People residing in Delhi have been advised to avoid all physical activity outdoors and move activities indoors.

"If asthmatics, keep relief medicine handy. Sensitive Groups must stop outdoor activity at early morning and after sunset times. Avoid prolonged or heavy exertion. Go for a short walk instead of a jog and take more breaks. Stop any activity level if you experience any unusual coughing, chest discomfort, wheezing, breathing difficulty, or fatigue. If the room has windows, close them. If the air Conditioner provides a fresh air intake option, keep that closed," stated an advisory published by SAFAR.

According to the latest report published by the World Health Organisation, as many as one million lives in the world can be saved if all the countries reduce the menace of air pollution in accordance with the Paris Agreement by 2050.

This would be the second time this season that a ban on the entry of trucks would be imposed.

Eleven trains were delayed as visibility dropped due to fog in Delhi on Friday morning and the minimum temperature settled at 7.1 degrees Celsius, normal for this time of the year.

The task force held a meeting on Saturday in response to the current high PM2.5 levels which climbed to severe plus emergency category.

Prolonged exposure to PM2.5 pollutants can lead to diseases like cancer and increases chances of stroke.

At the meeting, a number of recommendations were made to the Supreme Court-appointed Environment Pollution Control Authority (EPCA), including agencies to intensify ground actions to enforce measures already in place, particularly to control emissions from vehicles and burning of biomass.

The other recommendations made were: agencies concerned to increase surveillance to find industrial waste dumping or burning especially in hotspots that are vulnerable to high pollution level, water sprinkling and mechanized sweeping to be intensified and traffic police to ensure smooth flow of traffic, including during long holidays.

The task force also urged people to avoid use of private vehicles particularly diesel vehicles and minimise outdoor exposure for the next three to five days specially for those with respiratory illness.

According to experts, under the 'severe' category, even healthy people find it hard to breathe and doctors advise minimum physical activity.

Thirty areas of the national capital recorded on Sunday 'severe' air quality while it was 'very poor' in six, the CPCB said.

Several areas like Ashok Vihar, Anand Vihar and Wazirpur, among others, inched towards the 'severe plus emergency' category, the data showed.

However, the drop in temperatures has not had any impact on the air quality as it remained in `very poor` with the air quality index docking at 329.&nbsp;Delhi air quality is very poor. The weather conditions will continue to remain unfavourable.&nbsp;

Taking cognizance of the increasing menace of air pollution in the national capital, the National Green Tribunal (NGT) on Monday had directed Chief Minister Arvind Kejriwal led-Delhi government to deposit Rs 25 crore with the Central Pollution Control Board (CPCB) for not doing enough to check air pollution in the region.

The order from the green court came while hearing a bunch of petitions filed by the residents of Mundka village. The petitioners have alleged that the air pollution has increased due to the burning of plastic, leather, rubber, motor engine oil and other waste material as well as the continuous operation of illegal industrial units on agricultural lands in the Mundka and Neelwal villages of Delhi.

In its letter, the EPCA had stated that a long-term favourable taxation policy should be implemented to promote CNG programme. Secondly, the organisation wants state administrations to impose an additional 30 per cent environment compensation charge on private diesel cars. Third, to increase parking charges effectively; demarcate legal parking areas and impose a higher penalty for illegal parking to cut congestion through on-street parking and fourth to implement daily air quality index and health advisory for public information immediately.

In its guidelines, the EPCA for the National Capital Region urged people to participate in combating the pollution crisis. In its note, the organisation has advised people to reduce the use of private vehicles.

"Use public transport or other means. As per the latest report of the Union government, vehicles contribute some 40 per cent of the pollution in Delhi,&nbsp;it stated."

"Ensure that we do not burn garbage and we report all instances of garbage burning and other pollution carefully and responsibly on the CPCB (Central Pollution Control Board) Facebook/Twitter accounts. It is a matter of concern which is not just agitating everyone but also affecting everyone's health. Especially the children growing up in Delhi are most vulnerable. I do not want to pass on any comment on Supreme Court's order. They adjudicated on whatever was the issue arraigned before them. We should respect the order.

