PM Modi meets prominent individuals in Paris; discusses yoga, science, skill development

India and France will hold the 36th strategic dialogue in Delhi on Thursday for which French President Emmanuel Macron's diplomatic advisor and G20/G7 Sherpa Emmanuel Bonne will be in the Indian capital. National Security Advisor (NSA) Ajit Doval will lead the Indian side having travelled to Paris in 2021 for the last iteration of the dialogue.

The annual dialogue will focus on issues like Indo-Pacific, Afghanistan, G20, defence cooperation, counter-terrorism, and other issues.

Bonne is the first foreign official to travel to Delhi in 2023, a year that will see India host&nbsp;big-ticket summits like the G20 and SCO.

The fact that he is also France's G20 sherpa means a key focus will be on the Indian presidency of the grouping. India as the president of the grouping will hold the summit later this year in September.&nbsp;

The visit comes in a year when the French President is also expected to visit India and which marks the 25th anniversary of the Indo-French strategic partnership, launched in 1998.

This comes even as last month Indonesia entered into a deal with France to buy 42 Rafale Jets and UAE signed a deal to buy 80 of the fighter jets In December 2021.

India had signed a deal with France in 2016 to get 36 Rafale jets, of which 33 have been delivered. This makes &nbsp;countries in the region have these France made fighter jets.

At an event of an Industry chamber, Defence Minister Rajnath Singh had announced that ''a big French company will manufacture an engine in India...in collaboration with an Indian company''.

India and France have a robust defense relationship, from annual ministerial-level defence dialogue to regular defense exercises of the three&nbsp;services. &nbsp;The Indian Navy also participated in the French-led La Pérouse exercise, along with other Quad members from 5 to 7 April 2021.

A case of the coronavirus variant first detected in India has now been detected in mainland&nbsp;France,&nbsp;regional health agency director Benoit Elleboode said Thursday.

A first case, involving a woman who travelled to India and is living in southwestern&nbsp;France, was confirmed on Thursday, the ministry said. Two other people who travelled to India were infected with the so-called Indian variant in southeastern&nbsp;France, the ministry said.

France has been&nbsp;imposing entry restrictions on travellers from India to fight a contagious coronavirus variant spreading in that country. They&nbsp;need to pass a mandatory antigen test upon their arrival, in addition to a pre-boarding PCR test.

The variant, named B.1.617, has been reported in some 17 countries, raising global concern.

The&nbsp;variant contains two key mutations to the outer "spike" portion of the virus that attaches to human cells.

The World Health Organization (WHO) said the predominant lineage of B.1.617 was first identified in&nbsp;India&nbsp;last December, although an earlier version was spotted in October 2020.

The WHO has described it as a "variant of interest", suggesting it may have mutations that would make the virus more transmissible, cause more severe disease or evade vaccine immunity. Other strains with known risks, such as those first detected in the United Kingdom, Brazil and South Africa, have been categorised as "variants of concern," a higher threat level.

India&nbsp;reported 379,257 new infections and 3,645 new deaths on Thursday, health ministry data showed, the highest number of fatalities in a single day since the start of the pandemic.

France will impose a 10-day quarantine for travellers arriving from India in the coming days to prevent the spread of a worrying Covid-19 variant that is hammering Indian hospitals, government spokesman Gabriel Attal said on Wednesday.

The move comes a few days after Paris announced a ban on all flights from Brazil to stave off the P1 coronavirus variant, and required quarantines for passengers on flights from Argentina, Chile and South Africa.

"For certain countries where the health situation is very serious and worrisome in particular, we will again tighten the screws," Attal said after a cabinet meeting on the pandemic response.

"India will be added to this list," he said, with details of the travel restrictions to be unveiled in the coming days.

India has been in the grips of a second wave of infections blamed on lax government rules and a new "double mutant" virus variant, adding almost 3.5 million new cases this month alone.

Britain has also added India to its "red list" of strict travel restrictions, Hong Kong and New Zealand have banned India flights outright, and the United States advises against travelling to the country, even for those fully vaccinated.

As part of&nbsp;emergency response programmes, French&nbsp;Development Agency provided a 200 million EUR/ 1600 crore emergency assistance to India to boost social welfare systems and protect vulnerable people.

The French envoy Lenain said, "strategic partnership between India and France is ambitious and our two nations have always stood by each other’s side in difficult times."

"This crisis has paved the way for increased collaboration between our two countries in order to prepare for what will come next. Together, we need to steer economic recovery in such a way that it boosts our ambitions on climate change mitigation. France and India have a special responsibility to show a way forward for the rest of the world."

Amid Chinese aggressiveness, France has extended support to India and high-level engagement has happened at Defence and Foreign ministry level. At the defence ministry level, French Defence Minister Florence Parly wrote to Indian Defence minister Rajnath Singh condoling the death of 20 Indian soldiers in the Indian China violent face-off in the Galwan Valley.

India will be a non-permanent member of UNSC for 2021-2022 and France has committed to "work closely... to promote our common objectives and visions", the envoy said.&nbsp;

"The CNES-ISRO agreement, intended to supply an operational system for detecting, identifying and tracking ships in the Indian Ocean, provides for a maritime surveillance centre to be set up in India in May this year, sharing of capacity to process existing satellite data and joint development of associated algorithms,"&nbsp;the statement read.

"For the next phase of the programme, studies for an orbital infrastructure to be operated jointly by the two countries are ongoing. CNES is working with its industry partners and with ISRO to devise the most appropriate technical solution,"&nbsp;CNES added.

The meeting between CNES’s President and ISRO's Chairman also offered the opportunity to confirm the progress of the agencies'&nbsp;work in the field of human spaceflight to lay the groundwork for missions of future Indian astronauts.

A team of experts from ISRO will start receiving training this month at the Toulouse Space Centre, the CADMOS centre for the development of microgravity applications and space operations and the MEDES space clinic, the statement said.

At the end of his visit, Gall commented, "Our relationship with India is flourishing and maritime surveillance from space is a domain of strategic interest to our two nations. It is through the remarkable integration of CNES and ISRO teams that we have been able to deploy this programme in such a short time after it was launched during President Macron’s state visit to India just a year ago."
