China's State Council has announced plans to bolster support for its equipment upgrades and consumer goods trade-in programs, as reported by state media on Friday. This move comes as part of the government's efforts to stimulate domestic demand and reinvigorate the nation's economic growth.

During a recent cabinet meeting, officials outlined a strategy to expand the scope of equipment upgrades beyond current sectors. The initiative will now encompass energy, electricity, and battery industries, signalling a broader approach to modernising China's industrial base.

The State Council emphasised the significance of these programs, stating, "Large-scale equipment upgrades and replacement of consumer goods are a strong driving force, and increasing policy support will help better release the potential of domestic demand." This statement underscores the government's belief in the effectiveness of these measures to spur economic activity.

In a notable development, the cabinet revealed plans to coordinate the allocation of ultra-long special treasury bond funds to further promote equipment upgrades and consumer goods trade-ins. While specific details were not provided, this financial commitment demonstrates the government's determination to support these initiatives.

The announcement also outlined several concrete measures aimed at encouraging consumer participation in the trade-in programs. The government pledged to increase subsidies for the scrapping and renewal of used automobiles and home appliances. Additionally, financial support will be provided for the recycling of waste electrical and electronic products, aligning with environmental sustainability goals.

To streamline the process and remove potential barriers, the cabinet committed to simplifying the approval procedure for scrapping and renewing old ships and trucks. This move is expected to accelerate the replacement cycle in the transportation sector and contribute to the overall modernization of China's logistics infrastructure.

These latest announcements build upon a plan issued by the cabinet in March, which initially set out to support large-scale equipment upgrades and consumer goods trade-ins. The March initiative was introduced as a strategic measure to boost investment and consumption amid concerns over the fragility of China's economic recovery.

The urgency of these measures is underscored by recent economic indicators. China's retail sales in June rose by only 2% compared to the previous year, falling short of expectations and marking the weakest growth in 18 months. This sluggish performance has been attributed to deflationary pressures, which have forced businesses to implement significant price cuts across various sectors, including automotive and apparel.

By expanding and reinforcing these programs, the Chinese government aims to create a virtuous cycle of increased consumer spending, industrial upgrading, and economic growth. The focus on equipment upgrades in key sectors like energy and batteries also aligns with China's long-term goals of technological advancement and sustainable development.

Macron said that too often in the past, European countries had come to China with widely varying agendas with some seeking more openness and others wary of more granting more access to their markets.

“We need a coordinated European approach ... that gives China more visibility about our agenda,” Macron said after a commercial contract signing ceremony.

“That’s why France is in favour of defining strategic sectors where we want to protect investments... It’s a question of sovereignty as you yourselves have understood very well,” Macron added, seated next to his Chinese counterpart.
