"One of the important results of the summit [in Kazan] was the establishment of the category of BRICS partner countries and coming to terms on a list of 13 states. Invitations were sent to these states. As of this time, confirmations of readiness to become a BRICS partner country have been received from Belarus, Bolivia, Indonesia, Kazakhstan, Cuba, Malaysia, Thailand, Uganda and Uzbekistan."
"From January 1, 2025, they will officially acquire the status of BRICS partner states," he said.
Ushakov noted that further responses from four additional countries are expected soon. He also mentioned that Eritrea has expressed interest in cooperating with BRICS.

"We expect that in the near future responses will come from four more countries, to which invitations were also sent."
Partner states will be invited to participate in specific BRICS summits, foreign ministers' meetings, and other forums, including security discussions and parliamentary events, he said.
"We also believe it is right to involve partners in meetings of high representatives in charge of security issues, parliamentary forum and other events," the Kremlin aide said.

Russian President Vladimir Putin held his annual press conference on Thursday (December 19), where he addressed both national and international media. For the second consecutive year, the event was combined with the "Direct Line" programme, allowing ordinary Russians to send in over 1.5 million questions.
During the conference, Putin agreed with India's perspective on BRICS, describing it as a "non-Western" group. He said that BRICS does not work against any country but instead focuses on the interests of its member nations.
Citing Indian External Affairs Minister S Jaishankar’s statement that "BRICS isn’t anti-Western. It’s just not Western," Putin called the statement "the best" and added that the group has no negative agenda.

Speaking about Indian Prime Minister Narendra Modi, Putin mentioned that he enjoys warm relations with the leader, reflecting the strong ties between Russia and India.
Jaishankar’s statement, which Putin referred to, was made during a panel discussion at the Munich Security Conference on 17 February 2024. The panel included US Secretary of State Antony Blinken and German Foreign Minister Annalena Baerbock.
When asked about India’s ability to maintain relationships with diverse partners such as the US, Europe, and Russia, Jaishankar rejected the notion that BRICS, dominated by Beijing and Moscow, was “anti-Western”.
"I think it's important today to make a distinction between being 'non-West' and 'anti-West'," Jaishankar said. He added, "I’d not only characterise India as a country that is non-West but one which has extremely strong relations with Western countries, getting better by the day." He also added that this characterisation might not apply equally to other BRICS members.

Jaishankar also addressed how India balances its relationship with Washington while continuing trade with Moscow. He said that India’s foreign policy is not purely transactional, saying, "We get along with people, we believe in things, we share things...but there are times when you are located in different places, different levels of development, different experiences, all of that gets."
Jaishankar concluded by saying that good partners offer choices, and smart partners take advantage of those choices.

BRICS Summit 2024: India-China Turn The Page On Strained Ties

Russian President, Vladimir Putin has opened the expanded Brics summit by issuing a call for an alternative international payments system that could prevent the US from using the dollar as a political weapon. The goal behind this call is to reduce the dependence of the world on the dollar as a reserve currency as detailed in a report by The Guardian.

Still, the summit communique indicated that little progress had been made on an alternative payment system as all member Brics nations have diverse views. The Guardian report further explained that speaking at the summit in the Russian city of Kazan, Putin stated: “The dollar is being used as a weapon. We see that this is so. I think that this is a big mistake by those who do this.”

He said that nearly 95 per cent of trade between Russia and China is now taking place in rubles and yuan. The move to de-dollarize the world economy unnerves some Brics members – notably Brazil and India – who do not want their rapidly expanding club to become solely pro-Chinese and anti-western.

Russia is working on creating a settlement and payment infrastructure that would bypass the Swift payment system based in Belgium. The de-dollarization initiative hence is probably expected to be the most concrete proposal likely to emerge from the summit that has been remarkable for giving Putin his biggest international platform since the Russian invasion of Ukraine in February 2022.

The Brics&nbsp;summit has been attended by nine members including the Indian Prime Minister, Narendra Modi, the Chinese premier and the president of South Africa, Cyril Ramaphosa. The final summit communique will contain a single reference to a joint Brazil-China peace plan for Ukraine, saving its strongest language for a condemnation of Israel in Gaza.

Modi called for peace in Ukraine<o:p></o:p>

Indian Prime Minister Modi was probably the most direct of world leaders saying he wanted peace in Ukraine, while Xi discussed the war in a private session with Putin. Whereas, Putin has said that Moscow will not hand back the four regions of eastern Ukraine that it says are now part of Russia.

