Pakistan Navy briefings follow a familiar script. A new frigate joins the fleet, and the language reaches for words like "milestone" and "capability enhancement." A submarine is handed over, and someone inevitably invokes blue-water aspirations, as though the phrase becomes true through sheer repetition. This ought to be reassuring. Increasingly, it is not, and the reason is worth stating plainly.&nbsp;None of this is a case against the hardware itself. The Type 054A/P frigates are genuinely capable ships. The Hangor-class submarines, once fully delivered, will meaningfully shift the undersea balance in the Arabian Sea. The engineering and the procurement logic behind both programs are not in question. What is in question is what these acquisitions are being asked to prove, and how rarely anyone in a position to press the point actually does.&nbsp; The question worth asking is simple: modernisation toward what end? If the answer is deterrence against a conventional rival, that is a legitimate and defensible goal, and the program should be judged against it directly. But that is rarely how the narrative is framed. It is framed instead as evidence of a maturing, more capable maritime power in general terms, as though "capable" is self-justifying and does not require specifying capable of doing what, for whom.&nbsp; The gap between these two framings is no longer hypothetical. It surfaces every time the Gulf of Aden or the Bab al-Mandeb produces another headline about a vessel under attack, and Pakistan's navy, for entirely explicable, structural reasons, has nothing to contribute to the response. The fleet was not built to reach that corridor, was not postured to operate there, and by most public accounts has never seriously attempted to. That is not, on its own, a scandal. It is the predictable consequence of where budget and doctrine have been directed for a decade. What comes closer to a scandal is how rarely this is stated outright, rather than allowing the word "modernisation" to imply otherwise by omission.&nbsp; This pattern is not unique to Pakistan, and the instinct behind it is not especially cynical. Navies generally describe themselves in the most flattering available terms, and "blue-water" is a flattering term. But somewhere in that process, a distinction has been lost: the navy being built and the navy that Pakistan's most exposed citizens, the seafarers and merchant crew who actually cross these dangerous waters for a living, rather than reading about them from a distance, might reasonably expect to exist on their behalf are not automatically the same navy. Few people, pressed directly, would claim otherwise. Yet public discourse proceeds as though they were identical, because acknowledging the difference means admitting that a large and costly modernisation program has left an entire category of exposure essentially untouched.&nbsp;Fairness requires acknowledging the limits of what any navy can reasonably be asked to do. No serious observer expects Pakistan to sustain an independent expeditionary presence in the Red Sea; the budget does not support it, and the strategic case for attempting it would be weak regardless. But there is a wide, largely unexamined space between doing nothing and projecting blue-water power a thousand kilometres from home, and no serious public accounting of what belongs in that space has yet been offered. A liaison arrangement with the coalition structures already active in the corridor. A monitoring system tracking Pakistani-crewed vessels entering elevated-risk waters. A faster, better-resourced consular and repatriation process for when incidents occur. None of these requires a new hull. All of them require an admission that the current program, whatever its genuine achievements, was not designed with this specific problem in mind.&nbsp; That admission is unlikely to come from within the institution itself; commissioning ceremonies are not natural settings for self-audit, and the incentives working against it are well understood. But the question needs to keep being asked from outside, because the cost of not asking is not abstract. It surfaces, with some regularity now, in a corridor far from where the newest frigates operate, and it will keep surfacing there until "modernisation" comes to mean something more specific than it currently does.

