The remarks were designed to damage Iran's reputation and provide a pretext for "future actions" against the Islamic republic, he added.

Baghdad, caught between its two main allies -- Tehran and Washington -- also denied any link to the attacks amid media speculation that the drones were launched from Iraq.

Saudi de facto ruler Crown Prince Mohammed bin Salman has said the kingdom is "willing and able" to respond to this "terrorist aggression."

But a tit-for-tat strike on Iranian oil fields is "highly unlikely," Middle East expert James Dorsey told AFP.

"The Saudis do not want an open conflict with Iran. The Saudis would like others to fight that war, and the others are reluctant," said Dorsey, from the S. Rajaratnam School of International Studies in Singapore.

Oil prices soared by 10 per cent in early Asia trading on Monday, while Saudi Arabia focused on restoring production at the plants.

Saturday's explosions set off fires that engulfed the Abqaiq plant, the world's largest oil processing facility, and nearby Khurais, which hosts a massive oil field.

Saudi's energy infrastructure has been hit by the Huthis many times before, but this strike was of a different order, abruptly halting 5.7 million barrels per day (bpd) or about six per cent of the world's oil supply.

"The genie is out of the bottle," said Bill Farren-Price, director of the London-based RS Energy Group.

"It is now clear that Saudi and other Gulf oil facilities are vulnerable to this kind of attack, which means that the geopolitical risk premium for oil needs to rise."

No casualties were reported but the full extent of the damage was not clear.

Aramco also said it will dip into its reserves to offset the disruption. On Saturday, CEO Amin Nasser said that "work is underway" to restore production, but the incident could affect investor confidence ahead of Aramco's stock market debut.

A significant volume of oil production can be restored within days but the company would need weeks to reach full output again, Bloomberg News reported Sunday, citing unnamed sources.

Trump tweeted that he had "authorized the release of oil from the Strategic Petroleum Reserve, if needed, in a to-be-determined amount" that is "sufficient to keep the markets well-supplied."

The president also "informed all appropriate agencies to expedite approvals of the oil pipelines currently in the permitting process in Texas and various other States," without naming specific projects.

Following a phone call between Trump and Prince Mohammed, the White House condemned the attacks on "infrastructure vital to the global economy."

Republican Senator Lindsay Graham, a close Trump ally and a member of the Senate Foreign Relations Committee, said Saturday's attacks showed Iran was not interested in peace and was instead pursuing nuclear weapons and regional dominance.

Others cast doubt on Pompeo's allegations.

"It's credible that the Iranians had something to do with this," said Maloney. "We'll have to wait and see how they'll (the administration) marshal the evidence."

Saturday's attacks follow earlier cross-border attacks on Saudi oil installations and on oil tankers in Gulf waters.

On Sunday the two countries launched joint military patrols in the area, but Erdogan says that Washington has dragged its feet in an operation Turkey sees as crucial to driving the YPG, which it designates a terrorist group, away from its border.

Turkey has warned it will act alone if the safe zone is not established this month, raising the prospect of a third Turkish military incursion into northern Syria in three years.

"The peace corridor is the essential thing. We will not allow a terror corridor on our borders and we will take whatever steps are necessary on this subject," he said.

The U.S. alliance with the YPG in Syria has angered NATO member Turkey, which has faced a decades-long insurgency in its mainly Kurdish southeast and fears growing Kurdish military power on its southern border.

"It is Turkey which is fighting with these terror groups... We are your partner in NATO. You give them the weapons for free that you will not sell for money to your NATO ally," he said, referring to US&nbsp;arms supplies to the YPG.

Establishing the zone 20 miles (32 km) inside northeast Syria would allow refugees in Turkey "to return to their lands, and allow for all their needs - from education, health, shelter - to be met. "He knows when to give up. He is the last person standing but also he's not particularly influential on policy," he said.

"He pushes his views and then he gives up quite early on if he sense that Trump is going in another direction."

Even if turning the former state into two union territories is unprecedented in the history of independent India, national interest as well as the good of the people of the region, is paramount.

Ladakh, which is also a separate Union Territory, will now have a much better chance to protect its unique religious and cultural heritage. The fragile Himalayan ecology of one of India’s most beautiful, rugged, and inaccessible parts must be preserved by regulating the pace and quantum of both development and access to the region. What is more the overt and covert Islamisation of the largely Buddhist area will also be checked. In a few more decades, the entire state, not just the Valley, faced the very real danger of not just being alienated, but lost to India, both culturally and politically. That most Indians understood this instinctively and emotionally even if not intellectually or rationally, is evident in the overwhelming public support for the government surgical strike on Article 370.

But what we might have perhaps failed fully to grasp is that though the constitutional battle has been won, the war over Kashmir is still being waged, but on other fronts. We have very carefully to monitor as well as manage the global narrative on Kashmir. This has been stacked, by and large, against India in the past. Both in the media and only marginally less so in international multilateral or bilateral fora, the United Nations (UN) being the key example of the former, as the United States is of the latter. Luckily, Pakistan has not made much headway in either so far. After getting US President Trump to offer to mediate, Pakistan’s Imran Khan had to eat humble pie after Indian Prime Minister Narendra Modi got Trump to retract. While US meddling, given their own troubles in Afghanistan, cannot be ruled out, India has managed to make its position loud and clear.

