North Korea conducts public executions to incite fear among the public, a rights group said on Tuesday in a report pinpointing at least 323 sites used by the government for capital punishment.

The report by the Seoul-based Transitional Justice Working Group (TJWG) is the result of four years of research and interviews with more than 600 North Korean defectors living outside the country.

"Public executions are to remind people of particular policy positions that the state has," said TJWG research director Sarah A. Son.

"But the second and more powerful reason is it instils a culture of fear among ordinary people."

Purged members of the elite have been among those executed in public, such as leader Kim Jong Un's uncle, Jang Song Thaek, in 2013.

But the most common charges levelled against the condemned ranged from "stealing copper and livestock" to, less commonly, "anti-state" activities and illegally crossing into China, the group said.

The survey of 610 North Korean defectors living in South Korea, included 19 reports of more than 10 people being executed at the same time.

Crowds, often of hundreds of people, and sometimes a 1,000 or more, would gather. The youngest person to witness a public execution was 7 years old, the group said.

The group found that 35 reports of public executions came from one particular river bank, with executions taking place at the unidentified location every decade since the 1960s.

Six of the executions were by hanging and 29 by firing squad, the group said.

Reuters was unable to independently confirm any of the accounts in the report.

The group said 83 per cent of a sample of 84 surveyed people had witnessed a public execution at some time, but it did not give specific data on how common such executions may be.

Nor did it say if they were getting more or less frequent.

The group warned that the survey sample based on the testimony of defectors was not necessarily representative.

For example, a disproportionate number of the respondents come from northern provinces with the greatest access to the Chinese border for people trying to defect.

Some reports of executions in North Korea have turned out to be untrue, with officials who had been reported as being executed later reappearing.

This month, there have been media reports about the execution of officials involved in nuclear talks with the United States, which collapsed in February at a summit between Kim and US President Donald Trump.

Trump last week appeared to cast doubt on the news reports about the executions.

"I don't know if the reports are correct," Trump said. "They like to blame Kim Jong Un immediately."

Two weeks ago, the latest inspections report by the IAEA said that while stocks of uranium and heavy water had increased, they were as yet still within the limits set by the JCPOA.

"As I have constantly emphasised, the nuclear-related commitments entered into by Iran under the JCPOA represent a significant gain for nuclear verification," Amano said in his speech.

"It is essential that Iran fully implements its nuclear-related commitments under the JCPOA," he added.

Another common practice that undermines Mexico`s efforts is corruption among low-paid police forces.

Seven Salvadorians and Hondurans who said they crossed the river by raft on Friday at dawn told Reuters that Chiapas state police officers had pulled them out of small public buses on their way to the Mexican border town of Tapachula where they were heading to seek papers.

"They took 100 Mexican pesos ($5) from me, 200 from him, about 1,000 altogether between us - and that other family," said Jaime Mejia, 44, a Salvadoran pastor, squatting on a Tapachula sidewalk, nodding down the block at clutches of bedraggled men, women and children perched among bags and bundles.

The toll paid to the police, he said, left the group without money to pay for lodging. Chiapas security officials and Mexico`s interior ministry did not immediately respond to a request for comment.

Mejia said he fled the town of La Libertad, El Salvador, after members of the country`s dominant gang, MS-13, told him to surrender his church to them to stash their weapons and drugs.&nbsp;

Asked about the immigration talks between the Trump and Lopez Obrador governments that could decide their fate, Mejia and more than 20 other migrants who spoke with Reuters on Friday and Saturday shrugged, shook their heads and looked blankly.

The deal, announced on Friday after three days of negotiations in Washington, averted Trump's threatened <a href="https://www.wionews.com/world/mexico-reaches-deal-with-us-on-migration-averting-tariff-war-trump-225346">imposition of 5 per cent import tariffs on all Mexican goods</a> starting on Monday.

"Mexico will try very hard, and if they do that, this will be a very successful agreement between the United States and Mexico," Trump wrote in a tweet on Saturday morning.

The Trump administration believed the deal would “fix the immigration issue,” US&nbsp;Treasury Secretary Steven Mnuchin said on Saturday in a Reuters interview on the sidelines of a G20 finance meeting in Fukuoka, Japan.

Mnuchin, however, warned that Trump retained the authority to impose tariffs if Mexico failed to enforce the new agreement.

