Ishaq Dar, Pakistan's finance minister, stated on Wednesday that about 90% of the international community's promises for the flood-affected nation were project loans that will be disbursed over the following three years. His comments come two days after the international world promised around $10 billion at a donors' summit in Geneva to assist the cash-strapped nation in rebuilding after last year's devastating floods in a climate-resilient way.

The summit, which lasted the entire day and was co-hosted by Pakistan and the UN in Geneva on Monday, brought together representatives from almost 40 nations as well as private donors and international financial organisations.

Dar had to clarify that USD 8.7 billion of the commitments were loans since there was uncertainty regarding the type of financial assistance even though he remained mum on the conditions of these loans.

The state of California in the United States has experienced a number of megadroughts over the years including just last month prompting officials to impose water restrictions across the state with limited supplies for vital farmland. In contrast, one of the driest states in the country, following a series of storms, is now witnessing deadly flash floods, landslides, and uprooting trees which have affected road travel and left thousands without electricity, due to heavy rains and strong winds. This has been attributed to an overlapping weather phenomenon called “atmospheric river” and “bomb cyclone”.

Until just last week, several counties across the state were suffering due to “exceptional” drought which is the most severe categorisation assigned by the country’s Drought Monitor. However, due to recent storms, at least 17 people have been killed since the beginning of this year, said California Governor Gavin Newsom, on Tuesday, while the state’s city San Francisco witnessed a hailstorm and the small town of Montecito experienced flash floods.

Has the rain helped the drought situation, so far?

In recent weeks, the state has witnessed six atmospheric rivers in recent weeks and is poised to experience at least three more in the upcoming week, said the Newsom. According to the officials, Central California including San Francisco Bay Area and Sacramento Valley has seen the most amount of water and the precipitation is nearly 140 per cent higher than the average for this time of the year.

This has led to many state reservoirs being filled which typically stayed below average this time of the year and will help with irrigation for farmlands and supply water to millions of water across the coastal cities. According to the US Drought Monitor, the storm appears to have lifted at least seven per cent of California out of the most severe categorisation.

Additionally, a hydrologist in charge of the California Nevada River Forecast Center, Alan Haynes, said that this amount of rain puts the state in a good shape at least for the next year or so, reported the Associated Press. However, it is still early to determine what the next few months would look like considering the storm has not poured as much water in northern California.

Since the atmospheric rains are not consistent and are not even striking everywhere. The reservoir at Lake Shasta had risen from 55 per cent during Christmas to 67 per cent as of earlier this week and while this is an improvement, it is still below historic averages given the prolonged water scarcity in the state, said Haynes.

Will this surplus in the water supply change anything in the long term?

Several reports citing experts and scientists said that the widespread drought in California will not be reversed due to these atmospheric rivers and bomb cyclones and it might also take consecutive years of similar weather trends of above-average rain and snowfall to actually have any lasting impact. This comes despite at least 90 per cent of the state’s population being affected by floods.

Notably, last year the state witnessed its third year of severe drought which was also the driest on record and while it is now soaking in some much-needed water, some experts say this amount of rain will help but not have a lasting impact. Additionally, they also indicated that this rain and snow won’t be enough to fix some of the long-term water problems that California along with much of the western US faces with unfavourable precipitation trends which are worsening due to climate change.

Speaking to BBC, Jay Lund, a professor of civil and environmental engineering at the University of California, Davis, said that while the current storm has certainly replenished some of the state’s water supply and it is always good to see rain in California. However, he noted that since the state’s weather is that of extremes and the upcoming years could witness more dry weather.

Why do these extremes not work?

While one might think that the drought-ridden state receiving huge amounts of water would be a good thing, it is in fact the opposite, as several reports suggest that a flood during a time of drought can make the situation worse. A report by Vox compares this phenomenon to overwatering a plant which after a while cannot handle soaking up so much water. Therefore, eventually, this rain turns into floods with the risk of uprooting trees.

During a press briefing, last week, California’s Director of the Department of Water Resources (DWR) Karla Nemeth, also explained that moving from one extreme weather event to the other has put the trees under stress as “after three years of intensive drought, the ground is saturated and there is a significant chance of downed trees that will create significant problems.”

Additionally, during these droughts, the roots of the trees that are supposed to absorb water become less sponge-like and with weaker roots, they are more likely to get swept away by the storm. The experts have also noted how California does not have the infrastructure to support the reservation of this much water due to its limited reservoir capacity, therefore, a lot of this water is going to the ocean.

Simply put, “The California system was built for a climate we don’t have anymore,” said Laura Feinstein who heads the work on climate resilience and environment at a San Francisco-based non-profit named SPUR. She also was also said in the context of the water coming from snowpack which is its own type of reservoir.

In this case, the snow typically melts into the reservoir and supplies residents with water during summer and fall, however, since the snowpack due to climate change now melts faster and the reservoirs are unable to capture enough water. Additionally, climate change has given rise to extreme weather events which is also creating drier, hotter conditions where the water is bound to evaporate faster.