As to the UN, it has several platforms where Pakistan is likely to mount its Kashmir offensive. The latest skirmish, at the United Nations Human Rights Commission (UNHRC), is only one instance. India came out on top. On Tuesday, Vijay Thakur Singh, Secretary (East), Ministry of External Affairs, denounced Pakistan’s “state sponsored terrorism” and underscored India’s right to revoke J&amp;K’s special status. Highlighting Pakistan’s shoddy and shameful human rights record, she sarcastically questioned our neighbour right to point fingers at us when “trampling upon them [human rights] at will in their own country.” She accused Pakistan’s of pushing a “malicious political agenda under the garb of human rights.”

Projecting India as a law-abiding, sovereign power, Singh said, “These decisions were taken by our Parliament after a full debate that was televised and enjoyed widespread support. We wish to reiterate that this sovereign decision, like other legislations passed by Parliament, is entirely internal to India. No country can accept interference in its internal affairs, certainly not India.” On Wednesday, first secretary to India’s permanent mission at the UNHRC, Geneva, Vimarsh Aryan, followed up by exposing “Pakistan’s hysterical statements with false, fabricated narratives aimed to politicise and polarize this forum.” Himself from J&amp;K, Aryan excoriated Pakistan for being “the epicentre of global terrorism,” encouraging violence by calling for jihad in J&amp;K and elsewhere.&nbsp;

In addition to trying to foment trouble in the Valley and mounting international pressure on India, Pakistan will also encourage its friends and proxies in foreign media houses to push its case. The leading newspapers and TV channels, not to mention national broadcasters, have often fallen for its victimhood narratives. In India, too, the last vestiges of Lutyens Delhi will also scream day in and day out that things are not normal in Kashmir. But when were they normal, we might ask them. Normalcy is only now returning to the region with the anomalous 370 and 35A being altered. Both India and the world need to accept the new normal in Kashmir. For this the narrative and diplomatic war must supplement the battle-ready formations on the border and the internal law and order machinery in the new Union Territory. Coming back to the UNHRC, let’s be fully prepared for Imran Khan’s tirade on 27th September. &nbsp;

In a few more decades, the entire state, not just the Valley, faced the very real danger of not just being alienated, but lost to India, both culturally and politically. That most Indians understood this instinctively and emotionally even if not intellectually or rationally, is evident in the overwhelming public support for the government surgical strike on Article 370. But what we might have perhaps failed fully to grasp is that though the constitutional battle has been won, the war over Kashmir is still being waged, but on other fronts. We have very carefully to monitor as well as manage the global narrative on Kashmir. This has been stacked, by and large, against India in the past. Both in the media and only marginally less so in international multilateral or bilateral fora, the United Nations (UN) being the key example of the former, as the United States is of the latter. Luckily, Pakistan has not made much headway in either so far. After getting US President Trump to offer to mediate, Pakistan’s Imran Khan had to eat humble pie after Indian Prime Minister Narendra Modi got Trump to retract. While US meddling, given their own troubles in Afghanistan, cannot be ruled out, India has managed to make its position loud and clear. As to the UN, it has several platforms where Pakistan is likely to mount its Kashmir offensive. The latest skirmish, at the United Nations Human Rights Commission (UNHRC), is only one instance. India came out on top. On Tuesday, Vijay Thakur Singh, Secretary (East), Ministry of External Affairs, denounced Pakistan’s “state sponsored terrorism” and underscored India’s right to revoke J&K’s special status. Highlighting Pakistan’s shoddy and shameful human rights record, she sarcastically questioned our neighbour right to point fingers at us when “trampling upon them [human rights] at will in their own country.” She accused Pakistan’s of pushing a “malicious political agenda under the garb of human rights.” Projecting India as a law-abiding, sovereign power, Singh said, “These decisions were taken by our Parliament after a full debate that was televised and enjoyed widespread support. We wish to reiterate that this sovereign decision, like other legislations passed by Parliament, is entirely internal to India. No country can accept interference in its internal affairs, certainly not India.” On Wednesday, first secretary to India’s permanent mission at the UNHRC, Geneva, Vimarsh Aryan, followed up by exposing “Pakistan’s hysterical statements with false, fabricated narratives aimed to politicise and polarize this forum.” Himself from J&K, Aryan excoriated Pakistan for being “the epicentre of global terrorism,” encouraging violence by calling for jihad in J&K and elsewhere. In addition to trying to foment trouble in the Valley and mounting international pressure on India, Pakistan will also encourage its friends and proxies in foreign media houses to push its case. The leading newspapers and TV channels, not to mention national broadcasters, have often fallen for its victimhood narratives. In India, too, the last vestiges of Lutyens Delhi will also scream day in and day out that things are not normal in Kashmir. But when were they normal, we might ask them. Normalcy is only now returning to the region with the anomalous 370 and 35A being altered. Both India and the world need to accept the new normal in Kashmir. For this the narrative and diplomatic war must supplement the battle-ready formations on the border and the internal law and order machinery in the new Union Territory. During his recent visit to the US, Pakistani PM Imran Khan seems to have convinced the American President that if the latter offers to mediate in Kashmir, Pakistan will bring Taliban onboard and facilitate US’ honourable exit from Afghanistan.

