North Korean officials have toured China to discuss economic development. Speculators are snapping up property along their common border. And South Korea is studying ways to boost engagement with its isolated neighbour to the north.

Across the region, there are signs that US&nbsp;President Donald Trump's campaign of "maximum pressure" on Pyongyang to give up its nuclear weapons is weakening ahead of his summit with North Korean leader Kim Jong Un in Singapore on Tuesday.

Trump, along with leaders like South Korea's President Moon Jae-in, have credited the pressure campaign with bringing Kim to the negotiating table through a combination of international sanctions, political isolation, and threats of military action.

However, unless there is a major provocation or resumption of nuclear testing or missile launches by North Korea, strategists and academics say it is unlikely that maximum pressure will ever fully return.

"Trump's campaign is over," said Kim Hyun-wook, a professor at the Korea National Diplomatic Academy. "The diplomatic openings with North Korea have already been taking a toll on the maximum pressure campaign."

Trump has himself said he doesn't want to use the term "maximum pressure" any more because of improving relations with North Korea.

Joseph Yun, the United States' former top negotiator with North Korea, told a Senate hearing on Tuesday: "Practically it is not possible to continue maximum pressure when you're talking with your adversary. I don't think you can have serious engagement as well as maximum pressure."

Preparations are already underway in China, South Korea and Russia, which share land borders with North Korea, for better ties with the isolated nation.

Officials from South Korea visited a shuttered joint economic project in Kaesong, North Korea, on Friday, part of a government effort to prepare for a possible easing of sanctions.

Although they are wary of rushing into an unpredictable political situation, South Korean businesses representatives and North Korea experts gathered at a conference in Seoul on Thursday to discuss potential inter-Korean cooperation.

"From a company's perspective, that (maximum pressure campaign) may be gone this time, given the North-US summit is happening soon and Kim Jong Un's will to develop the country's economy is visible," an official from a major South Korean construction firm told Reuters on the sidelines the conference, asking to remain unnamed as he was not authorised to speak publicly.

Renewed ties

Along China's border with North Korea, speculators are buying land and traders are stockpiling cheap North Korean coal amid hopes that restrictions will soon be lifted.

"It'll be good if North Korea opens up," said a hat seller in the border city of Dandong, who only gave her name as Yang. "The people there are so poor, it's like China in the 1980s."

She said the number of North Koreans shopping in the city had dropped in recent months after the sanctions were tightened. But now, she said, property prices in Dandong were being driven up by speculators betting that trade would revive.

Other local people in Dandong said North Korean workers were returning, prompting the opening of some restaurants and hotels.

The owner of one Korean restaurant was training staff on presenting a new menu in preparation for more visitors from other parts of China, including people intending to visit North Korea.

The Liuji Restaurant, which was shut after its owner was investigated in 2016 for dealings with North Korea, reopened in March after Kim's visit to China, his first trip out of the country since taking office.

It was not clear what happened to the investigations or who the new owner was.

The restaurant's North Korean staff explained the closing as "renovations."

On June 5, state carrier Air China announced it would resume regular flights between Beijing and Pyongyang, which officials had indefinitely suspended in November, citing poor demand.

Although the first Air China flight had only around 20 passengers, tour operators said busloads of Chinese tourists were in Pyongyang, their numbers surging in recent weeks because of the lowered tensions.

"I went to the train station (in Pyongyang) and it was the busiest I’ve ever seen it," said the founder of the Dandong-based INDPRK tour company, who goes by the name Griffin Che. "I'd guess about 100 Chinese tourists arrived by train today. In the past I would see a maximum of 30-40 tourists."

Che said the prospect of new economic opportunities in North Korea has him interested in branching out beyond tourism into investment and coal trading.

US&nbsp;lawmakers have raised concerns that traders in China are already skirting sanctions, but Beijing-based diplomats say that there is no evidence that China is abandoning its UN&nbsp;Security Council commitments.

Political isolation

Diplomats say all the major players, including Russia, China, and South Korea, are expected to continue to enforce the letter of any United Nations sanctions. Beyond sanctions, US&nbsp;officials say they successfully persuaded more than 20 countries to downgrade or end diplomatic ties with North Korea.

Some of that political isolation has been reduced, however, by Kim Jong Un's meetings with leaders of China and South Korea, and this week's summit with Trump.

At the end of May, Russian Foreign Minister Sergei Lavrov landed the first meeting between a Russian official and Kim as head of state, and extended an invitation for the North Korean leader to visit Russia.

Russia has long been sceptical of the sanctions regime, and South Korea's Moon has proposed a three-way study on potential joint projects, including railways, gas and power linking Siberia to the Korean peninsula.

"Even if the summit fails and US-North Korea tensions resurface, Russia is unlikely to support new rounds of sanctions on North Korea," said Artyom Lukin, a professor at Far Eastern Federal University in Vladivostok.

