Surgical strike as a method of warfare undermines the sovereignty of the attacked nation. Nations have time and again used the argument of self-defence to enter the territory of another country in pursuit of a terrorist, terrorist organisation, criminals, non-state actors or any element that threatens the security of the attacking country.

Examples of surgical strike: In 2011, the US Navy Seal entered Pakistan and killed Osama Bin Laden at Abbottabad, roughly 110 km from Islamabad. Recently, Indian troops crossed the Myanmar border in pursuit of militants believed to have attacked Indian Army's Assam Rifles convoy in Manipur.

Uri attackers hailed from Muzzaffarpur in Pakistan: Indian government

Unlike in the case of Pathankot terror attack, India's offer to Pakistan to verify involvement of its nationals in the Uri terror strike will be "limited" to providing fingerprints and DNA samples of terrorists killed in the incident.

Briefing reporters a day after Indian foreign secretary S Jaishankar summoned Pakistan high commissioner to India Abdul Basit and issued a demarche over the Uri attack. MEA spokesperson Vikas Swarup said that "irrefutable evidence" was shown to the envoy that points to the involvement of Pak-based groups and individuals or territory under Pakistan control.

Noting that the foreign secretary conveyed details of the various items that had been recovered from the terrorists, he said, Jaishankar "showed the Pakistan high commissioner the GPS tracking devices, pictures of Pakistan-made grenades and the finger prints of one of the terrorists".

Jaishankar also listed some of the incidents including a foiled infiltration bid in Nowgam sector on July 30 that resulted in the death of two terrorists and two Indian soldiers, one along the line of control (LoC) in Macchil sector on August 8 resulting in the death of three BSF personnel and one terrorist, and an encounter in Srinagar on August 15 in which a CRPF commandant was killed and 11 CRPF personnel were injured.

The nature and frequency of this infiltration belie the claim of the Pakistani DGMO that the border has 'water-tight arrangements' from the Pakistani side, the foreign secretary conveyed to Basit.

"On the contrary, such bids cannot be continuously mounted without the active and collaborative support of Pakistani security forces," he told the Pakistan envoy.

Swarup said, "It is, of course, widely known that the training and arming of terrorists are freely taking place in Pakistan and Indian territory under its control. Acknowledged leaders of terrorist organisations have also been given free rein and parade around even in Islamabad. Such terrorism is not only directed against India but is now increasingly recognised as a larger regional concern."

The foreign secretary also reminded Basit of the capture of Pakistani terrorist Bahadur Ali "to whom we had even offered consular access to Pakistan".

Will provide 'limited' help to Pakistan in Uri attack probe: Indian foreign secretary

In a major shift, India will now escalate the issue of alleged human rights violations in Pakistan Controlled Kashmir and Baluchistan in international forums. This is to offset Pakistan's attempt to rake up the Kashmir issue in multilateral forums.

Last week, Pakistan had appointed 22 emissaries to address alleged human rights violations in the valley. Top sources in New Delhi confirmed to WION that India will exclude Pakistan from the BRICS (Brazil, Russia, India, China and South Africa) regional outreach programme to be held in Goa in the month of October. This marks a break in tradition where the host countries invite regional players or neighbours for the outreach programme - Latin American countries were called at Fortaleza in Brazil in 2014. The following year, Russia had invited all the Central Asian countries for an outreach event in Ufa. So, instead of calling SAARC nations, India has decided to engage with the BIMSTEC nations that include Bangladesh, India, Myanmar, Sri Lanka, Thailand, Bhutan and Nepal.

The Indian Express reports that while Pakistan has been excluded, there is a proposal to invite the neighbouring non-BIMSTEC countries of Afghanistan and Maldives as "special invitees" or "observers".

Sources say that India is also expected to raise the Baluchistan issue vigorously at next week's G-20 summit in China and at the NAM conference which is supposed to be held in Venezuela in September end.

The change in Indian Prime Minister Narendra Modi’s Pakistan policy has come after protests in the wake of Hizbul Mujahideen commander Burhan Wani’s death after an encounter in Kashmir. Experts say that the idea is to isolate Pakistan diplomatically and portray it as an undependable neighbour which is not ready to invest in peace, development and stability of the region.

India maintains that protests in the state have been actively fueled and financed by Pakistan. The thaw, which was evident after the Pathankot cantonment attack in Janaury this year, seems to have evaporated in the wake of the Kashmir crisis which continues to threaten stability of the coalition government in Kashmir.

India today said it hoped that Pakistan will avail provisions of the bilateral Indus Waters Treaty to amicably resolve matters of mutual concern pertaining to hydro-electric projects and not violate it by rushing to a third forum.

Noting that a Pakistan team led by Water and Power secretary visited India recently, Indian external affairs ministry spokesperson Vikas Swarup said the visit was in response to India pointing out that Pakistan was violating provisions of the Indus Waters Treaty (IWT) in rushing to a third forum without attempting to avail Treaty provisions for amicably resolving matters of mutual concern pertaining to two hydro- electric projects.

The two projects are Kishenganga (330 MW on Jhelum tributary) and Ratle (850 MW on Chenab).

"During the talks, both sides stated their views at government level. We hope that the Pakistan side will see reason in our suggestions on the way forward," he added.

The Indo-Pak meeting came amidst reports that Pakistan has decided to move the Court of Arbitration (CoA) against India for alleged breaches of IWT 1960 by erecting Kishanganga and Ratle Hydropower Projects with objectionable designs.
