British Prime Minister Boris Johnson on Sunday urged world leaders attending the UN climate change conference in Glasgow to commit to cutting carbon emissions, warning efforts to halt runaway global warming will fail if they do not.

"If Glasgow fails, then the whole thing fails," he told a news conference after a meeting of G20 leaders in Rome, where they agreed a target to limit global warming to 1.5 degrees Celsius.

COP26 president Alok Sharma opened the two-week summit in Scotland's biggest city earlier on Sunday, saying the talks were the "last, best hope" to keep that target alive.

Johnson echoed that ultimatum, even after the landmark 2015 Paris Agreement, which saw countries agree to cap global warming to "well below" 2C above pre-industrial levels, and 1.5C if possible.

"If we don't act now, the Paris Agreement will be looked at in the future not as the moment humanity opened its eyes to the problem but the moment it flinched and turned away," he told reporters.

Johnson, whose government has outlined plans to reach net-zero carbon emissions by 2050, welcomed moves to reduce pollution from countries including Saudi Arabia, Russia and the United States.

But he said that, and a G20 commitment to reduce reliance on coal in the coming years, were "but drops in a rapidly warming ocean".

An increasing number of countries had outlined carbon reduction plans in the run-up to the summit, he said, but it was still not enough.

"If we are going to prevent COP26 from being a failure, then that must change," he added, warning that without further action, the Paris Agreement would be "just a piece of paper".&nbsp;

Johnson, known for his political optimism, put the onus on his fellow leaders to make "real progress".

Asked specifically about the chances of success at the summit, he said: "Six out of 10. It's nip and tuck. It's touch and go. We could do it or we could fail by the middle of November.

"We've inched forward (at the G20). We've put ourselves in a reasonable position for COP in Glasgow but it's going to be very difficult in the next few days."

These gases trap the sun’s heat inside the earth’s atmosphere, causing the temperature of the planet to rise.&nbsp;

3. Why is this dangerous?

As Earth gets hotter and hotter, it affects your regular weather programming. So the world will experience more extreme climate events. Here are a few examples:&nbsp;

The 2015 Paris Agreement was a landmark moment because it was there for the first time that almost all the world’s countries agreed to cut greenhouse gas emissions.

It was agreed that efforts would be undertaken to limit global temperatures rise to 1.5 C and a promise to achieve&nbsp;net zero emissions&nbsp;between 2050 - 2100. Each country had to set their own emission-reduction targets and review it every five years.&nbsp;

7. Have countries acted on their pledges?

There remains a substantial gap between what governments have promised to do, and the actions they have taken.&nbsp;

The US, the world’s biggest polluter, has promised to cut emissions of GHG by 50 -52% by 2030 compared to 2005 levels. China and Saudi Arabia have set targets to be carbon-neutral by 2060, but experts say this is meaningless unless action is taken now.&nbsp;

So far only Canada, Denmark, the EU, France, Germany, Hungary, Japan, South Korea, Luxembourg, New Zealand, Spain, Sweden, and the UK have signed net-zero commitments into law.&nbsp;

India, the world’s third biggest emitter of GHG after China, has declined from announcing a net zero target. In 2015, India committed to cutting the emissions intensity of its GDP by 33%-35% by 2030 from 2005 levels.

Only 2 countries, Suriname and Bhutan, have already achieved net zero emissions.

In all, over 120 countries have set some form of net-zero targets.&nbsp;

8. A brief segue: What is a net zero emissions target?

Think of it as a scale. On one hand, we have greenhouse gases that are not good for the planet and we have natural process (trees) which can offset them. So there needs to be a balance between GHG emissions produced and GHG taken out of the atmosphere.&nbsp;

’Net zero emissions’ means not producing more greenhouse gases than the environment can offset. But once we stop emitting GHG from fossil fuels, we still need to deal with the emissions that we have already put in the atmosphere over the years. The world has decades of past harm to repair.&nbsp;

9. What is the solution?

First, forget the existence of fossil fuels. The International Energy Agency says that there can be no new coal, oil or gas projects if the world wants to meet their net zero emission targets by 2050.

Fossil fuels are the largest source of GHG emissions.

Shifting to renewable energy is key. Solar, wind and renewable hydrogen do not emit GHG and it is clean, reliable and will become affordable with time. Ahead of COP26, here are 10 questions to understand climate change

Nepal&nbsp;has been going through one of the worst&nbsp;climate&nbsp;catastrophes in recent years. From the massive glacier melt in Himalayas to landslide in the hills and vigorous flood in Terai, the results of climate change are felt in Nepal every day.

Leading a delegation, Prime Minister Sher Bahadur Deuba has left for Glasgow to attend the COP26. Deuba will attend the official opening ceremony of the conference on November 1 and will then deliver Nepal’s national statement at the summit.

Speaking to WION’s Nepal correspondent Saloni Murarka, British Ambassador to Nepal, Nicola Pollitt, spoke on what to expect out of the COP26 climate conference and how Nepal can expect of the conference. The envoy also assured that UK will help Nepal mitigate climate crisis.

