Indian Space Research Organisation (ISRO) Chairman K. Sivan has said that India's second lunar mission, Chandrayaan-2 would be launched most probably on January 3, 2019.

Addressing the media following the successful launch of PSLV C-42 into orbit, Sivan talked about the slew of launches scheduled over the next few months.

He said, "Chandrayaan-2 is planned for a window from January 3 to February 16, 2019, that we are targeting. It can happen anytime during that window. But we are aiming for the beginning of the window, January 3."

Talking about the successful launch of the NovaSAR and S1-4 earth observation satellites of UK, Sivan said, "Today I am extremely happy to announce that PSLV-C42 carrying two customer satellites NovaSAR and S1-4 placed them precisely in orbit. Within the next six months, 10 satellite missions and eight launch vehicle missions would be launched - one every two weeks."

Meanwhile, reacting on ISRO scientist Nambi Narayanan granted compensation by the Supreme Court after being arrested in an alleged spying case, Sivan said, "ISRO isn't in the picture. The case is only against Kerala government. When it was decided that he (Nambi Narayan) is wrongly arrested, he returned to ISRO."

The Supreme Court on September 14 granted compensation of Rs 50 lakh to Narayanan, who was arrested in an alleged spy scandal in 1994. The apex court had observed that the arrest of Narayanan was "needless" and "unnecessary".

A three-judge bench of the top court, headed by Chief Justice of India (CJI) Dipak Misra, had also announced setting up of a committee which would be headed by retired Supreme Court judge DK Jain to investigate the role of Kerala police officials in the arrest of Narayanan.

On Sunday evening, the ISRO successfully launched PSLV C-42 into orbit carrying two international satellites -- Nova SAR and S1-4 from the Satish Dhawan Space Centre in Sriharikota.

The two earth observation satellites have been developed by Surrey Satellite Technologies Limited (SSTL), the United Kingdom under a commercial arrangement with Antrix Corporation Limited, Department of Space.

Both the British satellites that weigh around 889 kgs, were launched into a 583 km Sun Synchronous Orbit.

NovaSAR is an S-Band Synthetic Aperture Radar satellite intended for forest mapping, land use, ice cover monitoring, flood and disaster monitoring. S1-4 is a high-resolution Optical Earth Observation Satellite, used for surveying resources, environment monitoring, urban management and for the disaster monitoring.

CBDT Chairman Sushil Chandra Monday expressed confidence in exceeding Rs 11.5 lakh crore direct tax collection target in current fiscal. In the 2018-19 budget, the government had projected a 14.3 per cent rise in direct tax collections to Rs 11.5 lakh crore.

“We certainly hope to cross the Rs 11.5 lakh crore direct tax collection target for the current fiscal,” Chandra told reporters. However, the Controller General of Accounts data shows, the direct tax collections grew a paltry 4.2 per cent on year to Rs 1.54 lakh crore in April-June.

Chandra said total tax refund so far in the current financial year stands at about Rs 95,000 crore. This year, the government conducted a special drive during June 1-30 to expeditiously clear pending direct tax refunds. Over 99 per cent of all refund claims pending as of June 30 had been processed and disbursed, a finance ministry statement had said earlier.

In last fiscal (2017-18), direct tax collection increased over 18 per cent to Rs 10.03 lakh crore. Chandra said the government has received close to Rs 7,500 crore on account of Flipkart-Walmart deal. Walmart Inc had completed the acquisition of 77 per cent stake in Flipkart for about USD 16 billion in mid-August.

Following the deal, it had to withhold taxes as per Indian laws while making payments to shareholders of Flipkart. Withholding tax, or retention tax, is an income tax to be paid to the government by the payer of the income rather than by the recipient of the income.

The tax is withheld or deducted from the income due to the recipient. As per domestic tax law, long-term capital gains tax is levied at 20 per cent for shares sold by foreign investors after 24 months of purchase. However, the I-T law also provides for a taxpayer to pay taxes at a lower or nil rate if he is eligible to claim the benefits under the double taxation avoidance agreement between India and the country from where the investment was routed.

Modi government’s big target: Whopping 14% rise in direct tax collections to Rs 11.5 lakh crore in FY19

The Supreme court on Monday lifted the ban on the sale of Saridon after the painkiller was banned by the Centre last week.&nbsp

Besides Saridon, Piriton and Dart were also exempted from the list of 328 fixed-dose combination drugs (FDC) that were banned by the Centre, according to reports.

