PM Modi will be leaving for the Maldives and Sri Lanka on Saturday which will be his first foreign visit after the general elections.

It has been eight years since an Indian PM visited the Maldives, the last was by Manmohan Singh in 2011. During the visit, PM Modi will address Maldivian Parliament, the Majlis and meet the top leadership. Many MoUs are expected to be signed including training of civil servants, customs and white shipping.

While giving details of the visit, foreign secretary Vijay Gokhale said, "The PM's visit is focused on three objectives, firstly it is to maintain contact at the highest level between the close neighbours, we want to assist the Maldives as a development partner, in the revival and development of there economy and third to strengthen people-to-people contact"

Defence

Both PM Modi and President Solih will jointly inaugurate two defence related projects - the coastal surveillance radar system and composite training centre for Maldives national defence forces (MNDF) - the total value of the two projects is $180 crores. The composite training centre was requested by the Maldives to provide a central training facility and "will enhance the capability of MNDF", according to foreign secretary Gokhale. The coastal surveillance radar system will help Malé monitor white shipping and preserve its sovereignty in EEZ or exclusive economic zone.

Cricket

The Maldives is keen to have its own cricket team and a cricket stadium and asked for Indian assistance. India in May had sent a team of BCCI to the Maldives for the training of Maldivian cricketers, the supply of kits. India has given cricket kits and is expected to coach Maldivian cricketers. India had invited President Solih in April for an IPL match in Bengaluru. India sees it as important "people-to-people" exercise and has in the past helped countries like Afghanistan.

Connectivity

India is planning to start a ferry service from Kochi to the Maldives which the foreign secretary said will "significantly enhance connectivity". India is also working on fourteen high impact community projects which involves connectivity within the island, drug rehabilitation centre at a cost of Rs 50 crore. New Delhi also plans to provide speed boats for students.

In the last eight months, since the new government led by President Solih took charge in November last year, there have been a number of high-level visits.

While President Ibrahim Mohamed Solih, foreign minister Abdulla Shahid and Defence minister Mariya Ahmed Didi visited India, PM Modi was in the country for the swearing-in ceremony of Solih and former external affairs minister Sushma Swaraj visited the country in March.

PM Modi will also be making a short and packed visit to Sri Lanka, while coming back from the Maldives on Sunday.

During the visit, PM Modi will meet Sri Lankan President Maithripala Sirisena, Sri Lankan Prime Minister Ranil Wickremesinghe, Sri Lanka's Opposition leader Mahinda Rajapaksa and R. Sampanthan, president of the Tamil National Alliance.

Foreign security Vijay Gokhale said: "Visit to Sri Lanka is to show solidarity with the people and government of Sri Lanka in the wake of the tragic events of April 21st and expressing our confidence in the government of Sri Lanka in overcoming this national tragedy".

"PM Modi will very clearly signal his commitment and intention of the government at the highest level to build a strong relationship based on mutual trust and mutual sensitivity to each other's concerns in the coming five years and discuss ways to enhance development partnership."

PM will be the first foreign leader to visit Sri Lanka after the Easter terror attacks in which over 250 people were killed. Sri Lankan President Maithripala Sirisena had visited India last week for the oath-taking ceremony of PM Modi.

PM Modi has visited Sri Lanka twice in his first term, first in March of 2015 when he travelled to Anuradhapura, Talaimannar and Jaffna and then in 2017 when he was the chief guest at the Vesak day celebrations.

During PM's Jaffna visit, India had announced that it will hand over 14,000 houses to upcountry Tamils (Indian origin Tamils). The first tranche of houses of 1,500 was handed in August 2018, rest will be handed later this year and the first half of next year.

India has also provided over 280 ambulances to the country for the emergency service which was launched in July, 2016 under the Indian Grant Assistance of $7.55 million.

Japan is trilaterally working with Sri Lanka to develop an LNG terminal and east container terminal at the Colombo port. On the connectivity front, India is providing railway rolling stock under an earlier line of credit of Rs 2800 crore.

Indian experience can help Shanghai Cooperation Organisation (SCO), ambassador of Kyrgyz Republic Asein Isaev has told WION. Speaking to WION's Sidhant Sibbal, envoy Isaev said they were taken by surprise with Indian invitation to his President for the oath-taking ceremony of Narendra Modi on May 30th at the Rashtrapati Bhavan in New Delhi. Kyrgyzstan is the chair of SCO for this year and will host the summit on June 13 & 14 in which PM Modi will participate.

