The recent leak of data from Credit Suisse, an investment banking firm registered in Switzerland which implicated the ex-ISI chief, General Akhtar Abdur Rahman Khan, has again brought to light the extent to which greed and corruption run amok in the Pakistan Army, especially among its Generals, a report said on Friday.

General Rahman had reportedly helped funnel billions of dollars in cash and other aid from the United States and other countries to the mujahedeen in Afghanistan to support their fight against the Soviet Union in the 1980s.

These leaked documents only touch the tip of the iceberg as far as how much the top Generals of the Pakistan Army skimmed in the name of the Holy War against the Soviet occupation of Afghanistan, The Times of Israel said.

The report asserted that the motto of the Pakistan Army officers seems to be 'Greed is Good'. There are innumerable scandals and sordid stories of the financial bungling, bribery, extortion, influence peddling by serving and retired generals for personal profit.

There are also reports of their involvement in smuggling rackets and narcotics trafficking.In fact, in the 1990s, then Army Chief Aslam Beg and ISI Chief Asad Durrani proposed to start their own narcotics business to fund the 'jihad'&nbsp;against India and in Afghanistan, as also other parts of the world, the report said, citing a Washington Post article.

It is suspected that many Pakistani generals and bureaucrats have had secret Swiss Bank accounts with some of these accounts getting closed later because the money was either moved elsewhere or invested in business or property, the report said, citing the example of General Rahman`s sons who are one of the richest families in Pakistan with vast business interests.

The report enlists several examples of scandals and corrupt deals that the Pakistani Generals have been involved in over the past few years, including running extortion networks and protecting and partaking in smuggling networks in Balochistan, leasing out government properties at extremely low prices and even taking bribes in defence deals.

The corruption reaches the highest levels of the army with former Army Chief General Ashfaq Kiyani's brothers involved in a multi-billion rupee housing scandal in Islamabad.

A Quetta Corps Commander Lt Gen Asim Saleem Bajwa gained notoriety as "General Papa Jones" or "General Pizza" after an expose of how his family had invested tens of millions of dollars in the Papa Jones Pizza chain in the US and his sons were given lucrative contracts when this General was serving as the head of the ISPR.

Despite the furore, no action, not even an inquiry was ordered. The report also highlighted that it is not as if the Generals of Pakistan Army are underpaid and hence incentivised to be corrupt. Corruption runs amok among Pakistani Army Generals: Report

Police and judiciary are the most corrupt institutions in Pakistan, revealed Transparency International Pakistan survey published on Wednesday (December 8). After police and the judicial system, tendering and contracting was ranked as the third most corrupt sector. The survey is a compilation of the perception of levels and frequency of corruption faced by commoners daily.&nbsp;

The analysis of data collected after the survey revealed that a vast majority 85.9 per cent of people considered that the federal government's self-accountability to be unsatisfactory. Also, a large population of Pakistanis (72.8%) believe that public sector corruption is present at the grassroots levels. &nbsp;

As per the data, If we compared the three federal governments, the majority of Pakistanis (92.9%) consider inflation and price hike to be the highest in the current Imran Khan-led Pakistan Tehreek-e-Insaf (PTI) government (2018-2021). Compared to 4.6% in PML N government (2013-2018) and 2.5% in PPP government (2008-2013). 12.&nbsp;

Also, around 85.9% of people in Pakistan said that their income levels have rather squeezed and decreased during the last three years.&nbsp;

TIP has conducted National Corruption Perception Surveys five times: NCPS 2002, NCPS 2006, NCPS 2009, NCPS 2010 and 2011. After a gap of over 10 years, NCPS has been revived and a survey was conducted in all four provinces from October to October 27 with 1,600 respondents.&nbsp;

Meanwhile, the survey also revealed that the health sector has climbed to become 4th in the corruption list since the last NCPS 2011. Amid the coronavirus (COVID-19) pandemic, it appears to be a grim reality that the country is facing.&nbsp;

Police (41.4 per cent), judiciary (17.4 per cent) and contracting and tendering (10.3 per cent) are the three most corrupt sectors.&nbsp;

The survey further revealed that According to the Judicial Statistics of Pakistan 2020 report by the National Judicial (Policy Making) Committee, there are 46,698 cases pending in Supreme Court and 1,772,990 cases pending in District Judiciary.&nbsp;

As per the survey contracts of roads (59.8 per cent), cleanliness and garbage collection (13.8 per cent), access to water (13.3 per cent) and the drainage system (13.1 per cent) are top the list of public services for which people have to pay bribes to get access to.&nbsp;

According to the survey, the three most important causes of corruption are weak accountability (51.9 per cent), the greed of powerful people (29.3 per cent) and low salaries (18.8 per cent), said the Pakistani publication.&nbsp;

The Pakistan Muslim League - Nawaz (PML-N) on Saturday passed a resolution in the Punjab Assembly, condemning party president Shehbaz Sharif`s arrest in connection with his alleged involvement in the Ashiana Iqbal Housing Scheme case.

The resolution noted that the Pakistan Tehreek-e-Insaf (PTI)-led government is using the unfair ruse to salvage their failed governance, Geo News reported.

The National Accountability Bureau (NAB) on Friday arrested Shehbaz on Friday for his alleged involvement in the Rs 14 billion scam and produced him before accountability court judge Najmul Hasan.

The NAB has been granted a 10-day physical remand of Shehbaz.

He is accused of having provided contracts at high rates to unqualified companies of his friends.

Shehbaz was arrested on charges of misusing authority and corruption in the housing scheme during his tenure as the chief minister of Punjab province from 2013 to 2018.

Former Pakistan Prime Minister Nawaz Sharif, who is himself jailed for his involvement in corruption references, termed the "ridiculous" arrest of his brother Shehbaz Sharif as the PTI government`s "worst victimisation."&nbsp;

The Express Tribune reported that NAB Chairman Justice (Retd) Javed Iqbal, in a meeting at the headquarters on Tuesday, said 347 corruption references from the Lahore Bureau were currently under trial. Moreover, 275 references were from NAB Karachi, 185 references were from NAB Khyber-Pakhtunkhwa, 97 were from NAB Balochistan, 171 were from NAB Rawalpindi, 34 references were from NAB Multan and 29 corruption references were from NAB Sukkur.

NAB Chairman Justice (Retd) Javed Iqbal further directed that inquiries and investigations pending in various regional bureaus, which were not finalised within the stipulated time period of 10 months, should be completed at the earliest.

The respective accountability courts should be requested for early hearing of corruption cases in order to recover the hefty misappropriated amount of Rs 900 billion, the NAB chief further directed.

In addition to this, Justice Iqbal further instructed to improve the annual grading system which evaluates the annual performance of officials, the report said.
