<p>It also means that Mayawati will tie-up with smaller parties in Rajasthan, Madhya Pradesh, Maharashtra and Chattisgarh.&nbsp;</p>

<p>Congress wanted 15 seats from Uttar Pradesh and was open to the idea of giving seats to the BSP in north Indian states and in Maharashtra.&nbsp;</p>