The wrong question keeps getting asked about Pakistan's navy

Aircraft carriers are easy to argue about because the visible parts are so large: tonnage, air wings, escorts and cost. What is harder to measure is the political choice they create. A carrier at sea is not merely an airfield that moves. It is a sovereign package of military power that can be positioned, reinforced, pulled back or left over the horizon. It can reassure without establishing a base, warn without firing, and create pressure without forcing political leadership immediately across the threshold of war.&nbsp; That is why the carrier has survived repeated predictions of its irrelevance. Anti-ship missiles have become faster and longer-ranged. Submarines remain a serious threat. Space-based surveillance has made large ships harder to hide. None of this makes the carrier invulnerable. It never was. But vulnerability is not the same as irrelevance.&nbsp; Also Read: <a href="https://www.wionews.com/world/america-s-new-strategy-control-the-system-not-the-world-1788068534216">America’s new strategy: Control the system, not the world</a>&nbsp;For India, therefore, the debate should move beyond the familiar question of whether an aircraft carrier is too expensive or too exposed. The more useful question is, what political and military options does India want at sea over the next four decades, and what carrier force is required to create them?&nbsp; That leads directly to decisions we can no longer postpone, whether India needs a third carrier to generate reliable availability, whether the next hull should repeat Vikrant or move to a larger design, what its air wing should look like, and how unmanned systems, escorts, submarines, logistics and the wider information architecture will be built around it.&nbsp;“For in this modern world, the instruments of warfare are not solely for waging war. Steel diplomacy: What the carrier teaches about power, and what India must decide

India's carrier debate is often reduced to the wrong question. It is made to sound like a matter of prestige, tonnage or naval nostalgia. It is not. The third aircraft carrier is not about pride. It is about geography.India lives in one of the most unforgiving strategic neighbourhoods in the world. To the west is Pakistan, a nuclear-armed adversary with a long record of hostility and military adventurism. To the north and east is China, a nuclear-armed great power with whom India has fought a war and continues to face unresolved land-border tensions. &nbsp; To the south is not emptiness, but the Indian Ocean—the maritime space through which India's trade, energy, influence and strategic future move every single day. Also read | <a href="https://www.wionews.com/india-news/rupee-slide-wars-and-more-indian-students-in-us-battle-currency-crisis-no-one-prepared-them-for-wion-horizons-1780044945428">Rupee slide, wars and more: Indian students in US battle currency crisis no one prepared them for | WION Horizons</a>This is India's strategic reality: two hostile continental fronts and a maritime frontier across the Arabian Sea, the Bay of Bengal and the wider Indian Ocean Region. That geography demands a fleet structure that can be present on both seaboards when the nation needs it. Today, India is one carrier short of that requirement. This is not a theoretical gap. It is an availability problem. Any navy that has operated major platforms understands the tyranny of maintenance, refit, training cycles, crew work-up, aviation certification and operational deployment. &nbsp;A carrier is not available every day simply because it exists on the order of battle. The old naval logic is simple: if a country needs one carrier continuously available, it needs at least three hulls — one deployed, one preparing or recovering, and one in maintenance. This "rule of three" is not a luxury calculation. It is the mathematics of maritime readiness.India currently has two aircraft carriers: INS Vikramaditya and INS Vikrant. That gives the Navy capability. It does not yet give it guaranteed availability across both seaboards during a national crisis. Now place this within a two-front scenario. A crisis erupts on the western land border with Pakistan. At the same time, Chinese naval activity increases in the Bay of Bengal, the eastern Indian Ocean or near the approaches to the Andaman and Nicobar Islands. &nbsp; This is not an alarmist fantasy. The 2020 Galwan crisis showed that Beijing is willing to apply pressure when India is forced into strategic distraction. A coordinated or opportunistic land-maritime pressure scenario is exactly the kind of situation for which serious military planning exists. In such a crisis, if one Indian carrier is in refit or deep maintenance, the remaining carrier must choose. Does it move west into the Arabian Sea to support maritime pressure against Pakistan, protect energy routes and shape escalation? Or does it move east to counter Chinese naval signalling, reassure partners, and defend India's eastern maritime