On September 13, the Union Health Ministry banned the manufacture, marketing and sale of 328 FDC drugs, including several commonly used cough syrups, painkillers, and cold and flu drugs such as Saridon, the skin cream Panderm, diabetes drug Gluconorm PG, antibiotic Lupidiclox and antibacterial Taxim AZ.

The Supreme Court also asked the Ministry of Health to give its opinion on the petitions filed against the order. The order provides a major relief to the companies like GlaxoSmithKline and Piramal, as these drugs are marketed by these companies.&nbsp

The Union Ministry of Health had banned the manufacture, sale or distribution of as many as 328 varieties of combination drugs manufactured in its efforts to keep a check on the irrational use of fixed-dose combination (FDC) medicines.&nbsp

The FDC medicines are two or more drugs contained in a single dosage form. They are manufactured to evade price control measures and are low-cost drugs that can treat multiple diseases.

The SC order has affected over 6,000 medicine brands worth about Rs 25,000 crore across the country. Earlier, a government statement had said that the move would help curb the wrong use of 'unsafe' FDC medicines. The health ministry had taken the decision to ban these drugs after the Drugs Technical Advisor Board suggested these drugs might pose health risks.

The order provides a major relief to the companies like GlaxoSmithKline and Piramal, as these drugs are marketed by these companies. The Union Ministry of Health had banned the manufacture, sale or distribution of as many as 328 varieties of combination drugs manufactured in its efforts to keep a check on the irrational use of fixed-dose combination (FDC) medicines.

A Delhi court Monday summoned RJD chief Lalu Prasad, wife Rabri Devi and son Tejashwi Yadav as accused in IRCTC money laundering case.

Additional Sessions Judge (ASJ) Arun Bharadwaj took cognisance of the charge sheet and directed all the accused to be present before it on October 6.

The court also issued production warrant against Prasad considering the fact that he is currently lodged in a Ranchi jail.

Earlier in the day, the Enforcement Directorate had demanded Lalu Yadav to be produced before it and had summoned others accused in the case.

On August 31 the court had granted bail to Rabri Devi and Tejashwi Yadav on a personal bond of one lakh and one surety of the like amount.

The case involves alleged irregularities in grant of an operational contract of two IRCTC hotels to a private firm.

The CBI had registered a case in July last year and carried out searches at 12 locations in Patna, Ranchi, Bhubaneswar and Gurugram in connection with the case.

The charge sheet said that between 2004 and 2014, a conspiracy was hatched in pursuance of which BNR hotels of Indian Railways, located at Puri and Ranchi, were first transferred to the IRCTC and later for its operations, maintenance and upkeep, it was given on lease to a private firm Sujata Hotel Private Limited based in Patna.

It alleged that the tender process was rigged and manipulated and the conditions were tweaked to help the private party (Sujata Hotels).

Lalu Yadav, the then railway minister, allegedly entered into criminal conspiracy with owners of Sujata hotels, Sarla Gupta, wife of his close associate Prem Chand Gupta, an RJD MP in Rajya Sabha, and IRCTC officials for "undue pecuniary advantage to himself and others", the CBI FIR had alleged.

The Goa government is stable and no demand has been made for a change in leadership at a meeting called by the ruling BJP here Monday to take stock of the political situation in view of Chief Minister Manohar Parrikar’s indisposition, senior party leader Ram Lal said. The meeting was called in the presence of BJP central observers. Asserting that the state government is stable, Lal said allies reiterated their support to the BJP in the meeting. He said opinions expressed by various leaders in the meeting will be shared with the party high command to take a decision in the interest of the state.

Parrikar, 62, who is suffering from a pancreatic ailment, has been admitted to the All India Institute of Medical Sciences (AIIMS) in New Delhi for treatment. BJP president Amit Shah had Sunday sent three senior members of the party — B L Santhosh, Ram Lal and Vinay Puranik — to Goa to meet the party leaders and allies in the coastal state.

The meeting was held Monday morning at the BJP headquarters and was attended by party MLAs, former legislators and core committee members. Later, Lal said the party held discussions on the political situation in the state and preparations for the Lok Sabha elections due next year. He said the BJP’s alliance partners – the Goa Forward Party (GFP), the Maharashtrawadi Gomantak Party (MGP) and Independents – conveyed that they will agree to any political decision taken by the saffron party.

“We have taken everyone’s opinion which would be shared with leaders in Delhi to take a decision which is good in the interest of the state,” Lal said, without elaborating further on what transpired in the meeting. He ruled out the change in leadership in the state. “All the allies have said they are with the government and will agree to the BJP’s decision. No one has placed a demand for change in leadership in front of me. The government is stable,” Lal asserted.