Delhi of an earlier era

Let me share with the readers that I am a Delhite to the core I was born in Connaught Place, and have grown up and lived in South Delhi most part of my life except for brief interludes of living in the UK and Mumbai. The Delhi I grew up was the Delhi of 1970s and 1980s and the air was much purer in Delhi those days.

Pollution was not known to us as children except a pun here or a jest there when someone farted. That was the only pollution we knew as children and youth. It was also related to lifestyles. Notwithstanding all the negative connotation of DTU (Don't Trust Us) or DTC (Disgraceful Transport Confusion), people overall were using these public transport as a primary mode of intra-city commute. Scooters were a rarity and cars were deemed elitist.

Increasing pollution in Delhi

However, the growth of the vehicle population has indeed grown by leaps and bounds in the last two decades which as a consequence has given rise to increasing pollution in our Delhi. A young scientist, Ms. Anumita Roychowdhury, of the Centre for Science and Environment has done real time and highly creditable work on this with an attendant crisis like shrinking public spaces due to parking, impact on public health etc. She really deserves kudos for this and her work has created awareness in the government circles to address the concerns. Both the Government of Delhi and the Government of India have been flagged because of this work and have calibrated several measures in combating this. But the sheer numbers are a matter of concern, which is becoming insurmountable for any counter measures to really have an impact.

Leaving the vehicular pollution behind, we are also concerned with pollution on account of several other factors like industrial pollution and illegal factories and dyeing units operating from households, on which the judiciary has indeed given appropriate directions from time to time. But one factor which generally leads to pollution during Diwali time is the stubble burning in the states of Punjab and Haryana. This results in air quality being rendered extremely poor. This, in turn, leads to a situation of Diwali crackers being a venom multiplier. It is this which I seek to examine and put in perspective.

Was there stubble burning hitherto?

As already recalled, I have been living in Delhi for one year short of six decades. This has endowed me with the opportunity to travel into nearby and neighbouring states like UP, Punjab, Haryana and Rajasthan on quite a few occasions in different stages of life. I can say for sure that hitherto this trend of stubble burning was never in vogue. It was not even a known phenomenon. May also say for sure that during my travel in the hinterland areas neighbouring Delhi, it was not just sightseeing but I also had this opportunity to interact with the local rural populace, and I never once heard even a mention of stubble burning. Only recently has this practice begun amongst the farming community of northern India.

Agrarian practices in other regions

Let me also share with you experiences I have had with farmers of other regions of the country with whom I have had an opportunity to interact during these years. As an officer of the Ministry of Textiles, I had the opportunity to speak to inhabitants of Naupatna in Odisha. The vocation of the people here are farming and handloom weaving to supplement their income. While partaking of their excellent food I had in January 2016 ascertained what crops they grow. They informed that while paddy is a primary crop, the second crop was pulses, vegetables, etc.

Again in April 2016, I had this opportunity to travel to hinterland of West Bengal from a handloom cluster in Fulia and Shantipur to Murshidabad handloom cluster. Handloom weaving is closely intertwined with the agrarian economy and here too the interaction with local inhabitants revealed that they generally grow paddy as the primary crop with a large platter of very exotic rural vegetables (contrary to myth, Bengalis consume many varieties of vegetables which are known only in the Southern and Eastern parts of the country).

Further recently, I travelled to Tamil Nadu, where again my journey took me from Madurai to Dindigul, Natham, Sivagangai, Pillaiyarpatti, Rameswaram, Tirunelveli, Sankarankoil, Srivilliputhur, Satthur, and back to Madurai. I interacted intensively with local inhabitants. Being able to speak Tamil, I was at a distinct advantage of striking a chord with them. I was told by the farming community that they have two crops namely paddy being the primary one while the other being bananas, coconuts, palm, mangoes, etc.

Now, in all these interactions I sought to know what they do after harvest of the first crop before sowing the second. They all responded uniformly that they plough the land to make it ready for next crop. When asked about the residue of the previous crop again there was a common response that the residue acts as a nutrient ('satthu' as told in Tamil to be me by a farmer).