approaches? A carrier cannot be in two seas at the same time. That is the heart of the third-carrier argument. It is not a question of emotion. It is about ensuring that India is never forced to choose between the Arabian Sea and the Bay of Bengal when both may be contested simultaneously. The Pakistan dimension is often under-discussed. A carrier battle group operating in the western theatre does not merely threaten naval targets. It forces Pakistan to distribute attention, air defence, coastal surveillance, naval assets and political anxiety at a time when it may prefer to concentrate all pressure on the land border. Karachi and Pakistan's wider coastal infrastructure have always been central to its economic and military vulnerability. &nbsp; Also read | <a href="https://www.wionews.com/india-news/critical-anchor-hegseth-at-shangri-la-dialogue-lauds-india-calls-new-delhi-a-pillar-of-regional-stability-1780120209830">'Critical anchor': Hegseth lauds India, calls it a pillar of regional stability</a>A credible Indian carrier presence in the Arabian Sea changes Pakistan's planning problem. It gives political leadership options short of, during and beyond conflict. But that option must be available when the nation needs it, not merely when the refit cycle permits it.The China dimension is larger and more long-term. The People's Liberation Army Navy already operates three carriers, and according to recent assessments, China may seek a total carrier force of up to nine by 2035. &nbsp;Whether the exact number arrives on that timeline or not, the direction is unmistakable: China is building a blue-water navy with carrier aviation as a central instrument of power projection. This is supported by a growing network of access points across the Indian Ocean Region—Djibouti, Gwadar, Hambantota, Chittagong and other nodes that together create the infrastructure of sustained far-seas operations. For India, this matters because the Indian Ocean is not a distant theatre. It is our front yard, our economic lifeline and our strategic depth. A Chinese carrier group signalling in the eastern Indian Ocean directly affects Indian maritime security, regional confidence and the balance of influence in our own oceanic neighbourhood. A two-carrier India can surge. A three-carrier India can sustain. That difference is everything. The energy dimension ties the argument together. India imports nearly 87–88 per cent of its crude oil requirement, much of it through sea lines of communication running through the Strait of Hormuz, the Arabian Sea, the Red Sea and the Gulf of Aden. A disruption in these routes is not merely a naval problem. It is an economic emergency. &nbsp; No serious country outsources the security of its energy arteries. A carrier battle group gives India the ability to position sovereign air power where land bases are either unavailable, politically constrained or operationally insufficient. That is the point often missed in the carrier debate. A destroyer can defend and strike. A submarine can deny and ambush. A maritime patrol aircraft can search and classify. But an aircraft carrier carries sovereign air power to sea—aviation, command, surveillance, strike, air defence, helicopters, unmanned systems, logistics and political signalling in one mobile instrument of national power.Having served over four years onboard INS Viraat and operated from carriers, destroyers and frigates, I can say this plainly: a carrier is not just a platform. It is a floating air station, a command centre, a logistics machine, a deterrence signal and a national statement. It is also one of the most demanding military systems a country can operate. That is precisely why only serious navies persist with it.The third carrier must therefore be seen not as an isolated procurement case but as a national maritime architecture decision. India has already demonstrated the ability to build an indigenous carrier through INS Vikrant. The skills, vendor chains and design confidence absorbed through that effort must not be allowed to fade. Warship-building capability is not a tap that can be turned on after a decade of hesitation. A follow-on carrier is not only about fleet numbers; it is about preserving and deepening India's hard-won carrier-building ecosystem. The question is not whether India can afford a third carrier. The question is whether India can afford a carrier gap in the decade when China is expanding, Pakistan remains hostile, and the Indian Ocean becomes the central arena of competition. The future Indian carrier need not be a copy of the past. It must be designed for the next fight — networked, survivable, integrated with destroyers, submarines, P-8I aircraft, MH-60R helicopters, UAVs, space-based surveillance, electronic warfare and long-range precision strike. It must be part of a kill web, not merely a battle group in the traditional sense. &nbsp; The carrier air wing must evolve to include fighters, airborne early warning, unmanned systems, loyal wingman concepts and electronic