The Central Bureau of Investigation (CBI) filed an FIR against former Uttarakhand chief minister Harish Rawat for allegedly trying to indulge in horse-trading in 2016, which was caught on video, officials said on Wednesday.

The case comes in line with the investigation agency`s probe into the purported 2016 video, which showed him negotiating a deal to bringing nine rebel MLAs back into Congress` fold. The state was under President`s rule at that time.&nbsp;

Apart from Rawat, former cabinet minister Harak Singh Rawat and Samachar Plus Channel CEO Umesh Kumar have also been named in the case.&nbsp;

The probe agency said that its preliminary enquiry (PE) has revealed that after passing of finance bill on March 18, 2016, in the Uttarakhand State Assembly, dissident MLAs of the Congress Party along with members from BJP left Dehradun by a chartered flight and shifted to Gurgaon, following which, Umesh Sharma visited Gurgaon and met Harak Sing Rarvat.

"During this meeting, they entered into a criminal conspiracy for the purpose of demanding gratification from Harish Rawat in lieu of his support to the Congress government," CBI said in its FIR.

The CBI also said that the 2016 video has been indicated to be genuine.

"The recorded video conversation dated 23.03.2016 has been examined by FSL, Gandhi Nagar and it has been opined that there is no addition/deletion/insertion/tampering/morphing in the video files indicating that the recordings are genuine," CBI said.

The case was registered under Sections 7 (public servant taking gratification other than legal remuneration in respect of an official act), 8 (taking gratification, in order, by corrupt or illegal means, to influence public servant), 9 (taking gratification, for exercise of personal influence with public servant) and 12 (Punishment for abetment of offences) of the Prevention of Corruption Act 1988. Nainital High Court had, on September 30, permitted the CBI to register an FIR and commence the investigation in the alleged sting case.&nbsp;

All India Congress Committee (AICC) General Secretary and former Uttarakhand chief minister, Harish Rawat, on Thursday tendered his resignation from his post, taking the responsibility of the party's defeat in 2019 &nbsp;Lok Sabha elections, reported news agency ANI.

The development comes a day after <a href="https://www.wionews.com/india-news/honour-for-me-to-serve-congress-party-rahul-gandhi-tweets-his-resignation-letter-232732">Rahul Gandhi had tweeted his resignation</a> letter, asking Congress to appoint a new party chief without any further delay.

Earlier this month, Rawat had said that under the leadership of Rahul Gandhi Congress can go from defeat to victory. "We were not successful, but by strengthening the organisation, we can mount a challenge to the RSS-BJP's malicious propaganda," the former Uttarakhand chief minister had said.

AICC General Secretary Harish Rawat resigns, takes responsibility for Congress's debacle in Lok Sabha elections

Describing Congress as the only party which had taken serious steps in the past towards construction of a Ram temple in Ayodhya, AICC general secretary Harish Rawat said Friday that the party will try its best to fulfill the demand if it comes to power at the Centre after the Lok Sabha polls.

"My statement on Ayodhya is already in public domain. I have been saying that if elected to power at the Centre, the congress will try its best to build a Ram temple there. My stand on the issue should also be considered as the party's view," Rawat said at a press conference here.

He said even senior BJP leader Subramanian Swamy had acknowledged the fact during an interaction with him that it was the Congress which had made serious efforts towards construction of a Ram temple in Ayodhya twice while in power.

Accusing the BJP of doing politics over the issue, he said the Centre should play the role of facilitator on the construction of a temple.

Targeting the BJP over the Pulwama terror attack, Rawat said the saffron party was giving the tag of being a nationalist only to Prime Minister Narendra Modi which was wrong.

"Why is only Prime Minister Modi being reckoned as a nationalist. I have strong objection to it. Every citizen of India is a nationalist. I am also a nationalist and so are you," he said, adding that the entire nation stands together over the martyrdom of the soldiers.

Reacting to the budget for Uttarakhand tabled by the state government, the former chief minister expressed disappointment over it saying there was nothing new in it except that some old proposals moved by his government had been incorporated into it under new names.

He said the scheme of reviving NGOs which was introduced during his tenure has been incorporated into the budget under the name of Deendayal Upadhyay.

"I want to ask how many NGOs the BJP government has revived during its tenure? which was the main objective of the scheme," he said. 
"Growth rate is racing up like the bullet train but agricultural growth rate is at its lowest which is a matter of concern," he said.&nbsp;

Cong will try to build Ram temple if elected to power: Harish Rawat

Incessant snowfall since last night in Uttarakhand's Kedarnath and coupled with rains and landslide in Lambagad disrupted pilgrimage to the Himalayan shrines for hours today, with the authorities preventing devotees from moving beyond Linchauli and Bhimbali.

However, as the weather cleared up towards the evening, the trek route to Kedarnath was opened for the devotees, Rudraprayag District Magistrate Mangesh Ghildiyal said.

Over, 4,000 pilgrims safely returned to Gaurikund by the trek route after paying obeisance at Kedarnath despite bad weather, he said, adding that over 400 pilgrims are still stranded at the shrine.

Nearly half a dozen Congressmen, including former chief minister Harish Rawat, the party's Rajya Sabha MP Pradeep Tamta and local MLA Manoj Rawat were stranded at the shrine throughout the day as the weather was not conducive for flying choppers on which they were supposed to return, Rudraprayag SP Prahlad Meena told.

Union Home Minister Rajnath Singh spoke to Uttarakhand Chief Minister Trivendra Singh Rawat over the phone to take a stock of the situation and offered all help in case of an emergency.

Continuous snowfall since morning at Kedarnath disrupted the yatra to the shrine for several hours.

The pilgrims were asked to stay put at Linchauli and Bhimbali till the weather clears up, the SP said.

The state disaster management authority here said snowfall at Badrinath has blocked the road at Kanchan Ganga.

Rubble from a landslide triggered by rains at Lambagad about 15 km from Badrinath kept the highway en route the shrine blocked till&nbsp;4 pm, with vehicles carrying pilgrims stranded on either side the boulders laying on the road, Chamoli district police said.

However, the route has now been opened and efforts are on to first let the vehicles stranded between Badrinath and Lambagad pass.

After that vehicles, waiting in long queues near Joshimath, to go to Badrinath, will be allowed to move, it said.

The Rishikesh-Yamunotri national highway was also blocked by huge boulders falling from a hill at Dabarkot, leaving hundreds of pilgrims stranded for around four hours, a report from Uttarkashi said.

Accompanied by supporters, Harish Rawat began his trek to the shrine&nbsp;on Sunday&nbsp;to pay obeisance to Lord Shiva and to test what he termed as the truth of BJP's claims over reconstruction work carried out at Kedarpuri, the township around the temple.&nbsp;

“It is a very serious matter and I will request the apex court judges to come forward and ensure that the people’s faith in the judiciary remains intact. “This (the issue of Justice Joseph’s elevation to the Supreme Court) shows that the government is interfering in the (matters of the) judiciary and all constitutional institutions in a big way,” the veteran leader told reporters here.
