<p>The BSE Sensex shed almost 109 points to close below the key 35,000-mark today as trading activity was on a low ebb ahead of RBI's policy announcement&nbsp;tomorrow.&nbsp;</p>

<p>The Reserve Bank's three-day monetary policy review kicked off yesterday amid speculation that it may hike the key interest rate for the first time since January 2014 due to firming inflation.</p>

<p>The 30-share Sensex stayed in the negative terrain for most of the session, touching a low of 34,784.68.</p>

<p>It finally finished at 34,903.21, down 108.68 points or 0.31 per cent.</p>

<p>The gauge had lost 310.49 points in the previous two sessions.</p>

<p>The broader NSE Nifty too dropped by 35.35 points, or 0.33 per cent, to end at 10,593.15, after moving between 10,633.15 and 10,550.90.</p>

<p>Interest rate sensitive realty, banking and auto stocks remained under pressure.&nbsp;</p>

<p>Trading mood was also impacted after PMI data showed that India's services activity contracted for the first time&nbsp;in three months&nbsp;in May as new business orders stagnated and cost pressure intensified amid higher fuel prices.</p>

<p>Meanwhile, domestic institutional investors (DIIs) sold shares worth a net Rs 712.41 crore, while foreign portfolio investors (FPIs) bought equities to the tune of Rs 2,354.03 crore yesterday, as per provisional data released by the stock exchanges.</p>

<p>Describing plastic pollution as a "very serious issue", former Union environment minister Jairam Ramesh batted for a phased approach to tackle the problem on the eve of World Environment Day.</p>

<p>Stating that banning plastic was no solution to the pollution caused by it, he said waste management was the most important area that needed to be addressed on priority.</p>

<p>"We should not swing from one end of the pendulum to the other, going from believing that plastic is a very useful material, to contain its use across the board," he said at an event here.</p>

<p>India cannot ban plastic altogether due to a variety of reasons, including its use, he said, stressing on public education to discourage littering.</p>

<p>The event was organised by the Global Alliance Incinerator Alliance (GAIA).</p>

<p>"There is simply too much plastic in the environment. This has to change," said Pratibha Sharma, National Coordinator of GAIA India.</p>

<p>From May 16 to 26 this year, 10 GAIA member organisations and partners conducted clean-up and waste and brand audits in 18 states of India. Of the total waste collected, 46,100 pieces of plastic waste were branded, of which 47.5 per cent were multilayer plastic packaging which can neither be recycled nor composted, the organisation said in a statement.</p>

<p>"Through the brand audit activity, we found that there is a huge amount of waste in the form of single-use and multilayer plastic packaging that gets generated at a very high rate every single day. Such plastic waste is not only detrimental to the environment in terms of plastic pollution but is also causing frequent floods and drainage problems in Mumbai and other cities," the statement said.</p>

<p>The actor-activist also said when iconic film stars and influencers in the film industry refuse to use single-use plastic, "the message goes far and wide".</p>

<p>Interacting with reporters at the UN India Office here, she also lauded the efforts of Vadodara-based activist Rajeshwari Singh, who here today completed her 1100-km-long journey on foot from Gujarat to Delhi&nbsp;in 45 days, to spread the message of the "plastic menace" to environment.</p>

<p>The activist told reporters that during her travel, spanning multiple states and several cities, she "did not use plastic bottles at all to drink water".</p>

<p>"When I stopped by at any rest house, circuit house or even hotels to take rest, people would offer me water in bottles, which I just refused, and instead drank from a 'matka' (earthen pitcher) or asked to serve it in jugs and glasses. If I had used plastic water bottles, the message would have got diluted," Singh said.</p>

<p>Mirza, a former Miss Asia Pacific in response to a question admitted that use of plastic bottles and straws shown in films, TV shows and advertisements, have in a way normalised, "injudicious" usage of plastic by people in real life.</p>

<p>"But, we (she as goodwill ambassador with the UNEP) are developing several engagements forums, so as to engage with advertising and film industries, to reduce that imagery of plastic on screen, e.G., discontinuing use of straw," she said.</p>

