The Afghan government raised the issue of Pakistan air space ban on Monday as its airline continued to face problems in reaching India.

The Afghan government raised the matter through its officials and will raise it again. On being asked whether Kabul is hopeful on Pakistan opening its airspace, sources told WION that they are "negotiating".

The Pakistan government closed its air space on February 27 after launching strikes on Indian military installations in Jammu and Kashmir. The airstrikes were in response to India's counter-terror strikes on Jaish-e-Mohammed's terror camps in Balakot, Pakistan on February 26.

So far, the Pakistan government has partially opened its airspace in the west side of the country, but along the Indian border, it continues to be closed. No flights going from India to westwards or coming from Afghanistan or beyond to India are allowed to use Pakistan air space.

The partial Pakistan airspace ban has particularly impacted Afghan airlines, who have to take a longer route over Iran, but also spend more on fuel which increases the cost of the ticket.

Delhi to Kabul flight that used to take less than two hours before, now takes more than five hours.

Cost of a one-way ticket from Afghanistan to India for Afghan airlines such as Ariana Afghan Airlines and Kam Air Airline stands at $200 to $300 respectively. This was previously at $145 for Ariana Afghan Airlines and $160 for Kam Air Airline.

According to local Pakistan media reports, its national carrier, Pakistan International Airlines (PIA) suffered a loss of over Rs 1 billion due to "closure of certain routes for the airline".

Even as China increases its presence in Pakistan through China-Pakistan Economic Corridor (CPEC) that crosses the south-Asian country and gives China crucial connectivity to West Asia, it is Islamabad that could be in the receiving end.

Instances of brides being trafficked by Chinese men has come to the forefront with New York-based international NGO Human Rights Watch has raised the concern of Pakistani girls being trafficked by Chinese men. The NGO in a release said, "Pakistan’s government should be alarmed by recent reports of trafficking of women and girls to China. These allegations are disturbingly similar to the pattern of trafficking of “brides” to China from at least five other Asian countries."

The NGO stated, "Pakistan government has also acknowledged that bride trafficking is occurring and pledged to work with China to combat the trade."

Pakistan media channels have been exposing a number of cases in which Chinese men have married Pakistani girls with their families being given money and sometimes even visa for the male members. Media reports from the country suggest they are taken to China and forced into nefarious activities. Most of the cases belong to the minority Christian community and the underprivileged ones.

The Chinese embassy has reacted to the local media reports saying "We remind both Chinese and Pakistani citizens to remain vigilant and not to be cheated. We also welcome valuable clues to combat such offences."

Meanwhile, the Pentagon in its report has said, China plans to establish a military base in Pakistan.

In its annual report to US Congress on Military and security developments involving China in 2019, the Pentagon said, "China will seek to establish additional military bases in countries with which it has a longstanding friendly relationship and similar strategic interests, such as Pakistan".

In August of 2017, China officially opened its first overseas military base in Djibouti.

The Afghan foreign ministry on Saturday summoned Pakistan's Chargé d'affaires in Kabul in the aftermath of April 30 and May 1, 2019 incident in which Pakistan forces launched an attack in Afghan territory killing four civilians.

The Afghan foreign ministry in a release, tweeted by the spokesperson Sibghatullah Ahmadi condemned Pakistani forces violating the "Afghan airspace and launching rockets."

The Afghan government asked Pakistan to act on terror, something which Kabul and New Delhi have been asking Islamabad to do for a long time.

The statement said, "Afghanistan once again encouraged Pakistan to honestly fight these groups without distinction".

The Pakistani government has also confirmed that a summoning happened.

The Pakistani forces started shelling at 9 pm local time on April 30 and according to Afghan media reports, targetted Sarkot, Pakha Mela and Afghan Dubai villages in Spera district in Khost Province that borders Pakistan's restive North Waziristan.

Pakistan had summoned Afghan's Charge d' Affaires on May 1 to protest about the incident. While Islamabad maintains, "terrorist" from the Afghan territory launched an attack on its forces killing three Pakistani soldiers, Kabul told Pakistan to take immediate action against the elements on its territory and ensure that such incidents are not repeated.

This is not for the first time a Pakistani diplomat has been summed this year. Afghanistan summoned Pak diplomats many times in the last few months after Pakistani prime minister made comments about the Afghan peace process which Kabul saw as interference.

In March, Speaking at a public gathering in Khyber Pakhtunkhwa's Bajaur, Pakistani Prime Minister Imran Khan said, "A good government will soon be established in Afghanistan".

Afghanistan has also complained to the United Nations security council (UNSC) against Islamabad due to its engagement with the Taliban and attempts to subvert the Afghan peace process.

