While officials choreograph the biggest divorce deal in EU history, it remains unclear whether May can get a deal passed by parliament where opponents have warned she is betraying Brexit by signing up the United Kingdom to EU subjugation.

Sterling jumped half a percent to as high as US $1.2917 on Lidington's comments.

The EU wants to get agreement on a draft deal by the end of Wednesday at the latest if there is to be a summit this month to approve it. Some EU diplomats said they didn't have high hopes of a breakthrough this week.

The attack involved Novichok, a military-grade nerve agent developed by the Soviet Union during the Cold War. The two Russians survived but a third person died after exposure.

Under the US law, the State Department must slap further sanctions three months after its initial determination unless a country proves it has reversed course on chemical and biological weapons, for example by inviting in international inspectors.

Russia has denied involvement in the Salisbury attacks and has promised reciprocal measures to all US sanctions.

Britain's Prince Harry helped to raise the Invictus Flag on Sydney Harbour Bridge on Friday (October 19), after climbing the famous coathanger with Australian Prime Minister Scott Morrison.

The Duke of Sussex was also accompanied by Invictus Games athletes on the climb.

"The new skills-based system will make sure low skilled immigration is brought down and set the UK on the path to reduce immigration to sustainable levels, as we promised.&nbsp;

"At the same time we are training up British people for the skilled jobs of the future."

The announcement follows a government-commissioned report that last month recommended a level playing field for people coming from overseas but restrictions on low-skilled workers.

May said that those wanting to live and work in Britain for the long term would need to earn a minimum salary, and would only be able to bring their family if sponsored by their future employers.

However, she conceded that immigration policy could be affected by Britain's future trade deals.

The EU may seek to negotiate continued preferential treatment in return for Britain's access to its single market, while other countries could also seek visa waivers as part of their own trade agreements.

"The ability of people from trading partners to deliver services and student exchange programmes will form part of future trade agreements," the prime minister said.

The government has always promised to give lawmakers a vote on the final exit deal it negotiates with the EU. Ministers originally wanted to make this a vote to either accept the deal or to leave without a deal.

To avoid a rebellion, May proposed a plan whereby, if parliament rejected its deal, ministers would have 28 days to come up with a plan of action and present it to lawmakers.

This was not enough to convince the rebels. Ministers then agreed to discuss ways to add additional checks and balances to the process. The government said it would discuss a three-part alternative proposal put forward by one of the rebel lawmakers.

The government has agreed to consider ways to implement the first two parts of pro-European lawmaker Dominic Grieve's plan.

The first part of Grieve's plan means that if parliament votes against the government's deal, ministers have 21 days to come back with a plan of action, which must then be approved by a vote in parliament&nbsp;within seven days.

Compared to the government's proposal, this is a shorter time to respond, and gives parliament a vote to approve the response.

Britain's markets watchdog will press ahead with a new premium listing next month aimed at attracting companies like state-controlled Saudi Aramco to London, although the rules have been "refined" following investor criticism.

Britain is keen to promote London's leading position as a financial centre as it leaves the European Union but some lawmakers had questioned if the original proposal for listings by sovereign-controlled firms could weaken investor protection.

The FCA said it was pressing ahead, despite criticism of its plans by major institutional investors when they were first circulated in July last year.

"The FCA thinks there is considerable benefit to investors if corporate issuers agree to meet these additional premium requirements," the watchdog said in a statement accompanying an 83-page document outlining the new rules on Friday.

The FCA said it had made some changes following feedback, including the requirement that the election of independent directors be subject to approval from independent shareholders.

There would also be a requirement for "timely disclosures" on transactions between the sovereign and the issuer.

But there will not be a requirement for a controlling shareholder agreement, and no need for an advance sponsor opinion or advance approval by independent shareholders of certain transactions with the sovereign or its associates.

"These rules mean when a sovereign controlled company lists here, investors can benefit from the protections offered by a premium listing," FCA Chief Executive Andrew Bailey said.

The watchdog said responses to its consultation were "polarised", with big investors mostly against, and all others generally supportive.

The Investment Association, which represents big shareholders, said it was disappointed by the lack of a requirement for independent votes on the changes made. It also wants a review of the new listing category after two years to check for any unintended consequences.