warfare payloads. The carrier will remain relevant not because it is immune to threats, but because it adapts faster than the threats trying to kill it.The United States is not retiring carriers because missiles exist. China is not avoiding carriers because it has missiles. France, Britain and others continue to treat carrier aviation as a strategic capability because sea-based air power gives a nation choices that no other platform can fully replace. India's geography is even more demanding. We do not have the luxury of choosing between the Arabian Sea and the Bay of Bengal. We cannot assume that a western crisis will remain western, or that a northern crisis will remain continental. We cannot assume that China will wait outside the Indian Ocean while India is occupied elsewhere, or that Pakistan will not exploit distraction. Strategy built on such assumptions is not strategy. It is hope.A third carrier gives India continuous options across both seaboards — one available in the western theatre, one in the eastern theatre or work-up cycle, and one in maintenance or refit. It gives the Navy flexibility, political leadership choice, and adversaries uncertainty. That is deterrence. The third carrier is not about building a monument. It is about matching fleet structure to geography. It is about ensuring that India's maritime power is available when crisis comes, not when the maintenance calendar is convenient. Pakistan, China and the sea between: Why India's third carrier is about geography, not pride

The Horn of Africa has become the western anchor of China’s maritime strategy. At its northern edge stands Djibouti, hosting the People’s Liberation Army Navy’s first overseas base since 2017. Farther south, along the same arc of sea, Pakistan’s newly minted defence partnership with Somalia signals the quiet expansion of that architecture. Between the logistics hub in Djibouti and the training corridor proposed for Mogadishu lies a developing continuum of Chinese influence, mediated through partners and layered across commercial, military, and developmental channels. This corridor, if mapped on maritime traffic and defence cooperation data, outlines a single integrated network along the western rim of the Indian Ocean. The partnership between Pakistan and Somalia is therefore not a bilateral curiosity but the southern flank of an evolving strategic chain that ties Chinese naval logistics, shipbuilding finance, and training diplomacy into one continuous system. From Djibouti’s Quays to Karachi’s ShipyardsChina’s base in Djibouti, adjacent to the Doraleh Multipurpose Port, has grown into a self-contained complex with dry docks, ammunition depots, and replenishment facilities for surface combatants and submarines. Satellite imagery published by independent maritime monitors between 2021 and 2024 shows significant infrastructure expansion, including hardened shelters and new berthing capacity for large hulls. At the other end of the Arabian Sea, Pakistan’s ports of Karachi and Gwadar form the supply and shipbuilding nexus. The Type-054A/P frigates and Hangor-class submarines built under Chinese licences sustain not only Pakistan’s own navy but also its emerging role as an intermediary in maritime cooperation with African partners. The MoU with Somalia, signed in August 2025, introduces the next logical step: transferring training and logistical templates derived from Chinese platforms to an African navy seeking reconstitution after years of instability. When viewed together, these nodes form a continuous geographic line of influence: Djibouti–Gwadar–Karachi–Mogadishu. Each location performs a distinct function within the same strategic logic – support, production, and diffusion.Somalia’s Place in the ChainSomalia’s coastline, spanning over 3,300 kilometres, dominates the western Indian Ocean’s lower littoral. Its location between the Bab el-Mandeb and the Mozambique Channel grants it proximity to the sea lanes that sustain much of Asia–Europe commerce. By embedding itself within Somalia’s naval training architecture, Pakistan introduces a link that extends China’s operational reach beyond the Gulf of Aden. The arrangement appears benign. It speaks of cooperation, technical expertise, and South–South partnership. Yet its underlying logic follows the precedent of other Chinese maritime ventures: infrastructure coupled with defence cooperation, offered at concessional terms that bring long-term strategic influence. Somalia, with limited fiscal space and a fragile maritime bureaucracy, becomes an ideal candidate for such external assistance. The practical result is a diffusion of standards and dependencies. Somali naval personnel will learn on Pakistani systems configured to Chinese specifications; their logistics will rely on imported spares; their command frameworks may emulate doctrines designed far from Mogadishu. Over time, this creates interoperability not primarily with African or Western navies but with an ecosystem aligned to Beijing through