Police said the fire in the factory in Achankulam near Sattur in Virudhunagar broke out when some chemicals were being mixed to produce firecrackers. Four cracker making sheds were destroyed.

Ten firefighting vehicles rushed to the spot from various surrounding locations like Sattur, Sivakasi and Vembakottai to douse the flames, while officials from police, revenue and other departments also reached there for rescue and relief works.

Chief Minister E.K. Palaniswami expressed grief over the death of 11 persons in the fire. He announced Rs 3 lakh each as solatium to kin of the bereaved families.

He also directed District Collectors to ensure safety of cracker unit workers during the summer.

Prime Minister Narendra Modi also expressed grief over the tragedy. The Prime Minister`s Office tweeted that authorities were working on the ground to assist those affected.

PMO announced Rs 2 lakh ex-gratia each from PMNRF for the next of kin of those who lost their lives. Rs 50,000 would be given to those seriously injured.

Initial reports claim the&nbsp;fire broke out at the fourth floor of the hospital due to a short circuit.&nbsp;“The incident took place around 5am. Around 22 patients are being treated in the hospital. We are evacuating the entire building,” Mohammad Imtiaz, Krishna’s district collector said.

“The reason of fire appears to be a short circuit, as per the preliminary report. But we will have to ascertain,” he added.

Seven people lost their lives to this fire. Other patients are being looked at, at the moment. Thirty people were rescued from the fire till 8am on Sunday.

There were no casualties in the April fire, and Petronas said commercial operations at the refinery would start on time by end-2019. The ARDS has been scheduled for operation by mid-2020, Petronas has said.

The refinery, which will process around 300,000 barrels per day of crude oil once fully operational, is expected to sell fuel to customers in Malaysia and across Southeast Asia.

"Sadly, we can report today that police have confirmed a further three deaths as a result of the fires on the South Coast," NSW Police Deputy Commissioner Gary Worboys told reporters in Sydney.

"Police are also at Lake Conjola now, where a house has been destroyed by fire and the occupant of that home is still unaccounted for."

NSW police did not identify the missing man but said he was 72 years old and authorities have been unable to reach his home.

Police said early assessments have found nearly 200 homes have been destroyed, though they cautioned it was an early estimate.

In Victoria state, four people remain missing, state Premier Daniel Andrews said, after a massive blaze ripped through Gippsland - a rural region about 500 km east of Melbourne.

About 4,000 people in the town of Mallacoota in Victoria headed to the waterfront after the main road was cut off.

Mark Tregellas, a resident of Mallacoota who spent the night on a boat ramp, said only a late shift in the wind direction sparred lives.

"The fire just continued to grow and then the black started to descend. I couldn't see the hand in front in my face, and it then it started to glow red and we knew the fire was coming," Tregellas told Reuters.

"Ash started to fall from the air and then the embers started to come down. At that point, people started to bring their kids and families into the water. Thankfully, the wind changed and the fire moved away."

Thousands of Australians remain cut off as fires force the closure of major roads, leaving many struggling to secure supplies.

In Milton, a small town on the NSW south coast, locals queued for hours for the few remaining items left of shelves on supermarkets.

Emma Schirmer, who evacuated from her house in Batemans Bay with her three-month child on Tuesday, said the local shop was limiting sales to six items per customer, while a power outage meant shoppers could pay only with cash.

As shops run low and firefighters struggle with exhaustion, Australia's military, including Black Hawk helicopters, fixed-wing aircraft and naval vessels were being deployed.

Victoria's emergency management commissioner, Andrew Crisp, said the 176-metre-long HMAS Choules may be used to evacuate many of those stranded in Mallacoota, though with a capacity of 1,000 it will be insufficient alone.

HMAS Choules is due to arrive on Thursday.

NSW Premier Gladys Berejiklian said authorities were working to restore communications with <a href="https://www.wionews.com/world/australia-scrambles-to-reach-thousands-stranded-by-bushfires-at-least-8-dead-271387">areas cut off by the fires</a>, though she warned conditions will deteriorate again over the weekend.

Inspections undertaken by the Delhi Fire Service (DSF) found that these buildings of high importance do not have enough measures in place to avoid loss of life and property in the case of a fire.

According to the DFS list, 100 such buildings in Lutyens' Delhi alone fail to adhere to fire safety parameters. 
 
DFS chief Atul Garg said that these buildings do not require any 'No Objection Certificate' (NoC) as these are quite old. 
 
"As per the inspections, we have found shortcomings and have suggested a few changes, which should be done," Garg said.

According to the former DFS Chief RC Sharma, these buildings are incapable of fulfilling the modern-day requirements.

"These buildings are old and have been built long back. They may not have the required facility, which has been introduced like compartmentation and putting a door on a staircase. It may not be possible to install doors at the staircase. That is why these buildings feature in the list of structures with shortcomings," said Sharma. 
 
According to a letter sent to the Parliament House Annexe after an inspection last year, the DFS noticed multiple shortcomings. 
 
"Hose reel on the ground near BJP room number 5B is not functional. Main pumps and a diesel pump are not on auto mode; branch pipes are missing in hose boxes and in some boxes, only one hose is kept instead of two. The main control room fire alarm and detection panel is not functioning properly and all exit and gates must be kept clear," DFS had said. 
 
The DFS had also directed that all counter fire measures that are installed in the Parliament be kept in working condition during the sessions.

"Rehan, the owner of the building against whom a case has been registered under section 304 (Punishment for culpable homicide not amounting to murder) of the Indian Penal Code, is currently absconding," Delhi Police DCP North Monika Bhardwaj told the media.

Delhi Police PRO MS Randhawa said that the case has been referred to the crime branch.&nbsp;

62 people were rescued from the factory that had caught fire in the early hours of Sunday.&nbsp;

"The government has ordered a magisterial inquiry and compensation of Rs 10 lakh has been announced for the families of the deceased and Rs 1 lakh for the injured," CM Kejriwal added.

Around 15 fire tenders were initially dispatched to the location after reports of a fire. They carried out search and rescue operations.
