The Supreme Court of India on Tuesday refused to give its verdict on the disqualification issue stating that the government must create a law that should bar criminals from contesting polls, news agency ANI reported.

"Parliament must ensure that criminals must not come to politics," Chief Justice of India Dipak Misra noted while reading out the verdict on PIL seeking to disqualify candidates contesting polls.

The bench said that informed choice is the corner stone of democracy and termed criminalisation of politics of the largest democracy as "unsettling".
The apex court favoured wider publicity, through print and electronic media about the antecedents of candidates affiliated to political parties.

"Political parties shall be obligated to put all information about their candidates on their websites," it stated.

The Supreme Court will likely pronounce the crucial judgment on petitions challenging the validity of Aadhaar on Wednesday.

The case will be heard by the five-judge constitutional bench comprising, chief justice Dipak Misra and Justices AK Sikri, AM Khawilkar, DY Chandrachud and Ashok Bhushan.

The top court tomorrow will essentially decide on whether Aadhaar government can continue seeking it as a mandatory identification in the name of furthering its welfare goals.

Last year, the Central government had made it mandatory for all financial institutions including banks, to verify and link Aadhaar of the customers with their accounts. It also made it mandatory to link the unique identification number with welfare schemes, as well as essential services like banking and phone, in the name of weeding out benami deals and black money.

While this was seen as a move of integrating a number of services, the system faced flak from the nation, particularly due to numerous reports suggesting data breaches.

However, in March this year, the Supreme Court indefinitely extended the March 31 deadline for linking Aadhaar with bank accounts and mobile phones.

In the same month, the government stated that around 16,65,85,421 Aadhaar cars had been linked with PermanentAccountn Number (PAN) as on March 5.

"It is the question of what kind of world will we leave for our children and what kind of nations they will inherit," Trump said.

He said the dreams that fill the UNGA hall today are as diverse as the people who have stood at this podium and as varied as the countries represented in the United Nations. "It really is something. It really is great great history."

Delhi records year's best quality of air on Tuesday: Report

The Bharatiya Janata Party (BJP) on Monday claimed that the Congress party scrapped the Rafale deal with France as United Progressive Alliance (UPA) chairperson Sonia Gandhi's son-in-law Robert Vadra's company was not accepted as a 'middleman'.

Union Minister and BJP leader Gajendra Singh Shekhawat, while addressing a press conference, said that in order to take revenge for the same, the Congress is working hard to jeopardise the deal finalised by the National Democratic Alliance (NDA) government.

"The Congress intended to make arms dealer Sanjay Bhandari and Robert Vadra's company as a middleman in the Rafale deal. But when this did not happen, they scrapped the deal and now they are trying to take revenge for the same by jeopardising the deal finalised by the NDA," the BJP leader said.

Shekhawat further alleged that the Congress is politicising the Rafale deal and is taking help of foreign forces to remove Prime Minister Narendra Modi from power.

The Rs. 58,000 crore controversial deal was signed by the NDA government in 2016 after scrapping negotiations made by the UPA government earlier.

The UPA's original plan was to buy 18 off-the-shelf jets from France's Dassault Aviation, with 108 others being assembled in India by the state-run Hindustan Aeronautics Limited (HAL) in Bengaluru.

The controversy over the Rafale jet intensified after former French president François Hollande, in an interview to a French media house, claimed that the France government had no other option but to choose Reliance Defence as an offset partner for Dassault Aviation.

The Supreme Court will hear a plea on Wednesday challenging the appointment of Justice Ranjan Gogoi as the next Chief Justice of India.

A bench of Chief Justice Dipak Misra and Justice A M Khanwilkar and D Y Chandrachud asked petitioner advocate R P Luthra to file the mentioning memo before the court master.

Luthra, who mentioned the matter before the bench, said the court should fix a date for hearing as it is an urgent matter.

"You wait and see. You give the mentioning memo, we will see to it," the bench said.

In their plea, Luthra along with petitioner advocate Satyaveer Sharma said they are seeking adjudication of the question of law for which they are relying on

the contents of the press conference of January 12, called by four senior judges (Justices Chelameswar (since retd), Ranjan Gogoi, Madan B Lokur and Kurian Joseph) of the apex court.

The plea said the petitioners were also relying on an undated letter addressed to Chief Justice of India and circulated by the four apex court judges.

"This act of the four senior most judges of the court was not less than a sabotage to the judicial system of the country. They tried to arouse public furore in the country in the names of certain internal differences in this court," the plea said.

It said that "the petitioners are aggrieved of the actions and omissions on the part of respondent 1 (Union of India) and respondent 2 (Chief Justice of India), which has resulted into appointment of respondent 3 (Justice Ranjan Gogoi) as the Chief Justice of India instead of reprimanding him for his illegal and anti-institutional act".

The petition said that act of Respondent 1 and Respondent 2 "is illegal and unconstitutional and also against the canons of law because the appointment on highest post of judiciary has been awarded to a person who is guilty of committing judicial impropriety and judicial misconduct".