WION: What will be the agenda of the SCO summit?

Asein Isaev: We will continue the Shanghai spirit. We have to strengthen our friendly relations in this region. After entering of India, SCO has became 3 and 1/2 billion strong. It is half of mankind. In this part of the world, everything will be good and peacefull and lead to development of the region.

WION: How are the preparations going?

Asein Isaev: This summit is very interesting. It's just not a political issue, it involves contact between people and countries. Before the summit we had a cultural and sports, and a joint military exercise. Our security forces had meetings. On June, 14th, there will be meetings of head of states.

WION: How do you see India's role?

Asein Isaev: The main objective of the organisation is the peaceful development of the region. We need Indian experience in all spheres - democratic development, security possibilities, cultural development and also we hope India will share experience with other members of the SCO.

WION: India invited President of the Kyrgyz Republic Sooronbay Jeenbekov for the oath-taking ceremony of PM Modi. How do you view it?

Asein Isaev: It was a big surprise. We were very excited by this invitation. Our president immediately answered, and immediately arrived. He was in Kazakhstan and after that he had to go to Saudi Arabia. He only had half a day but he decided to directly come here. Everytime close neighbours were invited, but this time invitation was also for our country, for our head of state.

It shows the growing importance of SCO countries, we are the chair of SCO. We have big intentions to be close friends and close partners of India. We very good relations with India in educational, medical, cultural and political sphere. We hope our relations will reach in the coming days to the level of strategic partnership. It's a big achievement for us. This coming visit of PM Modi has crucial importance for us.

WION: India has been focusing on programmes to connect central Asia? Your take.

Asein Isaev: One of the main problems in exporting goods from Kyrgyzstan to India and reverse is the issue of transportation. The completion of the transport corridor INSTC (providing the route for the delivery of goods from the seaport of Mumbai (India) to the port of Chabahar (Iran) will expand the opportunities and improve the economic situation of the country.

It would be a good help to India, too. We can export our agrarian products such as Kyrgyz ghee (yellow oil) that Indian people use in their food, it has excellent quality and taste. When my Indian friends have tasted it, they were definitely been very excited. We can also suggest white honey, dry fruits to our Indian friends.

Indian experience can help us, says SCO chair Kyrgyzstan

A Sikh airman has been allowed by the United States Air Force to serve with a beard, turban and unshorn hair, making him the first active-duty airman to be granted such a religious accommodation.

Airman Harpreetinder Singh, who joined the Air Force in 2017, was unable to follow the practice due to the military branch's grooming and dress codes.

The Air Force granted him an accommodation after Bajwa gained representation from the Sikh American Veterans Alliance, and the American Civil Liberties Union (ACLU), NBC News reported.

Bajwa, a crew chief at McChord Air Force Base, Washington, is now the first active airman who has been authorised to adhere to Sikh religious grooming and dress principles while serving in the Air Force.

"I'm overjoyed that the Air Force has granted my religious accommodation, said Bajwa.

"Today, I feel that my country has embraced my Sikh heritage, and I will be forever grateful for this opportunity," he said.

Bajwa says be initially asked if he could request a waiver during tech training a year ago in Charleston, South Carolina, and said he was never told "no" by leadership.

"I'm extremely happy I can practice my faith and serve my country," said Bajwa.

A first-generation American, Bajwa was born to an immigrant family.

In 2016, Captain Simratpal Singh, a decorated Sikh-American officer and combat veteran, received a long-term religious accommodation from the US Army to serve with long hair, a beard, and turban. The Army updated its regulations the following year directing commanders to allow accommodations for observant Sikhs.

Heather L Weaver, a senior staff attorney for the ACLU, praised the Air Force's decision.

"No one should have to choose between following their faith or serving their country," Weaver said.

"We're pleased that the Air Force granted our client's request, and we hope that all branches of the military come to recognize the importance of religious inclusion and diversity."

Prime Minister Narendra Modi will be leaving for the Maldives and Sri Lanka on Saturday which will be his first foreign visit after the general elections.

It is after 8 years that an Indian PM will be on a state visit to the Maldives, the last was by Manmohan Singh in 2011. During the visit, PM will address Maldivian Parliament, the Majlis and meet the top leadership. Many Memorandum of Understandings (MoUs) are expected to be signed including training of civil servants, customs and white shipping.

