Lviv's mayor Andriy Sadovyi said on social media that in the aftermath of missile strikes in the Ukrainian capital, the city was left completely without power.&nbsp;

Mayor Andriy Sadovyi said: "The whole city is without power. We are waiting for additional information from energy experts." Sadovyi also warned that the water supply might also get interrupted.&nbsp;

IEA is an energy consultancy financed by Western nations. The agency is stress-testing if Europe could withstand this winter without Russian gas as according to the agency, Europe's gas storage is around 90 per cent full this winter.&nbsp;

This is definitely some assurance against a major shortage but one must remember that a large proportion of that 90 per cent is made up of imported gas from Russia in previous months.&nbsp;

The agency believes that Europe will make it through without major disruption but some major oil and gas executives have warned that the concerns should be for the winter of 2023, not the coming winter.&nbsp;

Siberian winds will be particularly chilly this winter. Can West cope with 'Eastern Beast' amid energy crisis?

The Group of Seven rich nations and Australia have agreed to set a fixed price when they finalize a price cap on Russian oil later this month, rather than adopting a floating rate, sources said on Thursday.

US officials and G7 countries have been in intense negotiations in recent weeks over the unprecedented plan to put a price cap on sea-borne oil shipments, which is scheduled to take effect on Dec. 5, to ensure EU and US sanctions aimed at limiting Moscow's ability to fund its invasion of Ukraine do not throttle the global oil market.

“The Coalition has agreed the price cap will be a fixed price that will be reviewed regularly rather than a discount to an index,” said a coalition source, who was not authorized to speak publicly. “This will increase market stability and simplify compliance to minimize the burden on market participants.”

The initial price itself has not been set, but should be in the coming weeks, multiple sources said. Coalition partners agreed to regularly review the fixed price and revise it as needed, the source said, without disclosing further details.

Pegging the price as a discount to some index would have resulted in too much volatility and potential price swings, the source added.

The coalition worried that a floating price pegged below the Brent international benchmark might enable Russian President Vladimir Putin to game the mechanism by reducing supply, a second source with knowledge of the discussions said.

Putin could benefit from a floating price system because the price of his country's oil would also rise if Brent spiked due to a cut in oil from Russia, one of the world's largest petroleum producers. The downside of the agreed fixed price system is that it will require more meetings of the coalition and bureaucracy to review it regularly, the source said.

US Treasury Secretary Janet Yellen and other G7 officials argue the price cap, set to begin on Dec. 5 on crude and Feb. 5 on oil products, will squeeze funding to Russia without cutting supply to consumers. Russia has said it will refuse to ship oil to countries that set price caps.

Shipping services are eager to see more details about the G7 plan which is due to take effect in a month.

A steady price cap could enable insurers to more confidently roll over contracts and initiate new ones without fear that the price could be adjusted by the countries buying Russian oil, which could have potentially exposed insurers to sanctions.

No immediate comment was available from the treasury or the embassies of coalition members, which include the G7 rich nations, the European Union and Australia.

Separately, The Wall Street Journal reported on Friday that the United States and its allies had agreed on further details on which sales of Russian oil will face the price cap.

UK National Grid's boss, John Pettigrew, told BBC that it assumed that the UK would have enough supplies to meet heating and lighting demand this winter, but short rolling power cuts were a possibility.&nbsp;

Pettigrew told BBC: "There could be energy shortfalls in the UK and we will manage that very carefully. This isn't a time for people to panic."&nbsp;

"Most importantly what we're doing is making sure that the infrastructure that we have and the networks are robust and ready for the winter, and I've got thousands of engineers making sure that the network is ready for whatever weather we see over the winter," he added.&nbsp;

"It’s not going to be the case that the price goes back down to 7 cents in the future", Grimm said, adding , "we won’t receive Russian gas for a long time."

In September, German Chancellor Olaf Scholz had also announced an "economic defence shield" of up to €200 billion, which will be set up to help shoulder soaring energy prices, by taking on new loans, reported Reuters.

Scholz called the measure a "double bang" and stated that it was necessary "to get us through this difficult time."

Private houses would pay €0.12 (a little less than $0.12) per kilowatt hour from March 2023 to the end of April 2024 for the first 80 per cent of their gas usage in the previous year.&nbsp;

Speaking at an engineering conference on Tuesday, Scholz stated that if individuals, businesses, and officials continue to adjust to the country's altered energy situation, Germany will survive the winter. He also noted that Germany is almost at its goal of having its gas storage facilities 95 per cent full.

"I am happy to say to you today: If we all continue to adapt to the changed situation - the citizens, the companies and the politicians - then we will get safely through this winter."

The company claimed that Russia's invasion had created turmoil in the energy market. All gas supplies from Russia have been hit, leaving all countries to struggle for alternative supply options.

When asked Prime&nbsp;Minister Liz Truss, who during her campaign promised that there would be no blackouts, responded by saying that the UK is in a better position than any other country and has a good amount of energy supply. Truss further added that it can be better and that's what she is here for.

According to National Grid, while the UK is not overly reliant on Russian gas supplies, it, like any other mainland European country, could face shortfalls.

The UK is majorly dependent on gas supplies to produce electricity, with gas stations generating over 40 per cent of the country's electricity.&nbsp;

As per the grid's reports, there could be three situations. First, there'll be enough supply like precious winter; second, the energy crisis in Europe might make it difficult for the UK to import electricity; and third, the national grid might lead to shortages.&nbsp;

This means someone who uses a rapid or ultra-rapid public charger pays 18 pence per mile for electricity. Petrol users pay 19 pence and diesel users 21 pence for the same distance.&nbsp;

Previously, Uniper was controlled by the Finnish state-owned company Fortum. According to the energy company, the German government will buy all of their shares for around $495 million.

“The role of gas in Europe has changed since Russia attacked Ukraine, and so has the outlook for a gas-heavy portfolio. The business case for an integrated group is no longer viable,” he added.

Germany has been struggling with energy shortages following the sanctions on Russia for its invasion of Ukraine. The ongoing crisis has also been quite harmful for Uniper which&nbsp;incurred losses of around $8.4 billion with its share prices going down by almost 90 per cent.

E.ON has informed the German government of a leak at the Isar 2 nuclear power plant which has not compromised security but could complicate the government's winter energy plan, the environment ministry said on Monday.

Isar 2, in the southern state of Bavaria, had been scheduled to go offline at the end of the year under Germany's plan to phase out nuclear power. But the war in Ukraine and the subsequent plunge in energy imports from Russia prompted a policy change, with Berlin now planning to keep two of Germany's three remaining reactors, including Isar 2, on standby into next year.

The ministry said that a week-long repair period is needed in October at the Isar 2 plant, which is run by E.ON subsidiary PreussenElektra, during which operations would stop completely.

A spokesperson for E.ON said it was confident that a framework allowing Isar 2 to add to Germany's power supply security beyond December 31 could be agreed with the government.

"Due to the necessary lead times, however, it is now necessary for the ongoing political discussions to quickly lead to a clear result and for all those involved to create planning security as quickly as possible," the spokesperson added.

Germany's environment ministry said that together with the economy ministry it was "examining the new situation and its implications for the design and implementation of the standby reserve" of the Isar 2 development.

The EEX transparency site, where operators have to place mandatory messages on plant outages to the wholesale power market, did not show an entry on Isar 2 for October.

E.ON's spokesperson said it has informed authorities as required by German law.