When American troops set foot on Afghan soil they did not ask for the Taliban’s permission. So why should they need it now when they are all set to leave? President Trump is contesting elections for a second term and he needs to convey to the American people that he is going to save billions of dollars, which were unnecessarily spent in Afghanistan; hence the hasty retreat.&nbsp;

The truth is that the Americans know the Taliban better than anyone else because of their extensive dealings with the terror outfit: they know the Taliban’s propensity to go back on an agreement. Any American attempt to involve Pakistan to broker the deal with the Taliban is going to be a futile and counter-productive exercise. Yet, they continue to do so.

Pakistan has used extremist groups to attain strategic depth in Afghanistan in order to achieve its objectives. Tomorrow, it could well use Taliban to foment trouble in Afghanistan, India and the region in general.

Afghans perceive Pakistan as their principal enemy because of them, peace has always eluded the landlocked country. Islamabad has consistently created and used radicals in Afghanistan. It has blackmailed that country for long because it offers the Karachi Port for Afghanistan’s import and export needs. Pakistan has consistently supplied low-quality wheat to Afghanistan at high prices, taking advantage of the latter’s geography.

The other big reason for this dislike is the Durand line, which the Afghans believe the British used as a tool to divide the Pashtuns. In 1893, the British split the Pashtun areas keeping Peshawar and FATA belt within the borders of British India while giving a bigger chunk to Afghanistan. Most Pashtuns hope for a united Pashtunistan one day.

There may be some Pakistani friends in Talibani Pashtuns, but all other ethnic groups living in Afghanistan nurse deep animosity towards that country.

It is noteworthy that Tajiks, Uzbeks, Hazaras and Shia tribes living in bordering areas of Iran, hold Pakistan responsible for the disturbances and instability that their country is undergoing.

One can safely conclude that once NATO forces exit from Afghanistan, Pakistan with the help of its Taliban supporters, will let all hell loose, as it had done after the withdrawal of Soviets.

If there is any country which has done developmental work in Afghanistan in the last few years, it is India. The Salma dam, constructed and funded by India in the Herat province, has been named the Afghan-India friendship dam by the government of Afghanistan. Afghanistan’s Parliament has been build by India, which is also supporting numerous other infrastructure projects.

Afghans acknowledge their friendship with India and value the economic cooperation that comes with it. India has built the Chabahar port in Iran and has constructed a road connecting it with the Herat province in Afghanistan.

Pakistan is likely to arm-twist Afghanistan on account of sea connectivity it provides to the latter through the Karachi port. In that scenario, the Chabahar- Herat route can become a lifeline for the Afghans. The current Afghan government earnestly wants India to be involved in talks with the Taliban.

As far as India is concerned, the geopolitical scenario looks grim in the Af-Pak region. In all likelihood, Pakistan will send Taliban guerrillas to foment trouble in Kashmir and try to jeopardise Indian economic activities in Afghanistan.

It will also play spoilsport for Indian trade with the Central Asian republics through the Chabahar-Herat route.

Someone has to persuade Trump to understand that a country, which harboured Osama bin Laden, was never trustworthy in the past and will never be so in the future.

The Salma dam, constructed and funded by India in the Herat province, has been named the Afghan-India friendship dam by the government of Afghanistan. Afghanistan’s Parliament has been build by India, which is also supporting numerous other infrastructure projects. Afghans acknowledge their friendship with India and value the economic cooperation that comes with it. India has built the Chabahar port in Iran and has constructed a road connecting it with the Herat province in Afghanistan. Pakistan is likely to arm-twist Afghanistan on account of sea connectivity it provides to the latter through the Karachi port. In that scenario, the Chabahar- Herat route can become a lifeline for the Afghans. The current Afghan government earnestly wants India to be involved in talks with the Taliban. As far as India is concerned, the geopolitical scenario looks grim in the Af-Pak region. In all likelihood, Pakistan will send Taliban guerrillas to foment trouble in Kashmir and try to jeopardise Indian economic activities in Afghanistan. It will also play spoilsport for Indian trade with the Central Asian republics through the Chabahar-Herat route. Someone has to persuade Trump to understand that a country, which harboured Osama bin Laden, was never trustworthy in the past and will never be so in the future. Experience shows that for talks to achieve real progress, each side's core concerns must be addressed, Wang added.

"If there are only preconditions made for the other side, or lists drawn up, or even trying to use extreme pressure to get the other side to make unilateral concessions, then this didn't work in the past and it won't work now or in the future."

North Korea has so far this year taken a series of positive steps, and has asked the United States to meet them half way, he said.

"We hope that the US&nbsp;side can also take practical measures in this regard and make due efforts to ease the situation and promote dialogue."

But he reiterated previous suggestions from China for sanctions relief for North Korea, though China has signed up the to onerous sanctions North Korea has endured for many years because of its nuclear and missile tests.
