About 12% of sitting MPs of Rajya Sabha are billionaires with Andhra Pradesh and Telangana having the highest percentage of such parliamentarians, according to the Association for Democratic Reforms (ADR).

The ADR and the National Election Watch (NEW) have analysed and updated the criminal, financial and other background details of 225 out of 233 Rajya Sabha MPs.

In the current Rajya Sabha, one seat is vacant. According to the report, 5 (45%) out of 11 MPs from Andhra Pradesh, 3 (43%) out of 7 MPs from Telangana, 3 (16%) out of 19 MPs from Maharashtra, 1 (33%) out of 3 MPs from Delhi, 2 (29%) out of 7 MPs from Punjab, 1 (20%) out of 5 MPs from Haryana and 2 (18%) out of 11 MPs from Madhya Pradesh have declared assets worth more than ₹100 crore.

The total assets of seven Members of Parliament (MPs) analysed from Telangana is ₹5,596 crore, that of 11 MPs from Andhra Pradesh is ₹3,823 crore, and 30 MPs analysed from Uttar Pradesh have total assets worth ₹1,941 crore.

Out of the 225 Rajya Sabha sitting MPs analysed, 75 (33%) have declared criminal cases against themselves.

Also about 41 (18%) Rajya Sabha sitting MPs have declared serious criminal cases and two members have declared cases related to murder (IPC section 302).

Out of 4 MPs, one Rajya Sabha sitting MP — Congress' K.C. Venugopal — from Rajasthan has declared case related to rape (IPC section 376).

About 23 (27%) out of 85 Rajya Sabha MPs from BJP, 12 (40%) out of 30 MPs from Congress, 4 (31%) out of 13 MPs from AITC, 5 (83%) out of 6 MPs from RJD, 4 (80%) out of 5 MPs from CPI(M), 3 (30%) out of 10 MPs from AAP, 3 (33%) out of 9 MPs from YSRCP, and 2 (67%) out of 3 Rajya Sabha MPs from the NCP have declared criminal cases against themselves in their affidavits.

Better employment opportunities, healthcare and drinking water were the top three issues on which voters want the government of the day to work on, a national survey conducted by the Association for Democratic Reforms (ADR) has claimed.

As per the survey, conducted between October and December in 2018, the performance of the government has been rated "below-average", Jagdeep Chhokar, founder member, National Election Watch, ADR, told reporters on Monday.

The survey covered 534 Lok Sabha constituencies with 2,73,487 voters participating in the exercise.

It was spread across various demographics such as voters' priorities on specific governance issues; voters' ratings of the government's performance on those issues, and factors affecting voting behaviour.

When asked if national security was one of the issues listed in the survey, Chhokar said, "terrorism was one of the 31 listed issues, and it figured on the 30th position in the survey".

Better employment opportunities figured as the highest priority among voters (46.80 per cent), followed by better healthcare (34.60 per cent) and drinking water (30.50 per cent), better roads (28.34 per cent) and better public transport (27.35 per cent), as per the national survey.

Chhokar claimed that as per the report, the performance of the government, measured on a scale of 1 to 5, was rated "below average" on top 10 governance issues.

He said as the survey was conducted last year, "Balakot airstrike, national security issue was not included in the list".

"It is important to note that agriculture-related governance issues featured predominantly in the top 10 list of voters' priorities, availability of water for agriculture (26.40 per cent) that was ranked sixth, agriculture loan availability (25.62 per cent) at seventh, higher price realisation for farm products (25.41 per cent) at eighth, and agriculture subsidy for seeds/fertilisers (25.06 per cent) at ninth," he said.

Seven national parties declared a total income of Rs 1,559.17 crore in 2016-17, with BJP having the highest -- Rs 1,034.27 crore, says a report.

"This forms 66.34 percent of the total income of national parties added together during 2016-17," Delhi-based think-tank Association for Democratic Reforms (ADR) said in a report released today.

Indian National Congress (INC) followed with Rs 225.36 crore -- 14.45 percent of the total income, it said, adding that CPI has declared the lowest income of Rs 2.08 crore which forms a mere 0.13 percent.

The data has been compiled from Income Tax returns filed by the parties across the country.

The seven national parties declared a total expenditure of Rs 1,228.26 crore, the report added.

BJP declared the maximum expenditure of Rs 710.05 crore in 2016-17, while Congress incurred a total expenses of Rs 321.66 crore (Rs 96.30 crore more than its total income).

The report further said that 70 percent of the total income of BSP, 31 percent of the total income of BJP and CPI and 6 percent of the total income of CPM during 2016-17 was declared unspent.

BSP's total income was Rs 173.58 crore during 2016-17, while its total expenditure was Rs 51.83 crore. Between 2015-16 and 2016-17, the income of BJP increased by 81.18 percent from Rs 570.86 crore to Rs 1,034.27 crore, while that of INC decreased by 14 percent from Rs 261.56 crore to Rs 225.36 crore.

Income of BSP increased by 266.32 percent from Rs 47.38 crore during 2015-16 to Rs 173.58 crore in 2016-17, while that of NCP increased by 88.63 percent from Rs 9.137 crore during 2015-16 to Rs 17.235 crore in 2016-17.

The report further noted that between 2015-16 and 2016-17, the income of AITC decreased by 81.52 percent and that of CPM fell by 6.72 percent.

BJP and Congress have declared donations/ contributions as one of their three main sources of income.

"Grants/donations/contributions of Rs 997.12 crore declared by BJP formed 96.41 percent of the total income of the party during 2016-17. Declaration of Rs 115.64 crore under revenue from issuance of coupons by INC forms the top most income of the party, contributing 51.32 percent of the total income of the party during 2016-17," ADR said.

The maximum expenditure for BJP during 2016-17 was towards election/general propaganda, which amounted to Rs 606.64 crore followed by expenses towards administrative cost, Rs 69.78 crore.

INC spent the maximum Rs 149.65 crore on election expenditure followed by expenditure of Rs 115.65 crore on administrative and general expenses, the report said.

Seven national parties have collected maximum 74.98 percent (Rs 1,169.07 crore) income from voluntary contributions for 2016-17.

During 2016-17, national parties received Rs 128.60 crore income from interest from banks and FD.

The report added that 7.98 percent or Rs 124.46 crore was the income generated through revenue from issuance of coupons by national parties during 2016-17.

ADR had earlier released the “Analysis of Income & Expenditure of National Political Parties for FY2016-2017” on February 7, 2018 without the details of BJP and INC as the audit reports of these parties were not available in the public domain.

The due date for submission of annual audited accounts for the parties was October 30, 2017. BJP submitted its audited report on February 8, 2018 (delayed by 99 days) and Congress on March 19, 2018 (delayed by 138 days).&nbsp