So what can be done to mitigate this issue?

Climate scientists said that a part of the solution to these problems could be drawing levees back which would allow rivers to flood safely and not only collect more water but also do so while ensuring the safety of the land surrounding it.

Climate scientist, Peter Gleick who spoke to CNN, said that while levees have protected the communities in the past they are not designed for the climate change-induced extreme weather challenges today. Therefore, he suggests changes in infrastructure which would allow people to capture more floods and store them in underground aquifers when the water supply is running dry.

Additionally, Gleick also told CNN, “We have to design flood insurance policies to encourage people to move away from flood plains, so we can open up those floodplains, so when we get those floods they will be less damaging.”

However, to actually do so, many communities would have to relocate and also require a significant rebuilding of existing infrastructure which does not seem feasible. Notably, these underground aquifers to this day still remain vital for the state’s central valley and they are reportedly running dry.

Record-breaking floods in Australia's northwest have resulted in many communities getting isolated, Australia's weather forecaster said on Sunday (January 8). Severe weather system Ellie has created an emergency situation in Kimberly, an area in the state of Western Australia which is about the size of California.

The town of Fitzroy Crossing, a community of around 1,300 people, has been among the worst hit, with supplies having to be airlifted in due to flooded roads.

The Bureau of Meteorology said on Sunday that rain had eased as the ex-cyclone shifted eastwards to the Northern Territory, but warned that "record breaking major flooding" continued in the Kimberley.

"Many roads are impassable and many communities are now isolated," the forecaster said on its website.

State emergency authorities have warned residents in other small communities of rising water in the region, which includes the resort town of Broome, about 1,240 miles (2,000 km) north of the state capital, Perth.

The flooding is the state's worst on record, authorities have said, while Prime Minister Anthony Albanese on Saturday described it as "devastating" and pledged federal assistance.

Australian Defence Force aircraft were being used to assist flood-hit communities, and Chinook helicopters were en route to help relocate residents, according to authorities on Saturday.

‘Record-breaking’ floods leave Western Australia communities isolated, defence aircraft deployed for rescue

Since last week, several cities across the United States’ California have been witnessing heavy rains and flash floods which have led to power outages and at least two fatalities, so far. Additionally, on Friday, after two days of heavy rains and strong winds, thousands of homes across the state were left without power.

These heavy rains and high winds have been attributed to an overlapping weather phenomenon called “atmospheric river” and “bomb cyclone” which have also caused flash floods, landslides, and uprooting affecting road travel. Notably, this comes after the region battled a megadrought in early December prompting strict water restrictions.

What are ‘atmospheric rivers’?

As the name suggests atmospheric rivers are storms which dump massive amounts of rain in one region causing flash floods and landslides. The US National Oceanic and Atmospheric Administration (NOAA) describe them as “rivers in the sky” as they are relatively long, narrow regions in the atmosphere that transport water vapour outside of the tropics.

Notably, the amount of water vapour is at least 15 times the average flow of water at the mouth of the Mississippi River and when they make landfall, this water vapour can be released in the form of rain or snow. Additionally, atmospheric rivers can be at least 350 miles (563 km) wide and up to 1,600 miles (2575 km) long.

ALSO READ | California: Thousands without power as stormy weather lashes region

According to forecasters, this particular incident is a result of the low-pressure system churning over the eastern Pacific. The NOAA also noted that not all atmospheric rivers cause damage, in fact, they often provide much-needed rain and snow to a region which is often crucial to the water supply and is a key feature in the global water cycle. However, they are closely tied to both flooding and water supply, particularly in Western US.

Another term to describe the phenomenon, particularly in the US West Coast context is called "pineapple express", which brings a strong atmospheric river to the region from the tropics near Hawaii, which is what California is experiencing at the moment. As the atmospheric rivers which typically originate from the Pacific Ocean, in this case, are beginning from Hawaii which is also the US' leading producer of pineapples, hence the name.

What are ‘bomb cyclones’?

Meanwhile, a bomb cyclone is a quickly intensifying storm marked by a drop in pressure of 24 millibars in 24 hours. They are also often associated with atmospheric rivers and typically form in winter when cold and warm air masses collide. Due to the nature of the storm, meteorologists used terms like “explosive cyclogenesis” or “bombogenesis” since the drop in pressure is seen as akin to dropping a bomb.

What is happening in California?

As mentioned earlier, the state had been battling a megadrought, however, amid the cycles of wet and dry both intensified by climate change captured a mega storm in order to ease the destructive droughts. The state is essentially forced to battle extremes with high temperatures, heat and wildfires followed by drought and now flash floods. According to a report by Reuters, scientists say warmer air and temperatures which have been attributed to climate change have led to more absorption and dumping of rain over regions, in this case, California.

What has happened till now?