He further said that as of now there is no proposal for the merger from alliance partners. “There is no proposal for merger. If they want to give any proposal (later), then they will give,” he said. The MGP had said Saturday it was “high time” Parrikar handed over the charge to the senior-most minister in his Cabinet during his absence. The BJP currently has 14 legislators in the 40-member Assembly, while the GFP and the MGP have three each. The national party is also supported by three Independents. The Congress has 16 MLAs while the Nationalist Congress Party (NCP) has one legislator.

Minister of State, External Affairs and Former Chief of Army Staff General VK Singh on Monday attacked Pakistan's Prime Minister Imran Khan over infiltration incidents at the Indo-Pak border and said that the army still rules Pakistan despite the election of new PM.

Speaking on the sidelines of a FICCI event in New Delhi General VK Singh said, "Did you all expect a change? I don't know. After all, the person has been propped up by the (Pakistan) army. The army still rules. So, let's wait and watch how things go -- whether the person remains under army control or doesn't remain under its control.”

On India Pakistan talks, the minister reiterated India's official policy that talks and terror cant go together. He said, "our policy very clear..dialogue will happen provided the environment made conducive for that.. and we stick to that".

The strong statement comes at a time when even though Pakistan has been saying it wants talks with New Delhi, it has been raking up Kashmir at various global forums. Its permanent representative at the United Nations, Maleeha Lodhi recently raised Kashmir and was given a strong reply by India's Syed Akbaruddin who said, 'new government of Pakistan rather than indulge in polemics" should "work constructively to build a safe, stable, secure and developed South Asian region, free of terror and violence".

The US has also weighed in on the prospects of Indo Pakistan dialogue but has raised Indian concerns on cross-border terror for talks to happen. Responding to a question by WION on the US take on Indo Pakistan talks, Ambassador Alice Wells Principal Deputy Assistant Secretary of State for South and Central Asia said " In General, US supports India Pakistan dialogue" but raised Indian concerns of cross-border terror.

All eyes will be on United Nations general assembly (UNGA) session next week where Indian External Affairs Minister Sushma Swaraj and Pakistan foreign minister Shah Mahmood Qureshi will be speaking and take part at the SAARC FMs meet.

Kartarpur border: No proposal received from Pakistan

Referring to reports of proposals to open the Kartarpur border crossing for Sikh pilgrims, Singh said India has “not received any proposal” from Pakistan to open the route.

“Nothing has come from the government's (Pakistan) side. This issue has been going on for a very long time. If anything comes about we will let you know," he said.

The Kartarpur route, along India-Pakistan border, is nearly three kilometres away from Gurdaspur, Punjab. If opened, it will allow Sikh pilgrims a direct access to Gurdwara Darbar Sahib in Kartarpur, Pakistan. The idea though an old one, got a fresh lease of life when Punjab minister Navjot Singh Sidhu met Pakistan army chief during oath-taking ceremony of new Pakistan PM Imran Khan.

All India Majlis-E-Ittehadul Muslimeen (AIMIM) president Asaduddin Owaisi on Sunday said&nbspthat the Bharatiya Janata Party (BJP) seems to be suffering from "selective amnesia", reported news agency ANI.

Owaisi's&nbspremark came after BJP President Amit Shah charged Telangana Chief Minister K Chandrashekar Rao with creating additional expenses by seeking an advancement of polls and dissolving the state assembly, the report further said.

Owaisi said: "Not even a single communal riot has taken place in Telangana in the last four years. How can they (BJP) forget 2002, when Narendra Modi as Chief Minister of Gujarat dissolved the state assembly? They seem to be suffering from selective amnesia, but we will not forget it. There is peace and growth in Telangana now. If KCR dissolved the Telangana assembly nine months before elections, then it is a bold decision. Why are you (BJP) afraid of it?"

Continuing his tirade against Shah, Owaisi asked: "If you are so much worried about taxpayers` money, then how come there`s a photo with Nirav Modi in Switzerland? Who called Mehul (Choksi) as Mehul bhai? Who said about the meeting before going to London? Wasn`t it taxpayers` money?"

The AIMIM Chief asserted that the BJP was scared of contesting polls in Telangana, adding that the party "won`t be able to spare its five seats."