Afghanistan summons Pakistan diplomat over border situation

South Africa goes to polls this week in what will be the sixth elections in the country since the end of apartheid in 1994. The elections, due on May 8 is expected to be a referendum on the ruling African National Congress (ANC) that has been in power since 1994 but now faces infighting and division.

South African President Cyril Ramaphosa who took over from Jacob Zuma last year is facing a tough battle. Corruption, jobs remain a key issue for South Africans in major cities like Pretoria, Johannesburg and Durban.

At the Univesity of Pretoria, WION spoke to a few students, who were divided if Cyril will make a comeback.

One student said, "I will say he has good chances of winning. The problem is he has promised us as South Africans that he will tackle corruption in ANC. Which, hasn't been done, or it has not been done in a way that the general public can notice.''

Another female student retorted, "But then Ramaphosa promised things and he delivered. Example, the rand (African currency) has not been fluctuating as much and compared to the dollar it has been stronger. Our foreign relations have grown in such a way to get investors."

Corruption remains a huge issue, especially under former president Zuma, who was mired in corruption allegations. Other contenders in the elections are Mmusi Maimane's Democratic Alliance (South Africa) and the far-left political party Economic Freedom Fighters EFF which can disturb the calculus.

One student said, "EFF is thriving since it cares about a post-apartheid generation."

Nelson Mandela's legacy continues to play a role. This year South Africa marks 25 years since the end of apartheid. Country's founding father Nelson Mandela's legacy continues to play an important part of political life especially the young democracy.

"He played an important role in the history of South Africa, especially since he was on the forefront of the struggle. He oversaw a peaceful transition. It is important to vote as black people since we didn't have that privileged earlier", said a lady in Johannesburg.

Asked about the Rainbow nation, Mandela dreamed off, a young South African working in a hotel said, "We see nothing. It's next to impossible right now, it's hard to see, South Africa will ever be the rainbow nation we hoped for, it is very difficult right now."

Brand South Africa, working under's Minister of Communications and Telecommunications, and who focuses on the country's image, believes democracy is the country's USP in a continent where democracy is a rare commodity.

Judy Smith-Höhn, General Manager, Brand South Africa, told WION in Johannesburg, "25 years is a great achievement...Something, we are proud of. As you know, Democracy is not a smooth ride. It allows everyone's voices to be heard and there will be issues of contention. As long as we allowed it to be discussed, then we are on a good path."

And as with every election anywhere, fake news is a major problem. Especially after the xenophobic riots in Durban in March. The rioters had attributed to President Cyril Ramaphosa's speech at ANC's election manifesto contributing to xenophobic felling. Rampaphosa had called for a tougher line on undocumented foreigners.

"We must remain vigilant. One needs to build digital capacity in future. Digital capacity to monitor. We had cases, suddenly on Friday a news story breaks, and everyone jumps into arms. Then you find the source of it, then you drill it, you say hang on. It is taking more time, more resources", Petrus de Kock; General Manager for Research; Brand South Africa, replied to WION when asked how the country is tackling fake news.

The country is excited about the elections. Airwaves are already celebrating and giving the wall to wall coverage of the election. While Mandela is the towering figure, his legacy of the rainbow country is something that unites South Africa and will continue to do so in generations to come.

India Friday asked Pakistan to beef up security at the Indian high commission in Islamabad.

New Delhi in a demarche sent to Pakistan's ministry of foreign affairs asked Islamabad to not only increase the security of its mission in Islamabad but also that of its diplomats.

The note verbale was sent on May 3.

This comes against the backdrop of harassment of Indian diplomats that has continued for months now.

In the latest incident, two Indian diplomats were locked in a room in Gurudwara Sacha Sauda in Farooqabad, Sheikhupura in April, 2019. The duo was prevented from visiting the gurudwara and delt aggressively by Pakistani security agencies.

India took up the issue with Islamabad.

Similarly, in November, 2018, Indian diplomats were stopped in the same gurudwara by Gopal Chawla, a close aide of 26/11 mastermind Hafiz Saeed.

On both the occasions, the Indian diplomats were present to do consular duties for the Indian pilgrims visiting the gurudwara.

Since December, Indian diplomats have been facing a number of problems from electricity being cut, to being stopped and questioned and sometimes even chased by Pakistan security agencies.

The development also assumes significance as it comes days after nine suicide bombers, including a woman, carried out a series of devastating blasts that tore through three churches and three luxury hotels on April 21, killing 253 people and injuring over 500 others.