<p>"Such images on screen affect people's consciousness subliminally. So we are seeking to engage with people in the industry, and soon the audience would see the differences showing in TV sitcoms and ads," Mirza later said on the sidelines.</p>

<p>The actress-environmentalist, who was appointed the UNEP's Goodwill Ambassador for India last year, also shared that, whenever she has reached out for support to anyone in Bollywood film industry on the issue of plastic, "I have always received a very positive and overwhelming, yes."</p>

<p>Erik Solheim, Executive Director of the United Nations Environment Programme (UNEP), said many big movements in history have been led by young people, from anti-slavery movement to civil right's campaign, and the field of environment also has youth, pledging support to it.</p>

<p>"The problem of plastic is big and many tourist sites would be otherwise beautiful but for the presence of plastic waste in and around it... Many animals end up consuming it, cows and camels and we know the case of big chink of plastic found inside a seabird in the Arctic zone," he said.</p>

<p>UN Resident Coordinator in New Delhi, Yuri Afanasiev emphasised on the efforts needed to increase the circular economy from "9 per cent to 90 per cent" and to have more sustainable policies.</p>

<p>"Let us not make the mistake of thinking that the humanity's use of plastic will reduce with time. There is nothing wrong with a plastic water bottle, problem is labels and caps are not recycled. And, some countries still have not developed a system to collect those products and recycle them," he said.</p>

<p>Former Jammu and Kashmir police chief Kuldeep Khoda has warned of a "cult" being born in the state with more educated youths getting enthused to join militancy and picking up the gun becoming an "attractive and glamorous" option.</p>

<p>The "dimensions and dynamics" of terrorism are changing, Khoda, the longest and amongst the most successful police chiefs of the state, has said in a blog.<br />

Examining the reasons for increasing number of youths joining militancy, he said, "When political grid is inactive, even if security grid gets results, common man on many occasions becomes a victim of favouritism and nepotism. Frustration of common man with the system he is in has to find an exit route."<br />
<br />
In other states, he added, where system failures may be more acute, the exit route for frustration takes the form of dharnas, strikes, arson and the like.<br />
<br />
"But in the Valley, with militancy now firmly entrenched for the last three decades, taking up the gun is not only a readily available option but an attractive and glamorous one as well," said Khoda, who served as chief vigilance commissioner of the state before retiring last year.<br />
<br />
The glamorisation of militancy has attracted many well-educated boys into its ranks, he said.<br />
<br />
"Earlier unheard but now a reality is that a large number of educated youth are getting enthused to be part of the 'movement' and to spearhead it. A local PhD scholar studying in Aligarh Muslim University, a faculty member from Kashmir University who subsequently got killed in an operation, an MBA son of a prominent separatist, are some of the recently recruited educated youth."<br />

This, he said, is changing the dimensions and dynamics of terrorism.<br />

"A cult has been born. Whether it will grow to assume a menacing role will largely depend on our response," he said.<br />

He said the conflict zone was usually associated with conflict of interests between those managing the security grid and political grid.<br />

After the launch of Operation 'All Out', some important militant commanders got neutralized with 213 terrorists killed in 2017, he said.</p>

"But the success of operations gets diluted when the neutralized number of terrorists gets replaced by infiltration and fresh recruitment. Last year witnessed local militant recruitment at 126, the highest during the last more than twelve years. This year, during first four months with around 50 local youth getting into militant cadres, last year's number is likely to get surpassed," he warned.<br />

Khoda, who served as police chief from 2007 to 2012, said the number of terror incidents plummeted from 1,438 in 2006 to 124 in 2012.</p>

<p>Drawing a parallel between present day's political environment and the one that existed during 1977, Nationalist Congress Party (NCP) chief Sharad Pawar said a united opposition, just like 40 years ago, can take on the might of a single party.</p>

<p>Many of these companies are suspected to have been used for illegal fund flows.</p>

<p>Data compiled by the ministry showed that out of the 2.26 lakh deregistered companies, the bank details of 1.68 lakh of them showed that post demonetisation cash was deposited in these accounts.</p>

<p>"Out of this, 73,000 companies deposited Rs 24,000 crore. Details of companies from various banks are under process," the ministry said in a document.</p>