While given details of the visit, foreign secretary Vijay Gokhale said, "The PM's visit is focused on three objectives, firstly it is to maintain contact at the highest level between the close neighbours, to assist the Maldives as a development partner, and to strengthen people to people contact"

Defence

Both PM Modi and President Solih will jointly inaugurate two defence related projects -- One is the coastal surveillance radar system and composite training centre for Maldives national defence forces (MNDF) -- at a total cost of $180 crores. The composite training centre was requested by the Maldives to provide a central training facility and "will enhance the capability of MNDF", according to FS Gokhale. The coastal surveillance radar system will help Malé monitor white shipping and preserve its sovereignty in EEZ or exclusive economic zone.

Cricket

The Maldives is keen to have its own cricket team and a cricket stadium and asked for Indian assistance. India in May sent a team of BCCI to the Maldives for the training of Maldivian cricketers.

India has given cricket kits and is expected to coach Maldivian cricketers. Earlier, India had invited President Solih in April for an IPL match in Bengaluru. India sees it as important "people to people" exercise and has in the past helped countries like Afghanistan.

Connectivity

India is planning to start a ferry service from Kochi to the Maldives which the foreign secretary said will "significantly enhance connectivity".

India is also working on 14 high impact community projects which involves connectivity within the island, drug rehab centre and the total cost is Rs 50 crore. New Delhi also plans to provide speed boats for students.

Earlier this year, India and Maldives signed a visa facilitation agreement that came to force in March 2018 and New Delhi has pledged budgetary support of $ 200 million, of which $ 50 million has been given in cash and rest $150 in treasury bills. Both are finalising a currency swap agreement.

A line of credit of $ 800 million has been granted for water supply and sewerage for 36 islands, Addu urban development centre and SME development financing project, among several projects. In fact, India is also supporting Male's climate change efforts with the grants of LED bulbs for the capital.

In the last 8 months, since the new government led by President Solih took charge in November 2018, there have been a number of high-level visits.

While President Ibrahim Mohamed Solih, ForeignMinister Abdulla Shahid & Defence minister Mariya Ahmed Didi all have visited India, PM Modi was in the country for the swearing-in ceremony of Solih and former external affairs minister Sushma Swaraj visited the country in March of 2019.

Relationship between the two countries had suffered under the previous Yameen regime who had junked pro-India policy for a pro-china policy.

In an outreach exercise before the Monsoon Session of Parliament, Union minister Pralhad Joshi and other senior BJP ministers met UPA chairperson Sonia Gandhi in New Delhi on Friday. Union ministers Narendra Singh Tomar and Arjun Meghwal accompanied Joshi, the Parliamentary Affairs Minister, for the meeting which lasted around 15 minutes.

"Our meeting with Sonia Gandhi was very cordial. We sought her cooperation for the smooth functioning of Parliament. She said they (opposition) also need cooperation from treasury benches. I told her that the government has always been ready to cooperate," Joshi told reporters after the meeting at her residence.

The senior ministers also met Ghulam Nabi Azad, the Leader of Opposition in Rajya Sabha. Sources say the BJP wants to end the logjam in Rajya Sabha which has led to more than three dozen bills not seeing the light of the day. Some of them are in force as ordinance, including the one to ban the practice of instant triple talaq, and government is keen to pass them in the House of Elders.

The ordinances were issued in February-March this year by the previous government.

The Monsoon Session of Parliament begins on June 17. After new MPs take oath on the first two days, the Lok Sabha Speaker's election is scheduled for June 19. The session, the first of the 17th Lok Sabha, will go on till July 26 and the budget will be tabled on July 5.

Government reaches out to Sonia Gandhi ahead of Parliament session

Karnataka Chief Minister H D Kumaraswamy Friday said the coalition government headed by him would complete its five-year term and any talk of mid-term polls now is "irrelevant".

His comments came as a video of his son Nikhil asking JD(S) workers to get ready for assembly polls doing rounds on social media.

"Nikhil Kumaraswamy cheering up party workers has told them that they should always be ready to serve the society. Not only during elections, they should always keep the party in a state of activeness so as to win the election whenever it comes. This statement of his has been quoted out of context by the media to represent that there may be election anytime," H D Kumaraswamy said in a statement.

He said, "The coalition government will successfully complete its five-year term. Any talk of mid-term polls now is irrelevant."

In an indication of lack of trust between coalition partners the JD(S) and the Congress, the video purportedly showed Nikhil asking JD(S) workers to prepare themselves for assembly poll, saying one doesn't know when it would come.

