The Australian government said on Saturday it is increasing the number of visas for skilled workers willing to migrate to the country's regions in a bid to ease pressure on major cities, where populations are growing twice as fast as elsewhere.

The government will increase the intake under its regional migration programme to 25,000 from 23,000, according to a statement issued by Prime Minister Scott Morrison's office.

That does not mean, however, that Australia will be taking more immigrants.

Morrison's conservative government cut the annual immigration intake to 160,000 people as of July 1, versus 190,000 before. The 25,000 visas for those willing to live in smaller cities and regions are part of the annual migration cap.

Nearly a third of Australia's resident population were born overseas, according to the Organisation for Economic Co-operation and Development (OECD).

Australia, a highly urbanised country with one of the highest population growth rates in the OECD, has about two-thirds of its population living in the capitals of states and territories, according to the 2016 government census data.

Between 2017 and 2018 the number of people living in those cities increased at twice the rate the number of people living outside them, recent government data show. Capital city growth accounted for 79 per cent&nbsp;of Australia's total population growth.

Specifically, a goal of JEDI is to give the military better access to data and the cloud from battlefields and other remote locations.

Oracle Corp&nbsp;had expressed concerns about the award process for the contract, including the role of a former Amazon employee who worked on the project at the Defense Department but recused himself, then later left the Defense Department and returned to Amazon Web Services.

In a statement, an Amazon Web Services (AWS) spokesman said the company was "surprised about this conclusion."

The company said that a "detailed assessment purely on the comparative offerings" would "clearly lead to a different conclusion," according to the statement.

AWS is considering options for protesting the award, a person familiar with the matter told Reuters.

Although the Pentagon boasts the world's most potent fighting force, its information technology remains woefully inadequate, according to many officials.

Officials have complained of having outdated computer systems and being unable to access files or share information as quickly as they might be able to in the private sector.

"If I am a warfighter, I want as much data as you could possibly give me," Lieutenant General Jack Shanahan, the director of the Joint Artificial Intelligence Center, told reporters in August describing the importance of the contract.

Some companies were concerned that a single award would give the winner an unfair advantage in follow-on work. The Pentagon has said it planned to award future cloud deals to multiple contractors.

Election monitors, the opposition and some foreign governments criticised the election for lacking transparency.

The European Union, the United States, Brazil, Argentina and Colombia called for Bolivia to convene a second-round vote to ease the unrest.

Brazil's foreign ministry said it would not recognize Morales' win while an audit of the vote count by the regional group Organization of American States (OAS) was still pending.

The only countries that have congratulated Morales on his win were Venezuela, Cuba and Mexico.

After nightfall, Bolivians banged on pots and pans in a traditional form of protest. Earlier, roads were blocked and demonstrators surrounded the headquarters of the country's electoral board, guarded by rows of police in anti-riot gear.

"Evo Morales had an acceptable administration," said protester Jose Callisaya, 38. But "it's healthy in a democracy to change leaders."

But they also sought a ban on publishing details about a police officer's Facebook and Instagram IDs, their car number plates and any photograph of an officer or their family without consent.

The court granted the injunction for 14 days pending a longer legal hearing.&nbsp;

The injunction also bans "intimidating, molesting, harassing, threatening, pestering or interfering" with any police officer or family member.

The current wording leaves no exceptions, including for media, making it unclear how it will be applied and whether it will restrict work by reporters.

Police did not respond to requests for clarification.

Interior Ministry spokesman Khalid al-Muhanna said at least 68 members of the security forces were injured.

The sometimes violent demonstrations erupted in Baghdad on October&nbsp;1 and spread to southern cities.