The plea also sought quashing of the order of appointment of Justice Ranjan Gogoi as the Chief Justice of India with effect from October 3.

On September 3, the president has appointed Justice Gogoi as the 46th Chief Justice of India. He will take oath on October 3 after incumbent Chief Justice Dipak Misra retires.

Justice Gogoi will be the first Chief Justice of India from Assam. The warrant of appointment of Justice Gogoi as Chief Justice had come in less than 10 days after Chief Justice Dipak Misra recommended his name as successor.

Justice Gogoi would have a tenure as Chief Justice of India of about 13 months till his retirement on November 17, 2019.

News brief: Big stories of the day

Expanding its probe in the case of alleged rape of a nun by a Roman Catholic bishop, Kerala police Tuesday issued a notice to the PRO of the Missionaries of Jesus congregation asking her to appear before it over a complaint about releasing a photograph of the alleged victim.

The congregation, to which both the alleged victim and accused Franco Mulakkal belong, had openly come out in support of the bishop.

The congregation had released a photo of the nun seated with her alleged tormentor in violation of the Supreme Court guidelines, which prohibit revealing the identity of a victim of sexual assault.

Mulakkal was arrested last Friday.

A day after the bishop was sent to judicial custody, the Kuravilangadu police sent the notice to the congregations public relations officer sister Amala asking her to appear before the probe team in seven days.

The congregation had put out the photograph in a release issued to the media for publishing the findings of its internal enquiry commission, which went into the nun's allegations.

The congregation, however, had cautioned against publishing the photograph, saying it cannot be held responsible if the press violated the rule.

The case was registered at Kuravilangadu police station in Kottayam district on a complaint by the alleged victim's brother.

Meanwhile, the nun Tuesday lodged a complaint with the Kottayam Superintendent of Police against independent MLA P C George, accusing him of using abusive language against her at a press conference recently.

The complaint has been forwarded to the Special Investigation Team (SIT) probing the case, police said.

George, the lone Independent MLA in the Kerala assembly, had demanded that the nun disclose the reason for not reporting the incident earlier. He had also made some other "objectionable" remarks against her.

Terming the language used by the MLA as "deeply disturbing", the National Commission for Women (NCW) had condemned "such objectionable and derogatory statements made by a person who occupies a responsible position in the society".

Expanding its probe in the case of alleged rape of a nun by a Roman Catholic bishop, Kerala police Tuesday issued a notice to the PRO of the Missionaries of Jesus congregation asking her to appear before it over a complaint about releasing a photograph of the alleged victim.

The chief minister also asked Financial Commissioner Revenue (FCR) to seek assistance from the Army, the BSF and the NDRF and other paramilitary forces, if needed.

The FCR informed the chief minister that a contingency fund to the tune of Rs 7.40 crore has been placed at the disposal of deputy commissioners to get flood protection works executed besides carrying out rescue operations.

On the possible outbreak of water-borne diseases, Amarinder Singh asked the Health Department to take preventive measures by organising special medical checkup camps and arranging sufficient stock of medicines in this behalf.

Taking part in the deliberations, BBMB chief D K Sharma apprised the CM the situation at Bhakhra reservoir was in control so far and they were regularly monitoring the water levels at Pong dam.
Earlier, the chief principal secretary to the CM said all deputy commissioners were keeping a close tab over the current situation and disaster control rooms activated.
Farmers in Punjab and Haryana demanded adequate compensation for crop damaged by rains.
Incessant rains in Punjab and Haryana could cause damage to kharif crops and dip in their yield, farm experts said.
"Paddy grown in low-lying areas is vulnerable to damage due to rains as it usually gets submerged in water," Director at Punjab Agriculture Department J S Bains said.
According to farmers, paddy, which is at maturing stage, has got flattened at several areas because of rains.
"We have asked district agriculture officers to assess the damage caused by rains," Bains said.

Speaking at the Nelson Mandela Peace Conference at the 73rd session of the United Nations General Assembly (UNGA), External Affairs Minister Sushma Swaraj said India considers Mandela, fondly known as Madiba, as one of its own.

"We Indians consider Madiba (Nelson Mandela) to be one of our own. We are proud to call him a Bharat Ratna. India cherishes its special relationship with Africa and its people. Our close bonds are reflected in the philosophy of Mandela and Mahatma Gandhi," she said.

During her address at the plenary event organised to commemorate Mandela's birth centenary, Swaraj shed light on how the former South African president's life continues to inspire people across the globe even in the present day.

"Nelson Mandela's life is an inspiration. He showed fearlessness and courage in the face of discrimination and adversity. Values espoused by him- forgiveness, compassion, and inclusiveness of society are needed now more than ever in these turbulent times. Our collective survival as a global family requires that the wisdom of pioneering leaders such as Mandela remains our moral compass. Let us share this planet as one. Let us make a better world for our children," she added.