Trump also tweeted on Saturday that Mexico would immediately begin buying "large quantities" of agricultural goods from US&nbsp;farmers, who have been hit hard by his trade war with China and risked a new blow from Mexican retaliation if Trump had imposed tariffs.

US House Speaker Nancy Pelosi on Saturday hit out at President Donald Trump over the immigration deal reached with Mexico in exchange for halting tariffs on the Central American country, saying "threats and tantrums are no way to negotiate foreign policy."

Pelosi, in a statement, accused Trump of taking actions that "undermined America`s preeminent leadership role in the world" and slammed him for repeatedly threatening tariffs on Mexico, which she described as US` " close friend and neighbour to the south," The Hill reported.

"The Trump Administration must also do much more to cooperate in a meaningful way with Mexico in cracking down on smuggling networks. [Its] failure to do so thus far is unconscionable and irresponsible. Threats and tantrums are no way to negotiate foreign policy," she said in the statement.In response, Trump fired back at Pelosi, calling her "nervous."

"Nervous Nancy Pelosi &amp; the Democrat House are getting nothing done. Perhaps they could lead the way with the USMCA, the spectacular &amp; very popular new Trade Deal that replaces NAFTA, the worst Trade Deal in the history of the U.S.A. The US Commerce Department placed Huawei on an "entity list" on grounds of national security on May 16, a move that curbs its access to US-made components it needs for its equipment. A 90-day reprieve was later issued.

"Based on what I know, China is building a management mechanism to protect China's key technologies," Hu Xijin, the influential editor of the Chinese daily Global Times, said Saturday on Twitter.

"This is a major step to improve its system, and also a move to counter US crackdown. Once taking effect, some technology exports to the US will be subject to the control," Hu said.

Congressional committees already have the authority to seek court remedies. But Democratic aides said Tuesday`s vote is intended to reaffirm congressional authority to enforce subpoenas against White House efforts to stymie investigations by six separate House committees.

Polls show a majority of Americans currently oppose impeachment, and to date, only one House Republican has expressed support for removing the president.

Asked about Pelosi's "prison" comment, White House director of strategic communications Mercedes Schlapp offered an acerbic response.

"How shocking. The Democrats are radical and out of touch," and refusing to work with the president on issues like the current crisis along the US border with Mexico, Schlapp told Fox News.

"They're more focused on attacking this president, undermining this president than they are to solving the (country's) major problems."

Trump also had fresh criticism of the first and only female speaker of the House.

She has also sought to project unity within her Democratic Party on the path forward regarding impeachment.

With Trump's administration stonewalling various Democratic-led investigations, several of the party's lawmakers have publicly called for impeachment.

Many of them point to the report by special counsel Robert Mueller as confirmation of Trump's wrongdoing.&nbsp;

The report did not find any clear evidence to charge members of Trump's campaign with conspiring with Russia, but neither did it exonerate the president on obstruction of justice.

Rather, Mueller outlined 10 instances of potential obstruction that he uncovered during the probe.

A Pelosi spokeswoman, Ashley Etienne, said Pelosi and the chairmen had a "productive meeting" about the state of play with Mueller's report.

"They agreed to keep all options on the table," Etienne said.

The most ambitious effort to peacefully constrain the nuclear aspirations of a nation hangs by a thread. Eight years of patient and difficult negotiations to reach an agreement on Iran’s nuclear programme were cast aside when president Donald Trump withdrew US support for the deal in May 2018.

Since then, tensions between Iran and the US, a signatory to the 2015 Joint Comprehensive Plan of Action (JCPOA) – alongside the UK, Germany, France, Russia and China – have escalated. Last November, the US inflamed things further by re-imposing economic sanctions targeting both Iran and the states that trade with it.

The US decision in early May to deploy an aircraft carrier strike force and B-52 bombers, in response to what Washington said was an imminent Iranian plan to attack US assets, has kept tensions at a boil.

Washington stated that the latest show of force was in response to a “campaign” of recent attacks, including a rocket launched into the Green Zone in Baghdad, explosive devices that damaged four tankers near the entrance to the Gulf, and drone attacks by Yemeni rebels on a key Saudi oil pipeline. Iran has denied any association with the incidents.

More recently, the US withdrew waivers which were part of the JCPOA deal with Iran. By revoking the waivers that enabled Iran to ship abroad excess supplies of enriched uranium and heavy water, the US has left the Islamic Republic pondering whether it should continue to comply with certain key parts of the deal.

