Rajasthan Health Minister Dr. Raghu Sharma on Tuesday said that the Infant Mortality Rate (IMR) that stood at 7.62 per cent during BJP's tenure in 2014 has been reduced to 5.55 per cent in 2019.

"The Infant Mortality Rate in the state was 7.62 per cent in 2014, 7.17 per cent in 2015, 6.66 per cent in 2016, 6 per cent in 2017 and 6.11 per cent in 2018. We have reduced it to 5.55 per cent in 2019. IMR was 7.62 per cent during BJP's tenure and it has been brought down by the current Rajasthan government," said Dr. Sharma.

He also stressed on the need to create awareness in this regard and said, "There is a need for mass awareness regarding infant's care, especially anemic child, underweight or premature baby. There is a need for awareness among the people that they should immediately seek clinical support in case their infant is weak or not well. It's extremely saddening even if one infant dies. In case there is any negligence in the reports (Kota infant death case), we won't spare that person".

The minister further added that BJP in its tenure should have introduced a centralised oxygen system in every hospital, however, nothing of this sort was done.

"They (BJP) themselves did not do anything. The IMR during their term was much higher, whereas we have reduced IMR and Maternal Mortality Ratio. We are bringing in more facilities in the hospitals across the state. The government has focused majorly on the health sector," Dr. Sharma stated that the state government's aim is to open medical colleges across 33 districts of Rajasthan and the government is working very systematically in this sector.

Meanwhile, a BJP delegation appointed by the party's president visited the J Lon hospital in Kota on Tuesday.

BJP working President JP Nadda had on Monday appointed four women MPs to form a delegation which will investigate the death of newborns at a hospital in Kota in Rajasthan.

The delegation consisting of both Lok Sabha and Rajya Sabha MPs will visit Kota tomorrow and prepare a report after reviewing the situation.

BJP MPs Jaskaur Meena, Kanta Kardam, Locket Chatterjee and Bharati Pawar have been appointed as members of the delegation by Nadda.

Union Health Minister Harsh Vardhan on Friday urged the striking doctors to end their protest, saying the National Medical Commission (NMC) Bill was in the "interest" of the nation, doctors and patients.

"I met doctors and cleared their misunderstandings over some provisions of the bill. Have explained to them that this bill is in nation's interest & in the interest of doctors and patients. Appealed to them to end their protest," he said.

Various associations are protesting against the NMC Bill, which will replace the Medical Council of India (MCI) by a National Medical Commission, alleging that the Bill has certain provisions that are "anti-poor, anti-student and undemocratic".

Doctors have been protesting against Sections 32 and 15 of the Bill pertaining to licence to health providers and the entrance exam for post-graduate course/NEXT. Tunisia's health minister has resigned after the sudden deaths of 11 newborn babies at a state maternity hospital sparked an outcry in the country, the government said.

Prime Minister Youssef Chahed accepted Abderraouf Cherif's resignation, the premier's office said on Facebook late on Saturday.

"Those responsible for any negligence will face legal proceedings," the prime minister said at the maternity hospital in the capital late Saturday, according to a video released by his office.

Leading newspaper Essafa on Sunday cried foul and compared the deaths of the babies to a "state crime".

A medical association said the sudden deaths could have been caused by a food product that had gone bad.

The babies died Thursday and Friday at the Rabta clinic in Tunis, which is part of a large medical centre in the capital.

Since then authorities have launched several investigations, including medical and hygiene checks by the health ministry, which was also probing the management of the hospital pharmacy.

Prosecutors said they had opened a judicial inquiry into the deaths.

The Tunisian paediatrics society wrote in a statement on Facebook that "elements of the ongoing investigation" pointed to an infection caused by a food product given by gastric tube.

The association called on the authorities to "shed light" on the situation and recalled the "precarious conditions in which health professionals work".

The health ministry said in a statement that "preventive measures and treatment have been taken to avoid other victims and to ensure the health of other babies in the maternity ward".

The independent Tunisian Forum of Economic and Social Rights had called on the health minister to resign over the deaths.

The public health system, once a source of pride in Tunisia, has been hit by management and financial problems that lowered standards and caused drug shortages.

The family of a 58-year-old man, who was taken to Max Hospital in Shalimar Bagh on Christmas Day for treatment of a heart condition, has alleged that he died due to the hospital's negligence, a charge the upscale facility has denied.

The allegation came weeks after the Court of the Financial Commissioner stayed an order of the Delhi government cancelling the hospital's licence for wrongly declaring a newborn dead.

Sarika, 35, daughter of the deceased, Kamlesh Chander, said: "We are devastated by the incident. Tomorrow, we will try to reach out to Health Minister J P Nadda and the chief medical officer of Delhi. We want justice."

"My father was on his feet when he visited the hospital on December 25. He was sweating, so they took him to the emergency ward and an ECG test was conducted. The test revealed that he had blockage in his arteries," she said.

Sarika said an angiography was performed on her father and the doctors told the family that Chander would need a bypass surgery.

"While we discussed the matter, they came and informed us that stents have been put in his body. They did that without even asking us. More so, my father was admitted under the supervision of a doctor who was on leave. This is fraud and negligence," she alleged.

"A few hours later, my father died... We demand justice.

We are waiting for the autopsy and after that we will organise the funeral," she said.

The family said the hospital allegedly billed them Rs three lakh.

"We have submitted all relevant details and registered a complaint with the police," she said.

A police official said inquest proceedings under Section 174 of the CrPC was initiated based on the complaint.

"A medical board will be constituted to carry out the autopsy. On the basis of the autopsy, further action will be taken," the official said.

Max Healthcare in a statement said: "The patient was brought to the emergency (ward) in the afternoon of December 25, with complaints of chest pain and breathlessness. Initial ECG confirmed acute STEMI."

ST-Elevation Myocardial Infarction (STEMI) is a type of heart attack during which one of the heart's major arteries is blocked.

"Further investigation revealed Triple Vessel Disease blockage in three major arteries. The patient was 58 years old and had a history of diabetes, hypertension and smoking.

Despite due efforts by the medical team, the patient could not be saved," it claimed.

Sarika, however, countered the hospital's claim, saying, "My father was a vegetarian, non-smoker and non-alcoholic."

Max Healthcare authorities said, "We are really disturbed by the false allegation that the body was held pending payment. It is a part of our ethics charter to peacefully hand over the body under all circumstances."

Sarika has claimed that her father's body was first taken by the police to Babu Jagjivan Ram Memorial Hospital, and from there to Safdarjung Hospital for post-mortem.