WION: What can Nepal expect out of COP26?&nbsp;

Nepal is a very vulnerable country in terms of climate change. There are three areas where Nepal can hope to benefit from COP26.

First, global commitment to reduce carbon emissions. It is really important for country like Nepal, where the warming of global temperature is having such clear and devastating affect. So, having to come together and reduce the carbon emissions to net-zero by 2050 is really important.&nbsp;

Secondly, equally important for Nepal is the commitment and agreement on what we call adaptation— for example, which are the changes the communities need to make at the local level to help them adapt to&nbsp;some of the disasters and the changes they are seeing as result of&nbsp;climate&nbsp;change. And having developed countries to support and commit and funding the changes that are needed in the adaptation work.&nbsp;

Third area is financing, where developed countries are committed to find $100 billion of climate financing annually. It’s really important that both the commitments are met. Also, countries like Nepal can access that finance and find ways the help and support they need.&nbsp;

WION: Nepal is one of the poorest countries and vulnerable to climate change. How do you think Nepal can strike a bargain with developed countries in COP26?&nbsp;

At COPs, countries negotiate as groups and Nepal is part of Least Developed Countries Group, which is led by Bhutan. So, they will be able to get together with other countries and support each other to&nbsp;make their voices heard. That is why we really pleased that Prime Minister Deuba is leading a delegation there.&nbsp;

WION: Countries like Russia and China have decided to miss the conference. They will be joining virtually, but their absence is significant given their contribution to global emissions. Do you think this sends any message to the world community of their engagement?&nbsp;

We obviously wanted to get as many leaders as possible together face-to-face, and it’s been a bit of a challenge during the COVID pandemic. But we are expecting 130 world leaders to be there and that in itself is really important to have those leaders in a room making these commitments. It really shows you the urgency to tackle climate change.

WION: How is UK helping&nbsp;Nepal&nbsp;in fighting climate&nbsp;change?&nbsp;

We have been working with the Nepal government on climate change and environment sustainability for many years. We have contributed £350 million over the last five years to climate change programs. The support will continue in climate change programs over the coming period, too. The UK has doubled its overall climate financing globally to £11.6 billion over five years as well. So, to help Nepal in accessing that money is another important role that we can play.

WION: Do you think this year’s COP26 will be the potential turning point in the global fight against climate change?&nbsp;

I think we have to be optimistic. This is such a serious issue. We have to be optimistic about COP26 and leaders there as to what they will commit to and how will they achieve it. It’s very important that we continue both the support and highlighting the importance of implementing all the commitments. Because, without real action and real policy change on the ground, it is not going to be enough. So, it will be our job that when leaders return, we try to ensure that we execute the commitments on the ground.&nbsp;

Nepal vulnerable to climate change, UK will support through climate financing, says British envoy

The United Nations report suggests that current commitments to cut greenhouse gas emissions put the planet on track for a 2.7-degree Celsius temperature rise this century. This comes as another blaring warning ahead of the high-stakes COP26 climate summit.

Prime Minister Narendra Modi will be visiting Italian Capital Rome and United Kingdom's Glasgow next week for two crucial summits — the G20 summit and the 26th United Nations Climate Change conference (COP26).

He will be leaving for Rome on October 28 and will be in the city for the 16th G20 leaders' summit that takes place on&nbsp;October 30-31. It will naturally be an occasion for number of bilateral on the sidelines of the annual meet of the 20 most powerful economies.

The key priorities under Italian presidency will be on dealing with the Covid crisis and&nbsp;its economic impact. Last year, the summit took place virtually under the Saudi Presidency due to the Covid pandemic. That was the first time the summit happened virtually in more than a decade since its formation.

However, there will be few notable absentees who&nbsp;won't be present in person at the summit. The ones who won't be able to attend&nbsp;the summit in-person are Russian president Vladimir Putin, Chinese President Xi Jinping, Japan's new PM Fumio Kishida, South Africa's President Cyril Ramaphosa and Mexican President Andres Manuel Lopez Obrador. While the Japanese PM and President Cyril Ramaphosa will be busy with elections during those dates, the Russian President had to skip the summit due to covid crisis at home.

Absence of Japanese, Russian and Chinese leaders means no in-person trilaterals such as JAI (Japan, America, India) or RIC (Russia, India, China) will happen. It had traditionally become a part of key meets on the sidelines of the G20 meetings.

Climate change will be another key focus at the G20 summit, which comes ahead of the crucial Glasgow climate summit from October 31 to November 12.

PM Modi will leave Rome on October 31 for Glasgow and he will address the meet on November 01. He is also expected to hold in person talks with UK Prime Minister Boris Johnson, something both sides were waiting for. This comes a little after the&nbsp;UK PM was invited to be the chief guest at India's republic day parade earlier this year, which was cancelled due to the Covid pandemic.&nbsp;Later, PM Modi was scheduled to visit G7 leaders meet as special guest which also met the same fate.
