"Proper trainings were organised to understand the new laws. Those who received the training were given handbooks to understand the new laws," a senior officer of the Delhi Police said. In January this year, a 14-member committee was constituted to study the laws and prepare the study material for the Delhi Police personnel. The committee was led by Special Commissioner of Police Chhaya Sharma and comprised DCP Joy Tirkey, Additional DCP Uma Shankar and other officers. During the last 15 days, the Delhi Police personnel initiated a trial process where they registered dummy FIRs, said the officer. "The Investigative Officers (IOs) captured pictures and recorded the crime scene with their mobile phone cameras and subsequently uploaded them on the e-Praman Application," said the officer. As per the new law, the evidence collection process at the crime scene will be mandatorily videographed to prevent evidence tampering, another police officer said. "There will be helpline numbers for the IOs to help them in understanding the law," said the police officer.

The three bills passed are&nbsp;the Bharatiya Nyaya (Second) Sanhita,&nbsp;Bharatiya Nagarik Suraksha (Second) and&nbsp;Bharatiya Sakshya (Second) Sanhita which will replace&nbsp;the Indian Penal Code (IPC),&nbsp;Code of Criminal Procedure (CrPC) and&nbsp;the Indian Evidence Act respectively.&nbsp;

During the debate on the bills, Shah said the proposed laws have a clear definition of&nbsp;terrorism, scrap sedition as a crime and introduce a new section titled "offences against the state".

Organised crime, terrorism, and murder by a group of five or more on the basis of caste, language or personal belief have been added as offences. Additionally, Shah said there will be a provision for the death penalty for the crime of mob lynching.&nbsp;

One of the biggest gripes that ordinary citizens had with the previous laws was the tardiness of the justice system. Shah said under the new laws, the accused will get seven days for a plea for acquittal. Meanwhile, the judge has to hold the hearing in those seven days and in a maximum time of 120 days, the case will come to trial.

<h2>Removing colonial identity&nbsp;</h2>

Shah added that the previous laws reflected a colonial mentality and that the revamped laws will be in line with 'Indian thinking'.&nbsp;

"The three new bills seek to establish a justice system based on Indian thinking. Three proposed criminal laws will free people from the colonial mindset and its symbols," Shah said.

"For the first time, the criminal justice system will have the human touch. Till we repeal these old laws, we are still following laws made by the UK government. We still use English words like Her Majesty, British Kingdom, the crown, barrister, ruler after 75 years of independence," he added.&nbsp;

The bills were passed even as 97 opposition MPs remained suspended and away from the all-important proceedings. The three bills were first introduced in the house in August during the monsoon session of the Parliament.&nbsp;

<h2>Harming woman's mental health a 'cruelty'</h2>

PTI reported that Section 86 of the BNS now includes harming of a woman's mental health in the definition of 'cruelty'. In the former version of the bill, a jail term of three years was prescribed for a husband or the married woman' in-laws if they treat the woman cruelly.

The Section however, did not define what amounts to "cruel treatment", as reported by PTI , and this has now been added. The definition now has been significantly extended and considers the woman's mental health in addition to her physical well-being.

The second addition to the BNS is about revealing a sexual assault survivor's identity. The bill now reportedly prescribes two-year jail sentence if anyone reveals the victim's identity from court proceedings without the victim's permission.

The bills that seek to replace the previous criminal codes were introduced in Lok Sabha, the lower chamber of Parliament of India, on August 11. Other than the Bharatiya Nyaya Sanhita (BNS), the other bills were &nbsp;Bharatiya Nagarik Suraksha Sanhita, and the Bharatiya Sakshya Adhiniyam bills.

These bills are aimed at replacing Code of Criminal Procedure Act (1898), the Indian Penal Code (1860) and the Indian Evidence Act (1872) respectively.

Union Minister of State for Home G Kishan Reddy said here on Sunday that the Centre is planning on bringing amendments in the Indian Penal Code (IPC) and Code of Criminal Procedure (CrPC).

Kishan Reddy, who dedicated the Amberpet Assembly constituency’s CCTV network, wherein a total of 280 CCTV cameras were installed, said “the Central government is planning to make changes to the IPC and CrPC. We are also seeking suggestions on this (to amend IPC, CrPC),” an official statement said.

Speaking about the Rashtriya Raksha University, he said, “This (proposed) University (at Gujarat) will bring about key changes in the functioning of the country’s police system.”

On the National Forensic Sciences University, he said “it would enable students in the country to enrich themselves in law, criminology and other related disciplines, as well as excel in forensic science research”.

Two bills to set up the National Forensic Sciences University and the Rashtriya Raksha University were passed by Lok Sabha and Rajya Sabha last month.

He said under the Centre’s Safe City project (especially for surveillance, protection of women and rapid criminal investigation), eight cities including Hyderabad have been selected.

Kishan Reddy also said the closed circuit surveillance cameras were set up with the good intention of helping the authorities, especially the police, in matters of public safety.

“I appreciate the efforts being made by the police to bring their services closer to the people using the latest technology,” the Union Minister said.

Kishan Reddy further said urbanisation is accelerating in all cities of the country including Hyderabad.

“We are taking all measures for a smart police policy in the face of rising crime. The central government is working to bring in a better police system to curb it.”

Amberpet MLA Kaleru Venkatesh, Hyderabad Commissioner of Police Anjani Kumar were among those who also spoke.

Though the party fell short of the halfway mark of 112 by seven MLAs, it was invited by the governor Vajubhai R. Vala to form the government.&nbsp;

The Congress and the JD(S) had entered into a post-poll alliance and together with 115 MLAs, also staked claim to form the government.

Elaborate security arrangements have been put in place in Rajasthan ahead of the countrywide shutdown on Tuesday called by groups opposed to caste-based reservations, a senior police official said.

Prohibitory orders under section 144 of the CrPC have been imposed in Jaipur city. Mobile internet service has also been blocked for 24 hours in Jaipur from Monday night as a precautionary measure, the official said.

The 'Bharat bandh' call has been made on social media only and no organisation here has so far come forward to support it, the official said.

"Therefore, for the last four-five days, police have held meetings with all the main organisations, market associations,? transport organisations, political organisations and other groups in all the districts asking them to maintain law and order," Additional Director General of Police, Law and Order, NRK Reddy told PTI.

"Meetings have held with all such organisations from police station level to the level of SP and collector in all the districts but no organisation has so far come in support of the bandh call. 
"This is running on social media with no ownership and no responsibility but it has been made clear that strict action will be taken if anyone tried to disrupt peace," he said.

With no ownership and no responsibility, it is likely that anyone can come and disturb peace so we have to ensure that strict action is taken against all such elements be it any caste association or any community association, he said.

There will be no procession, public gathering on Tuesday. Range IGs, district SPs, police commissioners have been given clear instructions to take prompt action against any such activity.

Additional policemen and battalions of RAC have been provided to various district. BSF and CRPF battalions are also being deployed as per requirements of districts, he added.