Iran’s foreign affairs minister, Javed Zarif, and Iraq’s foreign minister, Ali Alhakim, held a joint news conference in May, during which Zarif called on European states to do more to preserve the nuclear deal. Zarif also called the deployment of extra US troops to the Gulf region “extremely dangerous and a threat to international peace and security”.

A supportive Alhakim stated: “The sanctions against sisterly Iran are ineffective and we stand by its side.”

Certainly, sanctions have damaged Iran’s economy. The Iranian currency has hit a record low against the US dollar amid continued economic difficulties following the reimposition of sanctions, and the purchasing power of Iranians has dropped significantly. Indeed, Iran’s economy in 2019 is expected to fall deeper into recession, with estimated negative growth of 5.5 per cent or higher.

Iran’s choice

Tehran has requested that the European signatories to the nuclear accord – France, Germany and the UK – keep the pact alive. The JCPOA sets a 3.67 per cent limit on uranium enhancement (enough to fuel a commercial nuclear plant) and bars Iran from accumulating supplies of more than 300kg of low-enriched uranium and 130 tons of heavy water, a coolant used in nuclear reactors.

Tehran has rightly said the deal agreed to end Iran’s financial isolation in return for the strict limitations on its nuclear activities. But by bolstering sanctions, the US has scared organisations and banks into diminishing, ceasing or avoiding altogether business with Iranian partners, with serious repercussions for Iran’s economy.

Europe, by and large, has supported diplomacy with Iran. It has argued that Trump’s rejection of the deal compromises the pragmatic wing of Iran’s administration and plays into the hands of hardliners. The EU has long had questions about Tehran’s missile program, and its involvement in Lebanon, Iraq and Yemen, but it has viewed these as separate from the nuclear agreement.

The economic sanctions have certainly put the moderate Iranian leader Hassan Rouhani under pressure, both internationally and domestically. Iranian hardliners argue that Iran surrendered too much in the agreement.

Rouhani has perhaps come up with a clever way of deflecting domestic criticism of him – at least for now – by suggesting that the Islamic Republic hold a referendum over its nuclear program. The official Islamic Republic News Agency (IRNA) stated that Rouhani, who recently was openly chastised by the nation’s supreme leader, Ayatollah Ali Khamenei, made the suggestion at a gathering of senior Iranian editors on May 25.

Khamenei, who has the last say on all issues of state in Iran, has not yet responded to Rouhani’s recent proposition. The Islamic Republic has seen just three referendums since 1979: one on its change from a monarchy to an Islamic republic, and two on its constitution.

A nuclear threat?

In the meantime, Iran has also threatened to quadruple its uranium-enrichment production limit, but stressed that even this uranium would not be enhanced beyond the 3.67 per cent&nbsp;limit set by the JCPOA, making it unsuitable for developing a nuclear weapon. Rouhani has also said that Tehran will keep its excess enriched uranium and heavy water rather than exporting it.

If Europe fails to find a way for business and investors to work with Iran without being penalised by US sanctions, however, Rouhani has said that Iran will begin enriching uranium even further. In principle, this more highly-enriched uranium could be used as the fissile core of a nuclear weapon. This would send Iran back on its way towards making a bomb, and mark the end of the JCPOA.

According to the UN’s International Atomic Energy Agency (IAEA) most recent quarterly report, Iran’s enriched uranium and heavy water stocks have grown but have not exceeded the ceilings set in the nuclear agreement. This suggests that Iran continues to comply with the JCPOA – for now, at least.

So far, Iran has also abstained from getting entangled in military brinkmanship with the US. But Trump may soon face a tough choice: either engage in a military clash with Iran or return to the JCPOA. The latter may be a u-turn too far for the bellicose president.

Either way, it is difficult to convince nations to surrender nuclear weapons once they have them. In this case, everything peaceful should be done to ensure that Iran is prevented from acquiring one in the first place.

"I think they would like to make a deal and we would like to make a deal," Trump told reporters here, adding that he looks forward to meeting North Korean leader Kim Jong-un "at the appropriate time," CNN reports.&nbsp;

On Tuesday, a spokesperson for North Korea`s foreign ministry had in a statement urged the US to "drop its current way of calculation" to keep alive the agreement they reached during their first summit in June last year."

Whether the June 12 DPRK-U.S. Joint Statement will remain effective or turn out to be a mere blank sheet of paper will now be determined by how the US would respond to our fair and reasonable stand," Yonhap news agency quoted the spokesperson, as saying.

