In both notices, the EC stated that the comments made by the leaders are prima facie violative of the Model Code of Conduct (MCC) currently in force ahead of the Lok Sabha elections.

According to clause (2) of Part I 'General Conduct' of the Model Code of Conduct for Political Parties and Candidates, criticism of other political parties should be limited to their policies, programs, record, and work.

Parties and candidates are urged to refrain from criticising aspects of private life not connected with the public activities of other party leaders or workers. Criticism based on unverified allegations or distortion of facts should also be avoided.

Supriya Shrinate vs Kangana Ranaut:

Congress leader Supriya Shrinate stirred controversy when an objectionable post appeared on her Instagram handle, demeaning Kangana Ranaut, BJP's candidate from Himachal Pradesh's Mandi constituency.

ECI issues show-cause notices to BJP’s Dilip Ghosh, Congress’ Supriya Shrinate for remarks against women

West Bengal BJP president Dilip Ghosh on Tuesday triggered a controversy by saying that the Enforcement Directorate (ED) would dig out the illegal properties allegedly amassed by several Trinamool Congress (TMC) leaders and the culprits would spend "the rest of their lives in prison".

While addressing a programme here, Ghosh said, many leaders of the ruling TMC in the state have made a lot of "illegal" money and "no one will be spared".

"The ED will trace the illegal money and assets. And those TMC leaders will spend rest of their lives in prison," the BJP leader said.

Reacting to Ghosh's comment, senior TMC MP Sougata Roy said, "such statements only prove how the BJP uses central agencies like ED and CBI to pursue their political goals".

"The ED and the CBI have been looking after several cases in Bengal for the last so many years. But to date, nothing has happened. Dilip Ghosh should stop making such laughable comments to energise party cadres," he said.

Referring to the state assembly polls due in April-May next year, the BJP leader said, everyone, will be able to exercise his/her vote freely as central paramilitary forces will ensure a free and fair election.

"I want to assure all that the central government is with you. The Central forces will ensure free and fair assembly election in the state. People will be able to exercise their democratic right without any fear. State police personnel will not be allowed near the polling booths," Ghosh said.

Alleging that a section of TMC workers are still "attacking and terrorising" BJP workers and the common man, he said, the "days of the TMC government are numbered".

Speaking on the poll strategy of the BJP for the assembly polls, Ghosh said, "the party will have a special focus on a social media campaign, and that is why Amit Malviya, who is the BJP's IT cell chief, has been deputed as the co-in charge of the state."

Ghosh also denied to attach much importance to the Congress-CPI(M) alliance in the state and said, both the parties have already been rejected twice, in the 2016 assembly polls and the 2019 Lok Sabha polls.

"The country`s own breed of cows have a special characteristic. There is gold mixed in its milk and that is why the colour of their milk is golden. There is a `Nari` (blood vessel) that helps produce gold with the help of sunlight. So, we have to keep those (local) cows. If we drink `desi` cow milk, we will become healthy and can prevent diseases," he said at a `Gopa Ashtami` programme here.

"The breeds of cows that we bring from abroad are not cows. They are a kind of `janwar` (beast). These foreign breeds don`t sound like cows. Those are not our gaumata, but our aunties. It is not good for the country if we worship such aunties," he said.

The BJP leader asserted that cow is "our mother" and threatened of action against those who "misbehave" with the animal.

"Cow is our mother. We stay alive by consuming cow milk. So, if anyone misbehaves with my mother, I will treat them the way they should be treated. On the holy soil of India, killing cows and consuming beef is a crime," he said.

Ghosh courted controversy when he attacked "few intellectuals" for having beef on roads and asked them to consume `dog meat` at their homes.

"Few intellectuals eat beef on roads. I tell them to eat dog meat too. Their health will be fine..., but why on roads? Eat at your home," he said.

This is not the first time that Ghosh made controversial remarks on various issues.&nbsp;In September, Ghosh had claimed that "bribe" worth Rs 2 lakh was being offered to prove people were committing suicides in West Bengal due to National Register of Citizens (NRC).

Earlier this year, a case was registered against the West Bengal BJP chief for reportedly asking his party workers to beat up their TMC counterparts and police.

He made the purported comment in connection to the recent clashes between TMC and BJP party workers in the state.

Talking to reporters on the last day of filing nominations for the rural polls to be held in three phases from May 1, BJP state president Dilip Ghosh said the party would fight the panchyat polls with all their strength.

“If the TMC tries to unleash violence on the day of the polls, it will be paid back in the same coin. If they attack us with bombs and pistols, we won’t greet them with a plate of sweets,” he said.

“We have worked hard to ensure that our candidates file their nominations. Now as it is clear that the central forces will not be deployed for panchyat elections. We have to be prepared for all eventuality. We will fight till the end,” Ghosh said.

The Supreme Court today refused to extend the last date for the filing of nominations for panchayat polls saying it could not interfere with the election process.

The top court, however, granted liberty to all candidates to approach the West Bengal State Election Commission for appropriate relief.

The BJP had on March 6 told the apex court that “democracy is being murdered” in West Bengal as the ruling TMC was engaged in large-scale violence and not allowing its candidates to file nominations for the upcoming panchayat polls.

It had also sought availability of nomination papers online, extension of the last date for filing these papers and deployment of paramilitary forces in the state in the run-up to the polls.

The TMC leadership welcomed the apex court’s ruling.

“We have full faith in and respect for judiciary. We requested the State Election Commissioner to ensure free and fair elections and not to give in to the pressure tactics of opposition parties,” TMC secretary-general Partha Chatterjee said.