"We continue to oppose the inclusion of companies in this new segment in all major equity indices as this would force UK savers to invest in these companies despite the loss of valuable and hard-won investor protections," the IA's chief executive Chris Cummings said in a statement.

Nick O'Donnell, a partner at law firm Baker McKenzie, said that overall the FCA had stuck to its guns while central planks of corporate governance standards, such as being part of a FTSE index not being automatic, remain intact.

"Although the proposal has often been linked with the possible Saudi Aramco IPO, the reality is this is much wider than that. There are a lot of other companies that have been looking at this segment," O'Donnell said.

A premium listing in London would typically require a float of at least 25 per cent of a company's shares, but the new category could allow a smaller float, the FCA said.

"Some very large companies can make a credible case for a liquid market at a free float of less than 25 per cent," it said.

"As allies, we expect that the United States will refrain from taking action to harm Europe's security interests," said the letter to US Treasury Secretary Steven Mnuchin and Secretary of State Mike Pompeo.

French Economy Minister Bruno Le Maire said the three countries and the EU were asking the US "to exempt European businesses doing legitimate trade in Iran from all extraterritorial American sanctions".

"Those businesses must be able to pursue their activities," he wrote on Twitter.

The plea comes as European leaders scramble to save the hard-fought deal signed between Iran and world powers in 2015 under which Tehran agreed to limits on its nuclear capacities in exchange for relief from crippling economic sanctions.

US tariffs 'unjustified', Britain's May tells Trump on call

The world’s major industrial democracies spend at least $100 billion each year to prop up oil, gas and coal consumption, despite vows to end fossil fuel subsidies by 2025, a report said on Monday ahead of the G7 summit in Canada.

Britain, Canada, France, Germany, Italy, Japan and the United States - known as the Group of Seven (G7) - pledged in 2016 to phase out their support for fossil fuels by 2025.

But a study led by Britain’s Overseas Development Institute (ODI) found they spent at least $100 billion a year to support fossil fuels at home and abroad in 2015 and 2016.

“Governments often say they have no public resources to support the clean energy transition,” the study’s lead author Shelagh Whitley told the Thomson Reuters Foundation.

“What we’re trying to do is highlight that those resources are there (but) it is being used inefficiently.

“The G7 have pledged to phase out fossil fuel subsidies, but they don’t have any systems in terms of accountability to meet the pledges - they don’t have roadmaps or plans,” added Whitley, head of the ODI’s climate division.

Researchers scrutinized and scored each country against indicators such as transparency, pledges and commitments, as well as their progress toward ending the use, support and production of fossil fuels.

France was ranked the highest overall, scoring 63 out of 100 points, followed by Germany (62), Canada (54) and the UK (47), the report said.

The United States scored lowest with 42 out of 100 points due to its support for fossil fuel production and its withdrawal from a 2015 global pact to fight climate change.

Britain will publish a revised counter-terrorism strategy on Monday designed to cope with what it said was a shift in the threats the country faces as militants of all ideologies adopt new tactics.

"In summary we expect the threat from Islamist terrorism to remain at its current, heightened level for at least the next two years, and that it may increase further," the ministry said in a statement.

The threat level was raised to "critical", its highest, twice in 2017.

A review found existing counter-terrorism policy was well-organised and comprehensive, but suggested ways it could be improved.

"The threat from terrorism is constantly evolving. Globally, terrorist groups and networks of all ideologies continue to develop organically, exploiting social media, technology and science to further their aims and ambitions," the ministry said.

The statement said the threat from "extreme right-wing terrorism" was also growing and four plots had been disrupted since March last year.

Interior minister Sajid Javid will speak at a memorial service for those killed in the London Bridge attack when three men drove a van into pedestrians and then stabbed passers-by in the popular nightlife area.

"The government is absolutely committed to doing everything possible to tackle the terrorist threat. It is my first priority every day in this job," he will say, according to the department.

The revised strategy will try to develop police and security services data analysis capability, coordinate more closely between intelligence agencies and police on specific suspects, and look in more detail at the activity of right wing groups.

It is due to be announced in full on Monday.