"The US should duly look back on the past one year and cogitate about which will be a correct strategic choice before it is too late. The US would be well-advised to change its current method of calculation and respond to our request as soon as possible. There is a limit to our patience," he added.

A similar call by North Korea was made in April when Kim had said that he would wait for Washington`s "courageous decision" until the end of this year.

Talks between the two countries hit a roadblock after the second summit in Vietnam ended abruptly with no joint statement being released. The two sides reportedly failed to resolve their differences on sanctions waivers.

North Korea has since launched multiple projectiles as a sign of their apparent frustration regarding the stalled talks and continuing sanctions.

Trump hopeful of deal with N Korea, hints at third summit with Kim

India rejects Trump's 'ignorant' remarks on pollution, cleanliness 

Representatives of the United States and Mexico on Wednesday failed to reach an agreement on the immigration issue during high-stakes negotiations held at the White House, days before Washington would start imposing five per cent tariffs on all goods coming in from Mexico.

Shortly after the meeting, US President Donald Trump took to Twitter to inform that "not nearly enough" progress has been made in the negotiations while reiterating that in case no agreement is reached between the two sides, the tariffs would begin on Monday "as per schedule."

"Immigration discussions at the White House with representatives of Mexico have ended for the day. Progress is being made, but not nearly enough! Border arrests for May are at 133,000 because of Mexico &amp; the Democrats in Congress refusing to budge on immigration reform," Trump tweeted.

"Further talks with Mexico will resume tomorrow with the understanding that, if no agreement is reached, Tariffs at the 5 per cent level will begin on Monday, with monthly increases as per schedule. The higher the Tariffs go, the higher the number of companies that will move back to the USA!" he said in another tweet.

On May 30, the US President had unveiled his plan to levy tariffs on the goods coming in from Mexico if the country does not step up its enforcement actions.

In a statement, US warned that if Mexico did not act as Trump demanded, the first round of tariffs would begin on June 10 at five per cent "on all goods imported from Mexico".

Tariffs would then go up to 10 per cent by July, 15 per cent by August, 20 per cent by September and reach 25 per cent by October if the demands aren`t met.

The statement mentioned that Trump would carry out his threat under authority from the International Emergency Economic Powers Act and that he would lift tariffs only "if the illegal migration crisis is alleviated through effective actions taken by Mexico".

Trump has repeatedly claimed that there`s an influx of drugs and criminals from its southern border with Mexico. He has used these claims to justify and press for the construction of a wall on the US-Mexico border.

The fresh threats come at a time when the US is already locked in a trade dispute with China.

Representatives of the United States and Mexico on Wednesday failed to reach an agreement on the immigration issue during high-stakes negotiations held at the White House, days before Washington would start imposing five per cent tariffs on all goods coming in from Mexico. Shortly after the meeting, US President Donald Trump took to Twitter to inform that "not nearly enough" progress has been made in the negotiations while reiterating that in case no agreement is reached between the two sides, the tariffs would begin on Monday "as per schedule." "Immigration discussions at the White House with representatives of Mexico have ended for the day. Progress is being made, but not nearly enough! Border arrests for May are at 133,000 because of Mexico & the Democrats in Congress refusing to budge on immigration reform," Trump tweeted. "Further talks with Mexico will resume tomorrow with the understanding that, if no agreement is reached, Tariffs at the 5 per cent level will begin on Monday, with monthly increases as per schedule. The higher the Tariffs go, the higher the number of companies that will move back to the USA!" he said in another tweet. On May 30, the US President had unveiled his plan to levy tariffs on the goods coming in from Mexico if the country does not step up its enforcement actions. In a statement, US warned that if Mexico did not act as Trump demanded, the first round of tariffs would begin on June 10 at five per cent "on all goods imported from Mexico". Tariffs would then go up to 10 per cent by July, 15 per cent by August, 20 per cent by September and reach 25 per cent by October if the demands aren`t met. The statement mentioned that Trump would carry out his threat under authority from the International Emergency Economic Powers Act and that he would lift tariffs only "if the illegal migration crisis is alleviated through effective actions taken by Mexico". Trump has repeatedly claimed that there`s an influx of drugs and criminals from its southern border with Mexico. He has used these claims to justify and press for the construction of a wall on the US-Mexico border. The fresh threats come at a time when the US is already locked in a trade dispute with China.
