About 12% of sitting MPs of Rajya Sabha are billionaires with Andhra Pradesh and Telangana having the highest percentage of such parliamentarians, according to the Association for Democratic Reforms (ADR).

The ADR and the National Election Watch (NEW) have analysed and updated the criminal, financial and other background details of 225 out of 233 Rajya Sabha MPs.

In the current Rajya Sabha, one seat is vacant. According to the report, 5 (45%) out of 11 MPs from Andhra Pradesh, 3 (43%) out of 7 MPs from Telangana, 3 (16%) out of 19 MPs from Maharashtra, 1 (33%) out of 3 MPs from Delhi, 2 (29%) out of 7 MPs from Punjab, 1 (20%) out of 5 MPs from Haryana and 2 (18%) out of 11 MPs from Madhya Pradesh have declared assets worth more than ₹100 crore.

The total assets of seven Members of Parliament (MPs) analysed from Telangana is ₹5,596 crore, that of 11 MPs from Andhra Pradesh is ₹3,823 crore, and 30 MPs analysed from Uttar Pradesh have total assets worth ₹1,941 crore.

Out of the 225 Rajya Sabha sitting MPs analysed, 75 (33%) have declared criminal cases against themselves.

Also about 41 (18%) Rajya Sabha sitting MPs have declared serious criminal cases and two members have declared cases related to murder (IPC section 302).

Out of 4 MPs, one Rajya Sabha sitting MP — Congress' K.C. Venugopal — from Rajasthan has declared case related to rape (IPC section 376).

About 23 (27%) out of 85 Rajya Sabha MPs from BJP, 12 (40%) out of 30 MPs from Congress, 4 (31%) out of 13 MPs from AITC, 5 (83%) out of 6 MPs from RJD, 4 (80%) out of 5 MPs from CPI(M), 3 (30%) out of 10 MPs from AAP, 3 (33%) out of 9 MPs from YSRCP, and 2 (67%) out of 3 Rajya Sabha MPs from the NCP have declared criminal cases against themselves in their affidavits.

A recent report has revealed that a staggering 75 per cent of the ministers in the newly appointed cabinet in India's southern state of Karnataka have unresolved criminal cases pending against them and that a whopping 97 per cent of them are as rich as Richie Rich. The news comes after the&nbsp;Indian National Congress won the election in a landslide earlier this month.

In its analysis of the self-sworn affidavits of 32 of the 34 ministers including the chief minister, the Association for Democratic Reforms (ADR) found that 24 of the ministers have pending criminal cases against them out of which 22 per cent, or seven, have serious criminal cases.

The charges these ministers face, among various others, include offences such as participating in riots, wielding dangerous weapons, engaging in criminal intimidation, tampering with or destroying documents or electronic records to obstruct their use as evidence, and endangering the lives or safety of others.

<h2>Millionaires all around</h2>

A thorough examination of the minister's self-declared assets and liabilities revealed that an overwhelming majority (97 per cent) of them are millionaires. The average assets of the 32 ministers analysed are 1.19 billion rupees or USD 14.4 million.

The deputy chief minister of Karnataka, DK Shivakumar, holds the highest declared assets, valued at INR 14.13 billion or around USD 171 million.

In comparison, on the other end of the spectrum, with the lowest declared assets is Timmapur Ramappa Balappa from the Mudhol (SC) constituency who by his own declaration possesses assets amounting to INR 5.8 million or around USD 70,880.

<h2>Educational qualifications&nbsp;</h2>

The report also went through the millionaire ministers' educational qualifications. Six ministers, or about 19 per cent of the newly appointed cabinet, don't even have an undergraduate degree and have stated their educational qualification as being between 8th and 12th grade.

24 ministers, or 75 per cent, said they possess a graduate degree or higher. Additionally, two ministers declared that they are diploma holders.

<h2>An inclusive cabinet?</h2>

Interestingly, the new cabinet consists of only one woman, Laxmi R. Hebbalkar from the Belgaum constituency. She has declared assets worth over INR 130 million or USD 1.57 million and liabilities exceeding INR 50 million or USD 70,000, according to the ADR report.

Unsurprisingly, if we talk of age distribution, almost half (44 per cent) or 14 ministers of the Karnataka cabinet are aged between 61 and 80. The remaining 18 ministers, or 56 per cent, fall between the ages of 41 and 60.

In India, where about 65 per cent of the population is young, aged 35 or less, the mean age of Lok Sabha MPs for the last 20 years as per India Today's Data Intelligence Unit (DIU) has remained above 50.

The petition filed by Association for Democratic Reforms (ADR) and Common Cause submitted that they are not challenging the final result of the 2019 <a href="https://www.wionews.com/india-news/ten-agencies-allowed-to-intercept-information-government-in-lok-sabha-on-pegasus-whatsapp-row-263323">Lok Sabha</a> elections.

"However, the issues and irregularities that arose in the conduct of the election are being cited as arguments for seeking the prayers sought in the petition for effectuating free and fair elections, the survival of democracy and for the enforcement of fundamental rights," the petition stated.

The BJP-led NDA government had returned to a thumping majority in the elections. 
The petitioner also sought a direction to the poll body to conduct actual and accurate reconciliation of data before declaring any election result.

"That in order to uphold and preserve the sanctity of elections, it is undeniably imperative that election results are accurate. The entire electoral process is damaged if elections are not credible even in the absence of a demonstrable scam," the plea said. 
The petition was filed to ensure that the democratic process is not subverted by electoral irregularities, it stated.

The petition cited a letter written by former IAS officer Kannan Gopinath to the Chief Election Commissioner regarding serious loopholes and vulnerabilities in the use of VVPAT machines which made EVMs susceptible to potential hacking.
