Visakhapatnam will be the capital of southern Andhra Pradesh state, Chief Minister Jagan Mohan Reddy announced on Tuesday, even as a Supreme Court ruling is pending on whether the state government can develop three capitals.&nbsp;

The chief minister made the announcement&nbsp;at the International Diplomatic Alliance Meet and Curtain Raiser for Andhra Pradesh Global Investors Summit 2023 organised in New Delhi.&nbsp;

The announcement of a new capital comes nine years after Telangana&nbsp;state was carved out of Andhra and Hyderabad city was assigned as its capital.&nbsp;

"Here I am to invite you to Visakhapatnam which is going to be our capital in the days to come. I myself would also be shifting over to Visakhapatnam in the months to come as well," he told the investors at the meeting.&nbsp;

Amaravati as a state capital had been in contention for a long ever since the formation of Telangana. In 2015, the then CM N Chandrababu Naidu-led government acquired over 33,000 acres of land from farmers to develop Amaravati as the capital of the state.&nbsp;

But after Jagan Mohan Reddy got elected in 2019, he decided to develop three state capitals—Visakhapatnam as the executive capital, Amaravati as the legislative capital and Kurnool as the judicial capital, following which he passed appropriate legislation.&nbsp;

Last year in November, the state government passed a bill in the assembly in November, repealing the controversial AP Decentralisation and Inclusive Development of All Regions Act, 2020, which was intended to establish three capitals for the state.&nbsp;

Without putting any timeframe, Jagan, speaking on the floor of the assembly said the government would come out with a "comprehensive, complete and better" bill after plugging loopholes in the previous version.&nbsp;

In March last year, the Andhra Pradesh High Court ruled against the three capitals and directed the government to develop Amaravati as the state capital as envisaged.&nbsp;

The court on March 3, 2022, said the state legislature lacked the competence to make any legislation for shifting, bifurcating or trifurcating the capital.&nbsp;

The state government then filed a petition in the Supreme Court challenging the High Court Order.&nbsp;

The Andhra Pradesh government on Sunday said that The World Bank has given positive indications towards compensating the dropped $300 million <a href="https://www.wionews.com/business-economy/world-bank-pulls-300-million-of-funding-for-amaravati-after-delhi-drops-support-237142">loan for developing capital city of Amaravati</a> and moving the aid to other important sectors.

According to a press note released by the Chief Minister's office on Sunday, "The World Bank has given enough indications pointing at compensating the dropped $300 million loan for the capital city to other sectors and there is every possibility of an increase in the quantum of aid."

"The Washington-based bank is now not averse to extend the loan to Andhra Pradesh Government, with YS Jagan Mohan Reddy at the helm, should it mention its priorities," it added.

The statement from the Andhra Pradesh government came days after the World Bank dropped the multi-crore Amaravati infrastructure project citing non-compliance of its policies.

The Chief Minister's office also slammed the previous Chandrababu Naidu government for alleged corrupt practices which forced the World Bank to drop out of the Amaravati development project.

"The main reasons behind the World Bank backing out of the Amaravati Capital City project were considered to be rampant corruption besides flouting of various socio-economic norms. The TDP government has invited tenders for infrastructure development even before the World Bank loan details were finalised," the release noted.

It added that the World Bank team that toured the proposed city area region in 2017 found many irregularities in the tender process. The release further read, "The team has found numerous irregularities in land pooling, utilisation of verdant agriculture land for other purposes, agriculture workers losing livelihood, serious environmental violations, the plan of the new proposed capital affecting the course of Krishna river and other issues."&nbsp;

World Bank may fund priority sectors other than Amaravati project

The Beijing-backed Asian Infrastructure Investment Bank (AIIB), that was due to finance $200 million of the project, then said it was reviewing its involvement.&nbsp;

The construction of the city, known as Amaravati, is the brainchild of the state's former chief minister, <a href="https://www.wionews.com/india-news/central-budget-disappointing-says-chandrababu-naidu-233470 ">N&nbsp;Chandrababu Naidu</a>, who lost power in elections in May.&nbsp;

The two banks were due to provide the lion's share of the $715 million cost of critical funding for transport, sanitation and water supply.

The World Bank's withdrawal was reported by Indian media on Thursday but the federal government's involvement in that decision has not been previously disclosed, nor had the AIIB's plans for a review.

Prime Minister Narendra Modi laid the foundation stone for the project in 2015, but he and Naidu fell out after Naidu's party broke from Modi's ruling coalition last year.&nbsp;

"The government of India has withdrawn its request to the World Bank for financing the proposed Amaravati Sustainable Infrastructure and Institutional Development Project," Sudip Mozumder, a New Delhi-based spokesman for the bank, told Reuters.&nbsp;

"The World Bank’s Board of Executive Directors has been informed that the proposed project is no longer under preparation following the government’s decision."&nbsp;

AIIB spokeswoman Laurel Ostfield told Reuters in Beijing that it was aware the World Bank has dropped the project from its investment pipeline.

"Our investment committee will be discussing our involvement in the project early next week," he said.&nbsp;

Dr P Lakshmi Narasimham, the commissioner of the Andhra Pradesh Capital Region Development Authority, the state body overseeing construction of the city, declined to comment on the implications of the funding withdrawal.&nbsp;

The Amaravati project, built on greenfield land on the banks of the sacred Krishna River, has been beset by accusations from activist groups of corruption and environmental damage. The state government has denied the accusations.

Andhra Pradesh was split in two in 2014, with the new state of Telangana containing the historic capital, Hyderabad, though both states agreed to share it for 10 years.

"For a change, good sense has prevailed upon the bank to withdraw from the disastrous programme," Sreedhar R., the director of the Environics Trust, one of the activist groups that has been critical of the project, said in a statement.&nbsp;

"This also vindicates our stance that (AIIB) which is a co-financier in the project, can no longer hide behind the World Bank which it has been doing."
