The US State Department <a href="http://www.wionews.com/south-asia/hafiz-saeed-designated-global-terrorist-us-reminds-pakistan-24887">today designated Hajji 'Abd al-Nasir </a>as a Specially Designated Global Terrorist(SDGT).

The State Department in a statement said the US has imposed sanctions on foreign individuals who have committed or pose a significant risk of committing "acts of terrorism".

"Today's designation seeks to deny al-Nasir the resources to plan and carry out terrorist attacks. Among other consequences, all of his property and interests subject to US jurisdiction are blocked, and US persons are generally prohibited from engaging in any transactions with him," the statement noted.

The Department of State also underscored that al-Nasir has held several leadership positions in the Islamic State of Iraq and Syria (ISIS), a US-designated Foreign Terrorist Organization (FTO) and SDGT.

Within the past five years, al-Nasir has served as an ISIS Military Amir in Syria as well as chair of the ISIS delegated committee, the council that reports to ISIS leader Abu Bakr al-Baghdadi and exercises administrative control of the terrorist organization's affairs.

The Delegated Committee is responsible for planning and issuing orders related to ISIS's military operations, tax collections, religious police, and commercial and security operations.

Coordinator for Counterterrorism at the Department of State Ambassador Nathan A Sales said, "ISIS is down but not out. As ISIS continues to lose ground on the battlefield, we must starve it of the resources it uses to commit terrorism around the world. Today's designation is another step towards ensuring the enduring defeat of ISIS."

The statement noted that the designations of terrorist individuals and groups focus on exposing and isolating them and denying them access to the US financial system. "Moreover, designations can assist the law enforcement actions of other US agencies and governments," it added.

"Today's action notifies the US public and the international community that Hajji 'Abd al-Nasir has committed, or poses a significant risk of committing, acts of terrorism," the press note stated.

In a coordinated global action taken on Monday, the United Nations Security Council's 1267 ISIL and al-Qa'ida Sanction Committee added al-Nasir to its Sanctions List, subjecting him to an international asset freeze, travel ban, and arms embargo.

China has asserted that there is no contradiction in its policy to block India&#39;s bid to designate Pakistan-based JeM chief Masood Azhar as a global terrorist by the UN, saying the BRICS declaration was against terror groups and not individuals, Pakistani media today reported.

The latest technical hold by China came on November 2 when it blocked another proposal by the US, France and the UK to list Azhar as a global terrorist by the UN. Beijing had blocked such a move in February this year.

Speaking to a delegation of Council of Pakistan Newspapers Editors in Beijing this week, Counselor and Asia Division Director of the Ministry of Foreign Affairs Chen Feng said vetoing a resolution against Azhar after the BRICS declaration against terror outfits did not reflect a contradiction in China&#39;s policy as BRICS members have not entered into any such agreement.

The Chinese move was not in contradiction with Chinese policy in the context of BRICS declaration against terrorism, Chen was quoted as saying by the Express Tribune.

Chen clarified that the BRICS summit discussed only banned organisations and not individuals, Pakistan Today reported.

The BRICS nations - Brazil, Russia, India, China and South Africa - at a summit in China in September named, for the first time, Pakistan-based groups like the Lashkar-e- Taiba, Jaish-e-Mohammed and the Haqqani network in a joint declaration condemning terror.

In early November, Chinese Foreign Ministry spokesperson Hua Chunying said: &quot;we raised a technical hold so as to allow more time for the committee and its members to deliberate on this matter. But there is still an absence of consensus on this matter.&quot;

Defending the repeated technical holds, Hua said China&#39;s actions are meant to ensure and safeguard the authority and effectiveness of the 1267 Committee of the UN Security Council.

China in the past has also asked India to discuss the issue directly with Pakistan to reach an understanding on Azhar&#39;s listing.

The senior Chinese Foreign Ministry official also briefed the Pakistani editors about the China-Pakistan Economic Corridor (CPEC), an ambitious project that is opposed by India as it is passing through Pakistan-occupied Kashmir (PoK).

Chen said Beijing was trying to convince India that the multibillion-dollar project is based on economic cooperation and that its main aim is to promote peace and prosperity in the region.

Santoso, the leader of the eastern Indonesia Mujahideen, was shot dead on Monday on mountainous Sulawesi island, where he had been hiding out in the jungle with a small band of followers. 
 
His death is a major victory for the Indonesian authorities who had pursued the extremist for five years, sending thousands of security forces to hunt for him. 
 
His group carried out a string of deadly attacks on domestic security forces and was known for training militants from around the archipelago. In 2014 he pledged allegiance to IS and earlier this year was placed by the United States on a list of global terrorists. 
 
&quot;It&#39;s definitely Santoso,&quot; Rudy Sufahriadi, police chief of central Sulawesi province on the island, told AFP after a process to identify the militant&#39;s body. &quot;I have hunted him and I have arrested him before, we have asked people and we have sent people (to identify the body) who fought with him and went on jihad with him - they have confirmed it was him.&quot;

Following a sustained campaign by security forces, authorities believe just 19 members of Santoso&#39;s group now remain on Sulawesi waging a guerrilla campaign against the government.