"They will even lose their Secunderabad Parliament seat. There is an atmosphere of peace and love in Telangana, and it will continue to be the same. We will contest elections against the TRS, but we are also saying that KCR will become the next Chief Minister of Telangana. Who is the face of BJP (as Chief Minister of Telangana)? The people of Telangana are not ready to accept even a single face of their (BJP) party," Owaisi noted.

Telangana was scheduled to go to polls in June 2019, however, Chief Minister K. Chandrasekhar Rao (KCR) decided to go for early polls and dissolved the state assembly earlier this month, necessitating the constitution of a new government.

Although KCR called for an advancement in elections, the Chief Election Commissioner asserted that the polling dates will be decided based on a report filed by the Telangana State Chief Electoral Officer.

'Congress party wants to keep infiltrators in the country whereas we have pledged to evict each and every infiltrator from India,' Shah said in Pali, Rajasthan.

BJP president Amit Shah repeated his pledge Sunday to evict "each and every infiltrator from India". Shah had first made the vow after the publication of the second draft of Assam's National Register of Citizens. Union Home Minister Rajnath Singh had at the time said the 40 lakh people who had not made it to the NRC would be given every opportunity to fight their non-inclusion in the register, and that nobody was going to be deported. Shah however had said all illegal aliens would be deported. On Sunday, he repeated his pledge. Isha Foundation founder Sadhguru Jaggi Vasudev Sunday said the reason for hue and cry over unemployment was because of people’s preference for one kind of a job, when there were many others around.

“In this country, nobody should be talking about unemployment as there is so much to be done in India.. The problem is people look for a certain kind of job, when there are many other kinds of jobs around,” he said at the sixth session of Youth and Truth series on IIM-B campus here.

Sadhguru was replying to a query from students on unemployment in India. Noting that there were several problems afflicting the country, he said people should use their knowledge to find solutions to them.

“If you have a working brain and a seeing eye, there are thousands of things to be done right around you. If you are enterprising, can the world stop you? Where there is a problem, there is a possibility,” he added. Sadhguru further said India never had role models in its culture because the idea was about constantly trying to evolve oneself.

“Having a role model is like a mango tree wanting to become like a coconut tree,” he said. Sadhguru will travel to Hyderabad for the next session on September 18.

Ruckus over unemployment as people want one kind of job when so many others around: Sadhguru

Counting of votes in the JNU students union polls was suspended for over 14 hours on Saturday by election authorities citing "forcible entry" and "attempts to snatch away ballot boxes" at counting venue after the ABVP staged protests claiming it was not informed about the start of the process.

The counting, which was suspended at 4 am, resumed at 6.30 pm after two teachers from the Grievance Redressal Cell were appointed as observers for the exercise, officials said.

"Election Committee had resumed counting process at 6.30 pm. Counting agents for central panel for combined science schools and special centre remain same. Observers of the election committee will testify for the transparency in which the ballots were counted," the Election Committee said.

Sources said the counting process for the councillor posts has finished and the counting process for central panel posts of one school is over. The results will be announced on Sunday.

According to figures available, the Left and the ABVP are locked in a close fight on the central panel posts of president, vice president, secretary and joint secretary with the Left leading the ABVP on all the posts.

This was not before high drama through the day as the Akhil Bharatiya Vidyarthi Parishad (ABVP) which is the student wing of the Rashtriya Swayamsevak Sangh (RSS), clashed with members of the Left parties in the afternoon.

While the ABVP accused the members of Left parties of assaulting its members and perpetrating violence and endangering the culture of democracy, the Left levelled similar allegations against them and also accused them of occupying the counting centre.

The CRPF was deployed in the campus area after counting was halted in the morning.

The counting process was stalled after the ABVP staged a protest alleging they were not informed about the process.

The JNU election committee said, "The counting process, which began on 14 September at 10 pm has been suspended due to forcible entry into the counting venue and attempts to snatch away the sealed ballot boxes as well as ballot papers from our counting centres."

However, the ABVP said the Left parties were scared of their strength this time and were spreading a propaganda against them.

The deadlock at the Jawaharlal Nehru University persisted till evening with the ABVP accusing the election authorities of bias towards the Left outfits and threatening to move court.

The election committee, however, issued a statement saying, "A malicious lie is being spread on social media and among students that the Election Committee had not made three announcements and went forth with the entry of the counting agents for post of Central Panel for combined schools and Special Centres."

The committee would like to clearly state three announcement calls were made (with the third call announced as the last and final call and communicated to the students gathered outside the counting venue) via loudspeaker, the committee said.