Let me make one thing clear, that this is based on my interaction with farmers and not any laboratory findings of any scientific data. But one thing was clear, no one said that they burn the stubble. I was little surprised. It may surprise many that two decades back no one had heard of any phenomenon called stubble burning even in the North Indian states of Punjab and Haryana. An Agricultural Extension Officer would be able to confirm this. Stubble burning was known in certain pockets resorting to jhum cultivation, but that was a phenomenon in certain pockets and scientists were working for this practice to end.

When did it start in food bowl of India?

The next question is when and where did this stubble burning begin? Who introduced this phenomenon? Was it an endeavour to alter the agrarian practices? Was there a hidden agenda to make gullible farmers contribute to the destabilisation of the economy of the country?

Make no mistake, this phenomenon has been introduced in two states which were the food bowl of the nation. One of them is a border area which had seen militancy affecting its agrarian economy for two decades not very far back. There are many for whom the wounds of militancy are still to heal.

Is it an attempt at destabilisation?

Also, recent attacks on Nirankari Bhavan in Rajsansi near Amritstar does reveal the unholy involvement of ISI through al Qaeda in these attacks. Not just that Gurdaspur (Pathankot), drug menace and such other dysfunctional events in recent past do have the ISI's stamp. Is the ISI, which is latently active through its sleeper cells in Punjab, also seeking to alter agrarian practices to discredit the farmers of Punjab in nation's eyes and foist disaffection in the state?

Indeed, their previous endeavour of destabilising the Indian economy through Fake Indian Currency Notes (FICNs) got a setback due to demonetisation. Is the ISI peddling an alternative endeavour? One possible method which could prove as litmus test for this could be to check whether the farming community in Pakistan on other side of Punjab indulges in stubble burning after harvest of a crop. We need to find the truth and combat the same.

The Supreme Court-appointed EPCA on Monday warned that if the air quality in Delhi continues to deteriorate then it would impose a complete ban on the use of non-CNG private as well as commercial vehicles.

Environment Protection Control Authority (EPCA) Chairman Bhure Lal, in a letter to chief secretary of Delhi, Haryana and Uttar Pradesh said the vehicle sticker has not been implemented and without this it is not possible to distinguish between diesel and other fuelled vehicles.

"In the scenario that the weather remains adverse and that the current situation of air quality remains in 'very poor' or 'severe category' then there is no option but to direct for a complete stop on the use of private and commercial vehicles other than those plying on CNG so that pollution can be contained," Lal said in the letter.

"However, CNG vehicles have stickers and also it is understood that all public transport vehicles are fuelled by CNG. In this situation, these vehicles will be available for movement," he said.

This is the second time Lal has raised the issue of pollution by vehicles. 
On October 31, he had proposed banning all private vehicles but this time he went ahead and proposed ban on all non-CNG private and commercial vehicles.

The death toll in California fire rose to 23 on Saturday after rescue workers recovered several bodies of people killed in the devastating fire; news agency AFP reported while quoting a sheriff.

"Today 14 additional bodies were located, which brings our total number to 23," Sheriff Kory Honea said.

People residing in the national capital breathed easy on Wednesday after the air quality showed slight improvement due to increased wind speed and requisite control measures undertaken by the government.

The overall Air Quality Index of Delhi at 8:30 am was recorded at 320, which falls under the 'very poor' category, said System of Air Quality and Weather Forecasting And Research (SAFAR).

An AQI between 0-50 is considered good, 51-100 is satisfactory, 101-200 moderate, 201-300 poor, 301-400 very poor and 401-500 is marked as severe/hazardous.

The haze will continue to persist during the early morning and late evenings for the next three days.

"The new trend in Delhi to disperse pollutants much faster from one extreme as compared to last year (has been) witnessed in this winter, which means that accumulated pollutants are getting more free path than earlier. The Centre-run Environment Pollution Control Authority (EPCA), had issued a notification predicting that there will be a depletion of air quality post Diwali period from (November 8 to November 10) due to the low dispersion and winds from the northwest part of India, which will result in increase emission levels in and around Delhi and National Capital Region.