Meanwhile, a British man, who suggested Islamist militants should target four-year-old Prince George - destined to be Britain's future king - pleaded guilty to terrorism offences on Thursday.

Husnain Rashid, 32, posted information on the Telegram messaging service to encourage jihadis to carry out attacks along with information to help them with possible targets such as soccer stadia.

Prosecutors said this included posting a picture of Prince George, son of Queen Elizabeth’s grandson Prince William and his wife Kate and third-in-line to the throne, next to a silhouette of a jihadi fighter.

The post included the address of his school in southwest&nbspLondon&nbspwhich he started attending last September and was accompanied with the caption "even the royal family will not be left alone".

Rashid had initially denied the charges but during his trial at Woolwich Crown Court he changed his plea to guilty, admitting three counts of engaging in conduct in preparation for terrorism and one count of encouraging terrorism, police said.

He will be sentenced on June 28.

British manufacturers turned up the pressure on the government to abandon one of its post-Brexit customs proposals on Tuesday, slamming the idea of a technology-based plan for border checks as naive and a waste of money.

But the EEF manufacturers' body said it was unrealistic and naive to think a technological border solution, known as "max fac," or maximum facilitation, could be implemented by the time a planned Brexit transition period ends in December 2020.

"It may have some long-term benefits, but suggesting max fac is a solution to our immediate problems is a non-starter," EEF Chief Executive Stephen Phipson said in a statement.

Phipson said a max fac-style arrangement at the U.S.-Canada border had not eliminated the need for checks on most goods.

The customs conundrum - which will define commerce between Britain and its biggest trading partner for decades - is a test of May's leadership as she tries to pacify rival factions in her Conservative Party and her cabinet.

She also needs to win agreement from Brussels where officials have dismissed both the options being considered.

The max fac option is favoured by Erosceptics in May's party who want looser ties with the European Union after Britain leaves the bloc.

But last week Britain's most senior tax official said such a customs arrangement could cost businesses up to 20 billion pounds ($27 billion) a year.

Under the other option, Britain would collect tariffs on imports from outside the bloc on the EU's behalf.

A senior EU official last week dismissed as "fantasy" some of Britain's main demands for Brexit, including on the Northern Ireland border. Chief negotiator Michel Barnier urged Britain to stop playing "hide and seek."

May's spokesman on Tuesday criticised what he called "sound bites and negative anonymous briefings" and called for a more constructive tone to the negotiations.

British MPs urged the government Monday to clamp down on corrupt Russian money flowing through London, warning that turning a "blind eye" risked undermining its tough approach to Moscow.

He added: "The UK must be clear that the corruption stemming from the Kremlin is no longer welcome in our markets and we will act.&nbsp

"We must be united in our efforts to match rhetoric with action -- in the City, through government policy and among allies in the US, G7 and EU."

Outlining the "mixed messages" coming from Britain, the report noted last year's flotation on the London Stock Exchange of the Kremlin-linked En+ Group, aided by sanctioned banks VTB Capital and Gazprombank.

It also cited the sale of Russian sovereign debt in London on March 16 this year, two days after the government announced the expulsion of 23 diplomats over the Salisbury attack -- again involving VTB Bank.

Parliament recently agreed to step up action against corruptly-obtained assets, including approving a new Magnitsky law, which allows the government to sanction people for human rights abuses.

Ministers have also committed to a register of who is behind overseas companies that own property in Britain, although the MPs expressed regret that the move had been delayed.

Reports suggest that the social networking giant did not fully answer 39 queries and that it would be asked again for the missing details.

The committee had previously noted that Facebook's chief technology officer Mike Schroepfer had not addressed all its concerns during a parliamentary hearing last month after which additional questions were directed to the firm.

Meanwhile, Facebook Inc has so far suspended around 200 apps in the first stage of its review into apps that had access to large quantities of user data, in a response to a scandal around political consultancy Cambridge Analytica.

The apps were suspended pending a thorough investigation into whether they misused any data, said Ime Archibong, Facebook's vice president of product partnerships.

Facebook said it has looked into thousands of apps till date as part of an investigation that Chief Executive Officer Mark Zuckerberg announced on March 21.

Zuckerberg had said the social network will investigate all apps that had access to large amounts of information before the company curtailed data access in 2014.