“The Brics summit, which Russia planned to use to split the world, has once again demonstrated that the world majority remains on the side of Ukraine in its quest to guarantee a comprehensive, just and sustainable peace,” the Ukrainian foreign ministry said in a statement.

The future purpose and size of the Brics summit, now in its 16th year, also proved controversial, with Putin saying it would be wrong to ignore the unprecedented interest in global south countries wishing to join the organisation, and keep the organisation effective.

Brazil and India have been trying to prevent Brics, already expanded from five to nine members at last year’s Brics summit in South Africa, being reshaped simply into an anti-western alliance that acts as a cheerleader for Russia and China.

Nations to be admitted were only agreed after Brazil successfully held out a veto against Venezuela. The new members, a diverse geographical and political group, are expected to be Cuba, Bolivia, Thailand, Vietnam, Malaysia, Indonesia, Belarus, Turkey, Nigeria, Uganda, Kazakhstan and Uzbekistan. The decision by Turkey, a member of Nato, to attend has raised eyebrows.

Dollar dominance is difficult to&nbsp;dislodge

Agathe Demarais, a sanctions specialist at the European Council of Foreign Relations, according to the Guardian stated: “At this stage, it is hard to imagine a widespread development and adoption of Brics financial tools globally.

The US dollar’s domination of the global currency landscape is entrenched, both for trade transactions and foreign exchange reserves; more than 80 per cent&nbsp;of global trade transactions are invoiced in US dollars, which also accounts for nearly 60 per cent&nbsp;of central banks reserves.

Putin calls for alternative international payment system to combat dollar dominance at Brics meeting

Russian President Vladimir Putin said Thursday his relationship with the United States after the presidential elections would depend on what attitude Washington adopts, as he welcomed comments by Donald Trump on his desire to end the Ukraine conflict as "sincere".

But the Kremlin leader struck a hardline tone, warning the West it was an "illusion" to think Russia could be defeated on the battlefield and that any peace deal would have to recognise Russia's control of swathes of Ukrainian territory.

Putin was speaking at the end of the BRICS summit in the city of Kazan, where he had faced calls from some of Russia's most important allies for the fighting in Ukraine to end.

"How Russian-American relations will develop after the election will depend on the United States. If they are open, then we will also be open. And if they don't want it, then fine," Putin told reporters in Kazan.

Relations between the two superpowers have sunk to their lowest since the Cold War amid Moscow's military offensive on Ukraine.

Next month's US election is set to be critical in the course of future ties and the conflict in Ukraine.

Trump has repeatedly expressed skepticism over Washington's multi-billion dollar aid to Ukraine and claimed that if elected he could end the fighting in a matter of hours.

Putin said Trump "spoke about his desire to do everything to end the conflict in Ukraine. I think he is being sincere. Of course, we welcome statements like this, whoever they come from."

<h2>'Realities on the ground'&nbsp;</h2>

Chinese President Xi Jinping and Indian Prime Minister Narendra Modi were among around 20 leaders who gathered for the BRICS summit, the largest diplomatic event in Russia since Putin ordered troops into Ukraine in February 2022.

The Kremlin leader said Moscow was open to considering peace initiatives and welcomed BRICS leaders offering to mediate.

Of course, we welcome statements like this, whoever they come from." 'Realities on the ground' Chinese President Xi Jinping and Indian Prime Minister Narendra Modi were among around 20 leaders who gathered for the BRICS summit, the largest diplomatic event in Russia since Putin ordered troops into Ukraine in February 2022. BRICS Summit: Putin says ball in US court on Russian-American relations

BRICS Summit 2024; India-China Thaw A Reflection Of The Potential Of Diplomacy

Indian Foreign Minister S Jaishankar Thursday (Oct 24) pitched for reforms at established global institutions to create an equitable world order. Speaking at the BRICS Summit in Russia’s Kazan, the top Indian diplomat repeated Prime Minister Narendra Modi’s message of peace, saying it was not an era of war.

“How do we create a more equitable global order? First, by strengthening and expanding platforms of an independent nature, and by widening the choices in different domains and minimising undue reliance on those that can be leveraged. This is really where BRICS can make a difference for the Global South," the foreign minister said.

He added that more members should be added to the UN Security Council in both the permanent and the non-permanent categories. "Second, by reforming established institutions and mechanisms, especially the UN Security Council, in the permanent and the non-permanent categories. So too the multilateral development banks, whose working procedures are just as outdated as that of the UN," S Jaishankar added.