"After that, the election committee members informed the security guards about it and asked them to gather any counting agents... Fourteen counting agents for ten different candidates had reported at the counting venue.

After this, the counting process had started and sealed boxes were opened in the presence of the counting agents," it said.

As per the established norms, no new counting agents can enter the counting venue, once the seal of the boxes is opened.

"The Election Committee (EC) had to reject the request of new counting agents being allowed inside that respective counting venue. A few students had forcibly entered the building and reached the counting venue, thus we had to suspend the counting process," it said.

The panel also claimed that their members, including women, faced intimidation.

President of ABVP-JNU unit Vijay Kumar said they will not hesitate to approach the Delhi High Court if they do not get justice.

"Counting of votes is being done without adhering to the rules. The EC is not following even the bare minimum requirements of election procedure...The biased way of handling elections has put a question mark on EC's neutrality. "We have approached the Grievance Redressal Cell to seek justice. We will not hesitate to proceed to the Delhi High Court if we don't get justice," he added.

The Grievance Redressal Cell is a body comprising the varsity's professors which addresses election-related complaints.

The ABVP claimed their counting agent was not informed about the beginning of counting of votes polled in science schools.

The Left bloc claimed that "around 4 am, ABVP broke the glasses of the School of International Studies building". They also claimed the ABVP counting agent was called but he did not turn up on time.

"We protested peacefully as the EC is biased towards the Left. We did not create any ruckus," he said.

The voter turnout in the keenly contested JNUSU election on Friday was 67.8 per cent, believed to be the highest in six years. Over 5,000 students cast their votes.

The Left-backed All India Students' Association (AISA), Students' Federation of India (SFI), Democratic Students' Federation (DSF) and All India Students' Federation (AISF) have come together to form the United-Left alliance.

Besides the Left bloc, there are candidates of ABVP, NSUI (National Students' Union of India) and BAPSA (Birsa Ambedkar Phule Students Association).

Technical glitches in EVMs had marred the counting process for Delhi University Students' Union polls on Thursday, leading to its suspension for close to three hours.

JNSU polls: Counting resumes after being suspended for 14 hours

Ahead of the Telangana assembly elections, the Congress has alleged discrepancies in the voter list of the state and sought an intervention of the Election Commission of India (ECI).

The party has asked for an investigation in the "strongest possible manner".

The matter was highlighted by Congress spokesperson Abhishek Singhvi in a press briefing.

Sanghvi said, "The problem of duplicates, deleted votes and disqualified voters is far more acute in Telangana than could have been imagined."

He claimed that there are at least 30.13 lakh duplicate voters in the state, while names of nearly 20 lakh voters have been deleted from the electoral rolls between 2014 and 2018 on the pretext that they have left for Andhra Pradesh.&nbsp

The Congress leader also alleged that names of around 18 lakh voters are found in the electoral rolls of both the states of Andhra Pradesh and Telangana.

Seeking the intervention of the ECI in the matter, Singhvi said, "The Election Commission which is charged under Article 324 of the Constitution with ensuring the sanctity of voter rolls, cannot choose to be a silent spectator on this grave issue."&nbsp

The party also demanded a thorough process of "verification and sanitisation of these voter rolls" before the announcement of elections."

Any election held on the basis of these deeply and deliberately flawed and inaccurate voter lists would undermine the entire process and would lead to a distorted mandate. It will not only further deepen the doubts of the common electorate in the electoral process owing to such glaring anomalies, but will further erode the faith that the people of this country need to have in the institution of Election Commission, Singhvi stressed.

He further said that Congress demands that the "ECI should go all out to restore the dwindling faith by proactively attending to concerns of all the stakeholders in any election".&nbsp

"Failing which like many other institutions, another institution of impeccable integrity would lose its credibility permanently under the decidedly and designedly subversion being undertaken in this dark Modi Era," he added.
Singhvi also attacked Telangana Chief Minister K Chandrasekhara Rao and termed the dissolution of the state assembly a "travesty".&nbsp

"By dissolving the Assembly early, (Chief Minister) K Chandrasekhara Rao has interfered with the process whereby these discrepancies and inaccuracies would have been corrected. After publishing the revised electoral roll on September 10, 2018 the public and other political parties have been given a mere four weeks to identify and highlight these issues (by October 8, 2018)," he added.

Though the election for the Telangana assembly would have been held in June next year, Rao decided to go for early polls and dissolved the state assembly earlier this month, necessitating the constitution of a new government.

The ECI is yet to announce the poll schedule.&nbsp