Karachi.Regional ImplicationsThe Djibouti–Mogadishu continuum alters the geometry of the western Indian Ocean. Where once the maritime order was anchored by multilateral coalitions such as the Combined Maritime Forces (CMF) and the EU’s Operation Atalanta, the emerging pattern is bilateral and opaque. Pakistan’s naval training mission in Somalia, Turkey’s ongoing ten-year pact, and China’s permanent logistics base each represent separate lines of authority that converge without coordination. For regional stakeholders, this raises both operational and governance questions. The multiplicity of unaligned bilateral arrangements risks duplicating tasks and fragmenting accountability. It also deepens the competitive dynamic between the India–EU maritime partnership on one side and the China–Pakistan alignment on the other. The Horn of Africa, once a laboratory for multilateral maritime governance, now risks becoming a patchwork of competing corridors. The economic dimension reinforces this trend. China’s financing of African port infrastructure, i.e. Lamu, Bagamoyo, and Doraleh, creates logistical redundancy that strengthens its supply resilience. The Pakistan–Somalia link, though framed as a training partnership, complements this pattern by extending influence into the human capital and doctrinal space of African maritime forces.Policy ReflectionsTo interpret this chain merely as a naval expansion would be to miss its institutional character. China’s influence operates through modular partnerships that link infrastructure, finance, and training into an interlocking system of dependency. Pakistan, a long-standing defence client, functions as an intermediary node rather than a fully autonomous actor.Somalia’s leadership, while seeking capability and legitimacy, must therefore weigh the hidden costs of imported competence. The promise of rapid capacity-building may conceal a slower erosion of independent planning. Between the logistics hub in Djibouti and the training corridor proposed for Mogadishu lies a developing continuum of Chinese influence, mediated through partners and layered across commercial, military, and developmental channels.

From Djibouti’s Quays to Karachi’s Shipyards China’s base in Djibouti, adjacent to the Doraleh Multipurpose Port, has grown into a self-contained complex with dry docks, ammunition depots, and replenishment facilities for surface combatants and submarines. Each location performs a distinct function within the same strategic logic – support, production, and diffusion. Somalia’s Place in the Chain Somalia’s coastline, spanning over 3,300 kilometres, dominates the western Indian Ocean’s lower littoral. Over time, this creates interoperability not primarily with African or Western navies but with an ecosystem aligned to Beijing through Karachi. Regional Implications The Djibouti–Mogadishu continuum alters the geometry of the western Indian Ocean. The Pakistan–Somalia link, though framed as a training partnership, complements this pattern by extending influence into the human capital and doctrinal space of African maritime forces. Policy Reflections To interpret this chain merely as a naval expansion would be to miss its institutional character. China’s influence operates through modular partnerships that link infrastructure, finance, and training into an interlocking system of dependency. Pakistan, a long-standing defence client, functions as an intermediary node rather than a fully autonomous actor. Somalia’s leadership, while seeking capability and legitimacy, must therefore weigh the hidden costs of imported competence. The promise of rapid capacity-building may conceal a slower erosion of independent planning. If training curricula, maintenance regimes, and advisory oversight all originate abroad, the resulting navy may serve not as a sovereign institution but as an extension of someone else’s design. For regional and international observers, the challenge lies in offering credible alternatives. Multilateral frameworks such as the African Union Mission’s maritime initiatives or the EUCAP Somalia programme can still provide transparent, verifiable models of partnership. These, unlike bilateral defence deals, are structured to ensure local ownership and open auditing. Djibouti–Mogadishu Continuum: Mapping a China-friendly maritime chain

The Indian Navy conducts the Theatre Level Operational Readiness Exercise (TROPEX) to evaluate and enhance its combat readiness in a complex, multi-threat environment. This large-scale naval exercise, conducted biennially, integrates assets from the Indian Army, Indian Air Force, and the Indian Coast Guard, making it one of the most significant joint military exercises in the region. TROPEX serves as a crucial strategic tool to test, refine, and validate India's maritime security capabilities in both conventional and asymmetric warfare scenarios. It is insufficient to field naval forces prepared to fight the battles of tomorrow with doctrine and weapons designed for the wars of yesterday.
