The United Nations has slammed Britain's illegal migration bill just when it got parliamentary assent on Tuesday (July 18). In a sharp reaction,&nbsp;the UN has said that the bill, which awaits formality of the 'royal assent' to become a law, is against London's obligations under international law. In a joint statement, the UN refugee and human rights chiefs said that the bill "is at variance with the country's obligations under international human rights and refugee law and will have profound consequences for people in need of international protection."

The controversial bill seeks to stop thousands of migrants arriving on British shores in small boats. The bill has cleared its last parliamentary hurdle. The members of the House of Lords, the unelected upper house defeated a string of challenges to the government's Illegal Migration Bill.

The bill is central to UK Prime Minister Rishi Sunak's pledge to "stop the boats".

"This new legislation significantly erodes the legal framework that has protected so many, exposing refugees to grave risks in breach of international law," said&nbsp;UN refugees head Filippo Grandi.

"I urge the UK government to renew this commitment to human rights by reversing this law and ensuring that the rights of all migrants, refugees and asylum-seekers are respected, protected and fulfilled, without discrimination," said UN human rights chief Volker Turk.

The bill, when it becomes a law will mean that anyone arriving by boat will be denied the right to apply for asylum in the UK. As the parliament has passed the bill, it will now await the formality of the "royal assent" from King Charles III.

<h2>Transfer to 'safe' country Rwanda</h2>

The legislation provides for measures which are seen as a deterrent to migrants. The bill says that all irregular arrivals may be transferred to 'safe'&nbsp;third countries such as Rwanda. This means that a migrant, who may not be from Rwanda, can potentially be transferred there.

In 2022, more than 45,000 migrants arrived on the shores of southeast England in small boats. This was a 60 per cent annual increase in the influx of migrants. The sea route is perilous and has been used by more people since 2018.

Recently, three Court of Appeal judges in the UK ruled that Rwanda cannot be considered a safe third country. The UK government said last month that it would appeal the judgment.

PM Sunak has said he respects&nbsp;the court but "fundamentally" disagrees&nbsp;with the conclusions drawn by the judges.

Till now, no deportation flights to Rwanda have taken place.

Rights groups accuse Rwanda -- ruled with an iron fist by President Paul Kagame since the end of the 1994 genocide that killed around 800,000 people -- of cracking down on free speech and opposition.

As UK passes illegal migration bill, UN says it is against international law

The Conservative Party's 2019 manifesto committed to making sure "overall numbers come down". At the time, the country's net migration remained at 226,000, which was seen as an effective target to meet during this parliament. 
 
While interacting with journalists on his way to the G7 summit in Japan, PM Sunak accepted that he had "inherited some numbers", but he thrice refused to explicitly recommit to cutting down legal immigration in the country to that level.

"I've said I do want to bring legal migration down. I think illegal migration is undoubtedly the country's priority, and you can see all the work I'm putting into that. But on legal migration as well, we are committed to bringing those numbers down,” Sunak said.

Speaking about the meeting he had conducted in Iceland earlier this week, Sunak stated that talks with EU Commission President Ursula von der Leyen had resulted in "a big step forward" in his efforts to stop small boat crossings in the Channel. 
 
"That is of practical value to us in stopping illegal migration - sharing intelligence, operational co-operation will make a difference to our ability to stop the boats, tackle organised crime upstream. That’s a very tangible result of the engagement and diplomacy we conducted,” Sunak said. 
 
Explaining his unwillingness to place a hard target on legal migration levels, PM Sunak said, "The key thing for people is to know [when it comes to legal migration] is why people are here, the circumstances and the terms on which they are here, making sure they contribute, to public services like the NHS for example. Those are all now part of our migration system and they weren't before."

It adds to the anger within the home office at the email signed by Braverman which blamed an activist blob of leftwing lawyers, civil servants and the Labour party for blocking laws that curb illegal migration.

“We tried to stop the small-boat crossings without changing our laws. But an activist blob of leftwing lawyers, civil servants and the Labour party blocked us,”&nbsp;said the mail sent under her name to Conservative party members.&nbsp;

The home secretary, meanwhile, insisted, that she neither saw nor sanctioned the email before it was sent. Speaking to ITV on Wednesday, Braverman said that she did not write the email, and it was an error that it was sent out in her name.&nbsp;

The letter from the home office said, "You will already be aware of the great upset this cowardly attack has caused to Home Office staff." Demanding a full apology from Suella Braverman, the letter added, "It is not acceptable to praise the staff in private only to attack them in public when civil servants have no recourse to defend themselves," the Guardian reported.&nbsp;

After the email was sent, a Home Staff Q&amp;A was leaked. In this, one civil servant wrote, “I have never been so embarrassed and ashamed to work for the department I once loved. Time to move on!”

The report further said that in an attempt to mend relations with civil servants, Braverman sent an email lavishing praise on them for their help with the illegal immigration bill.