In order to combat the rising air pollution crisis, former Indian Medical Association (IMA) president KK Aggarwal on Tuesday suggested that people must avoid burning of candles and any other products which produce smoke and keeps medicine handy if suffering from Asthma, diabetes and any other respiratory diseases.

Aggrawal further noted that usage of green crackers as recommended by the Supreme Court can help decrease air pollution, but cannot eradicate.

"Green cracker is a cracker. By using these sought of crackers you can only reduce the effects of pollution but cannot eradicate air pollution. At present, we need total elimination of the harmful effects of air pollution," he added.

Increasing toxicity in the air across India had promoted the top court to come up with immediate measures to curb the menace. On October 31, the division bench of the Supreme Court, headed by Justice Arjan Kumar Sikri, fixed the time hours from 8 pm and 10 pm on Diwali for burning crackers and also issued guidelines on the majority of the aspect of the festival.

Delhi's air quality Wednesday oscillated between "poor" and "very poor" categories as authorities warned of severe deterioration of air quality even if "partial toxic crackers" are burned compared to last year.

The overall air quality index (AQI) was recorded at 281, which falls in the "poor" category, according the Central Pollution Control Board (CPCB) data.

Faridabad, Ghaziabad, Gurgaon, Noida and Greater Noida recorded "poor" quality air, according to the CPCB.

Eleven areas of Delhi recorded "very poor" air quality while 24 areas recorded "poor" air quality, according to the CPCB data.

According to the SAFAR, both stubble burning in surrounding states of Delhi and firecrackers are causing deterioration of air quality in the national capital.

"The fire counts are seen to be very high but it is a combination of stubble burning and widespread firecrackers in that region and need not be confused with stubble only fire," the SAFAR said in a report Wednesday.

It also said that the combination of several rapidly changing weather parameters is playing a key role in controlling the air pollution at this time.

Delhi's air quality is expected to deteriorate to "severe plus emergency" category after Diwali, SAFAR said.

"Even if 50 per cent of the total load of toxic firecrackers as compared to Diwali 2017 is added, the prevailing weather conditions will aggravate the high smoke level and make air quality to persist in severe range for at least two days on November 8 and November 9," it said in a report.

SAFAR has also predicted that the PM10 concentration of Delhi is expected to reach 575 and PM2.5 to 378 on Thursday, recording the worst air quality of the year if fire crackers are burnt, it said.

The Indian Institute of Tropical Meteorology said the winds coming from north-westerly direction is bringing the influence of biomass burning to Delhi-NCR which may continue up to Thursday morning.

"The increase in PM2.5 concentration is due to change in wind direction, decrease in wind speeds and contribution from biomass burning," the IITM said.

Delhi recorded its worst air quality of the season Monday, two days ahead of Diwali, when pollution levels reached eight times the permissible limit and inched towards 'severe plus emergency' category due to a change in wind direction and rampant stubble burning in neighbouring states.

As a thick blanket of haze engulfed the national capital, experts warned that the air quality is likely to worsen further due to local factors during the festival while doctors said the impact of air pollution on public health can be compared to smoking 15-20 cigarettes a day.

According to a warning issued by the Centre-run System of Air Quality Forecasting and Research (SAFAR), the national capital's air quality is expected to deteriorate to 'severe plus emergency' category after Diwali and it will be "bad" on November 8 even if "partial toxic crackers" are burned compared to last year.

Even as the Centre said factors like weather, wind speed and stubble burning in states were not under its control but it was making efforts to improve the air quality, opposition Congress accused the NDA and AAP governments of putting Delhittes at the risk of "death by breath".

Questioning Prime Minister Narendra Modi's silence on the issue, Congress spokesperson Abhishek Singhvi said while pollution was reaching hazardous levels in Delhi, the BJP and the Aam Aadmi Party (AAP) were only interested in scoring political points and one-upmanship.