However, he also said there was no threat to the government and his father would complete the tenure.

"We need to start now only. We should not say we will do it later. We have to prepare from the next month onwards. We don't know when it (election) comes, next year, after two years or three years. JD(S) leaders should be ready," the video showed Nikhil telling party workers.

"There is no problem to the government. It will complete (its tenure). You get tensed due to the reports in media. It is not like that. We know what is there inside (government). Nothing will happen. Kumaranna (Kumaraswamy) will run (the government) for the next four years too," he had said.

Nikhil lost the Lok Sabha poll from Mandya to BJP-backed Independent candidate Sumalatha Ambareesh. His remarks to JD(S) workers had gained significance amid coalition woes and threat of instability.

Congress and JD(S) leaders are making all efforts to save the government, with even plans of cabinet expansion, fearing the BJP might revive efforts to topple it encouraged by the spectacular win in the Lok Sabha polls in which it won 25 of the 28 seats in the state.

The coalition partners had won only one seat each.

The Chandrabhaga beach in Puri district in east Indian state of Odisha has become the first in Asia to get the Blue Flag certification. The certification is given by Denmark-based Federation of Environment Education (FEE) to beaches which are environment-friendly, clean and equipped with amenities of international standards for tourists.

The beach was given the honour on World Environment Day on Wednesday (June 5). It is situated 30 km from the city of Puri.

According to the Ministry of Environment and Forest, 12 other beaches will soon get the Blue Flag certification. These beaches are in Maharashtra and other coastal states.

The Indian beaches are being developed by the Society for Integrated Coastal Management (SICOM), an environment ministry's body working for the management of coastal areas.

A beach needs to comply with at least 33 pre-requisites to achieve the Blue Flag certificate. This includes quality of sea water, availability of toilets, changing rooms, first aid centres, solar lighting and parking lots. It also has to be plastic-free and be equipped with a waste management system.

While central government will be investing Rs 10 crore for the project, the SICOM will fund it with Rs two crore.

The Blue Flag beach standards were established by FEE in 1985. The Blue Flag programme, which requires 33 standards in four areas to be met to make beaches environment-friendly, first started from Paris.

Within the next two years, almost all beaches in Europe were accorded the Blue Flag certification.

This campaign spread outside Europe, to South Africa, in 2001. Asia remained untouched by it till now.

The environment ministry started a pilot project to develop the Indian beaches according to the Blue Flag standards in December 2017.

Sadhvi Pragya Singh Thakur, who had skipped proceedings on Thursday on grounds of ill health, appeared before a special National Investigation Agency (NIA) court along with two other accused in connection with the 2008 Malegaon blast case.

Thakur, an accused in the case, was asked some questions by NIA Judge Vinod Padlakar, who later directed all the three accused -Thakur, Samir Kulkarni and Sudhakar Diwedi--to return to the court at 2:45 pm for signatures marking their presence as per the procedure.

At the court, she could be seen helped by two men to climb the stairs at the entrance.

During the course of hearing, Special NIA Judge Vinod Padlakar asked two questions from all the three accused present in the court.

"Do you know or has your lawyer told you about how many witnesses have been examined by the prosecution till now?" the judge asked.

Thakur replied, "I don't know," while Diwedi answered that so far 116 witnesses have been examined by the prosecution.

The court also asked, "From all the witnesses who have been examined till now, it has transpired that there was a blast on September 29, 2008 in which several people died. What do you have to say?"

Thakur and Diwedi said that they do not know about it while Kulkarni claimed that it is true.

On Thursday, the court issued an arrest warrant against a witness in the case who had signed the panchnama while the damage by the blasts was being ascertained. Since it was a bailable warrant, the witness has to pay Rs. 5,000 as bail bond.

Thakur had on Tuesday, moved an exemption from appearance plea in connection with the case. She is likely to appear before the court later this week, her lawyer had said.

The court had on Monday directed Thakur and all other accused in the case to appear before it once a week.

Judge Padalkar, while asking Thakur to be present before the court, had referred to a recent Supreme Court order which said hearing in criminal cases against public representatives be expedited.

Besides the Bhopal MP, the other accused are Lt Col Prasad Purohit, Major (retired) Ramesh Upadhyay, Sudhakar Dwivedi, Ajay Rahirkar, Sameer Kulkarni and Sudhakar Chaturvedi.
