Israel has a serious opioid problem, stares at addiction epidemic, reveals report

E-cigarette maker Juul Labs Inc has agreed to pay $462 million to settle claims by six U.S. states including New York and California that it unlawfully marketed its addictive products to minors, the states announced on Wednesday (April 12).

With the deal, Juul has now settled with 45 states for more than $1 billion. The company did not admit wrongdoing in the settlement, which also included Colorado, Illinois, Massachusetts and New Mexico as well as the District of Columbia.

The states had accused Juul of falsely marketing its e-cigarettes as less addictive than cigarettes and targeted minors with glamorous advertising campaigns.

"Juul's lies led to a nationwide public health crisis and put addictive products in the hands of minors who thought they were doing something harmless," New York Attorney General Letitia James said at a news conference.

The company said that use of its products by people under age 18 had fallen by 95% since the fall of 2019, when it changed its marketing practices as part of a "company-wide reset."

"With this settlement, we are nearing total resolution of the company's historical legal challenges and securing certainty for our future," Juul said in a statement.

Juul is still facing a lawsuit by Minnesota, where a trial is currently underway, as well as lawsuits or open investigations by Florida, Michigan, Maine and Alaska. In addition to the state settlements, the company last year agreed to pay $1.7 billion to settle thousands of lawsuits by local government entities and individual consumers.

Under pressure from regulators, Juul in 2019 pulled most of its flavours from the market and halted much of its advertising. The U.S. Food and Drug Administration last June briefly banned the products, though it put the ban on hold and agreed to reconsider the action after the company appealed.

Juul's former largest investor, Marlboro cigarette maker Altria Group Inc, is also facing claims over its alleged role in marketing Juul's e-cigarettes, and has not settled.

Altria last month announced that it had given up its investment in Juul in exchange for some of Juul's intellectual property. As of December, its share of Juul was valued at $250 million, down from $12.8 billion in 2018.

The head of the FDA's Center for Tobacco Products said last year that adolescent e-cigarette use in the United States remained at "concerning levels" and posed a serious public health risk. Federal health officials said last October that an estimated 2.55 million U.S. middle and high school students reported using e-cigarettes during a four-month span earlier in 2022.

Most e-cigarettes contain nicotine, the addictive substance present in regular cigarettes, cigars and other tobacco products, and nicotine in adolescence can harm the parts of the brain that control attention, learning, mood and impulse control, according to the U.S. Centers for Disease Control and Prevention. The CDC also has said using nicotine in adolescence may raise the risk for future addiction to other drugs.

US: Juul to pay $462 million to six states over youth e-cigarettes addiction claims

A study conducted by the &nbsp;University of Toronto has stated that adults exposed to chronic parental domestic violence have more chances of suffering from anxiety, depression and substance abuse disorder

These adults also have a lower level of social support than their peers who do not experience such adversity in childhood.&nbsp; 
 
&nbsp;The findings of the study were published in the 'Journal of Family Violence'.The study found that one-fifth (22.5 per cent) of adults who were exposed to chronic parental domestic violence during childhood developed a major depressive disorder at some point in their life.&nbsp; 
 
This was much higher than the 9.1 per cent of those without a history of parental domestic violence. 
 
"Our findings underline the risk of long-term negative outcomes of chronic domestic violence for children, even when the children themselves are not abused," said author Esme Fuller-Thomson, Director of University of Toronto`s Institute for Life Course and Aging at the University of Toronto and Professor at the Factor-Inwentash Faculty of Social Work (FIFSW). 
 
"Social workers and health professionals must work vigilantly to prevent domestic violence and to support both survivors of this abuse and their children," added Fuller-Thomson. 
 
The study says Parental domestic violence (PDV) often occurs in the context of other adversities, including childhood physical and sexual abuse, making it challenging to examine the mental health outcomes associated solely with parental domestic violence in the absence of childhood abuse. 
 
To address this problem, the authors excluded anyone in their study who had experienced childhood physical or sexual abuse. 
 
The study's nationally representative sample ultimately included 17,739 respondents from the Canadian Community Health Survey-Mental Health, of whom 326 reported having witnessed PDV more than 10 times before age 16, which was defined as `chronic PDV`. 
 
One in six adults (15.2 per cent) who had experienced chronic PDV reported that they later developed an anxiety disorder.&nbsp; 
 
Only 7.1 per cent of those who had not been exposed to parental violence also reported experiencing an anxiety disorder at some point in their life. 
 
"Many children who are exposed to their parent`s domestic violence remain constantly vigilant and perpetually anxious, fearful that any conflict may escalate into assault. Therefore, it is not surprising that decades later, when they are adults, those with a history of PDV have an elevated prevalence of anxiety disorders," said co-author Deirdre Ryan-Morissette. 
 
More than one-quarter of adults (26.8 per cent) who were exposed to chronic PDV in childhood developed substance use disorders, compared to 19.2 per cent of those without exposure to this early adversity.&nbsp; 
 
The findings were not all negative, though. More than three in five adult survivors of chronic PDV were in excellent mental health, free from any mental illness, substance dependence or suicidal thoughts in the preceding year; we were happy and/or satisfied with their life and reported high levels of social and psychological well-being, despite their exposure to such harrowing experiences in childhood.