India has been focusing on zero causality policy when it comes to cyclone preparedness and in the past has been able to prove its performances. When Extremely Severe Cyclonic Storm Phaili hit India in 2013, India was able to keep the casualty figures as low as 45, despite its intensity.

McClean who spoke to National Disaster Management Authority (NDMA) head said, "the almost pinpoint accuracy of the early warnings from the Indian Meteorological Department had allowed the authorities to conduct a well-targeted evacuation plan" which resulted in "1.1 million people moving to about 900 cyclone shelters."

Cyclone Fani: United Nations lauds India Meteorological Department

New Evidence was provided to the United Nations Security Council (UNSC)1267 committee after China had put a hold on March 13 on the listing of Masood Azhar as a global terrorist.

On the basis of the evidence, Beijing had agreed to remove its hold paving way for the listing of Azhar as an international terrorist.

"We submitted more evidence, they were convinced", a diplomatic source replied to WION when asked why China change its stance on Masood Azhar, after blocking it for ten years.

Asked about no mention of Pulwama in the notification on the listing of Azhar, the source said, "Link to Pulwama in the whole process is obvious. The whole process started after Pulwama. It started with a clear statement from UNSC. The process started with Pulwama and ended with a listing of Masood Azhar as an international terrorist."

Masood Azhar was declared as an international terrorist by the UN on May 1. India had first proposed listing of Azhar in 2009 but it was blocked by China many times.

"I have no reason to doubt", the diplomatic source, replied when asked if India was able to hit Jaish-e-Mohammed's terror camps in Balakot on February 26.

French Envoy to India Alexandre Ziegler, at a press conference in New Delhi on Friday, called listing of Masood Azhar as "Good news for world community and India" further adding, "It has been a long process. A process in which we have played a role."

He said, "it's a very important decision. Very important political decision. The first-time world reached consensus."

The US, along with France and the UK had proposed the listing of Masood Azhar after the Pulwama attack on February 14 that killed more than 40 Indian security personnel.

Meanwhile, Indonesian Envoy, Sidharto Suryodipuro speaking to WION, on what went on the negotiation said, "There were a number of dimensions to the negotiations. We understand there is the political side to it."

Explaining further he said, "So countries with particular interest will have there own negotiation. We understand that there are discussions between the capitals. The other side of it, the committee, in particular, the chair of the committee, has to ensure, the ground is right, the ground is mature."

New evidence paved way for listing of Masood Azhar as global terrorist: Diplomatic source to WION

Indonesia is the president of United Nations Security Council for May 2019 and is also the chair of the UN's Sanctions Committee which listed Masood Azhar as an international terrorist.

WION's Sidhant Sibal spoke to Indonesia's envoy to India Sidharto Suryodipuro on a number of things regarding the listing of Masood Azhar including what went into the negotiations and Jakarta's role.

Here are the excerpts:

WION: What was Indonesia's role in the listing of Masood Azhar?

Sidharto Suryodipuro: The chairman of the 1267 Committee is guided, first of all, by mandate of the committee; secondly by the need to show credibility from all sides involved in the decision; and also to create a ground that everybody can agree on. These three roles guide him in ensuring that everybody is on board.

WION: What is the impact of Masood Azhar's listing as global terrorist?

Sidharto Suryodipuro: Listing means it falls under Chapter 7 of the United Nations charter, which all members of the UN are bound by. So listing basically means that all the countries must freeze the assets of the listed person, ban his travel and also put arms embargo. These are the measures that all countries are required to apply on the person who has been listed as a global terrorist.

WION: How do you see the decision, especially on terror?

Sidharto Suryodipuro: Well, terrorism is unacceptable. All terrorist must be brought before the courts of law. That is the principled position of Indonesia. We oppose terrorism everywhere because it is a threat to the whole of the international community. All the countries, in particular the victims, should enhance their cooperation. This is what India and Indonesia are doing. We have a joint working group on counter-terror and I believe its work is to strengthen (the cooperation). I think the challenge is greater than ever and the relationship between India and Indonesia is growing.

WION: Tell us briefly what goes into the negotiations?

Sidharto Suryodipuro: There are a number of dimensions to the negotiation. We understand there is the political side to it. So countries with particular interest will have their own negotiation. We understand that there are discussions between the capitals. The other side of it, the committee, in particular, the chair of the committee, has to ensure the ground is right, it is mature. When all sides want to take it to the committee, the committee is ready, the situation is mature, so they can have a productive decision.

WION: How do ties stand between India and Indonesia?