"If previously adopted UN&nbsp;sanctions continue to be in effect, Russia will abide by them, but it will probably find some legal ways and loopholes to make their enforcement as mild as possible."

Kim has met Chinese President Xi Jinping two times in recent months and analysts say Beijing's willingness to maintain last year's level of pressure on North Korea is waning.

Business as normal

Singapore Foreign Minister Vivian Balakrishnan also visited Pyongyang on Thursday, to discuss preparations for the summit.

He later told reporters: "If a breakthrough is achieved during the summit in Singapore, if peace comes, there will be a bountiful harvest. Primarily of course, with the Korean peninsula but also the rest of us, including Singapore as well."

Across Southeast Asia, many countries took steps to curtail or completely end most major trade with Pyongyang last year, but in some cases state-owned North Korean restaurants have continued to operate, potentially supplying Pyongyang with a trickle of cash.

Two North Korean restaurants in Jakarta have shut down.

In Vietnam, two North Korean restaurants in Ho Chi Minh City closed in October last year, but there is still one in Hanoi, owned by a Vietnamese businessman who also runs a shipping company.

The country's once-close ties with North Korea have been strained over North Korea's alleged use of a Vietnamese citizen in the assassination of Kim Jong Un's half brother, Kim Jong Nam, in Kuala Lumpur in February last year.

In March, Vietnam filed a report to the United Nations in which the country said it has "always fully implemented" sanctions on North Korea.

In response to US&nbsp;pressure, Thailand said annual trade with North Korea fell by 94 percent, although some North Korean businesses have continued to operate in the country, including two restaurants in Bangkok.

At the Pyongyang Haemaji Restaurant, North Korean waitress Pak Il Sim said tables were routinely full of customers, most of them Japanese.

When asked if the restaurant had come under pressure from Thai authorities to close, she said: "No, business as normal".

Analysis: Trump may struggle to isolate North Korea again

Just minutes after a joint communique Saturday that had been approved by the leaders of the Group of Seven allies was published in Canada's summit host city Quebec, Trump launched a Twitter broadside from aboard Air Force One.

The US leader left the meeting early en route for Singapore and a historic nuclear summit with North Korea's Kim Jong Un, only to take exception to comments made by Canada's Prime Minister Justin Trudeau at a news conference.

"Based on Justin's false statements at his news conference, and the fact that Canada is charging massive Tariffs to our US farmers, workers and companies, I have instructed our US Reps not to endorse the Communique as we look at Tariffs on automobiles flooding the US Market!" Trump tweeted.

"PM Justin Trudeau of Canada acted so meek and mild during our @G7 meetings only to give a news conference after I left saying that ... he 'will not be pushed around.' Very dishonest & weak."

Insulting

Earlier, Trudeau had told reporters that Trump's decision to invoke national security to justify US tariffs on steel and aluminum imports was "kind of insulting" to Canadian veterans who had stood by their US allies in conflicts dating back to World War I.

Russian President Vladimir Putin, in China on Sunday for a summit with his Chinese counterpart Xi Jinping, dismissed G7 calls for Moscow to stop what the group described as attempts to undermine democracy and support for the Syrian regime.

"I believe it's necessary to stop this creative babbling and shift to concrete issues related to real cooperation," Putin told reporters.

The G7 also endorsed Britain's accusation that Moscow was behind the poisoning attack in England on former double agent Sergei Skripal and his daughter - but Putin said they had "again" failed to provide evidence that Russia was behind the attack.

Russia was kicked out of the group in response to its 2014 annexation of Crimea. Trump earlier said that the club would be better off if it brought Russia back.

Trump refuses to sign G7 statement, calls Trudeau 'weak'

"He really kinda stabbed us in the back," top US economic advisor Larry Kudlow said of Trudeau on CNN's "State of the Union."

"He did a great disservice to the whole G7."

"We went through it. We agreed. We compromised on the communique. We joined the communique in good faith," Kudlow said.

US trade advisor Peter Navarro, speaking on "Fox News Sunday," reinforced that message.

"There's a special place in hell for any foreign leader that engages in bad-faith diplomacy with President Donald J. Trump and then tries to stab him in the back on the way out the door," he said.

"That's what bad-faith Justin Trudeau did with that stunt press conference. That's what weak, dishonest Justin Trudeau did."

Kudlow sought to tie Trump's reaction to the upcoming summit with Kim Jong Un, saying the North Korean leader "must not see American weakness."

He added: "I look forward to meeting him and have a feeling that this one-time opportunity will not be wasted!"

The US president also said he would know “within minutes” if Kim was serious about giving up his nuclear weapons.