Earlier, a life-size statue of Mandela was unveiled at the United Nations Headquarters in New York by South African President Cyril Ramaphosa, President of the General Assembly, Maria Espinosa and Secretary-General Guterres.

Furthermore, twin stamps of Mahatma Gandhi and Nelson Mandela were released in July this year during Prime Minister Narendra Modi's meeting with South African President Ramaphosa.

Special envoy of Uzbekistan President, Ilhom Nematov, on Tuesday said that Tashkent is always ready to assist and provide everything to New Delhi with regard to former Prime Minister Lal Bahadur Shastri.

"India is always helpful. It is an important partner for us. Uzbekistan is ready to provide everything for India," Nematov told ANI in response to a question on whether Uzbekistan will provide information to India with regard to the death of former Prime Minister Lal Bahadur Shastri.

Shastri died in Tashkent, which was then part of erstwhile Soviet Union, in the early hours of January 11, 1966, after signing the Tashkent Accord with Pakistan President Mohammad Ayub Khan on January 10, 1966. He reportedly died of heart attack, but there have been various theories on how the former Prime Minister passed away. Some even suspect he died of poisoning. With the mystery surrounding Shastri's death, there have been demands for declassifying documents related to his demise.

Meanwhile, ahead of the Uzbekistan President Shavkat Mirziyoyev's state visit to India, the Embassy of Uzbekistan in Delhi, in cooperation with National Association of Electronic Mass Media of Uzbekistan, organised a series of cultural events dedicated to showcasing the shared legacy and deep cultural ties of the people of India and Uzbekistan.

The Uzbek exhibition features collections from the Rampur Raza Library, the National Museum of India, the Khuda Bakhsh Oriental Public Library and will be displayed at the National Museum of India from September 25 until October 26. The exhibition is accompanied by conference of scholars, a presentation of books to universities and cultural organisations of India and other special events at the Embassy of Uzbekistan in Delhi.

A series of similar presentations will be held at Jawaharlal Nehru University, Jamia Millia Islamia and Islamic Cultural Centre of India. The first of these events was held on January 20 at the Lal Bahadur Shastri Memorial, where the Shastri Museum, was gifted a unique collection of books. Illustrated in 10 volumes, the collection of books depicts the vibrant legacy of the Republic of Uzbekistan that is highlighted in art collections from all over the world.

Admired by several generations of Uzbeks, Shastri is remembered fondly for the historic declaration of 1966 between India and Pakistan, which he signed in Tashkent, shortly before his death. The Lal Bahadur Shastri Centre for Indian Culture, which works under the Indian Council for Cultural Relations (ICCR), was established in Tashkent in 1995 and has been a household name in Uzbekistan for its cultural activities.

News brief: Big stories of the day

Why are officers of the Israeli police force travelling all the way to a nondescript town in north Kerala in frequent intervals?

Because, their elegant light blue, long-sleeve uniform shirts are being stitched at an apparel unit in Kannur, which has the glorious tradition of handloom making and textile export.

Hundreds of tailors at the Maryan Apparel Pvt Limited, operating at the industrial park at Valiyavelicham in the district, are toiling hard to get the smart looking uniforms ready for the Israel police force.

They not only stitch the double-pocket shirts but also design and attach the trademark emblems on its sleeves.

The local dressmakers have been supplying nearly one lakh shirts annually to the Israeli police for the last three years.

Owned by Thodupuzha-based businessman Thomas Olickal, the company also bagged the orders for supplying uniforms for Kuwait's fire service and national guard.

If everything goes as planned, the Maryan Apparel would soon start stitching uniforms for the Philippine Army, a top company official said.

"We are supplying uniform shirts to the Israeli police- both men and women officers- for the last three years," Sijin Kumar, accounts and administration manger of the company said.

"Earlier, we used to supply trousers also. But, the order for it was bagged by a Chinese firm recently. We hope that we will get the contract back at the earliest and discussions are going on in this regard," he said.

Launched at the state-run Kinfra Park here in 2006, the company specialises in uniforms of army men, police personnel, security officers and health service workers of various countries across the globe.

It also supplies school uniforms, dress for supermarket staff, doctors' coats, coveralls, corporate wears and so on.

In 2008, the apparel unit was shifted to Kannur with an objective to provide employment to local people who had become jobless due to the decline of the traditional beedi sector there.

Kumar said the Israeli officials are very particular about the quality of the material and even the minute details of the stitching and embroidery.

"They visit the stitching unit at frequent intervals to monitor the process. Recently, they entrusted the task of monitoring with a company in Tamil Nadu and their team come here once in a month to check the quality of the work," Factory Manager, Shaneesh T V said.

The number of uniforms stitched at the unit would depend on their requirements.

Generally, it would be between 50,000-1,00,000 annually, he said.

The material for the uniform of Israel police is imported from the US.

The cloth, produced at the company's own mill in Mumbai, would also be used at times.

The apparel unit that employs 850 people, majority of them women, are planning to expand its operations in the coming years.

But, the lack of sufficient trained and skilled manpower is a major cause of concern for the company authorities.