Sidharto Suryodipuro: It is a comprehensive strategic relation. We are looking for it in the long term. We have a shared vision of maritime cooperation. We also have elections at the same time. Here are the excerpts: WION: What was Indonesia's role in the listing of Masood Azhar? It means the new government, that will establish will have five years of stability to further build the relationship. You have to look it as in three decades, we will be the second and fourth largest economies. So what we doing today has strategic foundations to strengthen the ties.

Long awaited action victory for US diplomacy: Mike Pompeo on UNSC listing Azhar as terrorist

A day after United Nations listed Masood Azhar, the chief of Jaish E Mohammed as a global terrorist India has the February 14 Pulwama terror attack played a role in his listing and asked demanding Islamabad takes "credible verifiable and irreversible action" against terrorist based on its territory.

Speaking to reporters, the spokesperson of the ministry of external affairs, Raveesh Kumar at the weekly presser said, "for us, what is important, that he has been designated as a terrorist. I can tell u that the terror attack Pulwama did play a role in coming to the decision. "

The spokesperson explained, "our objective, all along, has been the designation of Masood as a terrorist. The process started way back in 2009.In 2016-2017 another effort was made. Designation not based on specific incidence but on the basis of evidence which we shared the evidence with members of 1267 Committee linking Masood Azhar with various terror acts."

The Pakistan foreign ministry spokesperson Dr Mohammad Faisal on Wednesday called the listing of Pakistani national Masood Azhar as an international terrorist as a "diplomatic victory" since according to them "the current listing proposal has been agreed after... removal of attempts to link it with Pulwama."

According to UNSC notification on the UN website, Masood Azhar was listed for participating in the financing, planning, facilitating, preparing, or perpetrating of acts associated with Jaish-i-Mohammed.

India termed the UN action as a huge diplomatic set back for Pakistan, one they "cant welcome or criticise", that is why they are picking up "holes which they think exists."

Earlier in the day, finance minister Arun Jaitley responding to the same question on the omission of Pulwama from UNSC notification and said, "Listing and decision are not a biodata of Masood Azhar. They don't have to give his entire background. The core issue is he has been declared an international terrorist. He and his country have to face consequences of this."

No negotiation on terror: MEA

The MEA also dismissed reports of any negotiation with China regarding the listing of Azhar. Raveesh Kumar said, "We do not negotiate with any country on terrorism and on matters related to the security of the country. China has given an explanation."

China has been blocking the move to list Azhar for the last 10 years. India in 2009 had first proposed listing of Azhar as an international terrorist.

While welcoming China's decision to lift the hold for the listing of Azhar, MEA said, "it was agreed during (Wuhan informal) summit, that in next summit in India, that we will try to take the spirit of Wuhan forward."

The listing of Azhar as UN terrorist means an arms embargo will be put on him, along with a travel ban and his assets will be frozen.

Masood Azhar listing: India says Pulwama attack played a role; calls Pakistan to act on terror

India's permanent representative to United Nations in 2009 Hardeep Singh Puri who had first proposed listing of Masood Azhar as a global terrorist has slammed the Congress for not pursuing the listing and having a flawed policy against Pakistan.

Speaking to reporters in Amritsar, Hardeep Singh Puri who is a minister now in Modi government's cabinet said, "I think the Congress is indulging in a false narrative and in a web of lies. You can start anything, you can make an effort, but have to pursue it and get it done."

Asking Congress a counter question, Puri said, "I want to ask them is if you are saying you did it in 2009, then why didn't you pursue it."

India was trying to list Masood Azhar as an international terrorist for a decade, starting in 2009. In 2009, it was the lone proposer and did not get any support. In 2016, India again proposed the listing and it was co-sponsored by UK, US, France but it was blocked by China. In 2017, US, UK and France moved the proposal but China blocked the move again.

Slamming the opposition Congress on its Pakistan policy, he said: "Basic approach towards dealing with Pakistan was completely flawed. Pakistan milked you on the nuclear strategic doctrine. When they attacked you in 26/11 and we lost 300 people, you should have given a befitting response."

Explaining the current government's policy, Puri said, "Mr Modi made it very clear... we will give you a befitting reply if terror emanates." and the "Modi government has been able to alter that entire reality" by getting global support from a diverse set of countries such as Saudi Arabia, UAE, China and "US and France in any case".

The move in February saw global support with 14 out of 15 members of UNSC backing the move for the listing of Masood Azhar.

The proposal was moved by US, UK, France and co-sponsored by Australia, Bangladesh, Italy and Japan. In fact, after the Chinese hold in March, the French had announced they would put a freeze on the assets of Azhar and will raise the issue with the European Union.

Currently, a text has been circulated among all members of the European Union for listing of Azhar as a terrorist under EU jurisdiction.
