Thailand's health ministry has sought Prime Minister&nbsp;Srettha Thavisin cabinet's approval for a draft bill that seeks to ban the recreational use of cannabis, according to reports. The reversal comes over a year after Thailand became the first Asian country to decriminalise the product.&nbsp;

Health Minister Cholnan Srikaew informed the bill be proposed to the cabinet meeting next week.&nbsp;

"The new bill will be amended from the existing one to only allow the use of cannabis for health and medicinal purposes,"&nbsp;Srikaew said, adding that the "use for fun is considered wrong".&nbsp;

Ever since coming to power in August last year,&nbsp;Thavisin has batted against the recreational use of marijuana, stating that the drug should only be used for medicinal purposes.&nbsp;

In September, he warned that the use of cannabis&nbsp;could lead to "wider narcotic drug problems". The potential ban is also part of delivering on his&nbsp;election promise that he made during the canvassing trail.&nbsp;

Uttar Pradesh has become the first state to endorse the Centre&#39;s draft bill that makes instant triple talaq a cognisable and non-bailable offence.

The draft law, which provides for three years&#39; imprisonment and a fine to a Muslim man trying to divorce his wife by uttering &quot;talaq&quot; three times, got the UP government&#39;s approval at a meeting of the state cabinet, chaired by Chief Minister Yogi Adityanath in Lucknow last night.

UP first state to endorse Centre's triple talaq draft bill

The Ministry of Social Justice has drafted a bill to decriminalise begging and rehabilitate beggars and homeless people, India&#39;s central government&nbsp;and&nbsp;New Delhi&#39;s ruling Aam Aadmi Party&nbsp;government told the Delhi high court today.

The submission was made before a bench of chief justice G Rohini and justice Sangita Dhingra Sehgal which directed the ministry to place on record a copy of the draft legislation, The Persons in Destitution (Protection, Care and Rehabilitation) Model Bill, 2016.

The court was hearing two PILs seeking basic human and fundamental rights for beggars in the Indian capital and to decriminalise&nbsp;begging.

Advocate Kushal Kumar, appearing for the ministry, told the court that a pre-legislative consultation meeting with representatives from states and union territories was recently organised to seek their opinions.

He said the Centre has asked all stakeholders to share their views and suggestions for the&nbsp;eradication of poverty.

Social justice minister Thawar Chand Gehlot had said at a pre-legislative consultation meeting that the Bill &quot;will provide protection, care, support, shelter, training and other services to all persons in destitution&quot;.

The approach of the Ministry towards addressing the problem of destitution and beggary was &quot;rehabilitative rather than punitive,&quot; he had said.

The Ministry had also then said that the model law was drafted on recommendations from the National Consultation Meetings held with state representatives and experts in the field of beggary.

Currently, there is no central law on begging and destitution and most states have adopted the Bombay Prevention of Begging Act, 1959, which criminalises begging&nbsp;or have modelled their laws on that basis. The two petitions have challenged the Bombay Prevention of Begging Act.

The bench today asked the ministry to furnish a copy of the draft bill to the petitioners, Harsh Mandar and Karnika Sawhney, who have in their pleas also sought basic amenities like proper food and medical facilities at all beggars&#39; homes in the city.

Their pleas were first filed in the Supreme Court of India from where they were transferred to Delhi High Court.

The high court in October last year was told that Delhi Police was assisting the AAP government in removing beggars from tourist spots, traffic intersections and religious places here.&nbsp;