<p>The document, which listed the ministry's achievements in the last four years, also said that 68 companies are under investigation.</p>

<p>The Serious Fraud Investigation Office (SFIO) is probing 19 companies while the Registrars of Companies (RoC) are investigating 49 firms, it added.&nbsp;</p>

<p>Concerned over mounting cane arrears of more than Rs 22,000 crore, the government is likely to announce a bailout package of over Rs 7,000 crore to ensure cash-starved mills clear dues to farmers at the earliest, sources said.&nbsp;</p>

<p>A decision in this regard is expected to be taken in the meeting of the Cabinet Committee on Economic Affairs (CCEA) scheduled tomorrow, the sources added.&nbsp;</p>

<p>Last month, the government had announced a Rs 1,500 crore production-linked subsidy for sugarcane farmers to help millers pay cane payments.</p>

<p>Sugar mills are unable to make payments to cane growers as their financial health has worsened due to a sharp fall in sugar prices after a record production of 31.6 million tonne (MT) so far in the 2017-18 season (October-September).</p>

<p>Maximum cane dues of more than Rs 12,000 crore are in Uttar Pradesh alone, the country's biggest sugarcane producing state.</p>

<p>According to sources, the government has worked out a slew of measures to ensure farmers' dues are cleared by mills. "A bailout package of Rs 7,000 crore has been proposed," they added.</p>

<p>The petroleum ministry is also looking at raising ethanol price so that mills make payment to farmers at the earliest.&nbsp;</p>

<p>Presently, the average ex-mill price of sugar is in the range of Rs 25.60-26.22 per kg, which is below the cost of production.</p>

<p>The Centre has already doubled sugar import duty to 100 per cent and scrapped export duty to check sliding domestic prices. It has also asked mills to export 2 million tonnes of sugar.</p>

Concerned over mounting cane arrears of more than Rs 22,000 crore, the government is likely to announce a bailout package of over Rs 7,000 crore to ensure cash-starved mills clear dues to farmers at the earliest, sources said. A decision in this regard is expected to be taken in the meeting of the Cabinet Committee on Economic Affairs (CCEA) scheduled tomorrow, the sources added. Last month, the government had announced a Rs 1,500 crore production-linked subsidy for sugarcane farmers to help millers pay cane payments. Sugar mills are unable to make payments to cane growers as their financial health has worsened due to a sharp fall in sugar prices after a record production of 31.6 million tonne (MT) so far in the 2017-18 season (October-September). Maximum cane dues of more than Rs 12,000 crore are in Uttar Pradesh alone, the country's biggest sugarcane producing state. I think the relation is based on respect and I have found that from my interaction with Prime Minister Modi, the leaders of India, and I have seen that from the relationship that I have with the Chinese government. Big countries, the size of your country, size of your population, but both have genuine respect for a small country like Seychelles and our relationship has never been one of being dictated to by a big country . I think it is in this context that I believe that Seychelles, our relationship will grow with both India and China.”</p>

<p>The Seychellois President also denied his country is playing off India and China in what analysts say is China’s encirclement of India in a ‘string of pearls theory’&nbsp;</p>

<p>&nbsp;Amid acute water shortage, the situation in Shimla improved as authorities increased supply for the second day on Sunday, even though officials said the rationing system put in place in the Himachal Pradesh capital would continue.</p>

<p>Shimla residents have been facing severe water shortage for more than two weeks now. Authorities have put in place a rationing system under which the hill city has been divided into three zones and each zone receives water alternatively - after two days.</p>

<p>On Saturday, the volume of water supply was increased by 7 million litres per day to 28 million litres per day (MLD). Yesterday, supply was further increased to 37 MLD after the Shimla Municipal Corporation plugged leakages and snapped illegal connections, officials said.</p>

<p>Shimla Municipal Corporation sources said the schedule for supplying water to the three zones would be modified if more water was available. Shimla normally requires 40-45 MLD of water during summers.</p>

<p>Officials blame reduced snowfall and rainfall in higher reaches last winter season for the shortage in water supply.</p>