As India faces an evolving security landscape marked by maritime disputes, regional instability, and the growing assertion of naval powers in the Indo-Pacific, TROPEX plays a pivotal role in ensuring operational preparedness. The primary objective of a naval offensive is to "exert specific superiority at the point of impact," making it one of the most effective and decisive strategies in maritime warfare and TROPEX is the most efficient way to prove it. This writer aims to explore the importance of TROPEX, its historical evolution, global parallels, and its relevance in modern maritime security dynamics.

TROPEX is designed to assess and enhance the operational readiness of the Indian Navy across multiple warfare domains. Its key objectives include: &nbsp; 1. &nbsp; &nbsp;Operational Readiness Assessment: TROPEX serves as a platform to evaluate the combat capabilities of naval assets, including aircraft carriers, destroyers, frigates, submarines, and maritime patrol aircraft. The exercise ensures that the Indian Navy is prepared to operate in high-intensity combat situations.
2. &nbsp; &nbsp;Joint Force Integration: The exercise fosters synergy between the Indian Navy, Air Force, Army, and Coast Guard. Seamless coordination among these forces is critical for joint maritime operations, especially in the Indo-Pacific, where India seeks to assert its naval dominance. &nbsp; 3. &nbsp; &nbsp;Maritime Domain Awareness: With an emphasis on surveillance and intelligence gathering, TROPEX strengthens India's ability to detect and respond to emerging threats, including piracy, terrorism, and illegal maritime activities. &nbsp; 4. &nbsp; &nbsp;War-Fighting Capability Testing: The exercise simulates real-world scenarios, including anti-submarine warfare, amphibious operations, surface warfare, electronic warfare, and network-centric warfare. These simulations enhance the tactical proficiency of naval personnel and test new doctrines and strategies. &nbsp; 5. &nbsp; &nbsp;Geopolitical Significance: Given the increasing Chinese naval presence in the Indian Ocean Region (IOR), TROPEX is a strategic deterrent, showcasing India's ability to safeguard its maritime interests and counter potential adversaries.

<h2>Historical context and evolution of TROPEX</h2>
TROPEX has evolved significantly since its inception. The Indian Navy has consistently expanded the scope and complexity of the exercise, incorporating advanced warfare strategies, cutting-edge technologies, and participation from allied forces. &nbsp; 1. &nbsp; &nbsp; Early Years: Before TROPEX, the Indian Navy conducted two separate naval exercises, Springex and Summerex, in different parts of the year. These exercises primarily focused on fleet training and tactical development.
2. &nbsp; &nbsp;Unification into TROPEX: Recognising the need for a more comprehensive and integrated approach, the Indian Navy merged Springex and Summerex into a single large-scale exercise, TROPEX, way back in 2005. This transition was to streamline training efforts, enhance joint force coordination, and improve overall combat readiness. It became important to prepare for a two-front war. Further, with an increase in the likelihood of the non-regional forces being involved, it became imperative to cater for all situations.
3. &nbsp; &nbsp;Post-Kargil War Evolution: The 1999 Kargil conflict underscored the need for greater synergy among India&rsquo;s armed forces. Consequently, TROPEX began incorporating multi-dimensional warfare scenarios. Threats today are multidimensional and are not limited to the power and authority of nation-states. Globalisation and economic interdependence increase the power base of non-state actors and hence require operational manoeuvres at sea to affect land battles.
4. &nbsp; &nbsp;Recent Developments: The latest editions of TROPEX have emphasised network-centric operations, cyber warfare, and integration with space-based assets for enhanced situational awareness. There has been a drastic increase in the use of autonomous and unmanned systems in all three domains: surface, air and underwater.