Several cities across California including San Francisco Bay and Sacramento over the New Year’s weekend witnessed massive power outages following heavy rains and high winds. At the time, the National Weather Service (NWS) had also predicted up to three feet of fresh snow in Sierras and widespread rainfall. However, with little to no respite during the week, since Wednesday, at least two people had been killed including a toddler after a tree crushed his mobile home in the northern region of the state.

As of Friday morning, at least 60,000 homes and businesses were left without electricity across several counties in northern California, said a report by Reuters citing the data from Poweroutages.us. Meanwhile, the utility crew in the area scrambled to restore power. The continuous storms led San Francisco to witness at least 26 cm of rain starting from the day after Christmas to January 4 which was the wettest 10-day stretch since 1871, said the NWS.

Will the situation get better?

It might not get better anytime soon. The weather agency said the next wave of the storm will hit the northwestern corner of California late on Friday and move towards the San Francisco Bay Area and central coast over the weekend. Additionally, the NWS has also predicted a “likely stronger” atmospheric river storm for Monday (January 9) while the current weather pattern might continue till at least mid-January.

Due to the nature of the storm, meteorologists used terms like “explosive cyclogenesis” or “bombogenesis” since the drop in pressure is seen as akin to dropping a bomb. ALSO WATCH | Bomb cyclone slams California with high winds, flooding What is happening in California? ALSO WATCH | WION Climate Tracker: State of emergency declared in California as storm turns into bomb cyclone As of Friday morning, at least 60,000 homes and businesses were left without electricity across several counties in northern California, said a report by Reuters citing the data from Poweroutages.us. Thousands of houses in South Australia are expected to be inundated in floods with the state emergency services (SES) issuing an emergency alert for the Murray River as water flows into the state reached the major flood level.

According to the SES, peak water flows of between 190 and 220 gigalitres of water a day have reached the border with NSW and Victoria.

"Peak water flows of 190 GL/day to 220 GL/day range have now reached the South Australian border. Water levels consistent with these flows are already being observed. These higher levels have raised the River Murray to Major Flood and the river will remain at these high levels for some weeks," the SES said in a statement on Friday.

The emergency alert area is for the river from the border to Lake Alexandrina, a report by ABC news on Friday said. The SES said people living in the warning area should prepare for flooding.

"Regardless of your property's ability to withstand flood impacts, there is a chance you may become flooded or isolated. You should consider leaving - if you remain in the area you may become trapped without water, power and other essential services," Friday's statement said.

''If you live on the edge of the warning area, you should use local knowledge to assess your risk and stay aware of your surroundings. You should consider your trigger for leaving. As the situation worsens it may not be safe to go, or your road to safety may be underwater. It may be dangerous for emergency services to assist you,'' it added.

The services also pointed out that flood water will remain in the area for many weeks and if people plan to stay, they should have enough supply of essential items such as food, water, and medicines as SES won't be able to supply.

The Murray River is expected to peak on January 7 at Mannum, which is about 200 kilometres southwest of Renmark. A report by the Guardian on Saturday said about 4,000 properties along the river are expected to be inundated in the coming weeks. Around 3,260 houses faced power cuts on Saturday morning. South Australia's premier Peter Malinauskas said some affected residents took emergency accommodation, the report added.

South Australia floods: Thousands of houses expected to inundate; alert issued: Reports

At least 120 people were killed Tuesday as the worst floods in years battered DR Congo's capital Kinshasa following an all-night downpour. Major roads in the centre of Kinshasa, a city of some 15 million people, were submerged for hours, and a key supply route was cut off.

At least 120 killed as DR Congo's capital battered by worst floods in years

At least 120 people have been killed in the Democratic Republic of Congo capital Kinshasa after heavy rains unleashed floods and caused landslides, a government document seen by Reuters showed on Tuesday.

Entire neighbourhoods were flooded with muddy water, and houses and roads ripped apart by sinkholes, including the N1 highway that connects Kinshasa to the chief sea port of Matadi.

The prime minister's office said in a statement that the N1 could be closed for 3-4 days.

The death toll was compiled by the General Management of Migration, a part of the interior ministry.

The toll may rise. Health minister Jean-Jacques Mbungani Mbanda told Reuters the ministry had counted 141 dead but that the number needed to be cross-checked with other departments.

Images posted on Twitter by Congo's government spokesman Patrick Muyaya showed a major road that appeared to have subsided into a deep chasm, with crowds staring at the damage.

"On the National Road 1 there is a big hole. Only pedestrians can pass. We do not understand how the water cut the road," said local resident Gabriel Mbikolo.

Once a fishing village on the banks of the Congo river, Kinshasa has grown into one of Africa's largest megacities with a population of around 15 million.

Poorly regulated rapid urbanization has made the city increasingly vulnerable to flash floods after intense rains, which have become more frequent due to climate change.

At least 39 people died in Kinshasa in 2019 when torrential rain flooded low-lying districts and some buildings and roads collapsed.

In addition to damaged infrastructure, each day of flooding costs households a combined $1.2 million due to the large-scale transport disruption, according to a 2020 World Bank paper.