At stake at the summit are North Korea's nuclear weapons and peace on the Korean Peninsula. North Korea spent decades developing nuclear weapons, culminating in the test of a thermonuclear device in 2017. It also successfully tested missiles that had enough range to reach the US&nbsp;mainland.

He also said the G7 countries had "again" failed to provide any evidence that Russia was behind the poisoning of a former double agent and his daughter in Britain in March.

G7 leaders demanded Saturday that Russia stop what they described as attempts to undermine democracy and support for the Syrian regime as they closed the door on Moscow's readmission to the club.

The G7 endorsed Britain's accusation that Moscow was behind the poisoning attack in the southwest of England on former double agent Sergei Skripal and his daughter Yulia.

"We share and agree with the United Kingdom's assessment that it is highly likely that the Russian Federation was responsible for the attack, and that there is no plausible alternative explanation," the G7 statement said.

North Korea has confirmed to the US its willingness to denuclearise, Secretary of State Mike Pompeo said today, asserting that President Donald Trump will not stand by a "bad deal" in his summit with Kim Jong-un in Singapore next week.

Any deal reached as a result of the meeting between Trump and the North Korean leader Kim would be brought before the Congress for its stamp of approval so that it cannot be reversed by any future administration, said Pompeo, who is spearheading the American efforts for talks with Pyongyang.

"The United States and North Korea have been holding direct talks in preparation for a summit, and North Korea has confirmed to us its willingness to denuclearise," he told reporters at a White House news conference.

Noting that a comprehensive whole-of-government effort in support of Trump's upcoming summit was underway, Pompeo said a White House and State Department-led advance teams were finalising logistical preparations and will remain in place in Singapore until the summit begins.

Trump continues to follow every development closely and is getting daily briefings from his national security team, he said.

The fact that the two leaders are coming to the table shows that they are very serious, Pompeo said, noting that the diplomatic model that they have used to date is different from past efforts.

The efforts gives them hope that they can find real success where past efforts have fallen short, he added.

Pompeo said Trump was hopeful, but he is also going into the summit with his eyes wide open. "We've seen how many inadequate agreements have been struck in the past. You can be sure that President Trump will not stand for a bad deal," he said.?&nbsp;

"The US has been clear, time and time again, that complete, verifiable, and irreversible denuclearization of the Korean Peninsula is the only outcome that we will find acceptable," Pompeo said.

Trump, he said, recognises that North Korea has great potential, and he looks forward to a day when sanctions on it can begin to be removed.

However, that cannot happen until the Pyongyang completely and verifiably eliminates its weapons of mass destruction programs, he reiterated.

Pompeo said Trump and Kim will certainly also discuss security assurances for North Korea, establishing a peace regime and improving relations between the two countries.&nbsp;

"Until we achieve our goals, the measures that the world, alongside the US, has put on the regime will remain. In the event diplomacy does not move in the right direction, these measures will increase. Throughout the entire process, the United States has been unified with Japan and South Korea in response to the threats from North Korea," he said.

Trump has been, and continues to be, committed to ridding the US and the world of threats posed by North Korea's weapons of mass destruction and ballistic missile programmes, he said.&nbsp;

"These programmes threaten our homeland, our allies and partners, and the broader non-proliferation regime. North Korea's past activities also make clear that it is proliferation to other actors that creates a risk, in addition to the primary risks. It has supporting infrastructure that is also of concern," he said.

Pompeo, who has met Kim twice in the recent past, said the North Korean leader was very capable of articulating the things that he was prepared to do, presents clearly the challenges that they all have to overcome.?&nbsp;

"It's why the two leaders are meeting. It's the opportunity to lay those out clearly between the two leaders so that we can see if we can find a path forward together that achieves the outcomes that both countries want," he said.

"He (Kim) has indicated to me, personally, that he is prepared to denuclearise that he understands that the current model doesn't work, that he's prepared to denuclearise.&nbsp;He understands that we can't do it the way we've done it before -- that this has to be big and bold, and we have to agree to making major changes," he said.

"We can't step through this over years, but rather need to acknowledge it will take some amount of time, that this doesn't happen instantaneously. But that the model for succeeding -- security assurance and political normalization and denuclearisation completely, verifiably, and irreversibly -- for that to take place, we've got to make bold decisions," Pompeo said.

Leading the American efforts in negotiating with the North Koreans, he said the US is making progress, inch by inch.&nbsp;

"We are going to travel there," the US Secretary of State said.

Asserting that the approach that Trump was taking is fundamentally different, the top American diplomat said in the past, there have been months and months of detailed negotiations, and it "got nowhere".&nbsp;"This has already driven us to a place we've not been able to achieve before," he said.&nbsp;

Pompeo said the Trump administration is hoping to submit a document that Congress would give currency and strength and elongation to the process so that when administrations do change, as they inevitably do, Chairman Kim will have comfort that American policy will continue down the same path.&nbsp;
