Avinash Dubey, a civil services aspirant, has written to Chief Justice of India D.Y. Chandrachud, calling for urgent action against officials responsible for the deaths of three fellow aspirants killed in a rain-flooded basement of a coaching centre in New Delhi last week.

In his letter, Dubey asked&nbsp;the Supreme Court to direct authorities to find a permanent solution to the persistent waterlogging issues plaguing areas like Rajinder Nagar and Mukherjee Nagar, which are major coaching hubs in Delhi.

Dubey wrote that students in these neighbourhoods face severe hardships due to annual flooding. He accused&nbsp;the "apathy" of the Delhi government and the Municipal Corporation of Delhi (MCD) for disastrous water-logging.

The incident occurred on July 27, when three civil services aspirants were killed after the basement of a building, housing a coaching centre in Old Rajinder Nagar, was inundated after heavy rains.

Dubey's letter said that the recurring waterlogging in areas like Rajinder Nagar and Mukherjee Nagar has been a long-standing issue, and added that it's due to the MCD's "negligence" that the issue persists.&nbsp;

"Due to clogging of drains, floodwater reaches inside the houses. We have to walk in knee-deep drain water... Due to the apathy of the Delhi government and municipal corporation, students are living a life of hell," Dubey wrote.

He further accused the authorities of forcing students to live in sub-human conditions.

Dubey urged the Chief Justice to hold those responsible accountable and to protect the fundamental rights of students.

"The safety and health of students in these centres are at serious risk due to waterlogging. Students need a safe and healthy environment to study without fear and contribute to the development of the country," Dubey's letter continued.

Following the incident, the Delhi Police have arrested the owner and the coordinator of the coaching centre, Rau's IAS Study Circle, on charges including culpable homicide.

‘Living life of hell’: Indian civil services aspirant writes to CJI Chandrachud over coaching centre deaths

Security on Monday (Jul&nbsp;29) was beefed up in the Indian capital New Delhi's Old Rajinder Nagar area as civil service aspirants protested the death of three students. The UPSC aspirants were killed on Saturday (Jul&nbsp;28) after heavy rains flooded their institute, Rau's IAS Study Circle's basement.

As per reports, the aspirants have gathered outside Rau's IAS Study Circle demanding justice for the students killed because of the institute's negligence of safety codes.

<h2>Paramilitary forces deployed</h2>

As per news agency PTI reports, a senior police officer said,&nbsp;"We have deployed paramilitary forces and police in the area to maintain law and order."

On Sunday too, a massive protest was held by students who squatted and blocked both the carriageways of the Pusa Road near the Karol Bagh Metro Station.

Delhi police, on Monday, said that it has arrested five people, including the owner of the basement where the three IAS aspirants died. With this, the total number of people arrested has gone up to seven.

"Five more persons have been arrested in connection with the flooding case in Rajinder Nagar. This includes the owner of the basement and an individual who drove a vehicle which appears to have damaged the gate of the building (leading to water gushing in the basement)," said Deputy Commissioner of Police (Central) M Harsha Vardhan.

The police reported that the car drove through the rainwater, causing an increase in water flow and knocking down the basement door.

In a tragic incident, three Delhi students died Saturday evening (Jul 27) after the basement of their coaching centre in the Old Rajinder Nagar area got flooded following&nbsp;heavy rains. The students were preparing for one of India's toughest exams: Union Public Service Commission (UPSC). The three dead students were identified as Shreya Yadav from Uttar Pradesh, Tania Soni from Telangana, and Nevin Dalwin from Kerala.

On Sunday, the area witnessed a major protest by UPSC aspirants, held by students of various coaching centres over the deaths. The families of the victims blamed the authorities as well as the coaching institute for negligence. Here we look at the three unfortunate students who lost their lives in the tragic incident.

The 25-year-old girl hailed from Secunderabad in Telangana. Tania was preparing for the UPSC examination at Rau’s coaching centre.

On Saturday, she couldn't escape the sudden influx of stormwater into the basement and lost her life.

<h2>Shreya Yadav</h2>

The 25-year-old girl was from Ambedkar Nagar in Uttar Pradesh&nbsp;and had&nbsp;joined the coaching centre in April&nbsp;with the ambition&nbsp;of clearing one of the country's toughest examinations. She was the eldest of three siblings.

She had a B.Sc. degree in Agriculture from the Kamla Nehru Institute of Technology in Sultanpur and was "very smart" in her studies, according to her family members.

The 28-year-old student hailed from Kerala’s Ernakulam. He came to Delhi in December last year and was pursuing a PhD from Jawaharlal Nehru University.
