The delivery of US nuclear submarines to Australia under the AUKUS cooperation, according to Russian Deputy Foreign Minister Sergey Ryabkov, will place Canberra among the top five countries with such weapons, posing a significant risk to the non-proliferation system.

During a debate on strategic stability at the Geneva Center for Security Policy, Ryabkov said, "We are concerned ... about the recent announcement by the US, UK and Australia to develop a technologically advanced partnership that will allow Australia, after 18 months of consultation and several years of practical effort, to obtain large numbers of nuclear submarines, putting it in the top five countries with similar arsenals. This is a big challenge to the international non-proliferation regime,".

The Russian Deputy Foreign Minister also stated that Moscow will not repeat its offer to Washington of freezing nuclear warheads for a year.

"This was a one-time proposal. It [the US] missed this opportunity, "Ryabkov said.

"We agreed to set up two working groups that will address these [strategic stability] issues," he said.

"First, we will have to continue the exchange of signals, rather than questions and answers, which are the core of the work at the current stage. It can be done as the work proceeds. For instance, today the methodology included responding to questions that each side had sent to the other before, " he said, adding that the groups will be tasked with analysing each other’s approaches.

"Then, we will see more clearly when it is time for another offline meeting," he noted.

One group would deal with arms control problems, while the other would deal with technical elements of the countries' nuclear arsenals and "each other's activities" that might have a strategic impact, according to Ryabkov.

"In other words, on the one hand, thoughts and theories, and on the other hand, practical issues and what the sides have," he said.&nbsp;

European Union's top diplomat Josep Borrell called for greater confidence with the United States&nbsp;as he met US secretary of state Antony Blinken following a spat between France and the Biden administration over a nuclear submarine deal with Australia.

Opening talks with Blinken on the sidelines of the United Nations, Borrell said they would follow up on a telephone conversation earlier in the day between President Biden and his French counterpart Emmanuel Macron.

Macron's government had urged the European Union to think hard about alliances after it accused its NATO ally United States of keeping it in the dark about the AUKUS pact and the nuclear submarine deal with Australia.

The AUKUS&nbsp;pact led to the cancellation of a $40 billion deal which France had with Australia on building&nbsp;conventional submarines.&nbsp;

Meanwhile, the Biden administration is working hard to repair the damage done to broader EU-US relations following the AUKUS deal.

Russia has concentrated more than 150,000 troops on Ukraine's border and in annexed Crimea, the EU's top diplomat Josep Borrell said on Monday after EU foreign ministers were briefed by Ukraine's foreign minister.&nbsp;

"It is more than 150,000 Russian troops massing on the Ukrainian borders and in Crimea. The risk of further escalation is evident," Borrell said, declining to give a source for the figure.&nbsp;

He said no new economic sanctions or expulsions of Russian diplomats were planned for the time being, despite saying that the military build-up on Ukraine's borders was the largest ever.&nbsp;

Ukrainian Foreign Minister Dmytro Kuleba, after addressing EU foreign ministers, called on the EU to impose new sanctions on Russia.&nbsp;

Tensions between Moscow and Kyiv have been rising amid the military build-up and clashes in eastern Ukraine between the army and pro-Russian separatists.&nbsp;

Earlier, Russia reinforced its naval presence in the Black Sea and sent two warships. These warships transited the Bosphorus on Saturday along with 15 smaller vessels. These monoeuvres have come at a time when Russia-Ukraine relations are strained over Russian military presence on its border with the country.&nbsp;

Moscow calls the huge troop buildup a temporary defensive exercise.&nbsp;

The Russian warships that transited the Bosphorus are Ropucha-class landing ships from Russia's Northern fleet. The ships are capable of carrying tanks and troops for the coastal assault.&nbsp;

More Russian naval reinforcements in the form of two more landing ships, this time from Russia's Baltic Fleet, are expected to imminently transit the Bosphorus.&nbsp;

The RIA news agency on Saturday also reported that 15 smaller vessels from Russia's Caspian Flotilla have completed their transfer to the Black Sea as part of an exercise.&nbsp;

In a further sign of heightened tensions in the region, a ship carrying logistics trucks and equipment for NATO forces in Romania transited the Bosphorus on Friday evening. &nbsp;