Union Environment Minister Harsh Vardhan warned that strict action will be taken against people violating anti pollution norms. While Delhi Environment Minister Imran Hussain directed all agencies to be on alert and take all possible measures to control air pollution.&nbsp;

As air pollution dipped to alarming levels, Anumita Roychowdhury, executive director at the Delhi-based Centre for Science and Environment, questioned when the authorities were ramping up emergency actions on all sectors, why should vehicles be spared.

"The proposed action on private vehicles has to be seen within the larger context of how we are gradually ramping up emergency actions on all sectors," she said during a Facebook Live online programme titled 'Season of Smog'.

The PM2.5 (particles in the air with a diameter of fewer than 2.5 micrometres) and PM10 concentrations touched 365 and 503 respectively, touching the 'severe-plus emergency' category, according to Central Pollution Control Board (CPCB) data.&nbsp; 
PM2.5 levels above 300 and PM10 levels above 430 are considered "severe-plus emergency" category.

According to the standards of World Health Organisation, the permissible PM2.5 limit is 25 g/m3 while&nbsp;PM10&nbsp;level is 50&nbsp;?g/m3. India's official permissible PM2.5 limit is 60 g/m3 while&nbsp;PM10&nbsp;level is 100 g/m3.

The Delhi Police has seized over 3,500 kg of firecrackers from various parts of the city since October 23 and arrested 26 persons for storing them without a license.

Experts have predicted that for the next few days the air quality will remain in the same quality between 150 to 158 at PM 10.

Delhi's air quality oscillated between "poor" and "very poor" category Sunday as authorities warned of days of severe pollution ahead.

The Central Pollution Control Board (CPCB) recorded the overall Air Quality Index (AQI) of Delhi at 292, while the Centre-run System of Air Quality Forecasting and Research reported an AQI of 318, which falls in the "very poor" category.

An AQI between 0 and 50 is considered "good", 51 and 100 "satisfactory", 101 and 200 "moderate", 201 and 300 "poor", 301 and 400 "very poor", and 401 and 500 "severe".

An official said the air quality of Delhi might deteriorate to "severe" category in the coming days as the air becomes heavier and results in formation of smog.

While Faridabad and Gurgaon recorded "very poor" quality air, Ghaziabad, Noida and Greater Noida reported "poor" air quality.

On Saturday, a haze had engulfed the national capital and the worst air quality of this season was recorded at 324.

Anand Vihar, Mundaka, Narela, Dwarka Sector 8, Nehru Nagar and Rohini saw very poor air quality Sunday and were inching towards severe pollution levels, data from the CPCB said.

The Supreme Court-appointed Environment Protection Control Authority (EPCA) on Friday had held a meeting with officials of the Punjab, Haryana and the Delhi governments to discuss the pollution situation in the national capital.

An EPCA member on Friday said stock of the situation was taken and it was decided that special attention would be given to vulnerable hotspots where poor or very poor air quality was observed.

The PM2.5 (presence of particles in the air with a diameter of less than 2.5 micrometres) was recorded at 143. The PM2.5, also called "fine particulates," can be a matter of more serious health concern than PM10.

The PM10 level (presence of particles in the air with a diameter of less than 10 micrometres) in Delhi stood at 269, according to the data from the SAFAR.

A CPCB official said a number of factors were responsible for the deteriorating air quality, including vehicular pollution, construction activities and meteorological factors like direction of wind, which is now flowing from the stubble burning areas.

Delhi Chief Minister Arvind Kejriwal Friday warned that Delhi would become a "gas chamber soon" as the Centre, the Punjab and the Haryana governments were doing "absolutely nothing" for farmers involved in stubble burning.

"We are sad that Central, Punjab and Haryana Govts did absolutely nothing for the farmers. As a result, the farmers will suffer on one hand and Delhi will become a gas chamber soon (sic)," Kejriwal tweeted.

The emergency plan gets implemented if 'very poor' or 'severe' air pollution levels are recorded for 48 hours, but given the extent of winter pollution witnessed by the national capital, the plan has been implemented as the air quality slipped to the 'poor' category, the official said.

In addition, the CPCB has also deployed 41 teams to monitor the implementation of measures taken to combat air pollution.