<p>The higher education department has ordered government schools to remain shut for a week in view of water shortage. There would be no monsoon break in schools this year, it said.</p>

<p>Public schools have been ordered shut for 10 days.</p>

<p>Army and police personnel too have been working with the civic body to find ways to improve water supply in the state capital.</p>

<p>The Himachal Pradesh Congress Committee has demanded the dissolution of the BJP-controlled municipal corporation.</p>

<p>In a memorandum to Governor Acharya Devvrat, IN Mehta, chairman of legal and human rights department of the state Congress committee, said the municipal corporation failed to ensure uninterrupted water supply and it should be dismissed by invoking Section 404 of Municipal Corporation Act.</p>

<p>Local authorities now hope that the pre-monsoon showers by the third week of June would improve the situation.</p>

However, since there is no respite in cross-border terrorism and ceasefire violations on the part of Pakistan, the government "may be constrained to revoke" the agreement.</p>

<p>Days after a 21-year-old youth succumbed to his injuries in Jammu and Kashmir's Nowhatta after he was accidentally hit by a CRPF van, a video of the victim's&nbsp;relative&nbsp;accusing the Hurriyat&nbsp;has gone viral on social media.</p>

<p>In the video,&nbsp;the man is heard saying," On one hand, (Syed Ali Shah) Geelani&nbsp;saab says don’t send your children to Christian schools and on the other, he calls Shabir Shah’s daughter, who was schooled at DPS, as a role model".</p>

<p>Referring to the death of the boy he further said, "the poor kid didn’t even know what shahadat (martyrdom) means. His body was kept on road for your (Hurriyat) politics".</p>

<p>The incident had escalated tensions in the valley on June 2.</p>

<p>After the incident, the state police had filed an FIR against unidentified stone pelters for an attempt to murder while the other against the CRPF driver accusing him of rash driving.</p>

<p>Speaking on the incident Minister of Home Affairs Hansraj Ahir has said, "Hurriyat uses Pak funds to instigate youth to pelt stones. People are asking why do you ask our children to pelt stones when your own children study abroad?"</p>

<p>A similar remark came from the Minister of State (MoS) in the Prime Minister`s Office Jitendra Singh where he said that the real faces of the Hurriyat leaders are slowly being exposed and they will soon be boycotted by residents of the valley.</p>

<p>After India and Pakistan <a href="http://wionews.com/india-news/ceasefire-dialogue-offer-opportunity-to-save-jk-from-bloodshed-mehbooba-141939">DGMS announced a ceasefire </a>agreement last week, minister of state for home affairs(MoS) Hansraj Ahir said the government will be "constrained to revoke the ceasefire agreement" in view of cross-border firing.</p>

<p>In the latest incident, two BSF personnel were <a href="http://wionews.com/india-news/two-bsf-personnel-killed-as-pak-violates-ceasefire-in-jk-141850">killed after Pakistani troops opened fire in Akhnoor</a>, Kanachak and Khour sectors of Jammu district on Sunday. The sudden firing led to the death of Assistant Sub-inspector Satya Narayan Yadav and Constable Vijay Kumar Pandey. At least 13 people were injured during the cross-border firing.</p>

<p>Speaking about the incident, Ahir said: &nbsp;"We had decided to suspend operations in view of Ramzan. However, there is no respite in cross-border terrorism and ceasefire violations on the part of Pakistan," adding,"we will be constrained to revoke the ceasefire agreement."</p>

<p>MoS Ahir added that India will continue to follow the &nbsp;"no-first-strike" policy.</p>

<p>Meanwhile, BSF's Jammu frontier IG Ram Awtar said &nbsp;Islamabad says one thing and does another.</p>

<p>India and Pakistan DGMOs last week had agreed to implement the ceasefire pact of 2003 in "letter and spirit".&nbsp;</p>

<p>"Suddenly, Pakistan started firing around 1.15 am, injuring two of our personnel who later succumbed,"BSF IG Awtar said. Indian troops stationed at the border returned fire, he informed.</p>

<p>"After every incident, we do a detailed study and accordingly take precautionary measures for the future. This incident of cross-border firing will be probed as well," the BSF IG said.</p>
